  • This study makes a systematic approach to Hack's law considering self-affinity and self-similarity of natural basins as well as the elongation of corresponding catchment-plan forms. Catchment-plan forms extracted from DEM appear to be the population come from the interactions of 2 hypotheses on Hack's law. It is judged that the elongation measures based on inertia moments are more intuitive than the ones based on main channel lengths. The exponent of Hack's law, h, seems to be similar to the result of Gray's study (1961). However Hurst exponent, H, being 0.96 imply that catchment-plan forms considered in this study have isotropic increasing properties with scale. From this point of view it is inferred that the shapes of the basins in this study would be more affected from self-similarity of main channel lengths than self-affinity of catchment-plan forms.

  • The storage function model is one of the most commonly used models for flood forecasting and warning system in Korea. This paper studies the physical significance of the storage function model by comparing it with kinematic wave model. The results showed universal applicability of the storage function model to Korean basins. Through a comparison of the basic equations for the models, the storage function model parameters, K, P and $T_l$, are shown to be related with the kinematic wave model parameters, k and p. The analysis showed that P and p are identical and K and $T_l$ can be related to k, basin area, and coefficients of Hack's law. To apply the storage function model throughout the southern part of Korean peninsular, regional parameter relationships for K and $T_l$ were developed for watershed area using data from 17 watersheds and 101 flood events. These relationships combine the kinematic wave parameters with topographic information using Hack's Law.

  • In this study the concepts on the elongation, compactness and equivalent ellipse of catchment plan-forms are applied to the real basins considering their theoretical frameworks. The catchment plan-forms and corresponding equivalent ellipses, obtained from GIS, are inspected on downstream directions. As a result the catchment plan-forms seem to be the population of the basin shapes which come from the random interaction between two conjectures on Hack's law being controversial recently. The ratio of the maximum and minimum inertia moments of the catchment plan-form Ri is more sensitive to evaluate the elongation of the basin shapes than the ratio of the main channel length and diameter of circle which has the same area as the catchment plan-form E. The catchment plan-forms compactness measures show distinct aspects according to their different definitions. These results are caused by the difficulties to quantification of the shapes and the composite consideration with more than two compactness measures and the fractal analysis are therefore required to recover them.

  • This study Dasan Jeong Yak-yong, great writings, "Mokminsimso" and " Kyoungseyupyo"argued for reform of Dasan Jeong Yak-yong's tax law is a series of Surtax that have been included in or not in the law and have aggravated the tax burden on the people. Dasan Jeong Yak-yong's reform drive for the tax law did not end with a desk discussion, but went so far as to scrutinize the tax data in Gangjin, Jeolla-do, where he was in exile, and present various measures to abolish taxes and improve them in "Mokminsimso" and "Kyoungseyupyo". Based on the details of the tax laws for Dasan Jeong Yak-yong, "Mokminsimso" and "Kyoungseyupyo" this study reviewed the tax data and related prior research that Dasan Jeong Yak-yong investigated during his exile in Jeolla-do, The method of collection of various Surtax and the definition of tax amount and character of the Joseon Dynasty, which were insufficient in the preceding study, was modified and supplemented. and further summarized various Surtax that were not mentioned in the preceding study. In addition, similar and opposite Surtax found in the review process of this study were compared in the text. also, various Surtax collected from the Min-go that increased the tax burden of the people at that time were summarized.

  • Objective : Pain has long been regarded as a subjective symptom. Recently, however, some regard a type of intractable chronic pain as a disease. Furthermore, chronic persistent pain becomes a cause of permanent impairment (PI) In 6th edition, the American Medical Association (AMA) Guides has rated the pain as a PI. In Korea, pain has been already been rated as a PI. Here, we examined the present status and the prospect of disability evaluation for the pain in Korea. Methods : Pain can be rated as a PI by the Workmen's Compensation Insurance Act (WCIA) and Patriots and Veterans Welfare Corporation Act (PVWCA) in Korea. We examined the definition, diagnostic criteria and grades of the pain related disability (PRD) in these two acts. We also examined legal judgments, which were made in 2005 for patients with severe pain. We also compared the acts and the judgments to the criteria of the 6th AMA Guides. Results : The PRD can berated as one of the 4 grades according to the WCIA. The provisions of the law do not limit the pain only for the complex regional pain syndrome (CRPS). The PRD can berated as one of the 3 grades by the PVWCA. If there were objective signs such as osteoporosis, joint contracture and muscle atrophy corresponding to the CRPS, the grade is rated as 6. When the pain always interferes with one's job except easy work, the grade is rated as high as 5. In Korea, judicial precedents dealt the pain a sa permanent disability in 2005. Conclusion : Although there were no objective criteria for evaluation of the PRD, pain has been already rated as a PI by the laws or judicial precedents, in Korea. Thus, we should regulate the Korean criteria of PRD like the AMA 6th edition. We also should develop the objective tools for evaluation of the PRD near in future.

  • This study concerns the understanding of 'social exclusion' which is getting poplular in Europe as the new term or paradigm in order to resolve poverty problem. As case study on the France, the purpose of this study is to extract the consideration of welfare policy and suggestions as to us. In order to understand comprehensively the concept 'social exclusion' and the situation of the France, this study analyzes the existing researches on its concept and tries to realize a comparative study. Thus, this study indicates that the France is the state which has taken the most interest in 'social exclusion'. The second parti of this study concerns the change of the concept 'social exclusion' and its policies in the France. The concept 'social exclusion' which has used in the 1960's, has settled as the term of policies in the 1980's, thanks to seriousness of poverty and unemployment problem and change of social consciousness (opinion). As policy on the 'social exclusion', there are Revenu minimum d'insertion of the 1988 and law on the social exclusion of the 1998. Through analysis of policies on the 'social exclusion' in the France, we can get the following consideration of welfare policy and suggestions: on the macro level, the necessity to establish the comprehensive perspective on the poverty problem, invention and development of the term as regard to social new problem; on the micro lever, planning of welfare program according to clients needs, importance of perpetual assessing of the existing welfare program and institutions, the institutional establishment of 'reserve budget', the application of decentralization principle and the active participation of the private sector in order to promote the effectiveness and the efficiency of the program and institutions.

  • Evaluation of chloride penetration is very important, because induced chloride ion causes corrosion in embedded steel. Diffusion coefficient obtained from rapid chloride penetration test is currently used, however this method cannot provide a correct prediction of chloride content since it shows only ion migration velocity in electrical field. Apparent diffusion coefficient of chloride ion based on simple Fick's Law can provide a total chloride penetration magnitude to engineers. This study proposes an analysis technique to predict chloride penetration using apparent diffusion coefficient of chloride ion from neural network (NN) algorithm and time-dependent diffusion phenomena. For this work, thirty mix proportions with the related diffusion coefficients are studied. The components of mix proportions such as w/b ratio, unit content of cement, slag, fly ash, silica fume, and fine/coarse aggregate are selected as neurons, then learning for apparent diffusion coefficient is trained. Considering time-dependent diffusion coefficient based on Fick's Law, the technique for chloride penetration analysis is proposed. The applicability of the technique is verified through test results from short, long term submerged test, and field investigations. The proposed technique can be improved through NN learning-training based on the acquisition of various mix proportions and the related diffusion coefficients of chloride ion.
