전자 기술의 발달은 지도 제작에 있어서 엄청난 발전을 초래하고 없다. 컴퓨터의 활용과 원격탐사에 의한 영상 정보는 지도학과 그 관련 분야에 일대 혁신을 가져다 주었다. 사진 측량에 의존하던 각종 주제도의 제작은 인공위성에서 전송되는 자료에 의하여 그 기능이 대신하게 되었다. 이러한 변화는 기존의 지도 개념을 바꾸어 놓기에 충분하였다. 특히 컴퓨터 지도 분야는 대중성과 전문성을 동시에 가지고 있어서 다가오는 21세기에 그 수요가 폭증할 것으로 예상된다. 따라서 필자들은 지금까지 이 분야에 있어서 다양하게 개발되어온 결과들을 토대로 컴퓨터 지도에 관한 전방을 분석하였고 국내 컴퓨터 지도의 경우는 국내 GIS수준과 관련시켜 살펴보고 그 문제점과 개선책을 제시하여 보았다.

GIS의 실행에 있어서는 예상치 못했던 여러 문제점들이 나타나기 마련이고, 이러한 문제점들이 계속 무시된다면 GIS의 도입 및 실행이 더욱 어려워질 것이다. 이러한 문제점들을 해결하고 GIS의 실행을 효율적으로 진행시키기 위해서 다음과 같은 사항들이 요구된다. 첫째, GIS 중장기계획을 세우는데 있어서 한국지방정부들은 재정, 기술부문 뿐만 아니라 조직문화, 도입될 새로운 기술에 대한 직원들의 경험과 인식에 대하여 좀더 깊은 이해가 있어야 할 것이다. 둘째, 중복된 투자나 기술적인 문제들, 예를 들어 수치지도와 기존의 지적도와의 불일치, 제작기관이 다른 수치지도들의 불일치를 해결하기 위해서는 수치지도 제작에 있어서 표준화가 요구되며 각 기관과 부서들의 협력이 절대적으로 필요하다.

국가공간데이터기반 개념은 국가공간데이터기반의 발전과 더불어 변화한다. 초기의 국가공간데이터기반은 개별적이고 공간데이터기반 자체에 초점을 두었지만, 최근 국가공간데이터기반은 세계, 지역 및 지방공간데이터기반 간의 위계구조에서의 역할이 초점이 맞추어지고 있다. 본 논문에서는 최근의 국가공간데이터기반의 특성과 미국, 영국, 캐나다 국가공간데이터기반 등 각 국에 대한 비교, 분석을 통해 향후 우리나라의 차세대 국가공간데이터기반, 즉 국가GIS의 정책방향을 모색하도록 한다.

GIS (geographic information system) is a relatively new tool in the coastal and ocean area management toolbox, but its uses and functionality are quickly being recognized. GIS can help identity potential threats to coastal and ocean resources and evaluate alternative land-use and management practices. The application of GIS to coastal and ocean issues continues to grow as the general use of GIS matures. GIS software and technicians with the skills to apply GIS are now commonplace at federal, state and local government agencies as well as many NGOs and the private sector. However, these applications were focused on their special purposes. Therefore, we describe the management strategy of marine GIS and its components. The results of this study can be used as the fundamental guideline for the coastal and ocean management and sustainable development.

국가GIS구축사업의 일환으로 상 하수도를 비롯한 지하시설물도가 수치지도로 구축되어 왔으며 이렇게 구축된 지하시설물 수치지도를 지자체에서 관련 업무에 효율적으로 활용하기 위해서는 그 정확도를 신뢰할 수 있어야 한다. 본 연구의 목적은 지방자치단체에서 하수시설물에 대한 고품질의 DB를 구축하는데 필요한 효율적인 검수방안을 제시하여 공공측량 성과심사 품질기준에 적합하도록 할 뿐만 아니라 지하시설물도를 지방자치단체의 관련분야에서 활용될 경우 분석 상 오류에 대한 원인을 제거함으로써 부정확한 의사결정을 방지할 수 있도록 하고자 한다. 이를 위해 공공측량 성과심사기관에서 요구하는 지하시설물도의 품질기준과 검수현황을 살펴보았고, 지하시설물에서 발생하는 오류유형을 분석하였다. 또한 이러한 오류유형을 바탕으로 기존 현장 검수 방법의 한계점을 파악하였으며, 하수관거의 속성을 기준으로 정확도를 향상시키기 위한 논리적 일관성, 기하구조의 적합성을 분석하는 관망분석 검수 방안을 제시하였다.

The purpose of this study is to analyze the optimal development direction of the land management information systems in Korea. In order to produce a new LMIS model the existing model of Tulloch(1996) was evaluated. Analysis of the land management information systems(LMIS) is focused on the period of 1998 and 2001. The main results of the study are as follows: First, the government should involve GIS(Geographic Information Systems) into the e-government. Second, the KLIS(Korea Land Information Systems) is required technological and legal infrastructure for the service using optimized land management information systems as combining LMIS and PBLIS(Parcel based Land Information Systems). Third, the spatial data of the LMIS can be promoted by ensuring reliable IT environments. Forth, optimized LMIS should be revised to reflect the new technological environment and collaborative relationship between LIS and GIS boundaries and between LMIS, urban infrastructure, and related information sectors. Fifth, In terms of services LMIS is required focusing end users rather than supplier focused strategy.

It is commonly believed that a gigantic earthquake (Tokai Earthquake) could occur in Shizuoka Prefecture in the near future. The Shizuoka Prefecture Government made the prediction report of Tokai Earthquake disaster damage. But this report does not pay attention to the ground conditions. The authors make a prediction map using GIS of Tokai Earthquake disaster damage in Asada-cho and Hirosawa Ni-chome in the central Hamamatsu City and revealed the location of dangerous houses and dangerous points in road networks in each town. These information could be useful when people try to find escape routes in an earthquake.

이 연구는 지방정부의 홈페이지를 중심으로 지역주민과 관광객에게 제공할 수 있는 다양한 지역정보 콘텐츠를 개발하기 위한 것이다. 특히, 공간정보기술인 GIS(Geographic Information Systems)와 RS(Remote Sensing)기법을 활용하여 지역정보의 콘텐츠를 개발함으로써, 지방정부 홈페이지의 콘텐츠를 다양타함과 동시에 공간정보의 응용분야를 확대하고자 하였다. 이를 위하여 연구대상지역인 전라남도 무안군을 대상으로 인터넷 관련 콘텐츠, 지리정보 관련 콘텐츠 및 인공위성영상 관리프로그램의 3가지 지역정보콘텐츠를 개발하여 제시하였으며, 이를 통하여 지역정보 및 관광정보 둥 공간정보의 현실성과 가독성을 높이는데 기여하였다.

This paper described some applications using Open GIS Component that was called MapBase. There were 4 applications : KSDI(Korea Spatial Data Infrastructure) funded by MOIC(Ministry of Information and Communication), National Plants Resource Management System supported by Korea Forest Service, 7-Underground Facilities Management System of Cheongju funded by MOCT(Ministry of Construction and Transportation), and National Disaster Management System supported by MOGAHA(Ministry of Government Administration and Home Affairs. Because they wanted to access heterogeneous spatial database, it was necessary to select MapBase as their base methodology. The main feature of MapBase was component S/W which provided the interoperability and reusability among GIS applications as well as non-GIS information system through common specification. In this paper, we showed some applications' architectures and functions to increase understanding MapBase. That would help you to make application using MapBase.

제1, 2차 국가GIS사업이 완료되고 제3차 국가GIS사업이 추진되고 있는 시점에 국가GIS사업의 활용도는 여전히 낮은 실정이다. 1, 2차 국가GIS사업으로 국토공간정보기반이 갖추어졌기 때문에 향후 GIS의 활용도는 지금보다는 훨씬 높아질 것으로 예상된다. 특히 유비쿼터스 시대를 맞아 GIS에 대한 국가적인 수요의 대폭적인 증가가 예상됨에 따라 기 구축된 국가GIS사업의 활용분야가 보다 넓어질 것이다. 이를 위해 본 연구에서는 지금까지 추진해 온 국가GIS사업 중에 우리나라에서만 독특한 형태로 수행되고 있는 GIS활용체계사업에 중점을 두고 그 추진과정 및 실적을 평가하였다. 특히 이를 위해 행정업무에 실제 활용하는 지자체의 GIS 활용실태를 심층 조사하고 지자체 및 국가차원에서 GIS활용을 제고하는데 장애요인을 분석해 그 해결방안을 모색해 보고자 한다. 이 연구에서 제시된 결과는 향후 수행될 제3차 국가GIS기본계획 수정계획 및 제4차 국가GIS기본계획 수립의 기초 자료로 활용하는데 일조하고자 한다.
