Charter flight in international air law has, from very beginning, not precisely defined by the International Civil Aviation Organization (lCAO) since 1947 when it came into being. By practice, the operation of charter traffic is, in its very beginning, the subject to the regulations of national rules and bilateral charter agreements (charter annex clause) within the framework of normal bilateral agreement of international air services. Taiwan had signed a series of bilateral air service agreement under the name of the Government of the Republic of China when Taiwan was recognized by the United Nations and major members of international community as the sole legal government representing China before 1971, but that situation was changed since then. Taiwan has only maintained diplomatic relations with 25 States, but maintained semi-official relations with major powers of the world. The former agreements were signed within the framework of the Vienna Convention on the Law of Treaties of 1969 while the latter agreements were signed within the framework of administrative and civil law of two countries which were not in the form of bilateral treaty signed by two sovereign States in its proper sense of international law. The legal regime of charter flights between Taiwan and Mainland China is regulated by special arrangements negotiated by delegated airlines and airlines association or private law institutions.

Since 2000, many local governments have been trying to introduce trams because of the government's failure to adopt environment-friendly policies and light rail. However, there is no service evaluation system that can maintain and enhance tram users' convenience, safety, and comfort during operation. In addition, the tram characteristics are not reflected in the application of the evaluation system of "management and service evaluation for public transportation operators" which is being implemented to railway operators or bus transportation operators. The purpose of this study is to develop the evaluation criteria of operating service according to tram operation model. First, we reviewed cases related to the evaluation of operating services in roads, buses, railways, and airways. And the evaluation criteria and the evaluation items are presented. This study is expected to help to secure and improve operational service in the operation phase of the tram that will be introduced in the future.

Purpose: The purpose of this paper is to present a service construction plan using multiple complex sensor information to detect abnormal situations in urban life safety that are difficult to identify on CCTV. Method: This study selected service scenarios based on actual testbed data and analyzed service importance for local government control center operators, which are main users. Result: Service scenarios were selected as detection of day and night dynamic object, Detection of sudden temperature changes, and Detection of time-series temperature changes. As a result of AHP analysis, walking and mobility collision risk situation services and fire foreshadowing detection services leading to immediate major disasters were highly evaluated. Conclusion: This study is significant in proposing a plan to build an anomaly detection service that can be used in local governments based on real data. To establish efficient e-government and to improve the quality of public services, online public services are in operation in every administrative organization. However, due to the lack of analysis and connection between each government organization, the satisfaction of the civil users has not been improved very much. This research presents the core components of Integrated Management Model for Public Services, which can minimize the time for processing public services and the expenses for administrative procedure, based on the example of N Ministry. For this purpose, it analyzes current process of the public services to find out underlying problems, deduces requirements for improvement, presents and implements the design principles of Integrated Management System for Public Services. The efficiency of this Integrated Management System was proven with the analysis from the viewpoints of civil users, internal service representatives, and their managers.

Construction subcontracted services are conducted without clear systems, but to establish a sound trading order between the contractors and subcontractors, the government recently complemented a relevant system to legalize and systematically manage subcontracted services. This study prepared a system for managing the subcontracted construction service result after providing the optimal alternative plan through a related persons' interview, such as the ordering agency and the service company. Towards this end, the management system is provided to integrate subcontracted services and contracted services based on the system managing Construction Technology Service Result. The study findings can be shortened by more than 90% of the performance certification issuing work, and used to formulate measures to protect subcontractors, such as the prevention of low-priced subcontracts, by managing an objective and reliable subcontracted service result.

The age was first period that Child of concubine is been allowed to take the civil service medical exam. All Samuisa(三醫司) medical bureaucrat from the Royal family was born in child of concubine. Refer to sundry records, medical bureaucrat were childs of concubine from upper echelons of government or childs from lower echelons of government. They got married to same class.

Temperature increase due to climate changes causes change of water temperature in rivers which results in change of water quality etc. and the change of river ecosystem has a great impact on human life. Analyzing the impact of current climate changes on air and water temperature is an important thing in adapting to the climate changes. This study examined the effect of climate changes through analyzing air temperature trend for Nakdong river basin and analyzed the elasticity of air-water temperature to understand the effect of climate changes on water temperature. For analysis air temperature trend, collecting air temperature data from the National Weather Service on main points in Nakdong river basin, and resampling them at the units of year, season and month, used as data for air temperature trend analysis. Analyzing for elasticity of air-water temperature, the data were collected by the Water Environment Information system for water temperature, while air temperature data were collected at the National Weather Service point nearest in the water temperature point. And using the results of trend analysis and elasticity analysis, the effect of climate changes on water temperature was examined estimating future water temperature in 20 years and 50 years after. It is judged that analysis on mutual impact between factors such as heat budget, precipitation and evapotranspiration on river water temperature affected by climate changes and river water temperature is necessary.

Computerization of educational administration following educational informatization of government has been steadily improved for the purpose of teachers' offload and job efficiency, finally resulting that NEIS(National Education Information System) has been completed. The NEIS consists of Nationwide service of NEIS, Business portal system of NEIS, Authentication management system and so on. Students, parents and civil petitioners handle civil affairs through Nationwide service of NEIS and teachers and persons of task conduct theirs business by accessing the Business portal system of NEIS. At this time, users have to obtain their certification from Authentication management system. Previous Studies were mainly focused on the evaluation about its performance according to the introduction of NEIS. But from now on there is a growing interest in security assessment and an efficient method for security improvement to check if NEIS works properly. Therefore, in this thesis, we'll propose an analytic framework in which security assessment is carried out after comprehending the fault structures through performing Fault Fishbone Analysis based on the Fault Tree Analysis. As a result of the system applied, the system had the highest rate of improvement to 47.7 percent.

This study analyzes how to support social economic organizations financially -with online donation system. Two methods of online donation system is compared that vouchers contribute to the creation of sound market in damaged area by giving options of selecting service of social economic organization to service beneficiaries while civil fund for these organizations create employment and improve cooperative relationship between givers and receivers through online donation system. It is important for Korean government to improve donation system not only for victim directly but also for social economic organization through voucher and civil fund method of online donation system.

In this paper, we look at the relationship between international trade and the rule of law, using the World Justice Project Rule of Law Index, which include index figures on human rights, limits on government powers, transparency and regulatory efficiency. Based on regression analyses using the rule of law index figures and international trade figures (merchandise trade, service trade, exports and imports as percentage of GDP,) international trade and basic human rights seem to have little relationship; but trade has a close positive relationship with strong order and security. Somewhat surprisingly, regulatory transparency and effective implementation seems to have little or no effect on international trade and vice versa. International trade shows a clear positive relationship with the country's criminal justice system, but the relationship with the civil justice system is not as clear as such. For regulatory implementation and civil justice, services trade positively affect these institutions, but these institutions in turn affect exports more strongly than services trade. Finally, the effect of trade on rule of law is stronger on a medium to long term (10-20 year) time horizon.
