  • Use of ICT in Government has ability to improve service delivery to its citizens, and yet many developing countries have lagged behind in the implementation of e-Government. Many e-Government initiatives also failed to achieve their objectives in developing countries. This paper therefore aims to identify critical failure or success factors in Kenya, using Heeks' Factor Model. A survey questionnaire was developed and data were collected and analyzed from officials and interested citizens. The analysis results enabled to highlight seven specific success and failure factors, and their constituent elements in Kenya. The Kenyan overall e-Government implementation score belongs to the Zone of Improvement (3.52 of total 5.0), which means partial success or failure. The enablers of e-Government projects are good strategy formulation, and internal and external drive, whereas main failures of e-Government are weak ICT infrastructure. The areas for improvement are project management, design, competencies and funding. Data analysis highlights both strengths and weaknesses for each factor or variable. In particular, Kenyan government excels at the drive for change by top to bottom government officers as well as external stakeholders, while the government officers who are using e-Government are satisfied with the availability of vision, strategy and plan of e-Government implementation. Both technologies and e-transactions laws were the worst of all the variables in e-Government implementation. Two areas should be improved using immediate corrective action. In-depth study reveals that government officers and citizens can't fully use their laptop and mobile devices due to the lack of both ICT network and its operating technology, and legal system associated with the transaction of business information. Finally, the study ends up with recommendations for policy makers to shape the future of e-Government system in both developing and developed countries.

  • The Family Education Guidance Service is a public service developed by the government to give guidance and service to parents on educating their children in China. Recently, the service has attracted increasing attention from scholars, as well as from the Chinese Government. To assess the current status of research on the Family Education Guidance Service, this paper firstly introduces the policy history and clarifies the definition of the Family Education Guidance Service and other relevant terms used in China. It then presents a review of studies on the Family Education Guidance Service published in journals with high-grade ratings and analyzes the characteristics of current research in terms of year of publication, author affiliations, research themes, research methods, and target groups. Based on these, it makes suggestions for future development. Overall, 43 papers are reviewed, the findings of which reveal that related research is at the beginning of an upswing. Most authors belong to education colleges and law colleges of universities. The themes studied most often are the strategy exploration and legal construction of the Family Education Guidance Service. The parents of primary- and middle-school students are the most commonly studied group, followed by schoolteachers. The results indicate that despite the growing number of publications, research in this field is still in its early stages and many aspects require further exploration.

  • The role of CIO is examined in the context of three successful e-government implementations in the U.S. The leadership role of CIO turns out to be crucial to the utilization of information technology for competitive gains: cheap government, speedy service, and increased satisfaction of citizens. A balanced leadership model emerges. An effective CIO should strike a balance between strategic and operational leadership roles, as well as between forceful and enabling leadership roles. To take a maximum advantage of IT, we propose government CIO positions with responsibility, power, and qualification specified along the balanced leadership model need to be created in Korea through legislation.

  • The purpose of this paper is to analyze the Korean government's investment priorities for the establishment of a supercomputer joint utilization system using AHP. The AHP model was designed as a two-layered structure consisting of two areas of specialized infrastructure, a one-stop joint utilization system service, and four evaluation items for detailed tasks. For the weight of each evaluation item, a cost efficiency index considering the annual budget was developed for the first time and applied to the weight calculation process. AHP analysis conducted a survey targeting supercomputer experts and derived priorities with 22 data that had completed reliability verification. As a result of the analysis, the government's investment priority was high in the order of dividing infrastructure for each Specialized Center and building resources in stages. In the future, the analysis results will be used to select economic promotion plans and prepare strategies for the establishment of the government's supercomputer joint utilization system.

  • Government Information Locator Service(GILS) allows the users to access and utilize government information by including the content description about the resource as well as the secondary information about the resources such as location and access method. The following problems have been identified, while analyzing the electronic government offered GILS to come up with the service improvement plan. Firstly, it was difficult to comprehend the record labels from the user interface point of view. There were errors in the retrieval result screens. Secondly, there were a number of missing items in the records. Thirdly, there was no explicit explanation on how to access the information. Lastly, there were no clearly explained reasons that certain information is non-disclosed or partially disclosed. Thus, it is necessary to deal with the identified problems by improving the information collection method; reorganizing the record items; heavily investing in the public relation activities; and improving the web-based access method if the revitalization of GILS is to be achieved.

  • This article described the comparison of a quick, easy, cheap, effective, rugged and safe (QuEChERS) sample preparation and the classical method established by National Veterinary Research and Quarantine Service (NVRQS) for the determination of pesticide residues in livestock products using GC-tandem mass spectrometry. The classical method by NVRQS used liquid-liquid partioning followed by evaporizing. The modified QuEChERS entailed extraction of 2 g sample with 15 ml acetonitrile containing 1% acetic acid followed by addition of 6 g anhydrous magnesium sulfate and 1.5 g sodium acetate. After centrifugation, 6 ml of the extract underwent a cleanup step (in a technique known as column-based solid phase extraction) using 400 mg each of $C_{18}$ and primary secondary amine sorbents plus 1,200 mg magnesium sulfate. The quantitation of individual pesticides by both methods was based on tissue standard calibration curves with a correlation coefficient in excess of 0.98 for the 24 pesticides. The detection limits by the classical method were ranged 1.3~5.0 ${\mu}g$/kg, with mean recoveries between 76.2% and 114.3% except aldrin (59.3%) and deltamethrin (63.6%). The detection limits by modified QuEChERS were ranged 0.3~6.2 ${\mu}g$/kg, with mean recoveries between 68.0% and 114.3% except dimethipin (152.6%), chlorfenvinphos (138.1%), 4,4-DDT (61.5%), aldrin (60.4%) and chinomethionate (30.3%).

  • The purpose of this study was to survey the electronic records for professionals on the effectiveness of the government's 3.0 full-text open information service (FOIS). By using Authenticity, Reliability, Integrity, and Usability as criteria, the management conditions of electronic records on InterPARES were analyzed in the public sector. Through this analysis, this study provided some suggestions on how management conditions for electronic records for the government 3.0 FOIS may be improved. A direction to ensure effective electronic records management was also suggested. Based on the literature review, a questionnaire was developed. The study results were as follows. First, Authenticity and Reliability were lower than the other criteria scores. In particular, Integrity had a higher score while Authenticity, Reliability, and Usability showed average scores. Second, there were various perspectives on electronic records management depending on the individuals' backgrounds and no statistically significant differences were found. In particular, administrators who are in their thirties and archivists with two to four years of experience showed higher scores in the four criteria. Based on these results, this study suggested systematic improvement plans for functions and services based on the four criteria in the Korean government's 3.0 FOIS.
