  • Under the strong support of the government, nanotechnology(NT) has been expanded rapidly in Korea. Korea was one of the countries that followed the National Nanotechnology Initiative(NNI) of the US very soon and set up their own policies for NT. This paper argues that the main rationale of the Korean version of NNI was so called 'catch-up strategy' by entering at the early stage of new technology. It stimulated scientists and engineers from various disciplines to do researches and to establish new education programs in NT. Unlike IT and BT, however, such fast and big investment in NT was approved by the public in the sense that there has been few criticism on the governmental NT policies and potential harness of NT. With the relative uninterestedness of the civil society and competititveness seeking policy in NT, ELSI in NT was not included in the Korean version of NNI and the results of technology assessments on NT were not introduced to the public at all.

  • Family Life Education(FLE) is an educational specialty which was originated in reaction to changing social conditions, industrialization, and urbanization It deals with the perceived inadequacies of families to cope with these changes, thereby reducing social problems involved with and improving family life. With an assumption that the studies about FLE have not been so active in Korea, the present thesis examines the FLE in Korea; i.e. the definition, the objectives, the scope, the approximation of family life education, and the necessity of marital education in Korea based upon the published theories of FLE in th United Stated of America. Also it attempts to formulate a tentative plan for the promotion of a FLE program in Korea. The concept of FLE in Korea was manifested in the social educational law and life-span education, specified as the 4th among ten presidential regulations; and it has drawn an institutional, governmental attention It is defined as " the life-span developmental education to enhance the quality of human life, to solve family problem, to develop an individual's potentiality, and to strengthen the family correlations." of the FLE programs, the marital education is considered one of the crucial subjects because it is the core of the family life. With this premise, FLE tries to support the healthy marital relations, , subsequently helping to explore the family potentiality and to strengthen family ties, Considering the seemingly dual characteristics of the Korean family types, the contents of marital education program should be consisted of the following; marital communication, role cooperation, and effective expressions of mutual affection, In addition, reciprocal understanding and cooperation of the married couples to overcome the differences of value, personality, hobby, and religion, the educational methods in raising kids, and the effective management of home economics should be included. The objects of the FLE program are unmarried, pre-married, and married persons. Fro the married persons, the FLE program should be arranged in accordance with their marital status divided by the family life cycle so that they may prevent possible family problems at each stage of the family life. Also, to prevent the problems incurred in the curse of carrying out family functions, the FLE program should be provided with on the basis of a family unit, thereby improving the quality of the family functions.

  • Purpose: The purpose of the study is to explore the socio-psychological coping process and experiences of families before and after institutionalization by applying the Corbin and Strauss ground research method. Method: Data collection from 9 participants with elderly institutionalized dementia with approval from directors of the institute was done by in depth interviews during a seven month period from May, 2003 to December, 2003. Data analysis was done by repeated reading of the transcribed interviews, and 344 concepts and 39 subcategories were generated. Results: Family members of the dementia elderly experienced various degrees of exhaustion, physically, mentally, and socially. The degree of their exhaustion was related to the severity of the family member's symptoms, and length of the dementia. Coping strategies were effected by economic status, social support from blood related families or neighbors, depth of their relationship with elderly institutionalized dementia. They were even affected by the elderly family members institutionalization. Conclusion: After institutionalization participants felt some guilt from not assuming their responsibilities as children. On the other hand they regained privacy, freedom, security, and comfort, so that their life returned to normal. They even felt more comfort because their elderly were living in a safer environment, and received a better quality of care. Participants had better composure, so that they could even take care of neighbors in need. They hope that there is more governmental involvement in terms of subsidy and numbers of institutes. Findings of the study will be a ground for the development of a coping program for families with elderly institutionalized dementia. Further studies are recommended to explore types of family, and to develop programs for the families to help them interact with each other.

  • Despite its universal coverage of health insurance, the rural health insurance program(RHIP) stands at the crossroads in Korea. The RHIP has weaknesses in stability of financing, problems of inequities in the provision of health services and has suffered from high cost of running the program. The author has analyzed these problems from the perspective of health insurance policy and presented several options for improvement. First of all, this study urged the importance of a firm Governmental commitment of RHIP with the 50% subsidization of contributions as the Government had promised, instead of the current 40%. This can be justified from the 20% subsidization by the Government for the contributions of private school teachers and their dependents, who belong to richer segments of the population. Second, various cost containment measures ought to be sought curbing the rising demand for medical through strengthening health education and increasing individual responsibility, and tightening the claim review process. Third, this study requires the Government to run a demonstration project on the introduction of case payment system for primary health care. Fourth introducing an income-related cost sharing scheme is another possibility. Reforming the cost sharing formula for large medical expenditures is recommendable for a beginning. This measure can take the form of tax credit for medical expenditures of the poor. Fifth, the degree of financial adjustment among health insurance plans should be levelled up for enhancing stability of RHIP and social solidarity. Sixth, health policy should be redirected toward development of rural health resources and higher priority should be put on relieving difficulties in access to care. Seventh. the insurance plan owned-hospital needs to be developed or provision of health services in the medically underserved areas, and the need of such facilities is particularly acute for geriatric care, rehabilitation and renal dialysis, etc. Eighth, more generous insurance benefits are required of the elderly who are suffering the most : elimination of the maximum 180 days of benefit period and provision of glasses and artificial dentures, etc. Ninth. the economies of scale principle is working for the operating expenses of regional self-employed insurance plan. Thus, measures should be instituted to pursue an optimum size of health insurance plans. Lastly, excessive dependence on exclusion items is an evil so that some radical remedies are urgently required to cut them.

  • Observation of the current Korean medical education and training system shows that certain negative traits of unchangeable solidification engraft themselves so deeply into the overarching system that they are now hampering the state of the national health welfare. Focusing only on undergraduate medical education, we can point out some glaring side-effects that should be of concern to any stakeholder. For instance, a graduate can legally begin his career as an independent practitioner immediately after passing the licensing exam and return to the old stuck school-year system of 2-year-premedical and 4-year-medical programs where outcome-based and integrated curricula are incomplete and unsatisfactory. In terms of learning opportunities, the balance between patient care and public health, as well as that between in-hospital highly specialized practice and community-based general practice, has worsened. Every stakeholder should be aware of these considerations in order to obtain the insight to forge a new direction. Moreover, our medical schools must prepare our students to take on the global roles of patient care within the Fourth Industrial Revolution, health advocacy for the imminent super-aged society, and education and research in the bio-health industry, by building and applying the concept of academic medicine. We will need to invest more resources, including educational specialists, into the current undergraduate medical education system in order to produce proper outcomes, smart curriculum, innovative methods of teaching and learning, and valid and reliable monitoring and evaluation. The improved quality of undergraduate medical education is the starting point for the success of the national system for public health and medical care as a whole, and therefore its urgency and significance should be emphasized to the public. The medical society should go beyond fixing what is broken and usher in a new era of cooperation and collaboration that invites other health professionals, governmental partners, law-makers, opinion leaders, and the general public in its steps toward the future.

  • Objectives: The administrative employees of government were analyzed on their levels of fatigue symptoms to reveal the various factors related to them. Methods: The self-administered questionnaires were performed, during the period between Dec. 5th, 2005 and Jan. 31st, 2006, to 1,005 individuals in the service of general administration located in Daejeon Metropolitan City. The survey items included subjects' socio-demographic and job-related characteristics, health-related behavior, degree of job demand, job autonomy, social support in work, type A behavior pattern, locus of control, sense of self-esteem, and degree of fatigue. The study results were analyzed and the authors came to the following major findings, by univariate and multiple regression analysis with degree of fatigue dependent variables and other variables independent. Results and Conclusions: The study results indicated that the level of fatigue symptoms is so complicatedly influenced by variable factors as well as job-related characteristics such as socio-demographic characteristics, rank in work, or job career, to a greater extent, by job specifications and personality traits(type A) like whether performing health-related behavior or not, job demand, job autonomy, social support in work, or sense of self-esteem. Thus the effective strategy for stress reduction among governmental employees requires additional programs focusing on innovated job specifications and managed personality trait.

It also identified problems in the mediation system in Korea and, based on the analysis of problems, discussed directions for the development of Korean mediation system in broad perspective. Directions for the development of Korean online mediation system suggested in this study can be summarized as follows. Firstly, the government must make an unsparing investment in order to activate online mediation system in Korea. Secondly, from the aspect of online mediation procedure, it is necessary to introduce online mediation system in combination with online seal system or certification marks. Thirdly, the judicial circle must take an amicable attitude toward ADR system and, furthermore, it is necessary for the court to be active in introducing various ADR systems. Fourthly, it is necessary to establish an integrated mediation system for the efficiency of mediation and cost saving. Fifthly, mediators must be provided with systematic and exhaustive periodical retraining programs. Lastly, it is necessary to help people to recognize that mediation system is a better service than other forms of dispute resolution procedure and particularly to enhance users' confidence in online mediation through advertising its advantages and safety. Moreover, in order to make e-commerce-related online dispute resolution available to everybody, it is necessary to overcome language barriers by establishing perfect service systems including automatic translation system in the governmental dimension.

  • Objectives: To protect the health and safety of residents during chemical accidents, the governmental authorities need to provide personal protective equipment (PPE) to citizens who desire it. This study aims to investigate residents'awareness of PPE and perform an economic analysis on providing PPE to residents near chemical plants prior to the establishment of a related law. Methods: This study was carried out through a questionnaire completed by 600 residents composed of items such as residents'awareness of PPE, what type of PPE they need, and how to purchase PPE. Economic analysis (cost-benefit analysis) was conducted on providing PPE to residents near chemical plants on basis of the Gumi City hydrogen fluoride accident of 2012. Results: The results of the questionnaire showed that most residents recognized the need for PPE preparedness for chemical accidents, in particular, for respirators. The level of expense that respondents were prepared to shoulder to share the burden was $25. Except for chemicals of hazard level 2, the benefit of all kinds of chemical accident preparedness considerably exceeded costs in the cost-benefit analysis on providing PPE. An estimated government budget of $20 million per year would be required to provide PPE (hood-type mask) for all residents within a one-kilometer radius of chemical plants in Korea, but only $5.8 million when residents share the expenses. Conclusion: The results of this study suggest that programs for providing PPE for residents near chemical plants should be established by law.
