A Case Study on Development of Low-Carbon City against to the Climate Change : With a Focus on Pyeongtaek Sosabul-district CDM Project (기후변화에 대응한 저탄소 도시개발 사례분석 : 평택소사벌지구 CDM 사업을 중심으로)

  • This study analyzes United Nations Framework Convention on Climate Change and domestic-foreign support policy for renewable, also confirms the need for sound and sustainable development to minimize adverse impacts on the environment. Main source of greenhouse gas emissions leading to global warming needs to be resolved through the introduction of renewable energy system by developing low-carbon city. Case studies show the directions for practical response to climate change on the basis of introduction of renewable energy. This case studies can be served as the base model that reduces greenhouse gases with the introduction of renewable energy facilities in the new land development project and obtains economic benefits from CDM project.

Estimation of Body Core Temperature of Cow using Neck Sensor based on Machine Learning (목부착형 센서를 이용한 기계학습 기반 소 심부체온 예측방안)

  • The body temperature of livestock is directly related to the health of livestock such that it changes immediately when there exists health problem. Accordingly, the monitoring of livestock's temperature is one of most important tasks in farm management. However, the temperature of livestock is usually measured using skin-attached sensor which is significantly affected by the outside temperature and the condition of attachment which results in the inaccurate measurement of temperature. Herein we have proposed new scheme which estimates the body core temperature of cow based on measured data from neck-attached smart sensor. Especially, we have considered both schemes which estimate the exact temperature and which detect the unusually high temperature based on machine learning. We have found that the occurrence of high temperature can be detected accurately. The proposed scheme can be used in monitoring of health condition of cow and improving the efficiency of farm management.

A Study on Public Effect of Rural Tourism Development Project on the Rural Community (농촌관광개발정책이 농촌지역사회에 미치는 공익적 효과에 관한 연구)

  • Rural tourism has been identified as providing opportunities to revitalize the rural economies since early 2000s. During last decade in South Korea, government has enacted many policies aiming to establish tourism support programs as well as instigating activities between rural and nearby urban districts. In particular, the promotion of the rural tourism has been actively sought in various forms of products and services, such as green tourism village, village festival, one-company one-village campaign and etc. However, in order to prepare effective policies, it is very crucial to identify measureable evaluation criteria that can be used to assess socio-economic situations of the rural districts. Such criteria should be objective, timely and provide insights about living conditions of local residents and relevant properties. They can also be used to evaluate if progress is being made after the policies are implemented. While considerable efforts and resources have been invested to aid the tourism programs in South Korea, we still lack such systematic means to quantify and evaluate its impact on rural districts. In this work, we have applied regional deprivation analysis on well-established community experiential and recreational business in rural villages throughout the country based on three criteria (i.e., population, local commerce, and buildings). Surprisingly, the result shows that the implementation of the community experiential and recreational businesses did not bring any noticeable changes to at least one of the evaluation criteria. We concluded that the current government policies on revitalization of rural tourism at the village scale is insufficient for bringing meaningful socio-economic impacts to rural districts, with rare exceptions.

  • The rural development policies and projects in Korea has been implemented with various related acts. For instance, these acts include Framework Act on the National Land, National Land Planning Utilization Act, Special Act on Balanced National Development, etc, enacted by each of adminstration. However, there are some limitations to encourage the variety of rural development policies due to duplication and overlapping between the relevant acts. Nowadays, the fields of rural development have been evolved and integrated not only by agricultural infrastructures but also in various fields such as multi-functional industry including rural tourism, green care, and cultural welfare, etc. Therefore, the current legal system may not effectively accept and support in various rural development policies and projects at all. This study tried to figure out the necessity of reorganization related legal system through the field survey to planners, residents and analysts regarding the correlation between legal systems and projects. For these reasons, this study tried to find out the problem of current legal system and then, suggested alternative methods related to the legal system for integrated rural development. The scope of the study is as follows; 1)correlation analysis between relevant laws and rural development projects. 2)field survey to figure out the legitimacy and validity for the reorganization of the legal system. At last the result of the research has suggested an alternative method to reorganize the legal system and proposed the new legal system with is good for integrated rural development.

Influence of Rainfall observation Network on Daily Dam Inflow using Artificial Neural Networks (강우자료 형태에 따른 인공신경망의 일유입량 예측 정확도 평가)

  • The objective of this study was to evaluate the influence of rainfall observation network on daily dam inflow using artificial neural networks(ANNs). Chungju Dam and Soyangriver Dam were selected for the study watershed. Rainfall and dam inflow data were collected as input data for construction of ANNs models. Five ANNs models, represented by Model 1 (In watershed, point rainfall), Model 2 (All in the Thiessen network, point rainfall), Model 3 (Out of watershed in the Thiessen network, point rainfall), Model 1-T (In watershed, area mean rainfall), Model 2-T (All in the Thiessen network, area mean rainfall), were adopted to evaluate the influence of rainfall observation network. As a result of the study, the models that used all station in the Thiessen network performed better than the models that used station only in the watershed or out of the watershed. The models that used point rainfall data performed better than the models that used area mean rainfall. Model 2 achieved the highest level of performance. The model performance for the ANNs model 2 in Chungju dam resulted in the $R^2$ value of 0.94, NSE of 0.94 $NSE_{ln}$ of 0.88 and PBIAS of -0.04 respectively. The model-2 predictions of Soyangriver Dam with the $R^2$ and NSE values greater than 0.94 were reasonably well agreed with the observations. The results of this study are expected to be used as a reference for rainfall data utilization in forecasting dam inflow using artificial neural networks.

Assessing the Influence Radius of a Water Treatment System Installed in a Reservoir Using Tracer Experiment and 3D Numerical Simulation (추적자 실험 및 3차원 수치모의를 이용한 저수지 수처리 장치의 영향반경 평가)

  • The objective of this study was to evaluate the radius of influence of effluent of water treatment system developed for the purpose of improvement of reservoir water quality using fluorescent dye (Rhodamine-WT) tracer experiment and 3-D numerical model. The tracer experiment was carried out in a medium-sized agricultural reservoir with a storage capacity of $227,000m^3$ and an average depth of 1.6 m. A guideline with a total length of 160 m was installed at intervals of 10 m in the horizontal direction from the discharge part, and a Rhodamine measurement sensor (YSI 6130, measurement range $0-200{\mu}g/L$) was used to measure concentration changes in time, distance, and depth. Experimental design was established in advance through Jet theory and the diffusion process was simulated using ELCOM, a three dimensional hydraulic dynamics model. As a result of the study, the direct effect radius of the jet emitted from the applied water treatment system was about 50-70 m, and the radius of physical effect by the advection diffusion was judged to be 100-120 m. The numerical simulations of effluent advection-diffusion of the water treatment system using ELCOM showed very similar results to those of the impact radius analysis using the tracer experiment and jet flow empirical equations. The results provide valuable information on the spatial extent of the water quality improvement devices installed in the reservoir and the facility layout design.

Assessing Irrigation Water Supply from Agricultural Reservoir Using Automatic Water Level Data of Irrigation Canal (관개용수로의 자동수위측정 자료를 활용한 농업용 저수지 공급량 산정 및 분석)

  • KRC (Korea Rural Community Corporation) is in charge of about 3,400 agricultural reservoirs out of 17,240 agricultural reservoirs, and automatic water level gauges in reservoirs and canals were installed to collect reservoir and canal water level data from 2010. In this study, 10-minute water level data of 173 reservoir irrigation canals from 2016 to 2018 are collected, and discharge during irrigation season was calculated using rating curves. For estimation of water supply, irrigation water requirement was calculated with HOMWRS (Hydrological Operation Model for Water Resources System), and the summation of reservoir water storage decrease was calculated with daily reservoir storage data from RAWRIS (Rural Agricultural Water Resource Information System). From the results, the total yearly amount of irrigation water supply showed less than 10% difference than the irrigation water requirement. The regional analysis revealed that reservoirs in Jeollanam-do and Chungcheongnam-do supply greater irrigation water than average. On the contrary, reservoirs in Gyeongsangnam-do and Chungcheongbuk-do supply less than others. This study was conducted with a limited number of reservoirs compared to total agricultural reservoirs. Nevertheless, it can indicate irrigation water supply from agricultural reservoirs to provide information about agricultural water use for irrigation.

A Study on the Enhancement of Inventories for Precursors (NOx, SOx) Released from Open Burning of Agricultural Waste Vinyl Causing the Secondary Generation of Particulate Matters

  • Background and objective: While response measures to particulate matters in rural areas are limited due to poor inventory record keeping in the agricultural sector, it is necessary to control agricultural waste vinyl and the emission of precursors released from open burning and the secondary generation of particulate matters. Currently, the open burning emission calculation method uses the definition prescribed in CAPSS by the National Institute of Environmental Research. Methods: This study presented an open burning emission calculation formula for agricultural waste vinyl, which is included as agricultural waste. As for activity data, the open burning ratio of agricultural waste vinyl, and the annual incineration volume provided in the Status Survey by the Ministry of Agriculture, Food, and Rural Affairs were applied. The emission factor was generated through incineration tests on three agricultural plastic film samples collected by the Korea Environment Corporation. Results: Among precursors, SOx and NOx were selected and their emission features were monitored with incineration experiment infrastructure based on the EPA 5G method. The highest emission concentration by agricultural waste type was concentrated in the first and second quarters. As for emission factor of SO2, it was calculated at 98.25 g/kg for mulching-use LDPE, 52.31 g/kg for greenhouse-use LDPE, and 14.40 g/kg for HDPE. As for NOx, it was calculated at 18.21 g/kg for mulching-use LDPE, 16.49 g/kg for greenhouse-use LDPE, and 10.67 g/kg for HDPE. Conclusion: This test confirmed the incineration features of PE-based plastics, ascertained the SOx emission factor that had not been included in open burning in the past, and established that low NOx emission concentration is interfered by soil mixed with livestock excretions. The findings from this study are expected to contribute to improving the system for controlling air pollutants in rural environments.

Assessment of Flood Vulnerability for Small Reservoir according to Climate Change Scenario - Reservoir in Gyeonggi-do - (기후변화 시나리오에 따른 소규모 저수지의 홍수 취약성 평가 - 경기도 내 저수지를 중심으로 -)

  • Most of the reservoirs managed by the city and county are small and it is difficult to respond to climate change because the drainage area is small and the inflow increases rapidly when a heavy rain occurs. In this study, the current status of reservoirs managed by city and county in Gyeonggi-do was reviewed and flood vulnerability due to climate change was analyzed. In order to analyze the impact of climate change, CMIP6-based future climate scenario provided by IPCC was used, and future rainfall data was established through downscaling of climate scenario (SSP8-8.5). The flood vulnerability of reservoirs due to climate change was evaluated using the concept provided by the IPCC. The future annual precipitation at six weather stations appeared a gradual increase and the fluctuation range of the annual precipitation was also found to increase. As a result of calculating the flood vulnerability index, it was analyzed that the flood vulnerability was the largest in the 2055s period and the lowest in the 2025s period. In the past period (2000s), the number of D and E grade reservoirs was 58, but it was found to increase to 107 in the 2055s period. In 2085s, there were 17 E grade reservoirs, which was more than in the past. Therefore, it is necessary to take measures against the increasing risk of flooding in the future.

Effective CPU overclocking scheme considering energy efficiency (에너지 효율을 고려한 효과적인 CPU 오버클럭킹 방법)

  • More recently, the Green Computing have become a important issue in all fields of industry. The energy efficiency cannot be over-emphasized. Microprocessor companies such as Intel Corporation design processors with taking both energy efficiency and performance into account. Nevertheless, general computer users typically utilize the CPU overclocking to enhance the application performance. The overclocking is traditionally considered as an evil in terms of the power consumption. In this paper, we present effective CPU overclocking schemes, which raise CPU frequency while keeping current CPU supply voltage for energy reduction and performance improvement. The proposed scheme gain both energy reduction and performance improvement. Evaluation results show that our proposed schemes reduce the processor execution time as much as 17% and total computer system energy as much as 5%, respectively. In addition, our effective CPU overclocking schemes reduce the Energy Delay Product (EDP) as much as 22%, on average.
