As the competitiveness of SMEs (small and medium enterprises) is getting more and more improved and globalized, the government provides various consulting services to secure the competitiveness of small and medium firms and support stable growth. However, the assessment of the result from the government's support is generally focused on non-financial factors, such as customer satisfaction and analysis of improvement effect. This paper is in regards to the statistical analysis of how much the government's support in the form of providing consulting services contributes to financial outcomes in terms of profitability and growth. ROA (return on asset) and ROS (return on sales), which are investment profitability and sales profitability respectively, are chosen as an indicator of profitability. For analysis of growth, sales revenue and total asset growth are used. The samples are 44 corporations which are supported by government, and 150 corporations which are selected for comparison, with corporate growth support center program by the Ministry of Trade, Industry, and Energy chosen as the consulting model. After gathering the yearly balance sheets and income statements of the samples from CRETOP, Korea Enterprise Data, the analysis is conducted in the way of identifying the statistical significance of financial difference in the same period between corporates taking consulting services and corporates which have not, and the difference of financial outcomes from the corporates taking consulting services before and after consulting services. As a result, in terms of business growth, it is turned out to have positive difference both in growth ratio and profitability compared to the compared corporations at the significant level. Therefore, it is obvious that the consulting program which government provides to SMEs have direct influence practically to the corporates' management performance.

The consulting industry had enjoyed growth rates over the past 20 years which show no signs of slowing in their momentum. Since 1995, it began to discuss institutionalization of consulting in the agricultural sector in Korea. Rural Development Adminstration has launched farm management consulting project by means of benchmarking for farming innovation in 1988, which consists of establishing consulting team, developing standard diagnosis form of sixty crops and materials, training consultants, having various public relations, and making information systems. Until October, 2001, sixty seven thousands of farmers have benefited on this project. It is now appreciated as a alternative for new agricultural extension approach. Analyzing the changes of farm management practice level through consulting shows improvement, which data have been stored in web database. It is expected that farm management consulting project be main stream of agricultural extension in this country.

This study extends the previous research into the effects of knowledge spillovers on innovation and regional exports growth by more clearly distinguishing, both theoretically and empirically, two different types of knowledge spillovers, namely product and market knowledge spillovers. More importantly, this research provides insights on their role of knowledge spillovers in shaping regional innovative activities and, eventually, regional export growths. Furthermore, this research makes an important contribution to the understudied market knowledge spillovers by developing two variables that could be used to assess the flow of market knowledge spillovers at the regional level: localization economies and export consulting advice. Using secondary data on eight 2-digit manufacturing industries in ten New Zealand regions over a seven year period, this research found that regional competition, localization economies and the availability of export consulting advice have positively and significantly impact on the regional export growth in New Zealand.

In the phono-sapiens era of the intelligence information society, most business activities are increasingly dependent on networks and information systems. SMEs, which occupy the majority of Korean companies, are increasingly possessing the value and technology of their information assets, and their ability to protect core technologies that are the driving force of corporate growth will be the most important competitiveness of enterprises. Accordingly, the Ministry of Science and ICT and the Korea Internet & Security Agency(KISA) provides a foundation for minimizing the damage from cyber threats such as hacking and information leakage by evaluating the current information protection level of SMEs and enhancing information protection capability by supporting a high level of customized information protection consulting. In this study, we analyze the effectiveness of information protection based on the results of KISA SMEs consulting. In addition, by identifying problems and limitations derived from SMEs information protection consulting results, SMEs should propose measures to improve information security of SMEs that can manage information protection management system more efficiently and effectively.

This article aims to measure the impact of economic growth and urbanization on poverty reduction in Vietnam, and verify whether economic growth and urbanization will help reduce poverty rates. Data for this study are tabular data related to growth, urbanization and poverty at the provincial level for the period of nine years, from 2006 to 2014 provided by the Vietnam General Statistics Office and the Vietnam General Department of Customs. The level of economic growth and urbanization mentioned in the study is reflected in such indicators as GDP value, exports value, imports value, urbanization rate and employment rate. The authors used logistic regression models with fixed-effects and logistic regression models with random effects. With 5% confidence level tested by the Chi-Square test of Hausman trial with the fixed-effect model, research results show that: (1) factors with significant negative impact on the poverty rate include imports value, urbanization rate and, employment rate; (2) factors that do not affect the poverty rate include exports value and GDP value. Based on the research results, this study proposes a number of policy recommendations to help promote economic growth, to sustain the urbanization process, and to contribute directly and positively to poverty reduction in Vietnam.

This study aims to consider the action plans to make the industry of Korean design consultancies accomplish qualitative growth by comparing the operation characteristics of design consulting firms between Korean design firms and American ones. For this, questionnaire survey and comparison analysis was performed for the operation characteristics of 109 Korean design firms and 97 American ones. The analysis results shows that operation characteristics of Korean design firms comparing to those of American ones keep low in all 7 areas of building long-term partnership relationship, building multi- disciplinary organization, utilizing result-based compensation system, developing design at the strategic business level of clients, executing active design business, making convergent networking with other industry and performing specialized design services. In order to accomplish stable industry infrastructure of design consulting industry with qualitative growth, it requires continuous effort to execute 7 operation characteristics of Korean design firms.

This study analyzed the impacts and factors of the government's local industry upbringing policy on business growth. We analyzed the effect of product innovation and technological innovation on business competence, external cooperation level, R&D investment, and corporate growth using PLS(Partial Least Squares) structural equation. The results show that management competence and external cooperation level have a significant effect on firm growth and that there is a moderating effect between beneficiaries and non-beneficiaries. Management competence affects product innovation. Product innovation was analyzed to have mediating effects on firm growth. Finally, the policy direction of increasing managerial capacity is presented, and the limitations and future research directions are suggested.

Global construction and engineering consulting (E&C) firms are actively seeking entry into overseas markets based on loan projects from multilateral development banks to provide a basis for entry into overseas markets and sustainable growth. Bids on these projects are competitive between global top firms in terms of the technical level and price due to the limited number of projects; thus, developing a successful partnership to complement competence has become an essential element to win bids. In this regard, many studies have analyzed enterprises through characteristic analyses or the derivation of influential factors from the past social networks based on social network analysis (SNA). However, few studies have been conducted to reflect the process of changes to analyze collaborative relationships. Thus, this study aims to identify dynamic changes in past social networks and develop a model that can predict changes in the relationships between E&C firms based on similarities or differences between firms, presenting a methodology to target firms for appropriate collaboration. The analysis results demonstrate that the sensitivity of the developed prediction model was 70.26%, which could accurately predict 163 out of 232 actual cooperative cases.

After it was reorganized as the rural center revitalization project recently, there is an opinion that the nature of the project was changed to solve long-time aspired projects of some districts unlike various projects according to the previous project purposes. Therefore, this study analyzes the current status of revitalization project plans and operation monitoring to make rural center villages, establishes plans that can be applied to the rural center village revitalization project and suggests the improvement plans for monitoring. With the necessity of connectivity with centrality analysis for long-term and sustainable growth of the rural center revitalization project, the analysis on the 8 districts' centrality analysis and the function of the master plan were compared and analyzed, but there is not enough interrelation. Regarding the consulting methods for weak districts to activate facility operation after the project is implemented, the field consulting performed by the collaboration of Gyeongsangnam-do government, Gyeongnam Rural Revitalization Support Center and Gyeongnam branch of Korea Rural Community Corporation shows 87.6% of satisfaction level, which indicates it is the most effective. Based on the above results, it is necessary to reinforce the methods on resident demand survey, dimension and the reflection process of the project when preliminary plans are established for effective implementation of the rural center village revitalization project. It is also necessary to revise relevant standards not to change preliminary plans excessively during the master plan establishment process, and to oblige preliminary investigation of experts. The joint monitoring and consulting systems of experts and local governments should be applied from the establishment stage of the master plan, so that it can be sustainable rural center village revitalization project.
