  • The objective of this study was to provide basic reference data for stabilization scheme of medical insurance benefits through forecasting of the medical care utilization rate, the medical expence per case, and the treatment days per case in medical insurance program for government employees & private school teachers and for industrial workers. For the achievement of above objective, this study was carried out by Box-Jenkins time series analysis (ARIMA Model), using monthly statistical data from Jan. 1979 to Dec. 1989, of medical insurance program for government employees & private school teachers and for industrial workers. The results are as follows ; ARIMA model of the medical care utilization rate in medical insurance program for government employees & private school teachers was ARIMA (1, 1, 1) and it for outpatient in medical insurance program for industrial workers was ARIMA (1, 1, 1), while it for inpatient in medical insurance program for industrial workers was ARIMA (1, 0, 1). ARIMA model of the medical expense per case in medical insurance program for government employees & private school teachers and for outpatient in medical insurance program for industrial workers were ARIMA (1, 1, 0), while it for inpatient in medical insurance program for industrial workers was ARIMA (1, 0, 1). ARIMA model of the treatment days per case of both medical insurance program for government employees & private school teachers and industrial workers were ARIMA (1, 1, 1). Forecasting value of the medical care utilzation rate for inpatient in medical insurance program for government employees & private school teachers was 0.0061 at dec. 1989, 0.0066 at dec. 1994 and it for outpatient was 0.280 at dec. 1989, 0.294 at dec. 1994, while it for inpatient in medical insurance program for industrial workers was 0.0052 at dec. 1989, 0.0056 at dec. 1994 and it for outpatient was 0.203 at dec. 1989, 0.215 at 1994. Forecasting value of the medical expense per case for inpatient in medical insurance program for government employees & private school teachers was 332,751 at dec. 1989, 354,511 at dec. 1994 and it for outpatient was 11,925 at dec. 1989, 12,904 at dec. 1994, while it for inpatient in medical insurance program for industrial workers was 281,835 at dec. 1989, 293,973 at dec. 1994 and it for outpatient was 11,599 at dec. 1989, 11,585 at 1994. Forecasting value of the treatment days per case for inpatient in medical insurance program for government employees & private school teachers was 13.79 at dec. 1989,13.85 at an. 1994 and in for outpatient was 5.03 at dec. 1989, 5.00 at dec. 1994, while it for inpatient in medical insurance program for industrial workers was 12.23 at dec. 1989, 12.85 at dec. 1994 and it for outpatient was 4.61 at dec. 1989, 4.60 at 1994.

Influence of Emotional Labor on the Job Stress of the Contact Department in a General Hospital Moderation Analysis of Foundation and Occupation (의료 종사자의 감정노동이 직무스트레스에 미치는 영향: 설립형태와 직종의 조절효과)

  • Objectives : The rapidly changing consumer-centric and customer-oriented nature of the medical environment results in significant cognitive load. We aimed to clarify the situation of emotional labor and job stress among hospital employees and seek policies and hospital management for employees' emotions. Methods : The study was conducted through a questionnaire about emotional labor and job stress among 554 individuals working in Seoul, in 9 national, public, and private hospitals. Results : The results of the emotional labor and job stress questionnaire showed statistically significant differences in surface behavior and job stress; both had higher values in employees from the private hospitals than employees from public hospitals. Conclusions : This study found that the stress of emotional labor is a serious problem in government medical institutions. In addition, these institutions need to provide internal customer satisfaction through the hospital ombudsman and harmonize work and healing programs by including plans for improvement.

Association Between Working Hours and Depressive Symptoms Among Korean Employees

  • Objectives Many studies have reported noticeable increases in the proportion of employees working either relatively short or relatively long hours. Such trends have been accompanied by an increasing concern that how much subjective mental well-being of employees would be influenced by their hours of work. The aim of this study was to investigate the association between work hours and clinically relevant depressive symptoms with demographic variables adjusted. Methods Participants were employees of a total of 56 private companies and local government organizations in Korea, aged 19 to 65 years. A self-report questionnaire that included items on working hour, job stress, levels of depression, and socio-demographic factors was administered to 15360 Korean employees, with 14477 valid responses. Hierarchical linear regression analyses, adjusted for sociodemographic factors, job related demographic factors, job stress, were used additionally to estimate the association between working hours and depressive scores. Results We found that working more than 40 hours per week correlated positively with the level of depressive symptoms after adjusting for demographic variables and the level of job stress. Furthermore, working 40 or fewer hours per week correlated negatively with the level of depressive symptoms. Being younger (β = -0.078, β = -0.099), being a female (β = 2.770, β = 1.268), and possessing a lower level of education (β = -0.315, β = -1.125) were significantly associated with higher level of depressive symptoms in all respondents. Conclusions Both of working excessively long or short hours is significantly associated with the prevalence of depressive symptoms. Establishing proper office hours for employees is critical to improving the quality of working conditions and maintaining good mental health in the workplace.

E-government Skills Identification and Development: Toward a Staged-Based User-Centric Approach for Developing Countries

  • One of the prominent challenges of e-government identified in developing countries is low level of ICT literacy and skills of e-government users. For those countries at the nascent stage of e-government development, it is crucial to identify and provide e-skills needed from the demand side. However, prior research has mostly focused on the supply side of e-skills, ignoring the consumption side of e-skills. In addition, no user centric approach for e-skills identification and development for e-service consumption, with respect to the stages of e-government development, have been proposed and validated. The purpose of this article is thus to: 1) Identify skills required for e-services utilization by all participants-citizens, public, and private sector employees-involved in G2C, G2B, and G2E e-government relationships respectively; assuming they are consumers of e-government and to 2) Propose and validate an user-centric approach for e-skills identification and development based on stages of e-government utilizing the Delphi method. As a result of the study, a comprehensive list of e-skills (N = 81) was generated. We found that e-skills required for e-service consumption are not merely technical; they include a wide variety of related skills that can be applied to enhancing e-skills. Therefore, the findings can serve as a standard curriculum for training and educating both citizens and government employees in developing countries. Moreover, the findings of this research may also facilitate international organizations in indentifying and measuring citizens' readiness for e-government in terms of e-skills.

A Study on Patterns or Reality of Oral Health: Government Employees and Private School Employees (구강건강행태 및 실태에 대한 조사연구 (공무원 및 사립학교 교직원 중심으로))

  • Our study shows the following results of the patterns and reality of oral health of 862 Government employees and private school employees who had received oral examinations from April to May, 2000. For the exposition of each group to dental service, the male groups(37.4%) were more exposed than the female ones(30.0%, p<0.05), while the scaling experience results indicated that more ages mean more scaling(the over 50 year group 27.1%, 41-50 group 23.9%, 31-40 group 20.5%, 21-30 group 10.8%, p<0.001). The data involving sweet food and refreshments revealed that 'positive respondents' in the male groups were 19.7% with 12.5% positive in the female ones, and 'negative respondents' were 32.3% and 51.0% in the male and female groups respectively(p<0.001). For the oral odor, the male groups(37.9%) are more severe than the female ones(25.5%, p<0.01). The results of dental caries revealed that 19.1% of the male and 13.9% of the female said 'yes'(p<0.05), with 25.1% of the male and 11.1% of the female suffering from missing teeth(p<0.001); 77.4% of the male and 51.0% of the female from periodontal disease (p<0.001).

A Comparative Study on the Beneficial Equity and Operational Efficiency of the Medical Insurance Programmes (의료보험의 급여형평성 및 운영효율성 개선을 위한 제도간 비교연구)

  • This study attempts to evaluate the beneficial equity and operational efficiency of the three Korean medical insurance programmes and thereby suggest directions for their policy improvement. Concepts of the equity and effciency were reviewed to develop indicators for comparative analysis. For the analysis, statistical and financial accounting data for 1991, issued by the National Federation of Medical Insurance and the Korea Medical Insurance Corporation, on the operational status and performances of the programmes, were collected and rearranged to be suited to the purpose of the study. The analysis reveals that beneficial inequity exists between self-employed and employee programs. and that operational inefficiency is prominent in both programms for self-employeds and for Government employees and private school teachers. In order to improve the beneficial inequity of the self-employed program, it is suggested that policies be formulated and implimented toward increasing the program revenue through increasing subsidies from the Government, and through inter- program finance adiustment. For the operational inefficiency of the two programs, it is judged that, toghether with the administrative support and control from the Government and the insurance society bodies, self- efforts be initiated to improve the internal mangement styles and systems of the insurance societies. Finally, from the viewpoint of the structural efficiency, expansion of the preventive insurance benefits by the insurance soceties is recommended both for beneficial equity and operational efficiency.

  • This research would be the first step toward in the long processes of proton technology industrial cluster development by focusing on the region's readiness and acceptability of the proton technology project. As is shown in our questionnaire survey, the top priorities needed to consider for the Proton Technology project are found to be job creation (mean 3.74), regional economic development (mean 3.72), industry infrastructure(3.54), institution for science and education(3.53), economic inequalities(3.33), tourism industry revitalization(3.20). For public servants top priorities in order found to be regional economic development, job creation, industry infrastructure, institution for science and education, economic inequalities, tourism industry revitalization. Universities' priorities in order found to be job creation, regional economic development, institution for science and education, industry infrastructure, economic inequalities, tourism industry revitalization. The mean reliability score for the each party was found to be mayor((3.04), citizens(2.99), province(2.97), private corporation(2.96), and universities((2.93). Of particular note, the mean score except the mayor were all below median (3.00). province(3.24), city council member(3.20), public employees (3.09), private corporation(3.03), nonprofit organization (2.97), mass media (2.96), citizens(2.96), and universities(2.89). The universities and colleges also should revise their strategic plans and thus restructure their internal academic programs, and must develop their own collaborative programs with Proton Engineering Frontier Project, related industries, city, and other government units. Not only educating, training, and providing top-notched man powers to the proton technology industries will be one of their primary missions.

Comparison of the Effect of Income-Redistribution before and after the Mergence of Medical Insurance Program for Self-employeds (지역의료보험 통합전후의 계층간 보험료 이전효과 비교)

  • This study compared and analyzed the effect of income-redistribution, collecting data on the basis of the estimated details of insurance contribution and individual money wage lists for each one year before and after the combination of medical insurance program for industrial workers, by systematic sampling, extracting 4,160 families(14,764 people) among people applied to medical insurance program for self employees in Taegu City on the basis of Oct. 1st in 1998 with 227 associations of medical insurance program for self employees and medical insurance program for government employees and private school teachers combined, comparing the effect of income redistribution of before and after the combination of medical insurance program for self employees. The insurance contribution by household after the combination of medical insurance program for self employees showed the increase rate of average 20.9%, among them households of 68.8% increased and 31.2% decreased. The effect of income-redistribution was more positive because the degree of inequality was more deepened from 0.64 of the before-combination to 0.45 of the after-one in decile distribution ratio, from 0.26 to 0.34 in Gini -coefficient. Decile distribution ratio on the basis of insurance benefits by household was from 0.09 in the before-combination to 0.14 in the after-one, Gini-coefficient from 0.16 in the before-combination to 0.57 in the after-one was a little lowered. And decile distribution ratio of insurance benefits on the basis of insurance contribution was higher from 1.08 in the before-combination to 1.23 in the after-one, concentration index was a little lowered from 0.14 to 0.11, the effect of income-redistribution was improved in the phase of insurance benefits. The income-transfer rate of medical insurance program for self employees (the occupied rate of insurance benefits/ the occupied rate of insurance contribution) showed a lower trend in all of the before and after-combination towards upper classes, it was known that the income-transfer rate was higher from 1st degree to 7th degree in the after-combination in comparison with the before-one, but the effect of income¬redistribution was high because the income-transfer rate was lowered from 8th degree to 10th degree. The rate of medical insurance benefits (insurance benefits/ insurance contribution) increased from 0.79 in the before-combination to 1.07 in the after-one, and showed over 1.0 under 3th degree before the combination, but all of it was higher than 1.0 under 7th degree after the combination, the after-combination was more improved than the before-one in view of the rate of insurance benefits. As the result of above, on the basis of Oct. 1st in 1998 that 227 associations of medical insurance program for self employees was combined into one, we could say that the equality of imposing medical insurance contribution was more re-considered in the after-combination than in the before-one. But this study analyzed with classes divided, anyway, on the basis of insurance contribution, we have limit in explaining the correct effect of income-redistribution, because it was not analyzed according to classes of income, though it helps to analogize the effect of income-redistribution. So there must be analysis about the effect of income-redistribution, on the basis of the system, building up the system to grasp the correct income of the insureds of medical insurance program for self employees.

  • This study aims to redesign and find out the role of Islamic work ethics in influencing Islamic motivation, affective commitment, job satisfaction, and employee performance. Respondents in this study are populations of various cross-sectoral and cross-profession employees, such as government and private workers, soldiers, educators (teachers and lecturers) in various offices in Central Java. 220 questionnaires were distributed to all respondents, but the number of the returned questionnaires was 200. Thus, totally, this study analyzed 200 questionnaires. Data are analyzed using Structural Equation Modelling (SEM). The results show that the eight hypotheses are accepted: there is a positive and significant influence of Islamic work ethics on Islamic motivation; there is a positive and significant effect of Islamic work ethics on job satisfaction; there is a positive and significant effect of Islamic work on affective commitment; there is a positive and significant influence of Islamic motivation on affective commitment; there is a positive and significant influence of Islamic motivation on job satisfaction; there is a positive and significant effect of job satisfaction on employee performance; there is a positive and significant effect of affective commitment on employee performance; there is a positive and significant influence of Islamic motivation on employee performance.

Consumer Awareness and Attitudes about Genetically Modified Foods - According to Area, Occupation, and Education - (유전자재조합식품에 대한 소비자의 인지도 조사 - 지역과 직업,학력을 중심으로 -)

  • This study was a survey of consumer awareness and attitudes about genetically modified foods and their labeling regulations. Questionnaires were distributed to 4,620 consumers who lived in different areas of Korea, and 4,076 people responded. The consumers were asked about knowledge, labeling information, and their sources of information about GM foods. Respondents from Seoul, Jeonnam, and Gyeongnam answered mostly "nearly don't know > moderate > never know > know a little." Respondents from Gyeonggi answered "moderate > nearly don't know > never know > know a little." According to occupation, housewives, company employees, consultants, and students answered mostly "nearly don't know > moderate > never know > know a little. "Consumers answered about the intent to buy GM foods differently according to area, occupation, and education. Seoul and Gyeonggi residents said that reinforcing factors to relieve the insecurity of GM foods were "evaluating safety > management of GM foods by the government > GM food regulation system." There were other answers according to area, occupation, and education. About GM-related education methods that they wished to have, residents of the Seoul area said "books/leaflets" most often, but residents of the Gyounggi area said "attending a lecture" most often. Housewives also said "attending a lecture," but teachers and students said "Internetbased education" most often. About the kinds of education that they could join, Seoul residents answered "consumer groups > school parents > public institutions," but Gyeonggi and Chungnam area residents answered "public institutions > consumer groups > school parents." Housewives and students answered "consumer groups" most often, but consultants and private business owners answered "public institutions" most often. We realized that different education methods were necessary for different areas, occupations, and education levels.
