Objectives: Tobacco control in Indonesia is very lenient compared to international standards. This study explored the perspectives of tobacco control stakeholders (TCSs) on the likelihood of advancing tobacco marketing regulation in Indonesia. Methods: Data were collected from TCSs who were members of the Indonesia Tobacco Control Network group in a modified Delphi study. We collected the data in 2 waves using a questionnaire that comprised a set of closed and open-ended questions. For this paper, we analysed 2 of the 3 sections of the questionnaire: (1) tobacco advertising, promotions, and sponsorship (TAPS) bans, and (2) marketing and retailing regulations. We conducted a descriptive analysis of the scores using Stata/IC.13 and summarised the comments for each item. Results: The TCSs viewed the measures/strategies across all aspects of TAPS and tobacco marketing regulation as highly desirable, but provided varied responses on their feasibility. They rated political feasibility lower than technical feasibility for most measures. Advancing TAPS measures and prohibition of selling to minors were considered more attainable by sub-national governments, while prohibition of tobacco corporate social responsibility was considered as the least feasible measure in the next 5 years. Conclusions: Despite little optimism for substantial national-level change, there is a positive expectation that sub-national governments will strengthen their tobacco control regulation. It is paramount that the government reduce tobacco industry leverage by implementing Article 5.3 of the World Health Organization Framework Convention on Tobacco Control. Extending advocacy networks beyond tobacco control groups and framing tobacco control more effectively are necessary steps.

Greenhouse gas (GHG) emissions have given rise to climate change which is one of the most serious environmental challenges that the world faces today. In response, Republic of Korea has proposed "Low Carbon, Green Growth" as a new economic paradigm accompanying with the ultimate aim of building a sense of responsibility for the environment. Korean government has set the ambitious national GHG emission reduction target which aims 37% reduction in the business-as-usual (BAU) level of 2030. The transportation sector plays a key role in this target. In the transportation sector, the GHG reduction target of 34.3% in the BAU level by 2020 has been allocated in order to consider the industrial specificity. Furthermore, it is known that the GHG reduction in the transportation sector has relatively minimal side effects compared to those of other sectors. In order to meet this national GHG reduction target, Korean government has set $CO_2$ emission regulation of vehicle for 2020. The purpose of this study is to evaluate the reduction effects by the average GHG regulation of vehicles. $CO_2$ emissions, between 2009 and 2013 were analysed by reduction measure such as technology improvement, light-weight, segment shift, diesel vehicle sales. During this period, $CO_2$ of vehicle was reduced every year by 19.9 g/km (i.e., 3.3% reduction per year). $CO_2$ reduction of imported vehicle is greater than domestic vehicle because of segment shift toward small size vehicle and higher diesel vehicle sales.

In Korea MVNO was introduced in 2011 when twenty seven years had passed since Korea Mobile Telecom(now SK Telecom) started mobile phone service. MVNO can make competition more effective to lower communication costs through the alternatives. In the early 2000s, the need for the introduction of the MVNO has been raised already by scholars in Korea. But it wasn't until the late 2000s when rate cuts appeared to be a major policy issue, and Korean government introduced MVNO. In April 2015, MVNO's market share reached 8.8%, but Korea does not have a firm system yet. This rapid growth of MVNO market in Korea was made possible by consumers' demand for cheaper services and late introduction of MVNO. And telecom companies(MNO) abuse their supreme power against small and medium firm MVNOs and reserved market share using their subsidiary companies. Thus proper regulation is necessary. However, the government authorities should have recognized global MVNO flow quickly and have to make a sufficient effort to establish proper competition condition of the mobile telecom market.
Some clauses of the prior review rules for broadcasting commercials, which are enforced by the Broadcasting Act violate the right to free speech guaranteed by the Constitution. The range of prohibited expression under the clauses are too vague and overbroad to distinguish between permissible and impermissible broadcasting commercials. The clauses also fail to pass the constitutional principle that restrict government from excessive regulation on constitutional rights. The principle has a four-pronged test on the government action; 1) the validity of its goal; 2) availability of appropriate means; 3) necessity of infringement; 4) and balancing test of interests. Some clauses of the prior review rules that forbid expressions on sensitive political and cultural issues fail to pass none of the four-pronged standards.
It is the most important thing at present for physicians to posses the qualification of medical professionalism. A lot of medical schools have made all-out efforts to develop leaders of medicine, who will be able to meet the needs of medical professionalism in this complex medical environment. The purpose of this study is to review the cognitive base of medical professionalism leading the curriculum development of medical professionalism. The discussion of medical professionalism started in the 20th century. During the 1960s, there were attempts to reshape the concepts and attributes of medical professionalism. The government began to intervene in the autonomy of physician and the self regulation policy of medical society in 1970s. Physician may be asked to play as a healer and professional (what?) during their medical practice. The fundamental role of healer such as care, compassion, honesty, integrity, confidentiality, ethical behaviors, and respect with patients were nothing fresh to tell even though the age was changed. The attributes of professional which are physician's autonomy, self regulation, teamwork, and responsibility to society has been changed dramatically over the past five decades. In general, medical educators agreed that professionalism is demonstrated through a foundation of clinical competence, communication skills, and ethical and legal understanding, upon which is built application of the principles of professionalism: excellence, accountability, altruism, and humanism. If physicians fail to show professionalism in society, they will confront the crisis which can be under the government control. The only way to keep their autonomy is to practice medical professionalism. So far today, medical schools have laid more stress on competence than value standards in educational systems and it was restricted for medical students to learn the value standards for medical practice. To understand and practice the medical professionalism, it is the most realistic way to solve the complicated medical problems.

In January 2019, the government revised the regulation on electronic financial supervision to revitalize the use of cloud in the financial sector. However, as cloud policies and regulations cloud undermine financial firms' autonomous security activities or restrict some of the people's basic rights, there has been little movement in the financial sector to use important information as the cloud. In addition, the data localization policy, which requires important information to be kept only in Korea, is a representative regulation that prevents the revitalization of cloud use, which also creates discrimination problems for overseas operators. Therefore, policy and regulatory improvements are needed to enable the cloud to provide a foundation for digital financial innovation through data. This study looked into the current status of cloud policies for domestic and foreign financial companies and analyzed policies and regulations for domestic financial companies. Through these efforts, the government aims to draw up limitations and problems in cloud policies for domestic financial companies and propose policy alternatives, such as measures to improve regulations on localizing data for financial companies to revitalize their use of cloud.
New technologies are being created and resulted as new types of fusion complex as the barrier between technology and industries are being broken and convergence is becoming more activated in the global economy of the era of fourth industrial revolution. Korea government is trying to foster innovative technologies for new technologies and new services to prepare for the fourth industrial revolution and gain global competitiveness, but many regulations make it difficult to verify and commercialize them. In response, the Korea government is pushing for the introduction of a regulation-free special zone system in which sandboxes are applied so that new technology and new service-based innovation projects can be freely commercialized through experiment and demonstration. This study aims to examine the limitations of the special zones for regional specialization development applied to the zones that are applied uniformly throughout the country and suggest ways for the deregulation special zone to be fostered as an empirical test bed based on new technologies and as a base for regional innovation.
Maintaining a certain level of fisheries production is due to the increase in aquaculture production. In recent years, aquaculture plays an important role in fishery production in Korea. Nevertheless, aquaculture should be carefully managed by regulations because it also causes environmental load which can threat sustainability of aquaculture. For this reason, Korean government has regulated density of culturing facilities with the Fisheries Law and its adjective decrees. The regulatory compliance of fisheries businesses is very low because the criteria for the regulation of the density were not enacted with scientific research. Thus, this research was aimed to obtain scientific criteria for the regulation of oyster aquaculture in Jaran Bay with economic assessment. For this research, we collected the data necessary for the assessment on five investigation points in the bay for two years. With the data, simulation for the growth rate of oyster was performed and the result showed that at least 25.5% of facilities should be reduced. Also, it was revealed that removing 2 long lines would be most beneficial. The NPV of the best measurement was 35,120,300 won and IRR was 11.7%. With this research, the government will gain more accurate regulatory compliance due to the scientific approach. Moreover, fisheries businesses in oyster aquaculture can obtain flexibility to cope with market fluctuation.

Consumer trust plays a crucial role in the development of the sharing economy. This study primarily focuses on the factors influencing consumer trust and examines the case of ofo, a former leader in China's bike-sharing industry. This paper analyzes the decline in consumer trust in ofo, which can be attributed to internal management issues and the near-bankruptcy situation. The "difficulty in refunds" issue faced by ofo since December 2018 has been growing continuously, and this study explores the factors influencing trust and distrust in this context. By considering product factors (quality), platform factors (payment security, privacy protection, reputation), and social factors (social norms, government regulation) as independent variables, the study analyzes the factors affecting consumer trust. The analysis results revealed that as consumers' distrust towards shared bikes increases, their switching intention also increases. The company's reputation and social norms were found to influence both trust and distrust, while government regulation was found to influence trust. The research findings provide insights relevant to sharing economy platforms and offer guidance for future studies.
With the advance to the knowledge-based economy, science and technology (S&T) has been recognized as key factor in a nation's competitiveness. To cope with this kind of new trend Korean government has tried to increase the R&D investment and to streamline acts and regulations concerning national R&D activities. Korea's total R&D expenditure for the year 2007 amounted to about 31.3 trillion won including government R&D of 8.9trillion won. With these efforts the capacity of Korea S&T has made great strides recently. Korea was ranked world's top 7 in R&D investment, top 12 in S&T paper publication and top 4 in patent application. Korean government enacted several pieces of legislation concerning S&T : the "Technology Transfer Promotion Act (1999)"; the "Framework Act on Science and Technology (2000)"; and the "Presidential Regulation for Managing the Government R&D Programs (2001)." In addition, the government has put a lot of effort into promoting the commercialization of technologies developed in public sector and improving the infrastructure of technology transfer and commercialization. However in spite of these various efforts, the technologies obtained from the public sector have not been transferred to the industry properly. Only 24.2% of technologies developed in the public for the year 2005 were transferred to industry. The royalty revenues of the public for the year 2005 was 1.5% of their total R&D expenditure. It shows only a third of the percentage of royalty revenues for the public sector in the U.S.A. and a second of Europe. There are many obstacles of public technology transfer such as immaturity of technology market, lack of licensing experience, and inadequacy of legal system and government policy. In this study I compared the Korean legislative system of patent management of government R&D outputs with the American system, derived problems from Korean system, and suggested proper alternatives.
