중재기관평가모형을 통한 중국 지방중재위원회의 특성연구 (A Study of Chinese Local Arbitration Committees Based on Arbitration Institution Evaluation Model)

  • This study investigates the characteristics of local arbitration committees in China based on arbitration institution evaluation model. Most of the literature on Chinese arbitration committees only focuses on CIETAC. However, the promulgation of 1994 Chinese arbitration act allows local arbitration committees to deal the arbitration cases related with foreign element. Before 1994, only CIETAC and CMAC handle the arbitration cases related with foreign element. For the evaluation of the local arbitration committees, this study establishes the arbitration institution evaluation model. This model has seven evaluation criteria: accessability, independence, neutrality, rapidity, economy, professionality, and extent of enforcement. Our findings are as follows. First, Chinese local arbitration committees have the strengths in the fields of accessability, economy and rapidity. However, they are deficient in the area of neutrality, professionality, and independence. Second, the spatial distribution of Chinese local arbitration committees is not equal in China. The number of local arbitration committees is big in the high growth region such as Shandong province. On the other hand, the number of local arbitration committees is small in the economically stagnant area. Third, the size and activity of local arbitration committees are various. Some of them are very active in dispute resolution through arbitration in China. For example, Beijing Arbitration Committee(BAC), Wuhan, Quangzou Arbitration Committee play the important role in dispute resolution through arbitration. However, the large part of local arbitration committees is financially weak and depend on the local government's financial support.

지방소비자행정 발전을 위한 광역자치단체의 소비자보호조례와 소비자정책심의위원회 운영 현황 비교분석 (Comparative Analysis of Regulations for Consumer Protection of Local Self-government)

  • In this paper the consumer protection regulations of 16 wide area self-governments in Korea are studied. Status of consumer protection policy committees and their general policies for consumer protection of these wide area self-governments are also investigated. The data of consumer protection regulation were collected from the internet web-site of each self-government and the status of consumer protection policy committee and the general policy for consumer protection were obtained by requesting each self-government to report administration information during May through October in 200l. 13 of 16 wide area self-governments except Daegu, Inchon, and Jejudo have own consumer protection regulations. Major parts of these regulations conform the standard regulation of ministry of Government Administration and Home Affairs. Many of the consumer protection policy committees reported that they do not have meetings constantly. Moreover since the price of goods and services is the typical subject of meetings, the committees do not seem to properly play the role of a consumer protection policy authority. Contents of the general policy for consumer protection of many self-governments are simple description of detailed practicing plans according to the general consumer protection policy of the national government. By criticizing the problems aroused during the study of consumer protection policy of self-governments, suggestions are given which will help for the development of consumer policy of wide area self-governments.

중앙행정기관 정보공개심의회 운영 개선방안 연구 (A Study on the Enhanced Strategies for Information Disclosure Deliberative Committees)

  • 본 연구는 정부3.0 정책 시행 이후 정보공개심의회의 운영방식을 살펴보고 심의회의 문제점과 개선방안을 제시하고자 하였다. 분석결과, 정보공개심의회의 운영은 정부3.0 정책 이전과 별다른 차이가 없거나 일부 더 악화된 것으로 나타났다. 이를 개선하기 위해 첫째, 정보공개심의회의 개최가 정례화 되어야 하며 이를 위해 심의회의 직권심의 기능이 추가되어야 한다. 둘째, 심의회위원 구성에 있어 외부위원과 내부위원 비율의 제고가 요구되며, 내부 임원이 위원장을 맡는 관행도 개선되어야 한다. 셋째, 심의회의 회의형태는 대면회의를 원칙으로 하여야 한다. 다만 유사한 사안과 반복적 사안에 대해서만 서면회의를 허용하되 이때에도 일정 절차를 마련하고 이를 준수하게 한다. 넷째, 정보공개심의회를 포함한 정보공개제도를 원활히 운영할 수 있는 전담 부서와 인력 배치가 필요하다.

국가보건의료 R&D 정책 방향에 따른 간호서비스 R&D 전략 연구 (Nursing Service R&D Strategy based on Policy Direction of Korean Government Supported Research and Development)

  • Purpose: To develop strategies for research and development (R&D) in nursing service based on the policy direction of government supported R&D in Korea. Methods: This was a descriptive study to develop strategies for promoting R&D in nursing by analyzing investment trends and status quo, policy directions, and implementation of the details of government supported R&D through government reports, websites of relevant agencies and literature reviews. Results: Few nursing experts participated in clinical research on overcoming major diseases and in R&D for well-being and care. Development of nursing topics that meet the direction of government supported R&D were lacking. Insufficient implementation of nursing service R&D in a timely manner equipped with a performance-based system. Few research studies in R&D projects that included research using big data or contributing to developing medical instruments. Finally, an insufficient number of nursing specialists participated on government R&D advisory committees. Conclusion: For nursing service R&D development efforts should be toward quantitative expansion and qualitative improvements by sensitively recognizing policy direction of government supported R&D. The promotional capacity of nursing service R&D must be reinforced through a multidisciplinary approach and collaborative association with other professionals and the inclusion of nurse specialists on government R&D advisory committees.

중앙기관과 지방기관의 정보공개심의회 운영과 정보공개 비교연구 (A Comparative Study on the Management and Information Disclosure of the Information Disclosure Deliberative Committees between the Central Agency and the Local Agency)

  • 본 연구는 중앙기관과 지방기관 간의 정보공개심의회 운영과 심의회 결과의 차이가 있는지 보고자 하였다. 그 결과 첫째, 지방기관은 중앙기관에 비해 대면회의의 개최 빈도가 높고 외부위원이 더 많이 구성된 심의회의 개최가 많아 더 바람직한 형태의 심의회를 운영하였으나, 심의회 결과는 상대적으로 차이가 덜 하였다. 둘째, 중앙기관과 지방기관 간의 심의회 결과에 영향을 미치는 요인에 차이가 있었다. 중앙기관의 심의회는 회의형태에, 지방기관의 심의회는 위원구성에 따라 심의회 결과에 차이가 나타났다. 섯째, 중앙기관의 심의회는 정치적 환경으로서 참여정부에서 이명박 정부로의 교체에 따른 회의형태와 심의회 결과에 큰 차이가 있었으나 지방기관은 특별한 영향을 받지 않았다. 따라서 중앙기관과 지방기관의 심의회 운영과 결과는 차이가 있으며 각기 다른 방식으로 접근이 필요할 것이다.

  • 스포츠이벤트는 스포츠산업의 핵심 상품이며, 스포츠이벤트 산업은 계속적으로 발전하고 있다. 스포츠이벤트의 성공적 운영을 위해서 유치/준비/운영 과정에서의 업무의 기능에 따른 단계별 이해관계자에 대한 분석이 이루어져야한다. 이 연구는 스포츠이벤트의 핵심 프로세스를 수직, 수평적 관점에서 분석하고 각 단계별 업무기능을 정의하여 이해관계자를 분석하는 연구이다. 연구는 1)조사 2)핵심프로세스의 특성화 및 체계화 분석, 3)핵심기능 프로세스 및 이해관계자 분석의 세 범주로 구성하여 진행하였다. 분석결과 유치단계의 핵심 이해관계자는 유치추진 TF팀을 포함한 지방자체단체 및 위원회, 정부조직, 국내외경기연맹 등 유관단체, 국내외스포츠기구(위원회), 유치위원회로 분석되었다. 준비/운영단계의 이해관계자는 조직위원회, 각종 스포츠 위원회, 국제기구 및 국제조직, 정부 및 지방정부, 관련기업 및 업체, 미디어, 스폰서, 기부자 또는 자원봉사자, 선수, 팀, 관중의 이해관계자 집단으로 분석되었다.

Monitoring of Clinical Trials: Issues and Recammendations

  • Interim analyses of randomized trials enable investigators to make more efficient use of limited research resources and to satisfy ethical requirements that a regimen be discontinued as soon as it has been established to have an inferior efficacy/toxicity profile. Unfortunately. the integrity and credibility of these trials can be compromised if inappropriate procedures are used in monitoring interim data. 'In this paper we discuss how group sequential designs provide useful guidelines that enable one to satisfy the valid objectives of interim monitoring while avoiding undesirable consequences, and we consider how flexible one can be in the way such designs are implemented. We also provide motivation for the role of data-monitoring committees in preserving study integrity and credibility in either government- or industry-sponsored trials. In our view. these committees should have multidisciplinary representation and membership limited to individuals free of apparent significant conflict of interest, and ideally should be the only individuals to whom the data analysis center provides interim results on relative efficacy of treatment regimens. Finally. we discuss some important practical issues such as estimation following group sequential testing, anal ysis of secondary outcomes after using a group sequential design applied to a primary outcome, early stopping of negative trials. and the role of administrative analyses.

과거사 관련 위원회 기록정보콘텐츠 구축방안 연구 (A Study on Establishing Measurement of the Record Information Contents In Past History Commission)

  • 과거사 관련 위원회는 우리나라의 과거사를 바로잡기 위해 특별법으로 제정된 위원회이다. 하지만 이 위원회들은 현재 모든 업무를 마치지 못한 상태에서 업무를 종결해야 하는 상황에 놓여 있다. 이러한 상황에서 본 연구는 과거사 관련 위원회 기록정보콘텐츠 구축 방안을 생각하였고, 과거사 관련 위원회 중 일제강점하강제동원피해진 상규명위원회, 친일반민족행위진상규명위원회, 진실 화해를위한과거사정리위원회를 중심으로 기록정보콘텐츠 구축방안에 대해서 살펴보았다.

  • This study analyses various articles on famology presented in home journals 1980. The articles show rapid growth in quantity and variety of subjects and also show high quality of research analysis methods. However only 13.5% of the articles contribute to social problems. This study claims that various arguments and analyses should be made concerning the prospect of Korean families and the family functions. Educational programs must be made for healthy families and solving family problems and of counseling and therapy. And scholars should take a role in central or local government committees to shape policies for family welfare. They should also go into the local societies for practicing their studies.

An overview of the national immunization policy making process: the role of the Korea expert committee on immunization practices

  • The need for evidence-based decision making in immunization programs has increased due to the presence of multiple health priorities, limited human resources, expensive vaccines, and limited funds. Countries should establish a group of national experts to advise their Ministries of Health. So far, many nations have formed their own National Immunization Technical Advisory Groups (NITAGs). In the Republic of Korea, the Korea Expert Committee on Immunization Practices (KECIP), established by law in the early 1990s, has made many important technical recommendations to contribute to the decline in vaccine preventable diseases and currently functions as a NITAG. It includes 13 core members and 2 non-core members, including a chairperson. Core members usually come from affiliated organizations in internal medicine, pediatrics, obstetrics, microbiology, preventive medicine, nursing and a representative from a consumer group, all of whom serve two year terms. Non-core members comprise two government officials belonging to the Korea Centers for Disease Control and Prevention (KCDC) and the Korea Food and Drug Administration. Meetings are held as needed, but at least twice a year, and sub-committees are formed as a resource for gathering, analyzing, and preparing information for the KECIP meetings. Once the sub-committees or the KCDC review the available data, the KECIP members discuss each issue in depth and develop recommendations, usually by a consensus in the meeting. The KECIP publishes national guidelines and immunization schedules that are updated regularly. KECIP's role is essentially consultative and the implementation of their recommendations may depend on the budget or current laws.
