A Study on the User-driven Urban Park Development Plan Awareness Survey - Focusing on Lawns·Grass Area - (의식조사를 통한 이용자 중심의 도시공원 조성방안 연구 - 잔디·녹지공간을 중심으로 -)

  • This study aims to analyze the current situation of and issues in the structure of urban neighborhood parks and park facility installation in cities in Gyeonggi-do. Then, based on its findings, plans to improve the space structure of the parks were examined and suggested to raise the city environment improvement function and green area base function of urban parks and fully satisfy users' needs for pleasant rest, recreation and cultural activities. The findings showed that, within parks, the area of grass where access was restricted reached about 24.4% in average. In other words, only 75.6% of total park area could be freely used by park visitors. As for an improvement plan, the grass area where access is limited may be converted into a gras area that can be freely used to raise the park use area, which currently stands only at 75.6%, to 100%. The result of cross analysis through Chi-Square Test regarding lawn use as well as regarding (dis)agreement with reduction of lawn, based on the investigation of cognition, showed a significant agreement of park users with reduction of green areas. Therefore it is considered that lawn space must be reduced according the result of the analysis, to set up plans for facility space that would meet the desires of users. The analysis of user behaviors revealed that many of them used square spaces and walks; therefore it is considered that re-structuring of space is necessary according to local characteristics. This study also made some policy suggestion. urban parks must be a base of city green areas to counter climate changes. When developing a park creation plan, a user demand survey must be conducted in advance. In addition. grass construction methods should be improved to tolerate foot pressure.

A New Paradigm of the Relationships between the Natural Environment and Human Health (자연환경과 건강증진에 관한 새로운 패러다임에 관한 고찰)

  • The natural environment plays an important role not only in ecological sustainability, but also in human health. Growing attention has been focused on the health benefits of natural environments with increasing scientific evidence in this field. Urban green space has positive effects on individual and community health; thus, it is considered as social infrastructure. The natural environment promotes mental health by relieving psychological stress and depression. Physical health can be improved by experiencing nature, which reduces physiological stress and boosts the immune system. Several international initiatives have been undertaken to improve our understanding in this field and to utilize these benefits for health promotion. Interdisciplinary approaches are needed to promote human health through the natural environment in the fields of science, education, planning and policy.

Change of Green Space Arrangement and Planting Structure of Apartment Complexes in Seoul (서울시 아파트단지의 녹지배치 및 식재구조 변화 연구)

  • This study was carried out to propose the improved method by analyzing the change of green space arrangement and planting structure of apartment complexes in Seoul. 12 survey sites, which have obvious differences, were selected by reflecting the change of floor area ratio, underground parking place, and green space ratio. We divided the survey sites into four types that high green ratio(over 40%) apartment on natural ground, low green ratio(under 40%) apartment on natural ground, low green ratio(under 40%) apartment on artificial ground, and high green ratio(over 40%) apartment on artificial ground each period based on green space ratio and ground structure, plant crown volume, planting density, and planting pattern. The main factors of change of green space arrangement were green space ratio and ground structure. The Green space ratio was changed by the floor area ratio with constructing underground parking place and floor area ratio was adjusted by government policy and economic status. Average width of front green area has been changed from 10.0m in high green ratio apartment on natural ground for 3.5m, 2.7m, and 4.5m each period. The average width of the buffer green area has been changed from 15.0m in high green ratio apartment on natural ground of 7.7m, and 2.7m by extending parking place in the low green ratio apartment of artificial ground, so buffer green areas have been reduced and disconnected. So buffer green area in apartment complexes has been extended that the average width of the buffer green area was 3.8m caused by growing recognition of green since 2001. The ratio of native plant in canopy layer was increased from 45.1 % in the case of the high green ratio apartment of natural ground in 1980~1983 to 55.6%. Average plant crown volume increased from $1.27m^3/m^2$ in high green ratio apartment on natural ground for $3.47m^3/m^2$ in a low green ratio apartment on natural ground. But average plant crown volume is $0.27m^3/m^2$ in the high green ratio apartment of the artificial ground plant density of canopy layer was changed from 5 individuals per $100m^2$ to 14.5 individuals per $100m^2$. We should construct the buffer green area with natural ground and get the function of ecological and beautiful environment regarding to garden concept in case of front green area, width 4.5m. We should get the function of increasing green volume by multi-layer planting with shade woody species and flower woody species in case of back-side green area, width over 5.0m. We should get the function of covering the wall and increasing green landscape by planting with high woody species in case of side green area. We should apply the ecological planting technique to buffer green area and connect buffer green area to inner green area in apartment complexes.

Analysis of the Determinants on the Annual Average Price Rising Rate for Pyeong of Apartment Housing in Seoul (서울지역 아파트 평당 연평균 가격상승률 결정요인 분석)

  • The purpose of this study is to identify the impact of the building, site, and region characteristic factors on the annual average price rising rate of apartment housing in Seoul. The data were consisted of 272 apartment units in Seoul. A survey included checking the drawing documents and interview with apartment maintenance staffs and real estate agencies from October 2006 to February 2007. Data were analyzed with descriptives, frequency, crosstabs, and linear regression by SPSS/PC for Window. The linear regression model was employed to evaluate the price rising rate in apartment housing. Following results were obtained. The price rising rate for pyeong ($3.3m^2$) of apartment housing was determinated by the district zone, the construction company's brand name, the building age, the building stories, the floor space index, the building-to-land ratio, the green space rate, and the distance from the downtown. Especially, the district zone was the most important factor that affected the price rising of apartment housing in Seoul. Therefore, the policy has to focus to solve the imbalance between autonomous districts with the collaborated tax.

  • The objective of this study is the classification of priority areas for the implementation of green roof by evaluating environmental deterioration in Seoul. Non-permeable pavement, air pollution, habitual floods, energy use, heat island and green space are considered in this assessment indicators. The expert questionnaire survey was conducted in order to determine the most important indicators. These indicators were then, thoroughly evaluated. As a result, high priority areas for the implementation of green roof were deduced in the following order of the districts : Jung, Sungdong, Jungrang, Youngdungpo, Jongro and Kangnam. The highest priority areas were determined to be crowded business-commercial areas. Low priority areas are analyzed in the following order of the districts : Kwanak, Nowon, Seocho and Dobong. The result of this study can be utilized for environmental planning and decision of related policies. Additionally, it can be promoted that awareness of implementing green roof of citizens, policy makers and building owners and effect of green networking between inside and outside Seoul can be increased.

Evaluation Factors for Exterior Space Planning from the Perspective of Each Major (전공별 관점에서 본 외부공간계획의 평가요소)

  • As the complexity and diversity of modern urban development increases, the importance of external space planning in urban development projects is growing. This study analyzes the importance and characteristics of each major to enhance the utility value of external space, which aims to improve the efficiency of external space planning and ultimately improve the quality of life of residents. To this end, we reviewed relevant literature, legal guidelines, checklists, and guidelines, and derived 17 external space indicators through expert surveys and FGIs, and organized them into five major categories: accessibility, connectivity, suitability, stability and locality, and landscape planning through FGIs with experts in architecture, urbanism, and landscape architecture. As a result of the analysis, urban planning and design majors prioritized planning that considers the hierarchy and characteristics of the landscape structure, securing public space through the connection of open spaces and pedestrian paths, and connecting organic and three-dimensional buildings, streets, and parks; architectural planning and design majors prioritized harmony with the surrounding environment, securing public space through the connection of open spaces and pedestrian paths, and connecting organic and three-dimensional buildings, streets, and parks; and landscape (environmental) and landscape majors prioritized harmony with the surrounding environment, connecting with adjacent buildings, streets, parks, and green spaces, and planning with integrated landholdings. This emphasizes that urban development projects should secure publicness and integration through harmonious connections with adjacent buildings, streets, parks, and green spaces. This study developed evaluation indicators for evaluating the external space planning of urban development projects and quantified them through the hierarchical analysis method (AHP), which will be useful for future policy formulation and practical application in the fields of urban planning and design, architectural planning and design, landscape (environment), and landscape architecture.

Derivation of Green Infrastructure Planning Factors for Reducing Particulate Matter - Using Text Mining - (미세먼지 저감을 위한 그린인프라 계획요소 도출 - 텍스트 마이닝을 활용하여 -)

  • Green infrastructure planning represents landscape planning measures to reduce particulate matter. This study aimed to derive factors that may be used in planning green infrastructure for particulate matter reduction using text mining techniques. A range of analyses were carried out by focusing on keywords such as 'particulate matter reduction plan' and 'green infrastructure planning elements'. The analyses included Term Frequency-Inverse Document Frequency (TF-IDF) analysis, centrality analysis, related word analysis, and topic modeling analysis. These analyses were carried out via text mining by collecting information on previous related research, policy reports, and laws. Initially, TF-IDF analysis results were used to classify major keywords relating to particulate matter and green infrastructure into three groups: (1) environmental issues (e.g., particulate matter, environment, carbon, and atmosphere), target spaces (e.g., urban, park, and local green space), and application methods (e.g., analysis, planning, evaluation, development, ecological aspect, policy management, technology, and resilience). Second, the centrality analysis results were found to be similar to those of TF-IDF; it was confirmed that the central connectors to the major keywords were 'Green New Deal' and 'Vacant land'. The results from the analysis of related words verified that planning green infrastructure for particulate matter reduction required planning forests and ventilation corridors. Additionally, moisture must be considered for microclimate control. It was also confirmed that utilizing vacant space, establishing mixed forests, introducing particulate matter reduction technology, and understanding the system may be important for the effective planning of green infrastructure. Topic analysis was used to classify the planning elements of green infrastructure based on ecological, technological, and social functions. The planning elements of ecological function were classified into morphological (e.g., urban forest, green space, wall greening) and functional aspects (e.g., climate control, carbon storage and absorption, provision of habitats, and biodiversity for wildlife). The planning elements of technical function were classified into various themes, including the disaster prevention functions of green infrastructure, buffer effects, stormwater management, water purification, and energy reduction. The planning elements of the social function were classified into themes such as community function, improving the health of users, and scenery improvement. These results suggest that green infrastructure planning for particulate matter reduction requires approaches related to key concepts, such as resilience and sustainability. In particular, there is a need to apply green infrastructure planning elements in order to reduce exposure to particulate matter.

  • The government has made a great effort for the development of rural area. The aim of this study is to analyze the change process and characteristics of the government's rural area development policies implemented so far and present an aid as adequate material to the direction of development policy for rural areas. The rural area development policy had been focused on maintenance of physical infrastructure facilities in the rural areas, pursuing urban convenience led by the government from the 1950s to 1990s. The policy has changed to local residents-led rural area development from the late 1990s to present time. The basic direction of the policy turned into making much of environment-friendliness and promotion of regional activation. The policy was transformed to recognize our rural area and also perceive it pastoral and resting space. In addition, green tourism has emerged as an important theme since 2000. In the rural area development policy, it is the most important to connect it with various development projects, select target areas from the long-term perspective and pursue efficiency through intensified investment of financial resources.

  • The aim of this paper is to suggest basic guidelines for the urban park development policy in Taegu. This research is mainly based on university students' essay on <private inquiry of urban park in Taegu>. Talsong Park, the most popular site for the students' essay, was selected for the purpose of the study. The research focused on the general images of the park, negative images of the park and aspirations and demands for the park in relation with Talsong Park redevelopment policy. The research of this result suggested that the renovation of Talsong Park from zoo-oriented park to the historic & cultural park status. The other main suggestion was consideration of public participation from the planning stage for the betterment of park management. In addition, the importance of environmental education for the local people was stressed in order to enhance public awareness of environment for the solution of our common environmental problems in relation with Local Agenda 21.

  • Urban open spaces are crucial public areas that ensure the safety and comfort of citizens. Effective creation and management of these spaces require consensus and cooperation among stakeholders, emphasizing procedural rationality. Open spaces are not just physical structures but cultural artifacts that reflect the desires and values of the citizens and require public participation. This study explores the institutional and policy frameworks for public participation in the creation of urban open spaces. It analyzes the institutional environment by examining relevant laws, executive orders, and initial studies on public participation in the Urban Comprehensive Planning and the Park and Green Space Master Plan. The study then analyzes the public participation policies in the Park and Green Space Master Plan of Seoul, Incheon, Gwangju, and Daegu. The basic plan of the park and green space in the four cities includes the concept of public participation. However, the public participation policies have two limitations. First, from a procedural standpoint, the public participation mandated by current laws is only a monotonous, one-time project. Second, from a content perspective, the communication materials directed at the target class and the step-by-step process for facilitating public participation are insufficient. Overall, while the policies for creating open spaces are improving, there is a pressing need for a comprehensive strategy to enhance both the process and content of citizen participation in the future.
