건설정책(3) - 서울시, 원.하도급 공사대금 지급 보장

  • 서울시는 앞으로 제휴 금융기관을 통해 모든 공사대금을 원도급(종합건설업체)대금과 하도급(전문건설업체)대금으로 분리해서 지급한다. 또 공사대금 지급상황을 실시간으로 확인할 수 있는 시스템을 구축, 하도급대금 미지급이나 지연지급, 현금수령 후 어음지급 등 부정, 부당행위를 예방키로 했다. 서울시는 지난 1월 19일 금융기관 2곳과 연계한 '하도급 대금지급 실시간 확인시스템'(hado.eseoul.go.kr) 구축을 완료하고 본격 시행에 들어간다고 밝혔다.

  • This thesis analyzed the research method of Janggaebin(張介賓), a Traditional Chinese Medical expert in Ming Dynasty who studied traditional Chinese medicine in the perspective of Yeokri(易理). In his research, he mainly uses Hado(河圖), Nakseo(洛書) and Eight Diagrams to study medicine issues, the theory of Taegeuk(太極) figures to research natural evolvement, the ancient astronomy and calendar to explain the difficult problems in the theory of Ungi(運氣). This thesis has great value in understanding Janggaebin's medical thoughts and can guide further research on investigating the common root between traditional Chinese medicine and Yeokri.

On the Algal Community in the Intertidal Belt of Jeju Island 1. Algal Community of Spring Season (제주도 조간대의 해조군락에 대하여 1. 춘계해조류의 군락조사)

  • The marine algal vegetation of spring season in the intertidal belt of Jeju Island, Korea, was carried out by the quadrat method at 4 transects; Moseulpo, Kangjeong, Whabug, and Hado in 1976. The transects were divided into 5 stations by exposed frequencies of the substratum from water, such as more than 50%, 46-49%, 28-45%, 7-27%, and less than 6%. As a result, the algal vegetations were separated into three groups, high, middle and low algal communities. The representative dominant species of each group are aas follows. High algal community: Porphyra suborbiculata, Bangia fusco-purpurea, Gloiopeltis furcata. Middle algal community: Ishige okamurai, Hizikia fusiforme, Corallina pilulifera, Sargassum thunbergii. Low algal community: Sargassum ringgoldianum, Sarg. confusum. The coverage of these groups is 43.5, 57.6%, and 77.3%, respectively.

  • 본 연구에서는 신재생 에너지 Bio-Energy와 STEAM교육의 연구 사례를 살펴보고 이를 토대로 초등학교 5-6학년을 위한 바이오에너지를 이용한 STEAM 교육프로그램과 수업방안을 제시한다. 5-6학년의 지적 발달 수준과 흥미를 고려하여 교육프로그램을 구상하고 이에 따른 교재와 교사용 지도서를 개발하였고, 학습용 미생물 연료전지 교구도 개발하였다. 개발된 교육프로그램의 실효성을 검증하기 위해 제주도내 5-6학년 학생 10명을 대상으로 6차시동안 단계별로 교육을 진행하였다. 향후 추적연구 및 확대 적용이 이루어질 예정이며, 신기술 주제의 STEAM교육을 지도함으로써 좋은 효과를 얻을 수 있을 것으로 기대된다.

Study on the Shapes of Jung-kwa, Gi-kwa, Sin-kwa, Hyul-kwa (정기신혈과(精氣神血科)의 형상(形象)에 대한 연구)

  • After study about the shapes of Jung, Gi, Sin, Hyul-kwa advocated by Master Jisan, the conclusions are drawn as follows. It pursues the rules of universe being changed from formless to concrete objects that the Body Essence, Vital energy, Mentality, and Blood are materialized to Jung, GE, Sin, Hyul-kwa. It can be drawn an inference from the next three theories that Jisan considered Jung, Gi, Sin, Hyul-kwa as round, square, reverse triangle, and triangle or oval shape. First, it was taken to following the shapes of viscera. Namely Jung-kwa was taken as Kidney, Gi-kwa as Lung, Sin-kwa as Heart, Hyul-kwa as Liver. Second, it was adopted from five kinds of constitutions according to the five elements in [Yeongchu Yin and Yang twenty five shapes] that is Jung-kwa is purchased with Water-earth phases, Gi-kwa with metal phase Sin-kwa with fire phase, Hyul-kwa with Wood phase, Third, it is taken in order to eliminate contradictions. Hyul-kwa disliking to move is assumed to round shape to easily move. Gi-kwa tending to disperse is chosen to square in order to be unmoved. Sin-kwa declining to stagnate of seven emotions is pursued to reverse triangle to compose oneself. Hyul-kwa inclining to gather is preferred to acreage phase to harmonize ascending tendency. Among shapes which Jisan was divided Hado, Nakseo, Bokhee pal kwoe, Moonwang pal kwoe, Jung-kwa as round is Hado, Gi-kwa as square is Nakseo, Sin-kwa as reverse triangle is Bokhee pal kwoe order shape, Hyul-kwa as acreage phase or oval shape is accord with Moonwang pal kwoe order shape. The reason being classified into Jung, GE, Sin, Hyul-kwa from the shapes of the face is that the face is the place to reflect the whole conditions of the body connected with all of the viscera and meridian system such as semen of plants. Above contents are drawn an inference from the transcription of Jisan's lectures and his writings. And it is considered that insufficient parts of the Jisan's theory must be demonstrated continuously.

Folk Ideas, Daoist Images, and Daoist Texts from the Late Joseon Dynasty (구한말 민중사상과 도교이미지, 그리고 도교서 언해)

  • In the late Joseon Dynasty, ideas in folk religions were closely related to Daoist themes. There were, for instance, folk ideas centered on Prophecies of Jeong Gam (鄭鑑錄 jeonggamrok) that developed into 'raising island-armies (海島起兵說 hado gibyeongseol),' the future utopian movement known as the 'South Joseon Faith (南朝鮮信仰 namjoseon sinang),' and faith around 'Maitreya's Descensionist-Birth (彌勒下生 mireuk hasaeng).' People aimed to transform their country based on these ideas. Associated folklore tended to come from fengshui (風水) and books on prophecies and divination (圖讖 docham), and both of these drew heavily upon Daoist concepts. On the other hand, Daoist texts began being translated as national projects under King Cheoljong (哲宗), and many more were translated and published later under King Gojong (高宗). The nature of these Daoist texts mostly consisted of either morality books (善書 seonseo) or precious scrolls (寶卷 bogeon). The problem was that these ordinances and the Daoist texts of regents were among the main causes of civil war during the Qing Dynasty. In this regard, the translation of the Daoist texts conducted as a national project provided a theoretical basis for the people wishing to foment civil war or transformation. This raises the question of why King Gojong implemented a Daoist translation project in his nation. In an effort to answer this question, this article summarizes the popular ideas of the late Joseon Dynasty and explains how they were closely related to Daoism. In addition, this article summarizes the facts about how Daoism has emerged from a national crisis but developed a function of protecting the state (鎭護) in Korean history. Further described is the situation under which Daoism was summoned during the Japanese Invasion of Joseon (壬辰倭亂). Analysis is provided to show that King Gojong's intention was to translate Daoism due to Daoism's role in protecting the state. In addition, the relationship between current Daoist rites and customs in Korea and King Gojong's dissemination of Daoist oaths and vouchers is confirmed.

A Study of IT Centered Smart Grid's STEAM Curriculum and Class for 3rd and 4th Graders in Elementary School (초등학교 3-4학년을 위한 SMART GRID기반 IT주제 STEAM 교육과정 및 수업 방안)

  • This paper examined various study case about smart grid and STEAM education. We develop this STEAM education of IT subject using smart grid for 3rd and 4th graders in elementary school. We make this program and teaching materials by considering about student's intellectual level and interests. We offered this program to 10 elementary 4th graders in Jeju island step by step for 6 period to evaluate the effectiveness of the developed program and teaching materials. Future work will include the follow-up and extended study. It will be expected that students will be able to develop their abilities by this STEAM education using IT.

Fluctuation Characteristic of Temperature and Salinity in Coastal Waters around Jeju Island (제주도 연안 천해역의 수온 · 염분 변동 특성)

  • We conducted a time-series analysis of temperature and salinity of sea water around Jeju Island, Korea. Monthly mean temperature and salinity was influenced by precipitation and weather conditions on Jeju as well as by oceanographic conditions of the open sea such as the Tsushima Warm Current and sea water in coastal areas. Salinity of Jeju coastal waters was the highest in April, and it was always over 34.00 psu with tiny fluctuation between December and June. Due to the effects of the Tsushima Warm Current, Jeju coastal waters maintained high salinity and stability. Low salinity and its large fluctuations during summer were closely associated with the China Coastal Water and precipitation in Jeju. The place of the lowest water temperature was the northeast coasts of Jeju (Gimneong, Hado, Jongdalri). In winter, as warmer water of the Tsushima Warm Current appeared in western area of Jeju dwindled flowing along the northern coasts of Jeju area and becoming cool, the lowest water temperature often appeared locally in Gimnyeong and its vicinitly in summer. The Tsushima Warm Current flows into the east entrance of Jeju Strait, but its influence is weak because of geometry and strong vertical mixing due to fast tidal currents.

  • Objectives and methods : This research aims to study about conversion system of channels. In the present study, we investigated the movement and conversion of channels on the base of three step theory(三才論), Yeak(易), Hado.Laksea(河圖洛書) and five elements motion and six kinds of factors(Six-Qi). Results and Conclusions : The organization of meridian is composed of the following three parts: hand and foot, Yin and Yang, and the viscera and bowals. It is play an important role in energy flow and its conversion. The law governing energy conversion is divided into three groups i.e. taiyin-yangming channel, shaoyin-taiyang channel and jueyin-shaoyang channel group. Those are composed of Deadea(對待) of Six-Qi, making the body homeostasis. Taken together, we suggest that the conversion system of meridian is founded on the unity between the human body and nature which provides the medical workers with a necessary method of thinking in treating diseases.

We offered this program to elementary 3rd and 4th graders in Jeju island step by step to evaluate the effectiveness of the developed program and teaching materials. Future work will include the follow-up and extended study. It will be expected that students will be able to develop their abilities of career exploration.
