스마트디바이스를 이용한 HSE 적용에 관한 연구 (Research on the HSE Application with Smart Device and Biometrics)

  • In this paper, HSE (Health and Safety Environments) research with smart device and biometrics is conducted for the worker's HSE enhancement in the manufacturing shop floor. Today, various kinds of smart devices are popularized extensively. In addition, the wearable type devices are being introduced such as google glass very recently. Smart device of werable type is exptected to bring great opportunity out in terms of HSE functionality. Smart devices of phone or tablet type are being used for on-line work between control center and manufacturing shop floor by virtue of wireless communication. However, those devices are not appropriate for detecting of worker's physical senses such as temperature and pulse. In this paper, we developed a glass type smart device and required funictions for HSE enhancement with the investigation of biometrics technology. Also, required sensors are investigated for the detecting of temperature, pulse and noxious gasses. Smart device of glass type has advantages in that most senses of personnel are gathered around faces, and also it's possible to detect neutral axis of body because the wearing location is fixed. We expect that the proposing HSE product of glass type smart device could contribute the enhancement of the HSE of manufacturing shop floor.

국내 해양 CCS 사업의 HSE 관리 프레임워크 구축 전략 (Strategy for Development of HSE Management Framework for Offshore CCS Project in Korea)

  • 지구온난화를 방지하기 위해 대량의 $CO_2$를 감축 시킬 수 있는 해양 CCS(Carbon dioxide Capture and Storage) 실증 및 상용화를 국내에서 준비 중이다. 해양 CCS 사업은 해양내 심부 퇴적층을 대상으로 대규모 $CO_2$를 수송, 주입, 저장하는 기술로써, 누출 등의 사고 발생 시 인명, 환경, 재산 등에 큰 피해를 야기할 잠재적 가능성을 가지고 있다. 따라서 해양 CCS 사업 안전성을 확보하기 위해서는 생애주기에 걸쳐서 유 가스 생산 해양플랜트에 준하는 엄격한 HSE(Health, Safety and Environment) 관리 방안이 요구된다. 하지만 국내에는 CCS 사업에 적용 가능한 HSE 법 또는 규정이 없을 뿐만 아니라 관련 연구도 미비한 상황이다. 이에 본 연구에서는 국외 해양플랜트 관련 HSE 관리 방법론, 해양 CCS HSE 관리 가이드라인 및 국외 사례를 분석하고, 이를 통하여 국내에서 해양 CCS를 추진시 HSE 관리 프레임워크 구축에 필요한 요구사항을 도출하였다. 이를 위해 본 연구에서는 먼저 범용적으로 활용되는 위험 관리방법론인 ISO 31000에 대한 분석을 수행하였다. 또한 해양플랜트 HSE 관리체계를 체계적으로 구축 운영 중인 노르웨이와 영국의 해양 CCS HSE 관리가이드라인 및 적용사례를 각각 분석하였다. 이를토대로 국내에서 해양 CCS 사업 추진시 HSE 관리 프레임워크 구축을 위해 우선적으로 수행해야할 사항으로 HSE Philosophy의 작성의 필요성을 피력하였고 생애주기 단계에 따른 HSE 관리 프로세스를 제안하였다. 본 논문에서 제안한 HSE 관리 프레임워크를 통해 국내 해양 CCS 실증 사업 추진시 기획 설계 단계부터 HSE 관리를 한다면 보다 안전하고 체계적인 사업을 이행할 수 있을 것으로 기대된다.

  • 해양플랜트 관련 산업성장과 함께 관련 종사자의 특수 안전교육을 실시함은 매우 중요하다. 대부분 해외의 교육기관에서 시행하고 있으며 국내의 교육기관이 국제교육인증을 받음에 따라서 HSE(Health and Safety, Environment) 교육의 시행, 확대가 필요하다. 따라서 본 연구는 국내 외의 HSE 관련교육을 조사하고 HSE 교육의 시행에 따른 국내의 교육의 제반여건을 마련하는데 기초 자료를 제공하기 위한 목적으로 수행하였다.

조선산업의 HSE 관리 정보전략계획 (Information Strategic Planning of HSE Management in the Shipbuilding Industry)

  • Shipbuilding is basically labor-intensive industry. It creates a number of job opportunities, but it is classified as a high risk industry like the construction industry. Shipyards show similarities in many aspects compared with the construction sites. There are many stakeholders of the HSE managements in the shipbuilding industry, such as ship owner, primary contractor and multi-layered subcontractors. The ship owners who are almost foreigners are treating strictly about safety and health. Therefore, it is necessary to development an appropriate HSE management systems and for the management systems it is desirable to information technology (IT) to accommodate these complex and complicated problems and situations. It was developed the ISP (Information Strategic Planning) as a HSE management system for the shipbuilding industry. It consisted of the environment analysis, the As-Is analysis and the To-Be design. In this study, the ISP is introduced and further it is suggested that it should be connected to system of HR(Human resource), PM(Plant maintenance) and KM(Knowledge Management) to make the HSE management system efficient.

Analysis of Penalties Imposed on Organisations for Breaching Safety and Health Regulations in the United Kingdom

  • Background: The study analyzes penalties imposed on organizations for breaching safety and health regulations. The research questions are as follows: what are the commonly breached safety and health regulations? How proportional are penalties imposed on organizations for breaching health and safety regulations in the United Kingdom? Methods: The study employed sequential explanatory mixed research strategies for better understanding of health and safety penalties imposed on organizations. Actual health and safety convictions and penalties data for 10 years (2006 to 2016) were obtained through the United Kingdom Health and Safety Executive (HSE) public register for convictions. Overall, 2,217 health and safety cases were analyzed amounting to total fines of £37,179,916, in addition to other wide-ranging penalties. For thorough understanding, eight interviews were conducted with industry practitioners, lawyers, and HSE officials as part of the study qualitative data. Results: Findings show that the Health and Safety at Work (HSW) Act accounted for 46% of all HSE prosecution cases in the last decade. This is nearly half of the total safety and health at work prosecutions. Moreover, there is widespread desire for organizations to comply with the HSW Act, but route fines are seen as burdensome and inimical to business growth. Conclusion: A key deduction from the study reveal significant disproportionality concerning penalties imposed on organizations for breaching safety and health regulations. On aggregate, small companies tend to pay more for health and safety offenses in a ratio of 1:2 compared to large companies. The study also reveals that the HSW Act accounted for nearly half of the total safety and health at work prosecutions in the last decade.

무선 통신 기반 조선소 내 HSE 및 생산정보 관리 향상을 위한 작업환경 모니터링 시스템 개발 (Development of a Work Environment Monitoring System for Improving HSE and Production Information Management Within a Shipyard Based on Wireless Communication)

  • As the Fourth Industrial Revolution accelerating, countries worldwide are developing technologies to digitize and automate various industrial sectors. Building smart factories not only reduces costs through improved process productivity but also allows for preemptive identification and removal of risk factors through the practice of Health, Safety, and Environment (HSE) management, thereby reducing industrial accident risks. In this study, we visualized pressure, temperature, power, and wind speed data measured in real-time via a monitoring GUI, enabling field managers and workers to easily access related information. Through the work environment monitoring system developed in this study, it is possible to conduct economic analysis on per-unit basis, based on the digitization of production management elements and the tracking of required resources. By implementing HSE in shipyards, potential risk factors can be improved, and gas and electrical leaks can be identified, which are expected to reduce production costs.

위험 시나리오 분석을 통한 스마트 HSE 시스템 및 웨어러블 컴포넌트 연동방안 (An Interactive Method between HSE System and Wearable Components through Analysis on Risk Scenarios)

  • 현대사회의 빠른 발달로 인해 웨어러블 장비가 탄생했고 빠르게 성장 중에 있다. 웨어러블 장비는 신체에 착용하는 특성으로 인해 경량, 소형 및 저전력을 만족해야 한다. 본 논문에서는 웨어러블 장비의 개요를 기술하였고, 웨어러블 장비 분야의 시장현황을 조사하였다. 또한 기존 개발된 웨어러블 컴포넌트 기술에 대한 사례 및 웨어러블 통신기술을 조사하였다. 한편 산업현장에서의 중대산업재해에 대한 사회적 관심으로 인한 스마트 HSE 시스템의 구축이 요구되었으며, 결합 되었을 경우 효과적으로 안전관리가 이루어 질 것으로 예상되는 웨어러블 장비와 스마트 HSE 시스템을 접목하는 방안을 제시하였다. 이를 위해 조선해양 분야의 용접작업장 위험요소를 도출하고, 용접작업장에서의 위험 시나리오를 작성하여 위험을 줄일 수 있는 웨어러블 장비 접목 방안을 제시하였다. 또한 웨어러블 장비가 적용된 위험 시나리오를 통해 위험이 저감될 수 있음을 보였다. 본 논문에서 제안한 웨어러블 장비와 HSE 시스템 연동방안을 통해 보다 안전하고, 사고 발생 시에는 신속한 대응으로 작업자 안전이 확보될 것으로 기대된다.

Chemical Risk Assessment Screening Tool of a Global Chemical Company

  • Background: This paper describes a simple-to-use and reliable screening tool called Critical Task Exposure Screening (CTES), developed by a chemical company. The tool assesses if the exposure to a chemical for a task is likely to be within acceptable levels. Methods: CTES is a Microsoft Excel tool, where the inhalation risk score is calculated by relating the exposure estimate to the corresponding occupational exposure limit (OEL) or occupational exposure band (OEB). The inhalation exposure is estimated for tasks by preassigned ART1.5 activity classes and modifying factors. Results: CTES requires few inputs. The toxicological data, including OELs, OEBs, and vapor pressure are read from a database. Once the substance is selected, the user specifies its concentration and then chooses the task description and its duration. CTES has three outputs that may trigger follow-up: (1) inhalation risk score; (2) identification of the skin hazard with the skin warnings for local and systemic adverse effects; and (3) status for carcinogenic, mutagenic, or reprotoxic effects. Conclusion: The tool provides an effective way to rapidly screen low-concern tasks, and quickly identifies certain tasks involving substances that will need further review with, nevertheless, the appropriate conservatism. This tool shows that the higher-tier ART1.5 inhalation exposure assessment model can be included effectively in a screening tool. After 2 years of worldwide extensive use within the company, CTES is well perceived by the users, including the shop floor management, and it fulfills its target of screening tool.
