A Study on the ICT Standardization Strategy for realizing the Green New Deal (그린뉴딜의 실현을 위한 ICT 표준화 추진 전략에 관한 연구)

  • Countries are promoting Green New Deal policy to cope with global warming and climate change as a result of economic growth and overcome the economic crisis caused by the coronavirus 19. The role of ICT technology is crucial in realizing the Green New Deal policy, and standardization of ICT technology should be preceded. This paper examines domestic and foreign Green New Deal policies and analyzes trends in ICT standardization activities. Based on the analysis, we propose standards that should be developed for the eight major projects in order to successfully realize the Korean Green New Deal. A strategy to promote ICT standardization for the zero energy project in public facilities as an example was proposed. In addition, we present ways to resolve difficulties in realizing ICT standardization policies related to Korean Green New Deal. Through this study, it is expected that the Korean Green New Deal policies, which is being promoted at the pan-government level, will be effective based on ICT standard technology.

  • Climate change has recently become a serious global issue, and carbon emissions and energy consumption are increasing, particularly in cities where economic activities and populations are concentrated. Accordingly, various countries worldwide are promoting the Green New Deal and promoting urban-centered climate change response policies with the aim of carbon neutrality. In Korea, following the "smart green city" project that creates a city where humans and the environment coexist, a similar "carbon neutral green city" policy is set to be introduced. Therefore, in this study, implications and directions for the sustainable introduction of the carbon neutral green city policy will be derived by comparing and analyzing the State and Tribal Assistance Grants of the U.S. bipartisan infrastructure law and the smart green city of the Korean new deal.

  • Recently, urbanization has become a serious issue, as there is imbalance between regions and various environmental problems occur intensively in cities. Therefore, cities all over the world are promoting the Green New Deal and trying to realize carbon neutrality. Accordingly, the European Union is leading the creation of carbon-neutral cities by promoting policies aimed at rapidly realizing carbon neutrality. In Korea, projects such as U-City and Smart City have also been promoted continuously for many years, and recently, the projects Smart Green City and Carbon Neutral Green City have been introduced. Therefore, this study aimed to derive directions and implications for future projects based on policies to address climate change by analyzing the guidelines for the Smart Green City project and the project plans of Gimhae-si and Gangjin-gun, which are the leading projects in the Smart Green City business model and are equipped with an extensive budget.

  • The Government declared 'Low-Carbon Green Growth' as the new national vision for future development to improve economic growth and quality of life through higher energy efficiency, less energy consumption, wider use of renewable energy, etc. Korea can no longer delay participating in international efforts against global warming by reducing carbon dioxide and other greenhouse gas emissions. Thus low-carbon green growth is not a matter of choice, and it becomes indispensible to sustaining the nation's economic development. The Government is determined to take the initiative in speeding up economic recovery by carrying out the large scale investment projects such as the Korean version of a 'Green New Deal. The 49 trillion-won projects include river improvement, eco-friendly transportation networks, advanced information infrastructure, water resources & dam construction, green cars & clean energy development, etc. which will create nearly one million new jobs over the next four years.

Binary Power plant using unused thermal energy and Neural Network Controllers (미활용 열에너지를 이용한 바이너리 발전과 신경망 제어)

  • Recently, the Korean Government announced the Korean New Deal as a national development strategy to overcome the economic recession from the pandemic crisis and lead the global action against structural changes. In the Korean New Deal, the Green New Deal related with the energy aims to achieve net-zero emissions and accelerates the transition towards a low-carbon and green economy. To this end, the government plans to promote an increased use of renewable energy in the society at large. This paper introduces a binary power generation using unused low-grade thermal energy to accelerate the transition towards a low-carbon and green economy and examines a control system based on Neural Network which is capable maintenance at low-cost by an unmanned automated operation in actual power generation environment. It is expected that the realization of binary power generation accelerates introduction of renewable energy along with solar and wind power.

  • This article is summary of 'Korean Green New Deal' project which strives to revive Korea's Top 4 rivers for the next four years, between 2009 and 2012. The purpose of this project is balanced national development and recovered regional economy, creating new jobs. Details of the 'Korean Green New Deal' include means to reinforce obsolete embankments and to recover the river ecosystem by maintaining sedimentary soil, to install small- to middle-sized dams and flood control reservoirs and to establish eco-friendly reservoir for emergency water supplies. The project is expected to generate 190,000 new employee and create 23 trillion won worth production inducement effect, contributing in the revival of regional economies.

  • In July of last year, the Korean version of the New Deal National Report Conference was held in the presence of the President, and the "Korean version of the New Deal Comprehensive Plan" was announced as its core strategy. In the field of education, the "Green Smart Future School" project has been included as one of the top 10 Korean New Deal projects. And last year, due to the spread of non-face-to-face classes due to COVID-19, the demand for ICT technology in front-line education sites rapidly increased. Therefore, In this paper, we examine the problems of the wireless network and wired infrastructure of the classroom in the past, and design wired network infrastructure and wireless network equipment for green smart classrooms with high-speed wireless networks that can be used for non-face-to-face and face-to-face classes, and build them in actual classrooms. An example for the following was presented.

Pathos of Color Green Expressed in Korean War Films (전쟁영화에서 초록의 색채표현과 파토스)

  • War films are a general term for films that have battlefields as their main background. Although war films as a genre directly deal with combat situations, they also deal with characters or subjects related to war. War films promote patriotism and nationalism, but they also argue against war by highlighting the disastrous war. This study is based on the color theory that the meaning of film color is temporarily and infinitely generated according to the cultural differences, with Eisenstein's creative theory on film color and pathos. I wanted to clarify the pathos effect and the meaning of color green expressed in the Korean war films. In war films, colors are visualized in art forms such as symbols, similes and metaphors. In war films, color green symbolizes life. On the battlefield, the green of nature stands against the catastrophic situation. The green of ecology, which insists on the flow of life, evokes fear in ecological crises such as war, disaster and climate change. The dark green caused by a catastrophe like war warns of the destruction of life. The connotation of color is temporarily and infinitely expands according to the cultural differences. The dark green, which visualizes the battlefield of destruction, is a form and element of pathos that indicates changes in emotions such as sadness, pity, grief and despair. Pathos as an emotional appeal is a leap from the quality to the quality of the means of expression and refers to the departure from Dasein. The green color that dominates the visuals of war films is a symbol of life and functions as a pathos that makes emotional changes take a new leap. A qualitative leap through pathos means all changes that become new.
