Government Control and Privatized Firms' Performance: Evidence from Vietnam

  • To enhance the performance of privatized firms and state-owned enterprises, Vietnamese government set up a specialized monitoring body named State Capital Investment Corporation (SCIC) in 2006 to supervise their performance. This motivated us to conduct this study to investigate the effective control of SCIC on privatized firms' performance. We collected the annual reports of 500 non-financial privatized firms listed on HSX and HNX during the period from 2007 to 2017 from Thomson Reuters. Observations with missing values were removed and trimming outliers were implemented resulting in a dataset comprising of 4146 firm-year observations. We applied a quadratic regression model of state ownership on firms' performance, and applied the method of Baron and Kenny (1986) to test the moderating effect of SCIC control. To fix "selection bias" that may occur and result in endogeneity of moderator (M), we utilized the PSM technique to analyze the marginal effect of the moderator (SCIC) on privatized firms' performance. Our findings indicate a positive moderating role of SCIC on the relationship between the state ownership and firms' performance. This implies that there is a positive effect of liberating the management of the private firms from government control, which also means that lesser the intervention of government in the day to day operational activities of a private firm, better the performance of a privatized firm is.

일본 정치권의 독도인식과 우리의 대응전략 (Recognition of Japan politics about Dokdo and our strategy)

  • Last December, the Abe government came back, and it is critical core of Northeast Asia. They visited to Yasukuni Shrine, denied to Korea's invasion and they are denying all of their invasion history. I'm afraid they want to take Dokdo. Dokdo is Korean territory, but Japan politics assert it belongs to them. To make matters worse, they are waiting an opportunity to invade. Ministry of Foreign Affair blue paper and Ministry of Defense white paper have claimed Dokdo as Japanese territory, and many right wing politicians are taking part in the Cabinet. Liberal Democratic Party of Japan is becoming more right wing politicians than before by Japan Restoration Party, and the others also have more right wing ideologies. It can't control Japan right wing political parties. They finally aim to take Dokdo. In this situation, we have to defend Dokdo. Japan must be very important partner for our nation's development. But it is necessary to trust between two countries. Dokdo is effective controlled by Korea. It is the best way how to keep Dokdo. During Dokdo is effective controlled by Korea, the Japanese Government has limited Dokdo's ownership. Now we don't have any way to keep Dokdo except more effective control. We have strategies about Japanese claim of Dokdo's ownership as follows. First, we can overpower Japan right wing politics as Japan conscientious force's ideology. Second, Japan politics say to Dokdo's ownership is based on The San Francisco Treaty. But it is not right. Third, we have to exchange a lot of local government and civic society in Japan. Finally, we must prepare thoroughly to bring the matter to the International Court of Justice.

Determinants of Dividend Payout: Evidence from listed Oil and Gas Companies of Pakistan

  • This study aims to investigate the determinants of dividend payout of Oil and Gas industry of Pakistan using secondary data from published annual reports from 2008 to 2014 listed on KSE (Karachi Stock Exchange). Dividend payout can be affected by profitability, firm size, financial leverage, sales growth, investment opportunities, liquidity, business risk, and ownership structure. Panel data technique used due to panel characteristics of available data with ordinary least square regression model to find out the impact of set of explanatory variables on the dividend payout using the Stata. Financial leverage, sales growth and business risks are the most significant variables of the study where financial leverage and business risk have significant negative effect on dividend payout while sales growth has favorable positive impact on dividend payout. Results revealed significant positive link of profitability and firm size with dividend payout whereas government ownership is negatively associated with dividend payout. Investment opportunities, liquidity and managerial ownership showed insignificant relationship with dividend payout. This Suggests that dividend payout policy is dependent on business strategies including both investment and financing decisions. Financial managers should consider these factors while formulating dividend policy of the firm.

The Relationship between Productivity and Firm's Performance: Evidence from Listed Firms in Vietnam Stock Exchange

  • The study aims to examine the impact of productivity in addition to the policy of increasing the foreign investors' ownership rate on the performance of businesses which were listed on Vietnam's stock exchange market from 2010 to 2017. With the database of 3.961 observations, the study employs a statistical method - multiple regression to estimate the relationship between labor productivity, foreign ownership as well as other firm-level characteristics and firm performance. Research findings show that increasing labor productivity and increasing foreign ownership rates help increase firm performance. In addition, except for financial leverage, variables such as liquidity and firm size have positive effects on firm performance measured by Tobin's Q. These findings have theoretical contributions and practical implications for managers, investors and government in Vietnam. Managers should pay attention to improving labor productivity through employing incentive mechanisms, building a good working environment, investing in technology, etc. in order to enhance the firm performance. Investors could utilize the labor productivity and foreign ownership indicators to select stocks of good companies for investment. For Vietnamese government, relaxing the limit of foreign ownership and accelerating the divesting of State capital in State-owned enterprises could help increase the investment scale of foreign investors and resulting in positive effects on the firm performance.

The Impact of Foreign Ownership on Credit Risk of Commercial Banks in Vietnam: Before the Context of Participation in the CPTPP

  • The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) is projected to provide several chances for Vietnam's banking industry to expand into the international market. This study examines the influence of foreign ownership on credit risk in Vietnamese commercial banks before the context of participation in the CPTPP. Using a sample of 28 commercial banks between 2009 and 2020, we find that foreign ownership has a negative relationship with bank credit risk. The regression methods used include the least-squares method, fixed-effects model, random effects model, and general least squares method. The research model adds interactive variables, which will help to reflect the role of intermediary factors more accurately such as listing on the stock market, capital ratio to the relationship between foreign ownership and bank credit risk. The test results reveal that increasing the foreign ownership ratio has a bigger impact on reducing credit risk for listed banks and banks with low capital than for other commercial banks. The government should flexibly adjust the foreign ownership ratio according to the capital size and role of each bank so that it can make good use of investment capital from abroad when Vietnam joins the CPTPP.

임적조사사업(林籍調査事業)(1910)에 관한 연구(硏究) (A Study on the Forest Survey Project(1910))

  • 본 논문에서는 임적조사사업(林籍調査事業)(1910)의 수립 배경, 실시 과정, 결과 및 평가와 이 사업을 바탕으로 만들어진 "한국임야정리(韓國林野整理)에 관한 의견서(意見書)"가 일제의 초기 식민지 임정에 끼친 영향력을 중심으로 살펴보았다. 임적조사사업(林籍調査事業)은 일본인 관료 목내중사랑(木內重四郞)과 재등음작(齋藤音作)의 주도하에 조선의 소유별, 임상별 산림분포를 파악하고자 실행되었다. 그러나 경비부족과 짧은 조사기간으로 인해 조사의 정확도는 매우 낮았다. 특히 북부지방의 많은 촌락공유림(村落共有林)과 특수지역림(特殊地役林)이 임적조사사업(林籍調査事業)의 간략성(簡略性)과 자의성(恣意性)으로 인해 "관리기관이 없는 국유림"으로 편입되었다. 그럼에도 당시 일제는 이 조사결과를 바탕으로 조선의 임야정리에 관한 정책을 수립하였다. 이 정책은 "한국임야정리(韓國林野整理)에 관한 의견서(意見書)"로 종합되었는데, 그 중 임야정리에 관한 제안은 이후 삼림령(森林令)(1911) 및 일련의 임야정리과정을 거치면서 구체적이고 구속력을 더한 식민지 임정으로 현실화되었다. 결론적으로 임적조사사업(林籍調査事業)은 조사의 정확도는 떨어지지만, 일제 강점기 초기 식민지 조선의 임정을 수립하는데 가장 기초적인 자료로서 이용되었고 "한국임야정리(韓國林野整理)에 관한 의견서(意見書)"는 임야정리(林野整理)에 관한 구체적인 방향(方向)과 식민지 임정의 각론(各論)을 수립하는데 결정적인 역할을 한 정책제안서(政策提案書)라고 볼 수 있다.

Political Connections and CSR Disclosures in Indonesia

  • This research seeks to provide evidence about how political connections, proxied by government ownership and the existence of politically connected board members, affect the extent of corporate social responsibility (CSR) disclosures in Indonesian listed companies. This research uses the legitimacy theory as a basis for explaining management's motivation for disclosing its CSR. The sample consists of 131 firm-year observations from 38 non-financial public companies that published sustainability reports from 2013 to 2017. We measured the CSR disclosures using a disclosure checklist on the sustainability reports. We subsequently processed the data using a random effect (RE) linear regression. The result shows that CSR disclosures were greater in government-owned companies but lower in companies that have politically connected board members. The results support the legitimacy theory that the government intends to demonstrate legitimate national economic and political conditions by showing that government-owned companies are sustainable. However, CSR disclosures seem to have a substitutive relationship with the existence of politically connected board members, since those political connections may protect the company from public pressure and/or the risk of litigation, reducing the need for CSR disclosures. This research provides evidence that different types of political connections may have different impacts on corporate disclosures.

수산업협동조합의 소유지배구조에 관한 연구 (A Study on the Ownership and Governance Structure of Fisheries Cooperative)

  • Fisheries cooperative requires dual characteristics in performing its original function. Economic characteristic as an business enterprise and democratic characteristic as cooperative entity need to complete its objectives and survive in the complex rapidly-changing environment. After IMF crisis, fisheries cooperative received enormous government's financial support and credit-business department is perfectly under government's control. Regional fisheries cooperative also faces business failure, therefore pure cooperative movement can't save the fisheries cooperative. Economic characteristic as an business enterprise is more emphasized than democratic characteristic as cooperative entity in recent years. The theory of corporate ownership and governance can be applied to explain the ownership and governance of fisheries cooperative because fisheries cooperative is now similar to an business enterprise. During the IMF crisis the board, the auditors and the minority shareholders in business enterprise were revealed to be powerless against the mighty influence of controlling shareholders. Unconstrained discretion exercised by those controlling shareholders not only led to the firms'insolvency, but also brought down the country's financial system. During the past few years, Korea has experienced many institutional changes regarding its corporate governance structure. The introduction of outside directors, the strengthening of minority shareholders' rights, and enhanced accounting transparency are achieved to improve the efficiency of economic system. Investors, including institutional and individual, also seem to be more aware of governance issues now. Credit-business department of fisheries cooperative is recommended to introduce the institutions same as the case of the corporate governance structure. Fisheries cooperative except economic and credit-business department requires other prescriptions because it is emphasized as democratic cooperative entity. But we should be careful to interpret the ownership and governance structure because they are products of nations, eras and organizations.

Diversification and Performance of Sri Lankan Banks

  • The purpose of this study is to investigate the relationship between diversification and the performance of commercial banks, while taking into account the ownership status of these banks in Sri Lanka. Two-way relationship between diversification and performance was scrutinised by employing the 2SLS regression technique. The data consists of 17 registered commercial bank in Sri Lanka between 2001-2016. The results show a strong significant bidirectional relationship exists between diversification and bank performance. The performance of Sri Lankan banks has been significantly improved by their diversification attempts. In other words, the banks whose incomes are more diversified from various sources, they are more profitable and successful in long-term. On the other hands, the results also reveal that bank performance positively and significantly affects diversification. This finding suggests that the banks with great profitability are more capable in diversify their operations. Furthermore, private sector banks, both listed and unlisted, are significantly more diversified than their government-owned counterparts, but their performance is not necessarily superior to government-owned banks. This may be the result of the economic environment and the perception of the public, which have allowed the government-owned banks to entertain significant market power over the private sector banks in the country.

병원 경영시스템 분석을 통한 생산적 노사관계의 개선방향에 관한 연구 (Reform Strategies on the Productive Industrial Relations through Analysis of the Hospital Management System)

  • The purpose of this study is to reform the productive industrial relations in hospital. Because the industrial relations of hospital is antagonistic each other and this problem cause a low productivity. In Korea, hospitals maintain their ownership structure, strategy is controlled by government, short process of management, and culture of grade. The executive of hospital doesn't gain the confidence of union. This circumstances is related with the antagonistic industrial relations. This research is to analyze hospital management system through experiential and literature study, and is to present a reform strategies for cooperative industrial relations of improving productivity in hospital. As a results, if the hospital manager hopes to improve productivity, they should introduce expert management system rather than ownership and management system. And it is need to execute the hospital initiative strategy rather than to depend on the government. Moreover, the hospital can achieve productive industrial relations as a middle-long term visions in management process and horizontal organization culture. Although this study is limited by literature research, it will contribute to settle productive industrial relations in hospital and to accomplish the additional study.
