Development of index for flood risk assessment on national scale and future outlook (전국 단위 홍수위험도 평가를 위한 지수 개발과 미래 전망)

  • Owing to climate change, the annual precipitation in Korea has increased since the 20th century, and it is projected to continue increasing in the future. This trend of increasing precipitation will raise the possibility of floods; hence, it is necessary to establish national adaptation plans for floods, based on a reasonable flood risk assessment. Therefore, this study focuses on developing a framework that can assess the flood risk across the country, as well as computing the flood risk index (FRI). The framework, which is based on IPCC AR5, is established as a combination of three indicators: hazard, exposure, and capacity. A data-based approach was used, and the weights of each component were assigned to improve the validity of the FRI. A Spearman correlation analysis between the FRI and flood damage verified that the index was capable of assessing potential flood damage. When predicting scenarios for future assessment using the HadGEM3-RA based on RCP 4.5 and 8.5, the flood risk tends to be lower in the early and mid-21st century, and it becomes higher at the end of the 21st century as compared with the present.

Future Projection of Changes in Extreme Temperatures using High Resolution Regional Climate Change Scenario in the Republic of Korea (고해상도 지역기후변화 시나리오를 이용한 한국의 미래 기온극값 변화 전망)

  • The spatial characteristics of changes in extreme temperature indices for 2070-2099 relative to 1971-2000 in the Republic of Korea were investigated using daily maximum (Tmax) and minimum (Tmin) temperature data from a regional climate model (HadGEM3-RA) based on the IPCC RCP4.5/8.5 at 12.5km grid spacing and observations. Six temperature-based indices were selected to consider the frequency and intensity of extreme temperature events. For validation during the reference period (1971-2000), the simulated Tmax and Tmin distributions reasonably reproduce annual and seasonal characteristics not only for the relative probability but also the variation range. In the future (2070-2099), the occurrence of summer days (SD) and tropical nights (TR) is projected to be more frequent in the entire region while the occurrence of ice days (ID) and frost days (FD) is likely to decrease. The increase of averaged Tmax above 95th percentile (TX95) and Tmin below 5th percentile (TN5) is also projected. These changes are more pronounced under RCP8.5 scenario than RCP4.5. The changes in extreme temperature indices except for FD show significant correlations with altitude, and the changes in ID, TR, and TN5 also show significant correlations with latitude. The mountainous regions are projected to be more influenced by an increase of low extreme temperature than low altitude while the southern coast is likely to be more influenced by an increase of tropical nights.

Analysis of climate change impact on flow duration characteristics in the Mekong River (기후변화에 따른 메콩강 유역의 미래 유황변화 분석)

  • The purpose of this study is to analyze the Mekong River streamflow alteration due to climate change. The future climate change scenarios were produced by bias corrections of the data from East Asia RCP 4.5 and 8.5 scenarios, given by HadGEM3-RA. Then, SWAT model was used for discharge simulation of the Kratie, the main point of the Mekong River (watershed area: $646,000km^2$, 88% of the annual average flow rate of the Mekong River). As a result of the climate change analysis, the annual precipitation of the Kratie upper-watershed increase in both scenarios compared to the baseline yearly average precipitation. The monthly precipitation increase is relatively large from June to November. In particular, precipitation fluctuated greatly in the RCP 8.5 rather than RCP 4.5. Monthly average maximum and minimum temperature are predicted to be increased in both scenarios. As well as precipitation, the temperature increase in RCP 8.5 scenarios was found to be more significant than RCP 4.5. In addition, as a result of the duration curve comparison, the streamflow variation will become larger in low and high flow rate and the drought will be further intensified in the future.

  • Climate change is becoming increasingly unpredictable. This has led to changes in various systems such as ecosystems, human life and hydrological cycles. In particular, the recent unpredictable climate change frequently causes extreme droughts and torrential rains, resulting in complex water resources disasters that cause water pollution due to inundation and retirement rather than primary disasters. SWAT was used as a watershed model to analyze future runoff and pollutant loads. The climate scenario analyzed the RCP4.5 climate scenario of the Meteorological Agency standard scenario (HadGEM3-RA) using the normal quantitative mapping method. Runoff and pollutant load analysis were performed by linkage simulation of climate scenario and watershed model. Finally, the results of application and verification of linkage model and analysis of future water quality change due to climate change were presented. In this study, we simulated climate change scenarios using artificial neural networks, analyzed changes in water temperature and turbidity, and compared the results of dams with artificial neural network results through W2 model, a reservoir water quality model. The results of this study suggest the possibility of applying the nonlinearity and simplicity of neural network model to Hapcheon dam water quality prediction using climate change.

Changes in the Tsushima Warm Current and the Impact under a Global Warming Scenario in Coupled Climate Models (기후모델에 나타난 미래기후에서 쓰시마난류의 변화와 그 영향)

  • In this study we investigated changes in the Tsushima Warm Current (TWC) under the global warming scenario RCP 4.5 by analysing the results from the World Climate Research Program's (WCRP) Coupled Model Intercomparison Project Phase 5 (CMIP5). Among the four models that had been employed to analyse the Tsushima Warm Current during the 20th Century, in the CSIRO-Mk3.6.0 and HadGEM2-CC models the transports of the Tsushima Warm Current were 2.8 Sv and 2.1 Sv, respectively, and comparable to observed transport, which is between 2.4 and 2.77 Sv. In the other two models the transports were much greater or smaller than the observed estimates. Using the two models that properly reproduced the transport of the Tsushima Warm Current we investigated the response of the current under the global warming scenario. In both models the volume transports and the temperature were greater in the future climate scenario. Warm advection into the East Sea was intensified to raise the temperature and consequently the heat loss to the air.

Shifting Planting Dates and Fertilizer Application Rates as Climate Change Adaptation Strategies for Two Rice Cultivars in Cambodia

  • We attempted to assess the impact of climate change on rice yields in Cambodia and to investigate adaptation strategies to climate change including more drastically shifting the planting dates and considering more fertilizer application levels. The potential yields of two wet season rice cultivars (Sen Pidao and Phka Rumduol) under two climate change scenarios in Cambodia were simulated using the CERES-Rice model. Field experiments conducted at the Cambodian Agricultural Research and Development Institute (CARDI), in 2010, 2011, and 2013 and climate variables from the HadGEM3-RA model were collected for this study. Compared with the baseline (1991-2000), yields of Sen Pidao rice will decrease under climate change and yields of Phka Rumduol rice could increase or decrease depending on fertilizer rates and the periods (2040s, 2050s, and 2080s). In general, the variations in the simulated effects of climate change on yields were more sensitive at fertilizer N100-N200 and less sensitive at fertilizer N0-N50. It is likely that forward shifts of planting date from the baseline plating date for the two cultivars in the future can be more benefitted than backward shifts. It is concluded that the CERES-Rice model can be useful to provide efficacious adaptation strategies in Cambodia.

  • 최근 기후변화에 따른 수문환경의 변화로 인해 도시지역에 침수피해가 빈번히 발생하고 있으며, 이는 도시화로 인한 인구밀도 증가 및 불투수율이 높아짐으로써 땅속으로 스며들지 못한 빗물이 지표면으로 유출되어 침수피해로 나타나고 있다. 또한, 복잡한 하수관망의 정비와 관리가 어렵다는 점이 침수를 유발하는 원인이 되기도 한다. 강남역과 울산 태화강 침수 피해를 대표적인 예로 들 수 있다. 강남역 일대는 대한민국의 대표적인 상업의 중심지라고 할 수 있으며, 2010년부터 3년간 내수침수가 발생하여 사회적인 이슈가 되었으며, 2016년 울산 및 제주도에서는 제 18호 태풍 차바(CHABA)의 한반도 상륙으로 하천이 범람하고 내수침수가 발생하여 많은 재산 피해를 입혔다. 이처럼 기후변화로 인한 태풍 발생 빈도 증가 및 국지성 호우는 도시지역에 많은 침수피해를 발생시키기 때문에 정확한 침수분석과 취약성 평가를 실시해야 한다. 따라서 본 연구에서는 서울시 강남역 일대를 대상으로 강우-유출모형을 구축하였으며, 기상청에서 제공하는 HadGEM3-RA(12.5km격자자료)를 이용하여 미래 기후변화에 따른 불확실성을 고려한 취약성 평가하였다. 이는 상습침수지역에 대한 근본적인 침수원인을 파악하고 사전에 예방할 수 있는 객관적 평가자료로 활용가능할 것으로 기대된다.

Future Projection and Uncertainty Analysis of Low Flow on Climate Change in Dam Basins (기후변화에 따른 저유량 전망 및 불확실성 분석)

  • The low flow is the necessary and important index to establish national water planning, however there are lots of uncertainty in the low flow estimation. Therefore, the objectives of this study are to assess the climate change uncertainty and the effects of hydrological models on low flow estimation. The 5 RCMs (HadGEM3-RA, RegCM4, MM5, WRF, and RSM), 5 statistical post-processing methods and 2 hydrological models were applied for evaluation. The study area were selected as Chungju dam and Soyang river dam basin, and the 30 days minimum flow is used for the low flow evaluation. The results of the uncertainty analysis showed that the hydrological model was the largest source of uncertainty about 41.5% in the low flow projection. The uncertainty of hydrological model is higher than the other steps (RCM, statistical post-processing). Also, VIC model is more sensitive for climate change compared to SWAT model. Therefore, the hydrological model should be thoroughly reviewed for the climate change impact assessment on low flow.

Optimum Climate Change Scenario Estimation via Hierarchical Bayesian Model : Using CORDEX Scenarios (계층적 베이지안 모델을 통한 최적 기후변화 시나리오 추정 : CORDEX 시나리오 사용)

  • 최근 기후변화로 인하여 전 세계적으로 과거 강우사상에서 확인되지 않는 극치사상이 빈번하게 관측되고 있으며 이에 따른 피해도 증가하고 있다. 미래의 기상학적 변동성 및 기후변화 영향은 지구순환모형 (General Circulation Models, GCM)을 통해 구체화되며 가장 일반적인 기후변화 전망자료로서 활용된다. 그러나 산정된 기후변화 시나리오마다 서로 그 특성에 차이가 있으며 이러한 이유로 다양한 원인으로 인해 큰 변동성을 가지는 미래 극치강우를 하나의 시나리오로 분석하기에는 무리가 있다. 또한 다양한 시나리오를 통해 분석한 결과값이 상이하며 이러한 시나리오별 산정 결과의 차이는 사용자에게 혼란을 야기할 수 있어 이를 하나의 결과로 나타낼 필요성이 있으나 정량적인 대푯값을 얻기 위해 특정 시나리오를 선택하는 것은 신뢰성에 문제가 있다. 본 연구에서는 시나리오들을 정량적 지표에 의거하여 혼합된 하나의 시나리오로 표출하고자 하였다. CORDEX-RCMs 시나리오 중 HadGEM3-RA, RegCM, SNU_WRF 및 GRIMs를 입력 자료로 하여 다중모형앙상블(Multi-Model Ensemble, MME)을 통해 낙동강 유역의 극치강우에 대한 하나의 최적 기후변화 시나리오를 도출하고자 하였으며 계층적 베이지안 (Hierarchical Bayesian Model, HBM) 기법을 통하여 기후변화 시나리오에 내제된 불확실성에 대한 정량적인 해석을 수행하였다.

Assessment of Climate Change Impact on Highland Agricultural Watershed Hydrologic Cycle and Water Quality under RCP Scenarios using SWAT (SWAT모형을 이용한 RCP 기후변화 시나리오에 따른 고랭지농업유역의 수문 및 수질 평가)

  • The purpose of this study were to evaluate the effect of best management practices (BMPs) of Haean highland agricultural catchment ($62.8km^2$) under future climate change using SWAT (Soil and Water Assessment Tool). Before future evaluation, the SWAT was setup using 3 years (2009~2011) of observed daily streamflow, suspended solid (SS), total nitrogen (T-N), and total phosphorus (T-P) data at three locations of the catchment. The SWAT was calibrated with average 0.74 Nash and Sutcliffe model efficiency for streamflow, and 0.78, 0.63, and 0.79 determination coefficient ($R^2$) for SS, T-N, and T-P respectively. Under the HadGEM-RA RCP (Representative Concentration Pathway) 4.5 and 8.5 scenarios, the future precipitation and maximum temperature showed maximum increases of 8.3 % and $4.2^{\circ}C$ respectively based on the baseline (1981~2005). The future 2040s and 2080s hydrological components of evapotranspiration, soil moisture, and streamflow showed changes of +3.2~+17.2 %, -0.1~-0.7 %, and -9.1~+8.1 % respectively. The future stream water quality of suspended solid (SS), total nitrogen (T-N), and total phosphorus (T-P) showed changes of -5.8~+29.0 %, -4.5~+2.3 %, and +3.7~+17.4 % respectively. The future SS showed wide range according to streamflow from minus to plus range. We can infer that this was from the increase of long-term rainfall variability in 2040s less rainfalls and 2080s much rainfalls. However, the results showed that the T-P was the future target to manage stream water quality even in 2040s period.
