In the current work, we define and find the general solution of the decic functional equation g(x + 5y) - 10g(x + 4y) + 45g(x + 3y) - 120g(x + 2y) + 210g(x + y) - 252g(x) + 210g(x - y) - 120g(x - 2y) + 45g(x - 3y) - 10g(x - 4y) + g(x - 5y) = 10!g(y) where 10! = 3628800. We also investigate and establish the generalized Ulam-Hyers stability of this functional equation in Banach spaces, generalized 2-normed spaces and random normed spaces by using direct and fixed point methods.

The stability curves are very important data to decide the seaworthiness of all kinds of ships among waves. Both statical and dynamical stability curves on a rectangular coordinate system have broadly been handled at ship yards or at the government concerned, up to data. As concerns a method of obtaining a statical stability curve on polar coordinate system, the papers were presented once. Also, it is of use to research the dynamical stability curve on polar coordinate system. Author treated of the dynamical stability curve by four different methods, and tried to set the stability indicator inboard, adopted those proposals, in order to give some aids for good navigation on the sea. Fig. 1. shows a drawing method in case of the position of centre of buoyancy can be previously pointed out on the line corresponding to its inclination. Fig. 2. shows a method used a statical stability curve on polar coordinate. Fig. 3. shows a method obtained by the most simplified means. Fig. 4. shows dynamical stability curve made by geometrical expression method, instead of dynamical lever. A simple stability indicator which was mechanized above characteristics is attempted by author as shown Fig. 5 and Fig.6. It is demanded at hand, for more advanced improvement of such indicator.

This study aims to compare the government accounting reform of advanced countries and South Korea and suggest policy implications for South Korea. The reform steps are structured down to institutional introduction, institutional formation and institutional stability. I researched the literatures on the government accounting system and compiled research materials from the Finance Ministries, Audit Offices, and Government Accounting Standards Boards websites of New Zealand, US, UK and South Korea. Analysis showed that advanced countries and South Korea have adopted accrual accounting systems which have provided more comprehensive and objective financial information. But the government accounting system of South Korea compared with those of advanced countries needs reform. The suggestions of this study include: expanding range of whole of government financial statements; giving coherence to the public accounting standards; adopting government audit system; and introducing accrual budgeting. However, there are differences between business accounting and government accounting and the differences are considered for government accounting reform.

This study examines the association between governance quality at country level and stock market performance. Specifically, the study investigates the influence of control of corruption, government effectiveness, political stability and absence of violence, rule of law, regulatory quality, and voice and accountability on all-share index of the stock markets of the six Gulf Cooperation Council (GCC) countries. This study is anchored on two theories - the Efficient Market Hypothesis (EMH) and Institutional Theory. The study employs panel data spanning from 2006 to 2017. The findings show that political stability and absence of violence and rule of law exhibit a significant positive impact on stock market performance, while regulatory quality and voice and accountability have a significant, but negative relationship with stock market performance. The results imply that quality of governance in terms of rule of law and political stability devoid of violence have strong impact on stock market returns. Similarly, improved stock market returns are largely dependent on the efficiency of the institutional environment of market as investors are always wary of the inherent risks associated with the uncertainty of the market. This study has crucial policy implications for the government of the GCC countries and stock market participants.

This study compares domestic and foreign research on renewable energy-based water electrolysis clean hydrogen. Domestic studies from 2010 to 2023 focused on technological efficiency, energy efficiency, and system efficiency, with few analyzing infrastructure and technology trends. Overseas research initially focused on technological efficiency and stability, but has since shifted to economic and environmental impact, policy effectiveness, industry-university-research cooperation, and sustainability. To improve water electrolysis technology production, this study suggests prioritizing technology stability over efficiency, resolving government regulations and resident acceptance issues, promoting industry-university-institute cooperation for rapid commercialization of research results, and developing a strategy for sustainable development of renewable energy-based water electrolysis technology.

With the inauguration of a new government, expectations for policy changes are also rising. In the hope that this will serve as an opportunity to improve health care policy, I would like to outline the principles strategies. First, considering the growing socioeconomic impact of the health care sector, the government's policy priorities should be notably increased compared to the past. Second, policy improvement measures based on evidence should be sought instead of dwelling on presidential pledges. While easing regulations, we should improve the quality of regulatory approaches. Therefore, it is a time when efforts are needed to strengthen the stability of policies in response to economic crises.

The loan rate of the government loan program offered by the Small Business Corporation(SBC) can be determined as a sum of three factors such as a reference interest rate, a policy aim spread, and a credit risk spread. However the loan rate has been lower than the loan rate in the banking sector. The profit has continually run in the red figures and hence the stability the fund managed by the SBC has been damaged. Even though a policy aim spread could be emphasized, the stability and profitability of the fund should be prioritized. This means that the loan rate of the SBC should be determined such that the loss might not be occurred. This requires the policy aim spread to change from relatively large negative to near zero.

The Korean Government has provided public rental housing to stabilize civilian dwelling. However, unreliable management of public rental housing threatens the stability of residency. This study analyzes the default of public rental housing and the cause of default through a case study, which was intended for the residents in apartment complexes in danger of default. It also suggests countermeasures to cope with the problem of public rental housing. The results are listed as follows. First, rental housing apartments contribute a lot to the housing stability policy. On the other hand, the default of housing development, which is derived from the bankruptcy of housing management companies and the negligent control of government, brings about a serious problem for housing stability. Second, although the government has made a steady effort to solve this default problem, 9000 residents from 8 apartment complexes in Korea have experienced extreme unstable residency. Third, there are many causes for the default of public rental housing such as unqualified management companies and cursory monitoring by the government. The fundamental solution is to prevent public rental housing management companies from managing, or to build a new management system of public rental housing. To solve this problem, it's recommendable to delete the application term in the special law on the default of public rental housing so that it can be applied to all default apartments. If it is not possible to perform the policy for financial reasons, a new supply of civil housing provided by private companies needs to be re-examined completely or banned.

The purpose of this study is to analyze that ordinary housing stability policy determines the impact on housing prices. I got a conclusion such as the result next which carried out proof analysis for this. First, as a result of the Granger Causality Test, the house market of all areas appeared by affecting ordinary housing stability policy. Second, the shock reaction shows the reaction of the department (-) in all areas and ordinary housing stability policy appeared to be contributed to some extent house market stability. Third, as a result of having analyzed Logit Regression Analysis, ordinary housing stability policy appeared to considerable effects house market stability except Kangnam area of the Roh Moo-hyun government.

A series of total loss of log carriers of G/T 4000 class which are engaged in EAST-SOUTH ASIAN route have been reported during the last decade. The casualties has been investigated in depth to draw the efficient means of safety. The results of this investigation, which are described in this paper, have been submitted to INTERNATIONAL MARITIME ORGANIZATION(IMO) by KOREAN GOVERNMENT in cooperation with the KOREAN REGISTER OF SHIPPING to request the revision of stability criteria of ship carrying timber deck cargoes.
