Industrial Cluster Policies of the Korean Government in the Early 2000s: The Case of Daejeon (지방 차원의 산업 클러스터 정책: 대전광역시를 사례로)

  • To tackle the problem of regional economic and social disparities in Korea, the government of Roh, Mu-Hyun(2003-2007), launched a series of radical policies and programs to decentralize administrative activities of the capital region and stimulate economic growth in less developed regions, based on regional innovation systems and industrial cluster concepts. This paper highlights the Roh government's approach to reducing regional disparities, and makes some comments on the innovation cluster strategy by investigating the realities appearing in a major city, Daejeon. It concludes that many ministries of the Roh government created various competing, undifferentiated programs that were assigned too much money and energy, and drained resources from other governmental activities. In fact, very few programs show positive signs of achieving the goals of innovation in less developed regions, balancing the growth gaps between well-off regions and the rest of Korea, and generating overall economic growth for the country.

A Study on the Improvement of Data Set Management in Government Information Systems: A Comparison with Public Data (행정정보 데이터세트 관리 개선방안 연구: 공공데이터와의 비교를 중심으로)

  • Although numerous studies have noted the importance of data sets in government information systems, the practical management of data sets has yet to be developed. Under these circumstances, the National Archives of Korea designated data set management as a major project in 2020, initiating full-scale management work. Despite these efforts, the records center, which will conduct management, expressed great concern for the new project. As such, this study identifies problems in managing data sets and searches for possible improvements through a comparison with existing public data projects by public institutions. In particular, the following materials were analyzed: laws, notices, guidelines, and publications issued by the ministries. Based on the results, several measures were proposed as part of an improvement plan for data set management: (1) the utilization of government functional classification as a reference, (2) the reorganization of the table, and (3) data linkage with related systems.

  • The ICT policy domain is one of the most important policy domains in terms of national development and continuity. It is primarily because the contemporary society has been continuously developed and changed based upon the advanced information technologies. Recently, the Moon Jae-in Administration reorganized the Ministry of Science and ICT, and transferred a few of the key ICT related functions to other ministries as an attempt to develop the national ICT policies. However, critics in this domain argue that various problems still exist in the ICT policies in Korea. Therefore, the purpose of this research is to verify the empirical validity of the existing problems in the ICT policies in Korea, and develop alternatives to solve those problems. In order to serve the research purpose, this study employs multiple methods; a quantitative method which is a survey involving experts in ICT policies, and a social network analysis involving public officials in ICT related ministries. Research results show that the Korean government needs to enhance its capacity to make adjustments in ICT-related policies as the current decentralized system continuously creates various types of problems. The second possible solution to the problem is to change the national ICT policy system to a centralized one. However, this requires various efforts such as cooperation among ICT related government agencies, separation of ICT policies from science and technology policies, and increased government capacity to implement the ICT policies.

지역별 기술혁신정책의 패턴과 과제 -지방정부 및 중앙정부 예산투입을 중심으로

  • This study aims to explore the patterns of various innovation policies pursued by local governments in Korea. We surveyed and analyzed 16 regions at the county level and 7 ministries at the central government. It was found from the analysis that there are 719 policy programs having been enacted including some overlaps among 16 regions. 3,369 billion won in total were spent on the policy programs in 2002, of which 36.7 percent was contributed by the central government, 46.4 percent by local governments and remaining 16.8 percent by private partners who may have benefits from the policy programs. It was discovered that support programs for basic research and applied research activities were rare having small budget size, due to the lack of the importance of R&D activities in regional development and budget constraint of local governments. Technology sharing policies, particularly networks and technology transfer are the most underdeveloped one among types of innovation policies. Based upon the results of our analysis, we recommend that budget allocation, associated with science and technology, to local governments should be increased so that they can expand the support scale of existing program: as well as design new types of innovation policies.

RECENT DEVELOPMENTS OF MEMBRANE TECHNOLOGY IN JAPAN

  • Since the discovery of the Loeb-Sourirajan reverse osmosis membrane, thirty years have passed and many membrane technologies and new membranes for applications have been developed in the world. In the early stage of these developments Japan has not contributed much, but from the middle of 70ties Japan has started its own R&D projects starting from the desalination technology, and now various private industries and government ministries are actively engaging in R & D of membrane technologies in Japan. In Table 1 the chronological developments of important events of developments and projects relating membrane technologies inside and outside of Japan are introduced and their details will be explained. The first membrane technology applied in the Japanese industry was a electrodialysis(ED) process using ion-exchange membranes. These membranes were first developed in early 50ties and the Japanese government decided to use this method for concentration of sea-water to produce salt, which was then produced by solar evaporation. This development program started from 1960 by the Japan Monopoly Corp.(at that time). To apply ED process for sea-water concentration it was necessary to develop ion-exchange membranes having very low electric resistance to avoid energy loss due to Joule heat, and those having selectivity to permeate single valent ions only to avoid scale formation in the ED stacks. Three Japanese companies, Asahi Glass, Asahi Chemical and Tokuyama Soda, have succeeded to develop such membranes, and until 1971 all of the seven salt manufacturing companies had adopted ED for production of food salt.

  • The Inno-NET, which is based on the Internet and up-to-date information technology, is a consolidated system to provide business-related information and to solve the difficulties in business activities. In particular, the Inno-NET is an information system to integrate such business information for enterprise as start-up, financing, technology development, recruiting, site acquisition, marketing, trade and investment and so on, in order to help companies solve their problems and make up for their weak points. Accordingly, the Inno-NET will systematically connect supporting agencies and innovative enterprises, thus guaranteeing the exchange of information among them and coordinating the business. The supporting agencies will be included government offices, public organizations, research institutes, universities, and industrial associations all over the ministries. In short, Inno-NET forms a real-time decision making system among government, industries, universities and research institutes. by elt:ictronic networking on the Internet.

  • This paper intends to investigate the present conditions of and try to develop the programs to activate the public officials participation in Korean government. The results of this research show us that most of the public officials are now recognizing the importance of the practical participation in the decision making process of their ministries. In order to attain the participation, before anything else, the minister's(or CEO's) strong will and efforts are most important factor. Ana, from the institutional perspective, it is necessary to reshuffle the various kinds of the administrative systems, especially the public of facials appointment systems.

Determining Leadership Styles to Support Civil Servant Relocation: A Case Study of Indonesia's New Capital Plan

  • This study intends to investigate the impact of leadership style on civil servants' (in 4 ministries representatives of the Indonesian government) readiness to change and relocate to the future capital of Indonesia (Ibu Kota Nusantara / IKN). The quantitative approach was used from the data survey from 62 high-level civil servant representatives using a questionnaire. The collected data was analyzed using the SPSS software and exploratory factor analysis (EFA). The findings also indicated that, out of the 12 indicators of leadership style measured in this study, persuasion and integration leadership style should be considered crucial and important factors in shaping supportive behavior in the context of readiness for change. Making the relocation process successful requires avoiding the type of initiation structure leadership style. The finding of this study reveals that to choose the best leaders, the Indonesian government is urged to use these two criteria (persuasion and integration leadership style), especially for those in charge of facilitating the relocation process to IKN. Additionally, to demonstrate their confidence and make full use of their resources, leaders who are in command must be able to anticipate that the relocation of civil servants would go smoothly with less risk.

A Case Study of Public Contents in Out-Of-Home Advertising: Focused on Visual Characteristics (옥외광고를 활용한 공공 콘텐츠 사례연구: 시각적 특성을 중심으로)

  • This study analyzed the creative properties of public service advertisements and public content in outdoor advertising. The results of a case analysis focusing on outdoor advertisements for fundraising are as follows. First, government ministries were mainly found as advertisers. Second, most of the advertising messages were about policy promotion by the government and public institutions, with few public content or public interest messages. Third, in terms of expression, text took up more weight than visual elements, and illustrations were the main visual expression element. This proves that the public content of domestic outdoor advertisements mainly has a strong purpose of conveying direct information.

  • As to 'E-Commerce Trade' or 'The Cross Border E-Commerce (CBEC)' which has shown rapid diffusion, Korean government is providing active support on the basis of idea that it has profound impact on increase of export. However, sporadic support propelled by various ministries and agencies are not effective and efficient at all on actual circumstances. Consequently, in order to promote consistency, effectiveness, and efficiency of supporting policy, it is desirable to clarify competent ministry and the duty of cooperation to the other ministries and agencies. For its own sake, it is necessary to amend each existing laws which scattered all over the business territory, or to legislate new enactments. Yet these methods are extremely tough to carry out, therefore, it seems that amending 'Electronic Trade Facilitation Act', which already exist and regulate 'paperless trade' would be a realistic alternative. For the diffusion of Korean CBEC especially export, in this study the author insists that amending this law to promote CBEC is the most reasonable way comparing to other ways with several reference materials.
