Recently the demand for civil bodyguards and security guards shows rapid growth by the social development and improve the quality of life. However the supply and training system have some limitations in spite of the high demand guard-secretary. The main role of secretaries has been to accompany superiors in order to maintain their dignity or trait. But the secretaries are required to play additional roles of safety managers such as a security manager, a protocol manager, an intelligence manager and a protective driver in order to overcome the domestic and the international safety environment and to elevate the quality of service as a competitive work. So, the purpose of this article is to analyse current situation of civil body and security guard training industry and to seek an educational model. For it, the following questions will be examined. First, Do the professional training organizations meet social demand for the body and security guards? Second, What kind of training has to be provide for the body and security guards? and what the qualifications of the trainers? Then, what are the differences in training courses between private organizations and universities? Is there differences in the job placement among the trainers of private organizations and universities? etc.. In summary to meet the social demand common curriculum for the body and security guard will be drawn from the analyses of diverse training organizations with different training courses in contents, training periods, educational value, and social aim.

The ship's maneuverability is the important factor to avoid ship's collisions. The ship's maneuverability is usually measured in a deep water, and the turning ability is decreased and the course stability is improved in a shallow water. The variation of the turning ability could cause the risk of collision. In this paper, we proposes application technique of Variable Safe-Guard Ring to consider the shallow water effect and to be simple to estimate the grade of collision risk simultaneously. Through the mathematical simulation, the availability of new method was varified. Therefore this method is expected enough to support a maneuver for collision avoidance.

The article is devoted to the study of the features of administrative liability for offenses in the informational sphere, the definition of the concept and features. Based on the examples of implementation of instruments of European legislation into the national legal system and examples of national legal practice, the authors have identified the features of informational and legal sanctions aimed at restricting the rights of access of subjects to information, prohibiting them to disseminate certain information, restricting the rights to disseminate certain information, and suspending informational activities. It has been substantiated that the administrative liability for informational offenses as a protective legal institution is created to contribute to the solution of such acute problems of legal support of human and society interests in the new informational dimensions.

The speed-limit regulation on the turnout is the main cause which hinders the speed-up of conventional lines among many factors. The specification speed for the train which passes the turnout system is lower than that on the general track. In this paper, shape of guard rail of Daegu Metropolitan Transit Corporation was investigated, and the effect of the variation of guard rail length on the running safety of a vehicle was analyzed for the purpose of speed improvement on turnout using the developed analysis method.

New and handoff calls control mechanisms are the key point to wireless cellular networks. In this paper, we present an adaptive algorithm for dynamic channel allocation scheme with guard channels and also with handoff calls waiting queue ensuring that handoff calls take priority over new calls. Our goal is to find better tradeoff between handoffs and new calls blocking probabilities in order to achieve more efficient channel utilization. Simpy is a Python based discrete event simulation system. We use Simpy to build our simulation models to get analytical data.

The vehicle oriented block box system based on the u-healthcare and the human-free guard functions is developed in this paper. We also suggested the design philosophies, ideas, and analyzed the performance of the suggested system. The developed vehicle oriented black box system has some characteristics such as; 1) detects the dangerous situation by ultrasonic sensor in advance, and stores the situation information of the neighborhood of the vehicle to the imbedded SD memory card if the dangerous situation may be occurred in the parked vehicle; 2) detects the present location and speed information of the vehicle by GPS receiver and 3-axes acceleration sensor, and stores the information to the SD memory card periodically if the vehicle is running; 3) measures the dioxide carbon in the vehicle inside using $CO_2$ sensor, and forces the ventilation motor of the vehicle to operate and maintains the driver's health if the measured level is more than standard health requirements; 4) provides the stored vehicle's operating information to the driver by GUI (Graphical User Interface) based touch LCD monitor.

After Morris' Internet Worm in 1988, the stack buffer overflow hacking became generally known to hackers and it has been used to attack systems and servers very frequently. Recently, many researches tried to prevent it, and several solutions were developed such as Libsafe and StackGuard; however, these solutions have a few problems. In this paper we present a new stack buffer overflow attack prevention technique that uses the system call monitoring mechanism and memory address where the system call is made.

Found in 23 Dec 1953 to cope with illegal fishing of foreign ships and coastal guard duty, Korea Coast Guard was re-organized as an office under Ministry of Public Safety since the outbreak of sinking of passenger ship "Sewolho". In the course of re-organization, intelligence and investigation duty were transferred to Police Department except "Cases happened on the sea". But the definition of intelligence duty is vague and there are lots of disputes over the jurisdiction and range of activities. With this situation in consideration, the object of this study is to analyse legal and institutional characteristic of KCG Intelligence, to compare them to that of Police Department, foreign agencies like Japan Coast Guard and US Coast Guard, to expose the limit and to suggest solution. To summarize the conclusion, firstly, in the legal side, there is no legal basis on intelligence in [The Government Organization Act], no regulation for mission, weak basis in application act. Secondly, in the institutional side, stated in the minor chapter of [The Government Organization Act], 'the cases happened on sea' is a quite vague definition, while guard, safety, maritime pollution duty falls under 'on the sea' category, intelligence fell to 'Cases happened on the sea' causing coast guard duty and intelligence have different range. In addition, reduced organization and it's manpower led to ineffective intelligence activities. In the case of Police Department, there is definite lines on 'administration concerning public security' in [The Government Organization Act], specified the range of intelligence activities as 'collect, make and distribute information concerning public security' which made the range of main duty and intelligence identical. Japanese and US coast guards also have intelligence branch and performing activities appropriate for the main missions of the organizations. To have superiority in the regional sea, neighboring countries Japan and China are strengthening on maritime power, China has launched new coast guard bureau, Japan has given the coast guard officers to have police authority in the regional islands, and to support the objectives, specialized intelligence is organized and under development. To secure maritime sovereignty and enhance mission capability in maritime safety duty, it is strongly recommended that the KCG intelligence should have concrete legal basis, strengthen the organization and mission, reinforce manpower, and ensure specialized training administrative system.
