The Local Drought Risk Assessment Framework Using Vulnerability and Hazard Index (가뭄 취약성 및 노출성 지표를 활용한 지역 가뭄 위험도 평가 방안)

  • 가뭄은 일반적으로 기상학적, 수문학적, 농업적 및 사회·경제적 가뭄으로 분류된다. 그 중 강수량 부족으로 인해 야기되는 기상학적 가뭄은 지역 사회에 직접적인 피해를 유발하는 도화선이 된다. 그러나 강우량 부족이 경제적, 사회적 피해로 전파되는 과정은 단순하지 않으며, 정량화가 어려운 실정이다. 가뭄 위험도는 수문기상학적 요인뿐만 아니라 자연재해에 대한 지역의 취약성의 맥락에서 파악되어야하므로, 가뭄 위험도 평가 방안은 위험도와 지역사회 사이의 관계를 규명하는 과정을 포함해야 한다. 이러한 문제를 해결하기 위해 가뭄 취약성(vulnerability)과 노출성(hazard)을 정량화하여 나타내는 지표를 적용한 가뭄 위험도 분석 방법이 주로 사용된다. 일반적으로 수용되는 취약성 개념은 개인 또는 그룹이 자연재해의 영향에 대처하고 이에 저항할 수 있는 능력을 의미하며, 노출성은 자연적 또는 인간이 유발할 수 있는 물리적 사건의 가능성을 나타낸다. 따라서 취약성은 지역의 문화적, 사회적 및 경제적 인자를 이용하여 정의된다. 반면 노출성은 주어진 시간 또는 영역 내에서의 특정 현상의 발생 확률에 따라 결정된다. 본 연구에서는 가뭄 취약성 지수 (Drought Vulnerability Index, DVI)와 가뭄 노출성 지수(Drought Hazard Index, DHI)를 이용하여 지역 가뭄 위험도를 평가하였다. 취약성 및 노출성 지수를 활용한 선행연구에서의 주요 쟁점은 연구자의 주관성을 배제하고 지역의 상황을 반영할 수 있도록 (1) 객관적이고 합리적인 변수의 선택과 (2) 각 인자들의 관계를 규정하는 가중치 정의 방법이다. 본 연구에서는 확률론적 접근방법을 적용한 위험도 평가 방안을 제시하고자 하였다. DVI를 산정 시 지역에서 지배적인 사회경제적 인자를 선택하기 위해 주성분분석(PCA) 기법을 활용하였으며, DHI는 이변량 가뭄 빈도 분석에 의해 산정된 특정 가뭄사상의 발생 확률로 정의되었다. 본 연구에서는 국내에서 가뭄 위험도가 가장 높은 것으로 평가되는 충청북도 및 충청남도를 대상지역으로 선정하고 지역 위험도를 평가하였다. 그 결과 가장 가뭄 위험도가 높은 지역은 충청북도에서는 청주시, 충청남도에서는 공주시로 분석되었다. 특히 청주시는 DVI가 매우 높지만 DHI는 상대적으로 작게 나타났으며, 반면 공주시는 DHI와 DVI가 지역 내에서 가장 높게 산정되었다.

Assessment of Radiological Hazards in Some Foods Products Consumed by the Malian Population Using Gamma Spectrometry

  • Background: Food consumption is one of the most important routes for radionuclide intake for the public; therefore, there is the need to have a comprehensive understanding of the amount of radioactivity in food products. Consumption of radionuclide-contaminated food could increase potential health risks associated with exposure to radiation such as cancers. The present study aims to determine radioactivity levels in some food products (milk, rice, sugar, and wheat flour) consumed in Mali and to evaluate the radiological effect on the public health from these radionuclides. Materials and Methods: The health impact due to ingestion of radionuclides from these foods was evaluated by the determination of activity concentration of radionuclides 238U, 232Th, 40K, and 137Cs using gamma spectrometry system with high-purity germanium detector and radiological hazards index in 16 samples collected in some markets, mall, and shops of Bamako-Mali. Results and Discussion: The average activity concentrations were 9.8±0.6 Bq/kg for 238U, 8.7±0.5 Bq/kg for 232Th, 162.9±7.9 Bq/kg for 40K, and 0.0035±0.0005 Bq/kg for 137Cs. The mean values of radiological hazard parameters such as annual committed effective dose, internal hazard index, and risk assessment from this work were within the dose criteria limits given by international organizations (International Commission on Radiological Protection and United Nations Scientific Committee on the Effects of Atomic Radiation) and national standards. Conclusion: The results show low public exposure to radioactivity and associated radiological impact on public health. Nevertheless, this study stipulates vital data for future research and regulatory authorities in Mali.

Projection of Future Drought of Korea Based on Probabilistic Approach Using Multi-model and Multi Climate Change Scenarios (다양한 기후변화 시나리오와 기후모델에 의한 남한지역 미래가뭄의 확률론적 전망)

  • In this study, spatio-temporal distribution of future drought in South Korea was predicted by using the meteorological data generated from GCMs on which a variety of climate changing scenarios are applied. Drought phenomena was quantitatively analyzed using SPI(Standardized Precipitation Index). In addition, potential drought hazard maps for different drought duration and return period were made for the South Koreaby drought frequency analysis after deriving SDF(Severity-Duration-Frequency) curves using the 54 weather stations throughout the country. From the potential drought hazard maps, drought is expected to be severer in Nakdong River basin and Seomjin River basin under A2 scenario. It was also predicted that drought would be severe in the Han River basin by RCP8.5 scenario. In the future, potential drought hazard area would be expanded until the Eastern part of Nakdong River basin as compared with that of past under A2 scenario condition. Research results indicated that future drought would be extensively occurred all areas of South Korea not limiting in the southern part of country.

Health Risk Assessment of Indoor HAPs in New Apartments (신축공동주택내 실내유해공기오염물질(HAPs)의 건강위해성평가)

  • This study accomplished to grasp the present condition of HAPs and to examine efficiently carcinogenic and non-carcinogenic health effects through health risk assessment in new apartments from June, 2004 to May,2005. Moreover, we performed uncertainty analysis by Monte-Carlo analysis to control uncertainty of exposure factors. The major results obtained from this study were as follows. Firstly, cancer risk of formaldehyde for male was $1.67{\times}10^{-5}$ in CTE in point estimation. Cancer risk of formaldehyde was showed $2.94{\times}10^{-3}$ in RME that applied worst case used results of 95 percentile in point estimation. It exceeds $10^{-6}$ of guide line in US EPA. Moreover, cancer risks of formaldehyde for female were $3.98{\times}10^{-5}$ in CTE and $3.93{\times}10^{-3}$ RME. Secondly, every hazard index for non-carcinogenic pollutants was less than 1 of permitted standards in CTE. However, in RME of male, hazard indexes of 1,2-Dichloropropane and Toluene were 1.3 and 2.0, respectively. Hazard indexes of 1,2-Dichloropropane and Totuene for female in RME were 1.7 and 2.6, respectively.

  • Due to the Pohang earthquakes in 2017, concerns are increasing that Korea is no longer safe from liquefaction, and needs the research to take proper measures for liquefaction. Liquefaction is defined as the loss of shear strength of the ground. In order to solve this problem, many studies, such as composing a liquefaction hazard map using Liquefaction Potential Index (LPI), have been conducted. However, domestic researches on the comparative analysis of liquefaction prediction results are not sufficient. Therefore, in this study, liquefaction hazard maps were composed using the standard penetration test results, shear wave velocity values, and cone penetration test results. After that, the precision was determined by comparing the calculated LPI using the geotechnical information and predicted LPI via spatial interpolation target. Based on the analysis results, the predicted LPI value using geotechnical information is more precise than using calculated LPI value.

A Preliminary Study on Calculating Eruptive Volumes of Monogenetic Volcanoes and Volcanic Hazard Evaluation in Jeju Island (제주도 단성화산의 분화량 계산과 화산재해 평가에 대한 예비연구)

  • Eruptive volumes of three monogenetic volcanoes (Songaksan tuff ring, Biyangdo scoria cone, and Ilchulbong tuff cone) with the youngest eruption age are calculated using the model, applied to Auckland Volcanic Field in New Zealand, to investigate the volcanic eruption scale and to evaluate volcanic hazard of Jeju Island. Calculated eruptive volumes of the volcanoes are $24,987,557m^3$, $9,652,025m^3$, and $11,911,534m^3$, respectively, and the volumes include crater infill, tuff ring (tuff cone), scoria cone, and lava flow. Volcanic explosivity indices of Songaksan tuff ring, Biyangdo scoria cone, and Ilchulbong tuff cone are estimated based on the eruptive volumes to be 3, 2, and 3 respectively, and eruption type is Strombolian to Surtseyan. It is assumed that the amount of emitted sulfur dioxide gas is $2-8{\times}10^3kt/y$ according to the correlation between volcanic explosivity index and volcanic sulfur dioxide index. Recent age dating researches reveal evidences of several volcanic activities during the last 10,000 years indicating the possible volcanic eruption in Jeju Island in the near future. Therefore, it is necessary for appropriate researches regarding volcanic eruption of the island to be accomplished. In addition, establishment of the evaluation and preparation system for volcanic hazard based on the researches is required.

  • Seismic risk management has two main technical aspects: to recommend the construction of high-performance buildings and other structures using earthquake-resistant designs or evaluate existing ones, and to prepare emergency plans using realistic seismic scenarios. An overview of seismic risk assessment methodologies in Croatia is provided with details regarding the components of the assessment procedures: hazard, vulnerability and exposure. For Croatia, hazard is presented with two maps and it is expressed in terms of the peak horizontal ground acceleration during an earthquake, with the return period of 95 or 475 years. A standard building typology catalogue for Croatia has not been prepared yet, but a database for the fourth largest city in Croatia is currently in its initial stage. Two methods for earthquake vulnerability assessment are applied and compared. The first is a relatively simple and fast analysis of potential seismic vulnerability proposed by Croatian researchers using damage index (DI) as a numerical value indicating the level of structural damage, while the second is the Macroseismic method.

Implementation of a Weather Hazard Warning System at a Catchment Scale (시스템 구성요소 통합 및 현업서비스 구축)

  • This study is a part of "Early Warning Service for Weather Risk Management in Climate-smart Agriculture", describes the delivery techniques from 840 catchment scale weather warning information using 150 counties unit special weather report(alarm, warning) released from KMA(Korea Meteorological Administration) and chronic weather warning information based on daily weather data from 76 synoptic stations. Catchment weather hazard warning service express a sequential risk index map generated by countries report occurs and report grade(alarm, warning) convert to catchment scale using zonal summarizing method. Additional services were chronic weather warning service at crop growth and accumulated more than 4 weeks, based on an unsuitable weather conditions, representing a relative risk compared to its catchment climatological normal conditions (normal distribution ) in addition to special weather report. Service provided by a real-time catchment scale map overlaid with VWORLD open platform operated by Ministry of Land, Infrastructure and Transport. Also provide a foundation for weather risk information to inform individual farmers to farm located within the catchment zone warning occur.

Health Risk of Potato Farmers Exposed to Overuse of Chemical Pesticides in Iran

  • Background: Potato is the main crop of Ardabil Plain (accounting for one-fifth of potato production in Iran). Its health hazard risk to farmers is rising due to the increasing rate of pesticide use. The present study analyzes potato farmers' health hazard risk in the use of chemical pesticides. Methods: The rate of pesticide use by farmers (n = 370) was first compared with the recommended dosage (on pesticide label). Then, a composite index was employed to estimate the health hazard risk of farmers during pesticide use, and the variables accounting for pesticide overuse and nonoveruse were analyzed. Safety behavior was examined in four steps, namely of pesticide purchase and storage, preparation, application, and postapplication. Results: It was found that 74.6 percent of potato farmers used pesticides in higher concentrations than the recommended dosage. The higher average rate of pesticide use versus recommendation (label instruction) was related to Chlorpyrifos and Trifluralin, and the highest average health hazard risk among farmers was related to the use of Chlorpyrifos and Metribuzin. Farmers with a higher risk of health hazard displayed much lower safety behavior than the other farmers at all steps of pesticide use. Conclusion: The most important variables discriminating the health hazard risk of farmers' overuse included health behavior identity, attitude, knowledge and awareness, and cues to action. Therefore, using social media, holding local exhibitions, and engaging local leaders and skilled farmers in the region to improve farmers' attitudes and health behavior identity toward the dangers of chemical pesticides can play a significant role in motivating farmers' display of overuse preventive behaviors.

Assessment of occupational radiation exposure of NORM scales residues from oil and gas production

  • Radiological hazards from external exposure of naturally occurring radioactive materials (NORM) scales residues, generated during the extraction process of oil and gas production in southern Algeria, are evaluated. The activity concentrations of 226Ra, 232Th, and 40K were measured using high-purity gamma-ray spectrometry (GeHP). Mean activity concentration of 226Ra, 232Th and 40K, found in scale samples are 4082 ± 41, 1060 ± 38 and 568 ± 36 Bq kg-1, respectively. Radiological hazard parameters, such as radium equivalent (Raeq), external and internal hazard indices (Hex, Hin), and gamma index (Iγ) are also evaluated. All hazard parameter values were greater than the permissible and recommended limits and the average annual effective dose value exceeded the dose constraint (0.3 mSv y-1). However, for occasionally exposed workers, the dose rate of 0.65 ± 0.02 mSv y-1 is lower than recommended limit of 1 mSv y-1 for public.
