There has been a growing interest toward railroad conjunction with opening of high-speed rail in 2004 and concurrent implementation of nation's green growth policies. Meanwhile, users' expectation on service of public transportation, especially railroad has been growing than since ever due to heightened quality of life, entering aging society, voice of equity for minorities, and greater interest in environments of communities. In order to come up with the expectations, actual improvements for user's convenience/comfort and its assessment strategies in terms of service quality level are necessary. This study defines the index of this aspect of service level as 'Sensitivity Quality'. This is conceived as one of the important factors to define travel cost as do the travel time and fare, but hardly taken into consideration when assessing a transportation system or policy-making for a transportation project. The elements included for the assessment of the sensitivity quality in this study are feeling of a ride, conformability and convenience what users feel and recognize using a train. This paper suggests that establishing sensitivity quality elements would contribute in foundation of assessing service quality and provide improved public transportation services through their scientific and objective development and management.

Today, because the international community recognized happing of environmental crisis on the world the international environmental agreements and advanced country's environmental regulations are very tight. Especially, port cities are posed strong threats to the environment due to receiving high pollution from ships and cargo vehicle emissions. So many advanced country (ex. United States, Japan, EU) implement Natural-friendly Port Policy and Program. Environmental-Regulations become more stringent in the future, management of low carbon dioxide emissions brings the competitiveness.(중략)

This field can be classified into six categories: 1. Sustainable site planning and index, 2. Ecological planning process and regulation, 3. landscape ecology and biotope map, 4. Watershed and eco corridor project, 5. Urban forestry and environment, and 6. artificial ground and restoration ecology. The following is the summary of the findings from Paper review: 1. Sustainable index shall be studied about more specified sites. Water recycling facilities, and reservation wet land need to be studied. 2. Policy and legislation research on Ecological design shall be researched by expanding of the application field. Nature park planning and management fields shall be considered as the main theme of green networking Parts. 3. Landscape Ecological studies should be connected to practical surveying data, e.g. the eco-maps published by Environment Ministry. Traditional culture and science should be joined with the modem science. 4. Eco-corridor planning will go with the scenarios and theories of watershed ecology. 5. Urban forestry shall be studied with the wildlife's behavior and habitat. 6. Restoration engineering techniques should be reconsidered with the wildlife's existence and environmental affiliation.

Renewable energy is growing based on low-carbon green energy government policies. According to this policy, geothermal energy is highly efficient and environmental friendly energy which is being recently expanded. However, construction companies are generated disorderly but their ability has not been verified due to the poor geothermal facility which was reported in the media. In the this paper introduce on Busan region's largest geothermal facility, it was confirmed that thermal efficiency of the underground is close to heat exchanger performance. Therefore the study improving the efficiency of underground heat exchange found progressed. The results showed voids between borehole and ground heat exchanger should not be raised. And then geothermal facilities were installed very successfully through the principle grouting operation. As compared to the energy consumption on the basis of operating results energy usage was less than any other heat sources.
The purpose of this study is to classify the cities on sustainability assessment score studied in advance using cluster analysis, to present efficient management and policy direction based on analysis of sustainability index in 45 cities of all over Gyeongsangnam and Gyeongsangbuk-do. According to the results of cluster analysis, 45 cities were classed into 4 clusters by "livable-welfare city", "environmental -ecological city", "scientific-technological city", and "industrial-economic city". The livable-welfare cities must keep superior environmental sustainability, promote small and medium sized business on regional characteristic. The environmental-ecological cities have to change agriculture into future environmental industry such as ecotourism, bio-industry and landscape agriculture. The scientific-technological cities are going to need support of government scale such as income enlargement of citizen and stable job security. Finally, the industrial-economic cities must increase environmental management plants and improve quality of life through securing green spaces, maintaining public peace and applying UIS because of low quality of environment and life.

The study aims to explore the situation of allotment garden and its implication from case study on the Kleingarten in German the Dacha in Russia and the Civic Garden in Japan. It has shown that the allotment gardens have gradually been an important for urban people to have recreation and health from agricultural activities. The results suggest that whereas most of kind of allotment gardens in three countries was perspectively enhanced according to their historic and social contexts, the basic rationales initiated were to provide recreation areas for supporting people health and preserving green areas in urban areas. To expand these kind of allotment gardens, we conclude that the establishment and amendment of the related law are needed to activate and enhance the allotment garden in Korea.

Many countries are increasing their investments in smart grid technology to enhance energy efficiency, address climate change, and trigger a green energy revolution. In addition to these goals, Korea also seeks to promote national competitiveness, prepare for the growth of the renewable energy industry, and export industrialization through its strategic promotion of the smart grid. Given its inherent representativeness for Korean implementation of the smart grid and its growth potential, Jeju Island was selected by the Korean government as the site for smart grid testing in June 2009. This paper presents a new design for the electricity market and an operational scheme for testing Smart Electricity Services in the Jeju smart grid demonstration project. The Jeju smart grid test-bed electricity market is constructed on the basis of day-ahead and real-time markets to provide two-way electricity transaction environments. The experience of the test-bed market operation shows that the competitive electricity market can facilitate the smart grid deployment in Korea by allowing various demand side resources to be active market players.

The photovoltaic (PV) industry, which occupies about 80% share of domestic new and renewable energy (NRE) sales, has played an important role in the development of the Korean NRE industry. This was made possible by the government's implementation of the 3rd Basic New and Renewable Energy Plan, which promoted strategic PV R&D, infrastructure building, and a variety of PV deployment programs. For instance, 'One Million Green Homes', 'Feed in Tariff', and 'Renewable Portfolio Standards' programs contributed greatly to the dissemination of PV systems in the country. Furthermore, these programs were supported with more than 380 billion Won over 6 year period (2007~2012). The strategic PV R&D contributed to the fast follow-up in commercial technologies. Because of the recent, sharp decline in PV prices caused by oversupply and economic crisis in European countries, both foreign and domestic PV companies are going through painful restructuring. Under these circumstances, the Korean PV industry needs to find a new strategy for making a breakthrough, and in this sense a proactive role of the Korean government is desperately needed.
To elucidate the mechanisms by which algal food quality affect Daphnia growths, we measured carbon incorporation rates and respiration rates of Daphnia magna with Cryptomonad Rhodomonas minuta, green algae Scenedesmus acutus and cyanobacteria Synechococcus sp. with varying physiological states as food. Carbon assimilation rates were high with R. minuta and S. acutus and low with Synechococcus sp. showing a similar pattern to the growth rate pattern. There was no clear difference among respiration rates of three algal species. Carbon assimilation rates and respiration rates of D. magna appeared to be independent on Molar C:P ratios in algal foods. Carbon growth efficiencies (incorporated carbon per assimilated carbon amount) were lower when D. magna fed with Synechococcus sp. than fed with R. minuta or S. acutus. Analysis of variance results show that carbon assimilation rates which were sum of incorporation and respiration rates and carbon growth efficiencies were only dependant on species affiliation. Overall, our results showed that algal species with varying ${\omega}3$ polyunsaturated fatty acid content led different carbon incorporation rates and overall carbon assimilation rates of D. magna.

Although new plant breeding technologies facilitate efficient plant breeding without introducing a transgene, they are creating indistinct boundaries in the regulation of genetically modified organisms (GMOs). The rapid advancement in plant breeding by genome-editing requires the establishment of a new global policy for the new biotechnology, while filling the gap between process-based and product-based GMO in terms of regulations. In this study recent developments in producing major crops using new plant breeding technologies were reviewed, and a regulatory model that takes into account the various methodologies to achieve genetic modifications as well as the resulting types of mutation were proposed. Moreover, the communication process were discussed in order to understand consumers' current situation and problems of new plant breeding technology, establish social acceptance well, and understand consumers' disputes such as GMO crops.
