A Study on Developing Guidelines for Personal Information Protection in Library (도서관 개인정보보호 가이드라인 개발에 관한 연구)

  • This study was designed to propose library privacy guidelines to be applicable in any library without distinguishing library types. Individual libraries can refine, modify, and use them to fit their situation, using the guidelines as a base. The library privacy protection guidelines developed in this study are composed of purposes, definitions, scope of privacy, law and policy, general information, the library's job performance on the handling of personal information, and library subcontractors. The development objectives and utilization direction of the library privacy guidelines developed in this study are meant to provide a guide for change according to the amended provision of library "Privacy Act" implementation, optimization of library Privacy Directive, a reflection of the relevant laws and regulations, and the standardization-oriented library privacy guidelines.

  • Due to the increasing social participation of women and the decrease in the size of the typical family, childre's environments have become increasingly more important. In fact, children are one of the main groups who use the community environments. However, children as a group have not been considered in the planning of residential neighborhood environments. A child's spiritual, psychological and physical health develops upon their interaction with the surrounding environment. Residential community should therefore be planned in a child-friendly way. The aim of this study is to introduce possible criteria for developing design guidelines for Children-friendly residential environments. The principal objective is to investigate the actual conditions of children's lifestyles in residential environments and the exploration of design guidelines for children. In this study, a small group workshop panel method was used. The subjects were 4 panel groups which was consisted of households with children. Each of the panel included 2 consecutive workshops. In this study, a list of valuable criteria for design guidelines was identified. In addition, the current residential community environment was found to be inadequate to accommodate for children's lifestyles and children had different housing needs according to their ages. In conclusion, the design guidelines should be developed to provide children with developmentally appropriate community environments.

  • Recently, the educational facilities were 45% among total damaged facilities from the Po-Hang earthquake. Consequently, the seismic reinforcement of existing educational facilities were ended up attracting people's interesting. However, research is insufficient to consider that how far technology has been developed. Therefore, the purpose of this study is to investigate the level of domestic guideline research by comparing to foreign guidelines in regard to seismic reinforcement methods applicable to existing educational facilities. To achieve the objective, first, the current status of seismic reinforcement projects in domestic educational facilities was analyzed. Second, the domestic and foreign seismic reinforcement methods guidelines for structural, non-structural was compared. Third, the improvement directions for future guidelines were suggested. As a results, the improvement directions of domestic seismic reinforcement methods guidelines were proposed. First, the structural seismic reinforcement strategy needs to be segmented. Second, it is necessary to analyze about non-structural guidelines based on additional cases. In the future, this study can be used as a basic material for developing seismic reinforcement methods guidelines in domestic existing educational facilities.

Development of Telephone Consultation Algorithm for Patient Discharged with Ophthalmic Disease (눈질환자의 퇴원 후 증상관리를 위한 전화상담 알고리즘 개발)

  • Purpose: This methodological study was done to develop a telephone consultation algorithms and practice guidelines for patient discharged with ophthalmic diseases. Methods: The ophthalmic problems of the patients were identified and expert knowledge on managing the problems was acquired. Algorithms and practice guidelines were developed based on the expert knowledge. The content validity of algorithms and practice guidelines was evaluated by the experts. Results: The preliminary algorithms and practice guidelines were developed from 60 detailed signs and symptoms and 45 nursing interventions. The experts agreed that 57 detailed signs and symptoms linked with nursing interventions were valid, with the content validity index over 80%. Meeting with nurse experts and ophthalmologists was convened to review the rest of the 3 detailed signs and symptoms linked with nursing interventions. Finally, 60 detailed signs and symptoms and 46 nursing interventions were confirmed. Conclusion: This study suggests that the algorithms and practice guidelines are effective decision-making tools and utilization of these algorithms and practice guidelines is expected to improve the quality of clinical nursing and patient satisfaction.

The Effects of Patient Surveillance on Nurses' Adherence to Peripheral Catheter Management Guidelines (환자감시가 간호사의 말초혈관 카테터 관리지침 이행에 미치는 영향)

  • Purpose: The purpose of this study was to examine the effect of patient surveillance on nurses' adherence to the guidelines on peripheral vascular catheter management. Method: A one group time series design was used. Seventy six nurses participated in the study. The data were collected from October 1 to November 4, 2008. Result: The effects of patient surveillance were significant on nurses' average adherence rates to the guidelines estimated by observers and by themselves, and the levels of nurses self recognition on the importance of the guidelines. In addition, overall occurrence rates of phlebitis tend to decrease after patients surveillance. Even though 33 nurses didn't follow the guidelines perfectly, most patients did not provide feedbacks to the nurses' non-adherence. Among the nurse participants, 36.8% answered that patient surveillance was acceptable. Conclusion: This study found that patients with peripheral catheters could positively influence nurses' adherence to the catheter management guidelines. Therefore, inviting patients in nursing activities could benefit to the quality of patients care. However, it seems essential to create an environment fostering nurses' acceptance of the patients' surveillance. Further research warrants the potential benefits of the patient's participations in nursing activities.

  • Because IT security guidelines for universities and colleges mostly focus on hardware aspects, the problems such as security incidents by a user's mistake and personal information leakage by hacking are serious in our higher educational institutes. In order to solve these information protection and security problems in the educational institutes, realizable and implementable information protection and security guidelines which will contribute to escalate information protection level should be established and at the same time, specific guidelines should be provided to make the guidelines efficient. In this paper, the information security problems and cases are categorized to develop information security guidelines for the higher educational institutes in terms of short, mid, and long term aspects and the solutions to the problems are sought. In addition, a serious of approaches to the information security are proposed such as the improvement measures for the employees of the institute to have desirable security-minded, security problem prevention and resolving methods, developing conflict coordination procedure and law and regulation system establishment for making the educational institutes be information-oriented.

News Article Identification Methods with Fact-Checking Guideline on Artificial Intelligence & Bigdata

  • The purpose of this study is to design and build fake news discrimination systems and methods using fact-checking guidelines. In other words, the main content of this study is the system for identifying fake news using Artificial Intelligence -based Fact-checking guidelines. Specifically planned guidelines are needed to determine fake news that is prevalent these days, and the purpose of these guidelines is fact-checking. Identifying fake news immediately after seeing a huge amount of news is inefficient in handling and ineffective in handling. For this reason, we would like to design a fake news identification system using the fact-checking guidelines to create guidelines based on pattern analysis against fake news and real news data. The model will monitor the fact-checking guideline model modeled to determine the Fact-checking target within the news article and news articles shared on social networking service sites. Through this, the model is reflected in the fact-checking guideline model by analyzing news monitoring devices that select suspicious news articles based on their user responses. The core of this research model is a fake news identification device that determines the authenticity of this suspected news article. So, we propose news article identification methods with fact-checking guideline on Artificial Intelligence & Bigdata. This study will help news subscribers determine news that is unclear in its authenticity.

Applying and Evaluating Visualization Design Guidelines for a MOOC Dashboard to Facilitate Self-Regulated Learning Based on Learning Analytics

  • With the help of learning analytics, MOOCs have wider potential to succeed in learning through promoting self-regulated learning (SRL). The current study aims to apply and validate visualization design guidelines for a MOOC dashboard to enhance such SRL capabilities based on learning analytics. To achieve the research objective, a MOOC dashboard prototype, LM-Dashboard, was designed and developed, reflecting the visualization design guidelines to promote SRL. Then, both expert and learner participants evaluated LM-Dashboard through iterations to validate the visualization design guidelines and perceived SRL effectiveness. The results of expert and learner evaluations indicated that most of the visualization design guidelines on LM-Dashboard were valid and some perceived SRL aspects such as monitoring a student's learning progress and assessing their achievements with time management were beneficial. However, some features on LM-Dashboard should be improved to enhance SRL aspects related to achieving their learning goals with persistence. The findings suggest that it is necessary to offer appropriate feedback or tips as well as to visualize learner behaviors and activities in an intuitive and efficient way for the successful cycle of SRL. Consequently, this study contributes to establishing a basis for the visual design of a MOOC dashboard for optimizing each learner's SRL.

Clinical Practice Guidelines on Pediatric Gastroesophageal Reflux Disease: A Systematic Quality Appraisal of International Guidelines

  • Purpose: While regurgitation is a common and often benign phenomenon in infants and younger children, it can also be a presenting symptom of gastroesophageal reflux disease (GERD). If untreated, GERD can lead to dangerous or lifelong complications. Clinical practice guidelines (CPGs) have been published to inform clinical diagnosis and management of pediatric GERD, but to date there has been no comprehensive review of guideline quality or methodological rigor. Methods: A systematic literature search was performed, and a total of eight CPGs pertaining to pediatric GERD were identified. These CPGs were evaluated using the Appraisal of Guidelines for Research and Evaluation instrument. Results: Three CPGs were found to be "high" quality, with 5 of 6 domains scoring >60%, one "average" quality, with 4 of 6 domains meeting that threshold, and the remaining four "low" quality. Conclusion: Areas of strength among the CPGs included "Scope and Purpose" and "Clarity and Presentation," as they tended to be well-written and easily understood. Areas in need of improvement were "Stakeholder Involvement," "Rigor of Development," and "Applicability," suggesting these CPGs may not be appropriate for all patients or providers. This analysis found that while strong CPGs pertaining to the diagnosis and treatment of pediatric GERD exist, many published guidelines lack methodological rigor and broad applicability.

A Study on the Application and Its Implications of ICC Guidelines for the Creation of BPO Customer Agreements (BPO 고객약정을 위한 ICC 가이드라인의 운용과 그 시사점에 관한 연구)

  • A bank payment obligation(BPO) has been introduced as a new alternative instrument for trade payments based on a technology and data-driven mechanisms aimed at facilitating an electronic trading in international trade transactions. The BPO is governed by URBPO which was in effect as of July 1, 2013. The URBPO only applies to inter-bank relationships because the BPO is bank-to-bank payment obligation, not a bank-to-customer obligation. The URBPO does not cover the interaction between a bank and their customer. For this reason, the standard bank-customer guidelines on BPO agreements were required to prepare the agreements between the banks and their customers. Accordingly, the International Chamber of Commerce established "ICC Guidelines for the creation of BPO Customer Agreements" for the settlement and development of the BPO by supporting banks in creating contracts or agreements with their customers. So, This study is to review its establishment purpose and to present the implications by analyzing the ICC guidelines. This study was based on documentary research focusing mainly on the ICC Guidelines and the appendix.
