Analysis for Loan System of Sport Industry (스포츠산업 융자제도의 현황분석)

  • Sport industry creates value-added by production and distribution of product or service related with sports or sports. Because this industry shows promise in becoming a major industry area, the government is making an effort to bring up or develop it. The financing to firms of sport industry area(sporting goods industry, sport facility industry, sport service industry) with low interest rate and long-term repayment period on the basis of sports promotion fund is excellent scheme to promote sport industry. Nevertheless, Because many people indicate operational inefficiency of it, it is necessary to check operational efficiency through investigation for loan system of sports promotion fund. The purposes of this paper are to analyze public loan system using funds of other government organization and to the current status of loan system of sports promotion fund.

Nevertheless, Because many people indicate operational inefficiency of it, it is necessary to check operational efficiency through investigation for loan system of sports promotion fund. The purposes of this paper are to present some directions for the improvement of efficiency by the analysis to public loan system using funds of other government organization and to the current status of loan system of sports promotion fund. The result of this study are as follows. First, we propose enlargement of loan size and range. Second, it is necessary to use mortgages loan to technology in case of sporting goods industry and sport service industry. Third, we suggest the mitigation of loan disproportion and flexible application among loam amount of sport industry areas. Fourth, we suggest the construction of loan practical committee. Finally we propose the establishment of selection criteria to firms and ex-post evaluation system related with loan system of sports promotion fund.

  • Along with the recent growth of Fintech industry and low interest rate basis, one of the alternative investment technique for expecting higher investment profit, P2P loan using P2P financial system is greatly increasing. P2P loan can be referred to as a type of Crowdfunding that the law of Crowdfunding (adopted to revised Capital Market Act) enacted on January 25th 2016 only allows investment type Crowdfunding so that it can be used as a tool of raising fund for startup and venture companies. Also, it is true that Korean government could not make any legislative foundation related to P2P loan. At this moment, those online platform companies mediating P2P loan are not included as financial companies, expected to cause various legal arguments. Financial Services Commission has released a guideline in February of this year saying that limit of P2P loan is 10 million Korean Won per arbitrating company and 5 million Korean Won per borrower. However, what is more important is to make a law supporting this institutional system. If legislation on P2P loan is implemented without care, it may disturb growth of the field but it may result in the damage of investors if not clearly defined by law. As this is the case, first, "revision of execution regulations for loan business" should take place as soon as possible to intensify inspection of loan companies by registering them to Financial Services Commission. Second, saving customer fund separately in the their organization. Third, making law on protecting investors such as regulating exaggerative advertisement. Fourth, to have transparent and fair public announcement system, standardized agreement and guideline describing clear understanding on autonomous public information publication of P2P loan online platform business and information on the borrower.

Soft Information and Government Loan Approval (연성정보와 정책자금 대출결정 요인 분석)

  • This paper explored how soft information and hard information were used when SBC(Small Business Corporation, Korea) reviewed government loan applications. The data set is made up of financial and non-financial data of small-business firms since 2004. A non-financial data set is considered as soft information. Relative importance of three kinds information such as credit information, soft information, financial information is compared with each other by using the logit model. As a result, credit information is most critical to the loan approval, and then soft information follows, lastly financial information has the smallest effect on the loan approval. This is because the credit information is made up of the non-linear combination of soft information and financial information. When the relative importance of soft information and financial information is considered, soft information is relatively more critical to the loan approval then financial information. This is because financial ratios provided by small-business firms are not reliable enough.

  • This paper study the way of increasing the credit loan for the Venture Companies. They are very important in national economics. But they are short of financial and mortgage although they have many kinds of superb ideas and technologies. Korean government has tried to financially support them. But the support has had its own limit. Banks and other financial institutions have not been in a positive position to loan money out to venture companies because their businesses are highly risky. The credit evaluation system of medium and small business are need to improve in order to increase the Venture Companies. loan. So, it is necessary to find new measures to activate credit loans to them.

Relationship between Government-owned Banks and Firm Size (정부소유 은행과 거래 기업 규모의 관계)

  • This study examined the impact of Government-ownership of banks on the firm size using South Korean data. The impact of Government ownership of banks as both the largest lender of government banks and the bank loan dependency of firms on government-ownership bank were measured. Empirical models considering endogenous problems and various effects of firm size were developed. All results in this paper showed that government-ownership of the main banks might have a relationship with the smaller firms. In addition, the bank loan dependency of firms on government-ownership banks might have effects on the firm size. A higher loan dependency of firms on government-owned banks resulted in smaller firms. This study used micro firm level data to analyze, from several perspectives, the relationship between government-owned banks and firm size. The existing studies go as far as inferring the effects of government-owned banks showing theoretical evidence, performing surveys, or using international comparison data. This study is differentiated from existing studies in that it analyzed in a direct manner the effects of the government-owned banks on both the firm size. This study provides insights into the privatization of government-owned banks.

Welfare Effects of Publicly Provided Self-Insurance Against Unemployment (실직대비 공적 자가보험의 후생효과)

  • This paper examines the welfare aspects of loan-based self-insurance against unemployment, and discusses the scope of government intervention in its provision. This paper deals with these issues in a model where the individuals may experience unemployment shocks frequently to leave little savings for retirement, so that the government may have to provide them with unemployment and retirement insurance benefits during their unemployment and retirement, respectively. We identify the two interesting features in the model: the externality that the self-insurance exerts, upon other social insurances, and the incentive of private sector to provide loans that exerts the externality upon other social insurances. In particular, this paper shows that, although the inefficiency associated with private loan warrants the government provision of loans to unemployed workers, the over-incentive of the private sector to offer loans may reduce the scope of the government intervention. This paper also shows that, unless the inefficiency associated with private loans is high, the private incentive for loans would reduce welfare because of the externality generated by private loans.

A Study on Loan Programs for Maintenance of apartment houses (공동주택의 유지관리 론 프로그램 구축방안)

  • Korea owns vast amount of apartment houses no less than those of world prominent countries, but did not pay enough efforts to maintain existing apartment houses and develop policies to reuse them due to growth driven policy of housing supply like construction of new houses. Korea constructed tremendous amount of houses in short period through government led forced house supplying policy, and resulted in excess houses such that present house supply rate happened to be reaching 110%. However, recently there are growing demand of change in housing policy due to social environmental changes like low birth rate and aging of society etc and nationals' demand for improvement of residential quality. When such social changes are demanded and 80% of apartment houses in Korea are less than 20 years old, renovations and remodeling of apartment houses are anticipated to emerge as important matter. In particular, the apartment houses in Seoul and the 1st generation new cities like Bundang and Ilsan etc have passed considerable period of time after construction and require safety measure, it is quite impending to loan programs for the maintenance of existing apartment houses. The objective of this study is to compare and analyze the system of loan programs about apartment houses of Japan, and then to propose to accelerate loan programs about maintenance for apartment houses in korea.

Capital Markets for Small- and Medium-sized Enterprises and Startups in Korea

  • This study describes the structure of the capital markets for small- and medium-sized enterprises (SMEs) and startup companies in Korea, which is an emerging market that has experienced drastic changes. The overall capital market can be divided into private and public capital markets. In the private capital market, most of the demand for capital comes from non-listed private firms, including startups and SMEs. In the case of SMEs and startups, the KOSDAQ, the Korea New Exchange (KONEX), and primary collateralized bond obligations (P-CBOs) are part of the public capital market. SMEs and startups are generally incapable of raising sufficient capital owing to their low credit ratings, and they largely have limited access to primary markets to issue shares and borrow money. The Korean government has developed a systematic financial aid program to provide funds to these companies. The fund for SMEs has significantly contributed to the development of the venture capital market. Many Korean banks provide substantial lending to SMEs, but this lending is available only because of the Korean government's loan recovery guarantee. Furthermore, SMEs can issue corporate debt in the form of primary collateralized bond obligations through government guarantees, but such debt issuances have placed increasing pressure on public guarantee institutions.

Community Economic Development Policy of the USA Local Governments and its Implication to Korean Local Community Economic Development (미국 지방자치단체의 지역사회 경제개발 정책변화가 우리 나라 지역사회 경제개발에 주는 정책적 함의)

  • The purpose of this paper was to draw implications for community economic development policies of Korean local governments by investigating the community economic development policies of the USA local governments. Those policies can be segmented to first wave(1950s-1970s), second wave(1980s), and third wave(1990s) of development policy. First two policies entailed some expense to community residents by providing low tax rates, tax abatement, tax reliefs, industrial revenue bonds, and direct state loans for potential companies. These policies brought ‘clawback’ and ‘drawbacks’ to the local residents. The third wave of community economic development policy includes capital market programs(predominantly government-financed loan programs and government support for predominantly privately financed loan or equity programs), providing information and education for small business in the communities, supporting small business by providing high technology and research, and export assistance-providing information/training opportunity how to export, sending trade missions, and export financing. Local government authorities in Korea should learn the community economic development policies administrated by the USA local governments so that they can avoid the potential try-and-errors in establishing, planning, and administrating their economic development policies.
