This paper examines the discussion on the income-led growth known as the core economic strategy of Moon's administration in terms of Korean welfare regime. Although the income-led growth strategies have presented various issues, the income-led growth strategy seems to be a timely alternative discourse that emphasizes the demand side, considering supply-oriented growth strategies have caused long-term recession and deepening of inequality. It is important that the income-led growth strategy places social expenditures as an important growth engine for virtuous cycle of production and consumption. However, this paper has confirmed that simply raising wages and increasing social expenditure do not increase the aggregate demand and production. Moreover, empirical studies have shown that the inclusion of external sectors and liabilities into the analysis weakens the wage-led growth of the Korean economy. For this reason, this study concluded that the government's sophisticated policy intervention is necessary for the increase of real wages and social spending to be economic growth.

As various crimes such as theft, assault, and sex crimes are increasing, each local government is installing CCTVs to prevent them, and operating and managing control centers for emergency response. When the control center detects a dangerous situation in the field, it responds immediately in connection with the police or 911. However, since it is managed by humans, the response speed is anomalous and the reality is that it is mainly used for post-processing. Therefore, through the artificial intelligence LED signage, it notifies the emergency situation at the site, and it serves as a warning function before getting help from passers-by or an accident occurs. In this paper, we design and research a warning system such as changing the lighting color of the LED signboard or making a sound by reflecting the artificial intelligence algorithm. We intend to contribute to public safety and social safety through this study.
This study examines the policy direction for energy self-reliant islands using marine energy. In other words, it was suggested that the environmental characteristics of the ocean should be considered by conducting a strategic marine environmental impact assessment when establishing an energy-independent island project plan. It was also suggested to proceed with preemptive site selection. In particular, it was emphasized that continuous monitoring of the marine environment should be carried out during the construction and operation of the marine energy development project. In addition, I emphasized the need to seek ways to expand marine environmental impact data and to actively participate and support the residents of the island, which is important in promoting self-reliant islands using ocean energy. This can be said to have a high probability of success when the government-led smart grid project group and KEPCO collaborate with each other. The results of the study analyzed through literature review are as follows. First, active participation and support for initiatives led by residents are needed. second,. KEPCO must collaborate with specialized public institutions such as the Smart Grid Project Group. Third, a strategic marine environment impact assessment should be introduced. Fourth, continuous marine environmental impact investigations should be conducted.

Poitical demand for decentralization trends in Korea has led the government to plan to localize its agricultural extension system by changing the status of 6,696 extension personnel stationed at the provincial and county level from central government status to local government status as of January 1997. However, serious drawbacks of lowered morale of extension personnel and the financial burden of local governments has not yet been debated extensively for effective personnel management. Some of the findings that emerged from both the analytical and empirical research show the dangers of decentralization such as an increase in disparities, jeopardizing stability, and undermining efficiency. These problems should be considered along with the culture, tradition, and Koreans' attitude towards central and local government. The dangers of decentralization of agricultural extension services in Korea may cause serious problems in allocative efficiency because of a mismatch between available resources and promised expenditures, and in production efficiency because of unproven cost-effective provisions of local governments. It is accepted that the central government can invest more in technology, research, development, promotion and innovation in the agricultural sector. However, changing the status of extension personnel from central government to local government status may lead the best people to leave, lower morale, shake the sense of public service, break networks, and sacrifice investment in research, development and extension. In deciding the future directions for personnel management of agricultural extension services in Korea, maintaining or reinforcing the existing national status of extension personnel should be considered along with a reflection of the basic characteristics of agricultural extension services, linkages of research and extension, the financial burden of local government, specialization of extension personnel, unnecessary duplication of investment among local governments, possible national supports to agricultural research and development, and extension under the WTO systems.
This study examines the impact of political connections of Chinese listed firms on CSR(Corporate Social Responsibilities) activities. Firms recognize the political connections as 'non-market strategy' and actively utilize various benefits obtained through them for management activities. In order to utilize these political connections, there is a need for firms to implicitly perform the government's social policy obligations in return for their benefits. In particular, CSR activities in China are one of the government-led social policies unlike in the West, and the government wants firms to solve social problems through active CSR activities. In this background, this study empirically verifies whether firms with political connections are actively carrying out CSR activities required by the government from 2013 to 2019. As a result, Chinese listed firms with political connections have a positive effect on CSR activities. Especially, those with political connections with central government carry out both government benefits and social policy obligations.

In this study, the present state of fiscal crisis for local governments after IMF is analyzed, firstly. its implications Characteristics of structural reform of finance after IMF bailout in Korea are examined, secondly. Since Korea was shocked by the currency crisis at the end of 1997, its local governments have also faced fiscal difficulties. The Depression of national and local economies led to decreases in tax revenues of local governments. And these shrunken revenues led to their expenditure cuts. Many investment plans were curtailed, and ordinary expenditures were also reduced sharply. The negative influences of the currency crisis on local government's finances can be examined in terms of fiscal revenue, fiscal spending, and debt burden. As a result many local governments are now experiencing fiscal stress, and some of them are even faced with fiscal crisis although the possibility of extreme measures, such as moratoriums or bankruptcies, is very slim. This is due in part to the weight of debt in local governments' budgets having remained small since the debt of local governments has been controlled by the central government. Another reason is that, central government, which functions as a lender of last resort for the local governments, will pay the debt for them. Also, without a legal system which stipulates the adjudication of bankruptcy for municipalities in Korea, local Korean governments have no legal right to declare bankruptcy. Although not a single municipality has fallen into insolvency, yet, this trend will continue to deepen as the recession continues and may lead to a situation where manu local governments fall into virtual bankruptcy in the near future, and its effects on society, as a whole, will be serious. Therefore, measures to prevent and overcome such an extreme situation are necessary, but both short-and long-term policies should be to cope with the current fiscal crisis and to prevent the deepening of the current situation.
Background: The establishment of a strategy for the reduction and prevention of oral disease, a global pervasive disease, is considered one of the important national health policy strategies. In Korea, the 5th Comprehensive National Health Promotion Plan is currently in progress, but there is insufficient research on the transition process or improvement direction in the field of oral health. Methods: Changes in Comprehensive National Health Promotion Plan's Oral health sector in three countries were compared, and the direction of the three countries (Korea, the United States, and Canada) in accordance with the recent Oral health paradigm was confirmed. In this study, we reviewed the existing literature using the narrative review method to draw implications for strategies and directions for oral health promotion in Korea. Results: In Korea, the oral health promotion strategy is included in the 5th Comprehensive National Health Promotion Plan, and the project is being led by the government. The United States prepared a national-led oral health promotion strategy and suggested multi-disciplinary cooperation to improve overall oral health and reduce the oral health inequality. For more active intervention, Canada established an oral health-related department and assigned experts, while emphasizing cooperation between the government and the private sector. Conclusion: As a result of this study, Korea is also making efforts to improve oral health, but more active government intervention is needed to reduce the inequality in oral health by population group. To this end, it is necessary to establish a strong multi-sectoral cooperation system and prepare a strategy for implementation.
Purpose - Because of the emphasis on the necessity of academic-industrial cooperation between companies and universities, there are various ongoing academic-industrial cooperation programs led by the government. As government actively supports such cooperation as policy, and universities vitalize new technology development, academic-industrial cooperation between companies and universities is being recognized as an important growth engine for companies the competitiveness of academic-industrial cooperation is also attracting more interest. The government has vitalized human resource fostering, practical R&D, and technology transfer to companies since 2012 by executing a "leading university fostering project for academic-industrial cooperation." Based on an organic interlink among universities, industry, and research institutes, the government also created and is promoting several models of such cooperation between companies and universities to support shared growth of industry and local universities. The purpose of academic-industrial cooperation is growth and benefit fromtechnology development, technical cooperation, and technology transfer between companies and universities. Research design, data, and methodology - As more academic-industrial cooperation efforts are ledby companies due to the limitation in technology-focused commercialization cooperation, the academic-industrial cooperation system became fragmented and it is losing the potential for future advancement. Specifically, as differences between universities grow, academic-industrial cooperation between companies and universities based on new technology from universities is finding difficulty advancing, while systematic support from companies to enhance the performance of businesses created by academic-industrial cooperation is also insufficient. Accordingly, this study established a growth model for the advancement of academic-industrial cooperation between companies and universities and suggested a plan to strengthen the competitiveness and promote the future advancementof academic-industrial cooperation between companies and universities by analyzing the current situation of such cooperation and diagnosing its issues. Results - This study explored the concept and current status of academic-industrial cooperation relationships and analyzed related issues. For such cooperative organizations to be competitive, the employment environment of professional human resources for academic-industrial cooperation should be improved and measures to secure professional resources should be taken as early as possible. Though the academic-industrial cooperation now is being led by government, there is a limitation based on business models, which require creation of profit; however, an academic-industrial cooperation model still cannot stand alone without the support of government. This study also pointed out that a having only a plan to build competitiveness of companies and universities for academic-industrial cooperation is not sufficient. Conclusions - In order to increase the competitiveness of academic-industrial cooperation, a detailed growth-sharing model for academic-industrial cooperation should be developed, and there should be more joint development processes for the advancement of such cooperation in which the need for technology development can be verified in advance. In addition, beyond focusing on technology-focused academic-industrial cooperation, a network between companies and universities searching for ideas for academic-industrial cooperation in the fields of human and social aspects should be created. A new academic-industrial model linking current cooperation between companies and universities to the local area should be built based on such academic-industrial cooperation in human and social fields.
Korean government has conducted National Geographic Information System(NGIS) project since 1995. The NGIS was set up and directed by central government to stimulate the growth of GIS field in Korea. Thanks to the project, all aspects of GIS in Korea has been rapidly developed. However, this government-led strategy now reveals some limitations on the advancement of GIS in Korea It is time to prepare new approaches for the further development of GIS in Korea. This study aims at introducing the concept and model of National Spatial Data Infrastructure(NSDI) and suggesting strategies fir it. By doing so, this research attempts to reestablish the role of government and draws new policy directions for the NGIS.
The purpose of this article is to evaluate Korea's income-led growth policy that is still in dispute. To do this, I discussed the content, background and implications of the income-led growth theory. Next, I discussed the role of income-led growth as a growth strategy in the Korean economy. The income-led growth theory comes from the Keynesian tradition which emphasizes the role of demand in the economic growth. The basic idea emerged nearly 80 years ago, and the current model emerged about 30 years ago. Some of the Korean researchers began to pay attention to this issue when ILO researchers discussed it in 2010. The recent emphasis on income-led growth theory was due to the tendency of declining labor income, thus forming a consensus that increasing inequality can hamper growth. The effectiveness of the income-led growth strategy, which can lead to economic growth by increasing the share of labor income, is theoretically and empirically controversial. However, it is understandable why income-led growth strategies have emerged. Income-led growth is not a short-term strategy nor a key of growth strategy. However, in current socio economic structures, the prescriptions of income-led growth theory is meaningful in that it enables sustainable growth by making the economic system healthy. In addition, unlike the West, the government's welfare expenditure can play a significant role as part of the income-led growth prescriptions in Korea.
