LED lighting is spreading on the strength of LED lighting, and various government policies are being implemented. VLC research which is a wireless communication technology using lighting has been actively conducted, and it has been proven through many studies that a general LED light source such as a high-speed data transmitter can be used. But from now on, one of the main problems is the noise from side lights, which can be compared to the noise of radio broadcasts. So in this paper, we proposed a noise canceling model to remove the interference of ambient light by using an optical filter for a detachable VLC channel. In order to verify the proposed model, various high brightness RGB LED modules were used for comparative analysis. In addition, the applicability was verified through experiments using High Luminance LED lighting which is applied in real life.

As the strategy to support SMEs' innovation has shifted to induce market-oriented innovation, the Korean government increasingly invests in grant-type R&D projects proposed by SME firms. This study reveals the characteristics of grant-type R&D projects proposed by SME firms through a transition of national R&D strategy and demand-pull innovation perspectives. This study also examines the differences between grant-type R&D projects proposed by firms and R&D projects led by the government through logit-analysis and propensity score matching methods. As a result, we found that a national R&D project for SMEs yields better innovation performance when the project is proposed by a company than led by the government.

With the global pandemic of COVID-19, it is pointed out that exposure to false information to the public could cause serious problems. However, in pandemic situations, there is also an positive effect for the public to share private-led information rather than centralized unilateral delivery of information. This study analyzes the role of private-led information provision in infectious disease situations. To this end, topic modeling and sentiment analysis is carried out on online reviews of all COVID-19-related applications in Google Playstore provided by the Korean government and the private. The results showed that the user's evaluation of private apps, which were used from the early stage of COVID-19, was much higher than the apps provided by the government. In particular, users responded more positively to private apps than government apps in all aspects such as reliability of information, risk avoidance, timeliness, usefulness, and stability. Based on these results, a post-monitoring system is recommended rather than a pre-block of all private apps.

The objective of this study was to analyze the effects of LED safety block using the government database. To evaluate these effects, the night accident data was obtained from 2007 to 2011 from the database. At the LED-installed area, compared to the uninstalled area, the number of night traffic accidents, injured and mortality had decreased by 26.2%, 21.2% and 38.3%, respectively. The LED-installed intersections are safer than the LED-uninstalled roads from a traffic accidents perspective. In conclusion, a LED safety block is quite effective in decreasing the number of traffic accidents. Although this study was conducted using the data from Changwon city, where LED safety blocks have been installed so far, these results can provide valuable data to other cities considering the implementation of these LED safety blocks.

It is true that early Chosun's sports meeting was influenced by Japan and the West. However, the positive nature of Chosun's sports meeting development cannot be underestimated just because it was influenced by the outsiders. It is remarkable achievement for those enlightened people at those time to promote and influenced Korean people to strengthened their nationalistic and patriotic spirit through sports meetings.

This study applies policy network theory to examine the main policy actors and their relations in the green growth policy making process. Also the development of and changes in South Korean government's green growth strategy are analyzed. The results demonstrate that the president and the presidential council were the key players to introduce and to push green growth policy in a short time. Policy influence and key roles were concentrated on them. The development of green growth policy were initiated from the president's change in perceived problems and preferences. He set green growth policy on the government's top priority. These changes lead to another changes in strategies, rules, norms and resources within the network. As a result, the president-led green growth policy established new laws, environmental regulations and governmental structures to facilitate the policy implementation. Green growth policy, however, was almost stopped after new presidential election in 2013. Because new government has a different national agenda, the previous governmental agenda lost its status as national priority. In addition, this study shows that government-led green growth in Korea has policy consistency problem after administration was changed by presidential election. Former president-led green growth policy making under the situation of the lack of policy participation from the private sector led to discontinuities in policy after a presidential term was over.

When people contact the government they can use a variety of channels. That is, they go in person to an office, use a telephone service, access information via the Internet, send a letter, or use a third party. Since the Australian Government first recognised the potential of online technology to improve service delivery in its 1997 Investing for Growth statement, it has articulated its policies and strategies for e-government in a number of papers. E-government involves government agencies delivering better programs and services online through the use of new information and communication technologies. The policy papers included Government Online-The Commonwealth's Strategy, launched in April 2000, and a new framework for e-government, Better Services. Better Government, launched in November 2002. Most recently, the Government released Australia's Strategic Framework for the Information Economy in July 2004. These papers outlined the broad directions and priorities for the future of e-government in Australia, and sought to maintain the momentum of agencies' actions under Government Online. One of its key objectives was for agencies to achieve greater efficiency in providing services and a return on their investments in ICT (Information and Communication Technology)-based service delivery. They also stated that investing in e-government should deliver tangible returns, whether they take the form of cost reductions, increased efficiency and productivity, or improved services to business and the broader community Implementation of the Government policy has led to considerable agency investment in ICT-based service delivery. However government policy also requires managers to ensure that program and service delivery is efficient and effective. Efficient and effective use of ICT has the potential to improve service delivery and to make financial savings. This paper outlines how people are using the channels to contact the government in Australia. It also examines the level of satisfaction they have with those services and their preferences and expectations. In addition, this paper aims at identifying the methods used by Australian Government to measure the efficiency and effectiveness of their delivery of services, and at assessing the adequacy of these methods.

Canada has a rich history in the theory and development of the field of health promotion. Over 25 years ago, in 1974, the Canadian government produced the first government policy document that identified health promotion as a national strategy. The document, which came from the national Health Minister, was entitled A New Perspective on the Health of Canadians (Lalonde, 1974). It led the way for other governments to produce similar documents, and to many western countries embracing the ideas and ideals of health promotion.(omitted)
