  • Modern concepts of management of construction production systems require solving the problems of harmonization of the distribution of structural elements on the way to overcoming global destabilization processes. An effective ratio of functional subsystems of production in an environment of mutual influence create sustainable opportunities for production management and contribute to the logical development of the system as a whole in achieving the main goal of harmonious management. The purpose of the study is to develop the concept of effective management of production systems in construction with the harmonious formation of organizational structures. The results of the study allowed to reveal the harmonization approach in improving the interaction of structural elements of production and accelerating their functional sensitivity to changes in the environment. Harmonious production system more effectively adapts to the diversity of interests, goals and actions at all levels of management of different subsystems in any environment.

Development of Standardized Korean Plant Ontology for International Harmonization of Environmental and Ecological Knowledge Bases (환경·생태 지식베이스의 국제적 조화를 위한 한국형 표준 식물 온톨로지 개발)

  • Background: To describe domain knowledge consistently and precisely, the establishment of a controlled vocabulary, a so-called ontology, is essential. Internationally, the plant ontology (PO) in the ecology field has been developed for the anatomy and developmental stages of plants in English, Spanish, and Japanese, but there is no Korean version of the PO due to a lack of knowledge on standardization for Korean plants. Objectives: We aimed to establish a Korean plant ontology with core PO architectures. Methods: The latest ontology web language (OWL)-formatted raw version of the PO was collected from the PO consortium site. A formal workflow process and OWL file-handing tools for efficient Korean content development were conducted and executed. Results: The macro- and micro-perspective frameworks of the PO were presented by analyzing the upper model and the internal OWL-leveled physical structure, respectively. We developed and validated Korean knowledge content for a total of 1,957 classes included in the PO and transplanted them into an ontology modeling system. Conclusions: A Korean plant ontology was established for international harmonization through improved compatibility and data exchangeability with multilingual environmental and ecological knowledge bases.

  • 전세계의 국가 규격들은 GLOBALIZATION 또는 HARMONIZATION의 경향으로 점차 단일화 의 추세로 변해가고 있으나, 측정에 있어서만은 그 나라의 규격해석 및 측정기술에 따라 상호 DEVIATION 을 갖고 있으면서, 측정 DATA의 상호 재현 및 합치가 이루어지지 않은 것은 국가간 또는 시험 기관간의 상호기술교류 및 상호인증제도가 미흡한 까닭이라고 얘기할 수 있다. 한정된 지면을 통해서 각 국가 규격의 측정법을 세밀히 분석하는 것은 거의 어려운 관계로 측정기술의 기본 원리에 촛점을 두어 실제 측정시 도움이 되었으면 하는 바램으로 전개해 볼까 한다.

First, the paper focuses on the possibilities of AI technology for the autonomous network industry. Subsequently, it discusses how networks can play a role in the evolution of distributed AI technologies.

  • This paper describes the work of the Working Group on wind pressure coefficients on low-rise structures, one of the groups set up by the International Association of Wind Engineering in 1999. General aspects of wind loading on low-rise structures are summarized. The definition, derivation and codification of loading coefficients is described. Comparisons of pressure coefficients on low rise structures are made between a selection of wind loading standards. Recommendations for consistency and for the harmonization of these coefficients are given.

  • The International System for Education and Qualification of Welding Personnel has been implemented based on the harmonized European System for education and qualification of welding personnel. This paper gives an overview of the International System focusing on the training guidelines and the quality assurance system developed. Systems for harmonization of Certification of Welding Personnel and for supporting companies using welding to implement ISO 3834 have been developed by EWF and are presently being transferred to IIW in line with the EWF/IIW agreement established in 2000.

To assure the quality of drugs, the drug companies should comply with GMP guidelines and regulatory authorities should assess their compliance.   • Public-private partnerships (PPPs) are very popular governance practices, as they enable the private partner to engage in business and have profits while the public partner improves the provision of public services. PPPs are organizational arrangements with a sector-crossing or sector-blurring nature, and are modes of governance - governance by partnerships or collaborative governance (Schuppert 2011). New models and applications of PPPs have been developed over time. Collaborative governance entails information exchange, action or movement harmonization, resource sharing, and capacity enhancement among the partners (Sale 2011; 2012a). As the national university, the University of the Philippines (UP) serves as a research university in various fields of expertise and specialization by conducting basic and applied research and development, and promoting research in various colleges and universities, and contributing to the dissemination and application of knowledge, among other purposes. (Republic Act 9500) It is the site of two (2) science and technology parks (Sale 2012b), one of which is the UP - Ayala Land Technohub. A collaboration between industry and the academe, the Technohub is envisioned as an integrated community of science and technology companies building a dynamic learning and entrepreneurial laboratory (UP-AyalaLand Technohub). This paper takes a closer look at the UP - Ayala Land Technohub as an example of a PPP or collaborative governance in science and technology parks. Have information exchange, action or movement harmonization, resource sharing, and capacity enhancement taken place in the Technohub? What are some significant outcomes of, and issues arising from, the PPP? What assessment indicators may be used? Is a governance instrument needed?

Necessity for a National Carcinogen List in Korea, Based on International Harmonization

  • Cancer has been the leading cause of death in Korea for the last 30 years. Cancer patients' 5-year survival rate between 2005 and 2009 was 62.0%, representing a highly advanced standard of care, as much as developed countries in the EU and the US. The Korean government formulated its first 10-year plan for cancer control in 1996 and has been carrying out a second 10-year plan for cancer control since 2006. But despite the Korean government's efforts, the cancer burden in Korea continues to increase. Many separate laws have gone into effect concerning the management of carcinogen exposure. However, there are no integrated regulatory laws or management systems against carcinogen exposure in Korea. Dead zones remain where carcinogen exposure cannot be controlled properly in Korea. In this paper, we suggest the need to establish a national carcinogen list based on international harmonization as a prerequisite for a paradigm shift in cancer control policy from treatment to primary prevention.
