Spatial Distribution of Economic Growth and Inequality: Kazakhstan's Experience

  • This study aims is to explore of the theoretical concepts of regional imbalances and spatial inequality, analysis of spatial distribution of economic growth and identifying of "growth poles" for sustainable development in the regions of Kazakhstan. Based on the theoretical views, we conclude that the key direction of regional policy is the search and development of "growth poles", which will distribute their potential equally to backward regions. The authors propose the methodological tools for presenting a standard form of evaluation of spatial distribution and inequality of the regions of Kazakhstan. This study confirms the importance of using of proposed methods and its application for objectively and realistically defines "growth poles" for sustainable development. Further, the obtained results showed the distribution of Kazakhstan's regions by economic growth and specialization with using modified index of KDI. According to the results of this theoretical and empirical study proved that distribution of the regions of Kazakhstan and results of KDI indexes shows that the spatial differentiation of economic development, but its level and dynamics are different in different respects. In addition, according to the conducted survey, we conclude that one of the most important tasks is sustainable growth based on "growth poles" for sustainable development.

On Low-Carbon Green Waterfront Cities (해외 저탄소 녹색수변도시)

  • Low-carbon green waterfront cities for overseas cases were reviewed to propose the direction for Korea. The implications suggested include energy saving by resource circulation, compact land use planning, transit oriented development, and utilization of renewable energy. These in turn suggest the following implementations; (1) Energy saving according to compact city, complex land use, and transit oriented development, (2) Renewable energy use in buildings and daily lives, (3) Expansion of green space for carbon mitigation and improved quality of life, and (4) Water and resource circulation system. We finally discussed that development of the green waterfront cities in Korea requires the fundamentals of low-carbon green waterfront cities achieved by overseas cases study and technical investigation.

A Study on the Development of Green-tourism Performance Indicators by Using BSC on Rural Village (BSC에 의한 농촌마을 그린투어리즘 성과지표 개발에 관한 연구)

  • Recently, increases of leisure activities and 5-day workweek system enforce government employ rural tourism policy and projects. Operating projects are Green Rural Experience Village, Rural Tradition Theme Village, etc. In this study under investigation of Green Rural Experience Village site, Green-Tourism performance indicators were developed. Green-Tourism performance indicators of rural village were developed by BSC(balanced scorecard) and AHP(Analytic hierarchy process). Four perspective of BSC are divided into financial perspective, customer, internal-business process, and teaming and growth perspectives. To develop green-tourism performance indicators of rural village, low perspectives of BSC are converted into investment effect, visitor, internal process, and village inhabitants perspectives. By these perspectives, green-tourism performance indicators of rural village were developed. Weighting values on importance were calculated by AHP. Performance indicators developed in this study applied in 12 villages. With the result, generally well-known villages gained high score, and in accord with survey content.

  • With low carbon and green growth as the policy indicator, Korea has been concentrating on a variety of researches and technical development as well as recommending the LED lighting facility as part of Green Energy policy to cope with the environment and energy crisis. While the interest on LED has been increasing, the development of LED is still in its early stage and researches on diverse aspects of LED are not sufficiently implemented. Thus, this paper aimed to get the data that would help the expansion of LED lighting by comparing and analyzing the awareness and knowledge level of the public and experts on LED lighting.

Development of Korean Green Business/IT Strategies Based on Priority Analysis (한국의 그린 비즈니스/IT 실태분석을 통한 추진전략 우선순위 도출에 관한 연구)

  • Recently, the CO2 emission and energy consumption have become critical global issues to decide the future of nations. Especially, the spread of IT products and the increased use of internet and web applications result in the energy consumption and CO2 emission of IT industry though information technologies drive global economic growth. EU, the United States, Japan and other developed countries are using IT related environmental regulations such as WEEE(Waste Electrical and Electronic Equipment), RoHS(Restriction of the use of Certain Hazardous Substance), REACH(Registration, Evaluation, Authorization and Restriction of CHemicals) and EuP(Energy using Product), and have established systematic green business/IT strategies to enhance the competitiveness of IT industry. For example, the Japan government proposed the "Green IT initiative" for being compatible with economic growth and environmental protection. Not only energy saving technologies but energy saving systems have been developed for accomplishing sustainable development. Korea's CO2 emission and energy consumption continuously have grown at comparatively high rates. They are related to its industrial structure depending on high energy-consuming industries such as iron and steel Industry, automotive industry, shipbuilding industry, semiconductor industry, and so on. In particular, export proportion of IT manufacturing is quite high in Korea. For example, the global market share of the semiconductor such as DRAM was about 80% in 2008. Accordingly, Korea needs to establish a systematic strategy to respond to the global environmental regulations and to maintain competitiveness in the IT industry. However, green competitiveness of Korea ranked 11th among 15 major countries and R&D budget for green technology is not large enough to develop energy-saving technologies for infrastructure and value chain of low-carbon society though that grows at high rates. Moreover, there are no concrete action plans in Korea. This research aims to deduce the priorities of the Korean green business/IT strategies to use multi attribute weighted average method. We selected a panel of 19 experts who work at the green business related firms such as HP, IBM, Fujitsu and so on, and selected six assessment indices such as the urgency of the technology development, the technology gap between Korea and the developed countries, the effect of import substitution, the spillover effect of technology, the market growth, and the export potential of the package or stand-alone products by existing literature review. We submitted questionnaires at approximately weekly intervals to them for priorities of the green business/IT strategies. The strategies broadly classify as follows. The first strategy which consists of the green business/IT policy and standardization, process and performance management and IT industry and legislative alignment relates to government's role in the green economy. The second strategy relates to IT to support environment sustainability such as the travel and ways of working management, printer output and recycling, intelligent building, printer rationalization and collaboration and connectivity. The last strategy relates to green IT systems, services and usage such as the data center consolidation and energy management, hardware recycle decommission, server and storage virtualization, device power management, and service supplier management. All the questionnaires were assessed via a five-point Likert scale ranging from "very little" to "very large." Our findings show that the IT to support environment sustainability is prior to the other strategies. In detail, the green business /IT policy and standardization is the most important in the government's role. The strategies of intelligent building and the travel and ways of working management are prior to the others for supporting environment sustainability. Finally, the strategies for the data center consolidation and energy management and server and storage virtualization have the huge influence for green IT systems, services and usage This research results the following implications. The amount of energy consumption and CO2 emissions of IT equipment including electrical business equipment will need to be clearly indicated in order to manage the effect of green business/IT strategy. And it is necessary to develop tools that measure the performance of green business/IT by each step. Additionally, intelligent building could grow up in energy-saving, growth of low carbon and related industries together. It is necessary to expand the affect of virtualization though adjusting and controlling the relationship between the management teams.

  • Under the effectuation of law for $CO_2$ reduction and Green growth, it was surveyed in this study that how the Large company and the Small-medium company as well as the General company and the Green company prepare and proceed the Green management. For this purpose, in order to see the present situation, the perception and influence to the Green management was surveyed and analyzed. The result was that there were big differences in many items between the compared companies which are different from scale and character. On the basis of this analysis, It was suggested what and how the companies and the government have to do in order to improve the perception of Green management and make a new business chances.

Dynamic Analysis on the Policy Agenda Setting Process of the CO2 Emissions Trading (탄소배출권 거래제도 의제형성과정의 역동성 분석)

  • The main purpose of this study is to find what steps are needed for a system for CO2 emissions trading to be formulated as government policy, using System Thinking approach. First, this paper analyzed Korean newspapers to consider the social issue regarding CO2 emissions trading. There were more articles related to international issues than domestic ones before 2008. This trend, however, became reversed from January 2008, which means that consideration of CO2 emissions trading has been discussed as a domestic social issue from 2008. Second, it analyzed speeches by former president Roh Moo-Hyun and current president Lee Myung-bak. In particularly, President Lee Myung-bak declared "Low Carbon and Green Growth" as a new growth engine and a Korea's vision of the future national development. Third, it examined which government agencies, including departments and committees, are pursuing policies regarding climate change, global warming, and CO2 emissions trading. Most policy has originated in the Ministry of Environment, although policy alternatives have been proposed in other agencies including the Ministry of Knowledge Economy. The study concludes that the political consideration has played a major role in the policy agenda-setting process of the CO2 emissions trading in Korea.

  • Global village warming and carbon dioxide CO2 gas, and the human efforts for their healing and necessary alternative technology would be much more difficult things than that of making necessary funds and efforts to lay to sleep angry nature on the earth. The limited natural resources of fossil fuel would be dried up in several decades, and the intensity of diplomatic negotiations for natural resource guarantee among countries may be showed looking alike an war. The drain of fossil fuel called a new word of alternative policy like an environment-friendly green-growth, and the solar-cell and lighting technology for the solar energy applications were developed still more repeatedly day by day from oil lantern to LED high-tech illumination in great economy. Therefore, it was studied that the low-carbon green-growth illumination technology in cave applications with SOLAR-LED system which was produced and unified in connection with solar-cell and LED from the semiconductor production technology, and it was also clarified in necessary with useful cave lighting in heatless and with no photosynthesis of plant production in underground space.

  • The 21th century is carried out a rearing activity of green industries as a part of friendly echo policy for preservation of earth environment. Korean government is spreaded on a whole country to setting up a goal to a sustainable growth power of national for low carbon green growth. The recently rolling stock is received the footlights as a best friendly echo transportation of transport system of automobile, airplane, ship etc., also that is playing a big role to reduction of $CO_2$ greenhouse gas and a discharge of air pollution. This study was carried out the investigation and analysis for technology trend of the system light-weighting of a recently urban railway vehicle on commercial operating in domestic and foreign countries. As the results are proposed a short-term development technology and a long-term development technology of the system light-weighting to be developed for reduction weight of urban railway vehicle.
