제주도 지하수특별관리구역의 지하수이용허가권 조정방안 (Reduction of Groundwater Licences for Groundwater Management Areas in Jeju Island)

  • It is necessary to draw up many plans to solve problems in the management of groundwater resources in Jeju Island while systematically develop and utilize water resources at an optimal level. It also seems to an evitable option to establish Groundwater Management Areas in Jeju Island. The excess use of groundwater could be discouraged by imposing charges on those licenses. Such policy as allowance trading system do not appear to be because of transaction costs, but could be applied if only were accompanied by complementary method. The methods of using and conserving the limited resources of groundwater should be founded through socially agreeable and appropriate ways. The policy complemented allowance trading system by Pigouian tax could be effective to regulate licenses. This is cutting the numbers of licenses at a constant rate, imposing charges on those who want to continue using licenses, and reimbursing in cash to those who return the licenses.

  • 지하수는 한번 오염되면 원상복구가 어렵고 피해가 장기적으로 나타날 수 있으므로 그 관리가 아주 중요하다. 지하수 오염관리를 위해서는 오염 현황파악과 공간적 확산예측이 필수적이며, 이를 위해서는 GIS를 이용한 체계적인 분석이 필요하다. 따라서 지하수의 과학적 관리를 위해서는 다양한 지하수 자료들의 체계적인 데이터베이스구축이 필수적이며, 이를 기반으로 지하수관리정보시스템에서 오염현황이 분석된후 지하수업무와 직접 연계, 활용되어야 한다. 금번연구는 이러한 배경속에서 서울시 지하수관리를 위해 구축된 지하수관리 통합시스템의 전문분석 서브시스템을 이용하여 중구 일부지역을 대상으로 질산성질소(NO3N)의 오염확산을 분석한후 축척 1/5,000 오염확산예측도가 작성되었다. ´96년 서울시에서는 기초조사시 1/25,000 수문지질도를 작성하였으나 이 자료로는 지역적 지하수 오염관리가 어려우며, 금번연구를 통하여 작성된 대축적 분석도면들의 활용이 기대된다. 본 연구를 위해서 사용된 GIS시스템은 Arc/Infor, Are/View이며, 지하수분석을 위해서는 MODFLOW, MT3D가 이용되었다.

농어촌지하수 관측망 (Rural Groundwater Monitoring Network in Korea)

  • Rural groundwater monitoring network has been managed by Korea Rural Community Corporation (KRC) since 1998. The network consists of two kinds of subnetworks; rural groundwater management network (RGMN) and seawater intrusion monitoring network (SIMN). RGMN has been operated to promote a sound and sustainable development of rural groundwater within the concerned area for groundwater quality and quantity. SIMN has been operated to protect the crops against hazards by the saline water in coastal areas in which the shortage of irrigation water become a main problem for agriculture. Currently, a total of 283 monitoring wells has been installed; 147 wells in 79 municipalities for RGMN and 136 wells in 52 ones for SIMN, respectively. Two subnetworks commonly monitor three hydrophysical properties (groundwater level, temperature, and electric conductivity) every hour. Monitored data are automatically transferred to the management center located in KRC. Data are opened to the public throughout website named to be the Rural Groundwater Net (www.groundwater.or.kr). Annual reports involving well logging and hydrochemical data of RGMN and SIMN have been published and distributed to the rural water management office of each municipalities. In addition, anyone who concerns about RGMN an SIMN can freely download these reports throughout the Rural Groundwater Net as well.

지하수관라시스템 구축을 위한 전산모형과 지리정보시스템의 통합 (Integration of Numerical Model and GIS for the Construction of Groundwater Management System)

  • GIS is linked with Numerical Model(PM5) for the effective conservation and management of groundwater resources. All the relevant system was systematically constructed to analyze the field status by means of precise understanding of the surface and subsurface environment and by accumulating large amounts data and attribute data into developed system. The necessity of integrated management of the groundwater information was demonstrated and the general direction of the construction of groundwater management system was suggested. The proposed system will guide a method for the rational decisions of groundwater development via the establishment of the appropriate database management and accurate prediction of future change.

한계 침투량을 고려한 강우와 지하수위의 상관관계를 이용한 주 단위 지하수자원 관리 취약시기 평가 방법 개발 (Development of the assessment method for weekly groundwater resources management vulnerability using the correlation between groundwater level and precipitation considering critical infiltration concept)

  • 본 연구에서는 주 단위 지하수자원 관리 취약시기 평가 방법을 개발하였다. 강수의 지하수위에 대한 영향을 고려하기 위하여 한계 침투량을 고려한 강우이동평균 방법을 통해 지하수위와의 상관계수를 산정하였다. 취약 시기 평가 기준을 개발하고 평가 기준에 대한 가중치를 엔트로피 방법을 이용하여 산정하였다. 강수와의 상관계수와 산정된 가중치를 이용한 주 단위 지하수자원 관리 취약시기 평가 방법을 개발하였으며, 개발한 방법을 통하여 소규모 행정구역을 대상으로 취약시기를 평가하였다. 본 연구에서 개발된 방법은 지역적일뿐만 아니라 계절적인 지하수자원의 효율적 관리 대책 수립의 근거가 될 수 있을 것이다.

  • In this study, we suggested the management scheme of analyzing the national and oversea related policy against soil and groundwater contamination by radioactive materials due to nuclear accidents. In Korea, we need to remedy swiftly the contaminated land due to intensive land development demand. So, we need to develop more effective management scheme to recover actively the land contaminated by radioactive materials. We require to improve monitoring network, to expand media-specific monitoring system, to prepare management system for remediation of contaminated land, and to develop flow work for soil and groundwater remediation.

  • 본 연구는 국내 지하수자원 관리 취약성 평가에 따른 취약 지역 연구의 후속 연구이다. 이번 연구에서는 선행연구에서 도출해낸 국내 지하수자원관리 취약 지역에 대하여 지하수자원 관리 최적 운영 방안을 제시하였다. 본 연구는 지하수자원 관리 최적 운영 방안을 제시하기에 앞서 취약 지역을 대상으로 지하수위 변화 및 해수침투 면적 변화의 현황을 지하수 유동 해석 프로그램인 MODFLOW를 이용하여 파악하였다. 2009년부터 2018년 10년간의 기초 자료를 이용한 분석 결과 지하수위는 하강하고 해수침투 면적은 증가하였다. 본 연구의 최종 목적인 지하수자원 관리 최적 운영 방안은 지하수위 상승과 해수침투 저감을 위해 긍정적인 효과를 기대할 수 있는 대안들을 조합하여 총 4가지로 선정하였다. 선정된 최적 운영 방안을 적용하여 지하수위와 해수침투의 변화량을 분석한 결과 모든 방안에서 긍정적인 효과가 나타났다. 본 연구에서 제시하는 지하수자원 관리 최적 운영 방안은 국내 지하수자원 취약 지역뿐만 아니라 개발이 필요한 지역에도 적용하여 효율적인 지하수자원 관리 대책 수립에 근거가 될 것을 기대한다.

  • Groundwater is our invaluable asset because it takes action in the case of climates changes like drought or floods. But the Korean government has formulated water-resource policies mostly focused on surface water. As a result, the groundwater that will be more important resource in the future has been treated carelessly, caused neglect of maintenance and resulted many abandoned wells. This poor management of groundwater is because of lack of organization on our asset, manpower, unclearness of managing body, shoddy construction and lack of supervision. In order to solve this problem, we need a special agency of groundwater that contribute people's awareness by promotion importance of groundwater, dissemination of technical education and professionals. To do that, we have to establish a specific groundwater management plan based on regional characteristics of watersheds and specialized institution need to promote responsible development and usage in groundwater.

데이터 사이언스 기술의 지하수 분야 응용 사례 분석 및 발전 방향 (Applications of Data Science Technologies in the Field of Groundwater Science and Future Trends)

  • Rapid development of geophysical exploration and hydrogeologic monitoring techniques has yielded remarkable increase of datasets related to groundwater systems. Increased number of datasets contribute to understanding of general aquifer characteristics such as groundwater yield and flow, but understanding of complex heterogenous aquifers system is still a challenging task. Recently, applications of data science technique have become popular in the fields of geophysical explorations and monitoring, and such attempts are also extended in the groundwater field. This work reviewed current status and advancement in utilization of data science in groundwater field. The application of data science techniques facilitates effective and realistic analyses of aquifer system, and allows accurate prediction of aquifer system change in response to extreme climate events. Due to such benefits, data science techniques have become an effective tool to establish more sustainable groundwater management systems. It is expected that the techniques will further strengthen the theoretical framework in groundwater management to cope with upcoming challenges and limitations.

기후변화와 국내 지하수자원의 지속가능성 - 다음 10년을 위해서 (Climate Change and Groundwater Sustainability in Korea for Next Decade)

  • Global climate changes affect the local hydrologic cycle, and subsequently, require changes in water resource management strategies of Korea. Variations in precipitation and urbanization have adverse effects on the reasonable and efficient utilization of groundwater resources. Groundwater management strategies of Korea have been implemented based on the evaluation of "sustainable yield", which is calculated from the amount of annual recharge. However, this sustainable yield has no consideration of natural discharge and dynamic equilibrium of the groundwater system. Therefore, for the effective groundwater management strategies of the following decades, we need representative and reliable observations, and have to develop methods for the systematic analysis and interpretations of the data to draw valid information in linkage of natural and societal environmental changes.
