  • An instrument which practitioners have acknowledged as an essential mechanism used in supporting greenhorn companies is the business incubation system. Several countries of the world have implemented the business incubation concept ever since it was conceived and developed in the United States in 1959. It is a model that has typically given itself much more readily within industrialized countries with identical environments to the United States. Nigeria also adapted it in 1993 where the resulting process and practice failed to live up to anticipations. To determine the significant role of government policy on the incubation dimensions and its success is the purpose of this research. Data collection process involved the surveying of stakeholders in Nigeria with some direct involvement in the national programme. The Partial Least Squares (PLS) was employed for the analysis. The findings showed that all exogenous variables collectively explained 52.4% of the variance in success. Meanwhile, when a moderation effect is present; the variable increased to 62.3%. Consequently, it is recommended that for a business incubation scheme to be successful and effective, government needs to implement efficient policies since results showed that these policies influenced all the relationships. The results' implications as well as limitations of the study are discussed.

  • There have been several complications and problems about marine ranching policy. Regional conflicts have occurred in the process of selecting land for the pasture. And conflict occurred in post-management process. The causes of these conflicts were pointed out to lack of social science research and alternatives. The government-led initiative model, which ignores participation in each sector, has been pointed out as a problem. In order to increase the effectiveness of the marine ranching project, the following points should be considered. First, at the stage of establishing the ocean ranch business plan, social science approach should be considered together with natural science approach. Second, a governance system should be established to enhance the effectiveness of the marine ranch project. The governance system refers to a consultative body in which the central government and local governments, autonomous steering committees, research institutes, local civil society organizations, and participating companies participate. We can improve the efficiency of business by establishing and promoting direction, operation policy, and action plan of sea pasture business centering on governance system. Third, it is necessary to change the management system from the existing administration-led business model to the cooperative governance system - based model. The effectiveness of the marine ranching project can be improved through the governance system.

  • We investigate the appropriateness of the fixed 12% discount rate to be used in estimating the amount of compensation for revoking a license for fishery business by the Enforcement Decree of Fisheries Act in Korea. We also suggest the appropriate discount rate fully reflecting the change of market interest rate in the Korean financial market. The capital asset pricing model, or, CAPM is the best known model of risk and return, and is widely used to estimate the expected rate of return for the risky projects. Even though the CAPM implies that the discount rate or the expected rate of return should change as the related market factors do, the discount rate used to estimate compensation for revoking a license for fishery business remains to be the same 12% rate for the last 15 years by law. During this period, however, the yield to maturity for the 5-year government bonds in Korea has dramatically changed from about 12% to less than 3%. In order to provide the fair compensation for the damages against the coastal fisheries and evaluate the intrinsic value of fishery resources in the coastal areas, we suggest that the appropriate discount rate should be determined by the yield to maturity of the government bonds with 5-year maturity, instead of the current fixed 12% interest rate.

In addition, it was confirmed that entrepreneurship orientation had a positive(+) effect on performance, and government policy funding had a moderating effect between entrepreneurship orientation and performance. In conclusion, the causal relationship between the small business entrepreneur's psychological traits and entrepreneurial orientation is examined, and the moderating effect of government support programs is examined to find out what psychological traits of small business entrepreneurs affect the expression of entrepreneurial orientation. In addition, since entrepreneurial orientation affects performance and government policy funds control, it suggests that continuous financial support for small business entrepreneurs is needed.

The extant literature on factors affecting the business performance of women-owned SMEs in Vietnam is still quite scarce. The researchers used a self-administered questionnaire to achieve a sample of 265 female SME owners in Vietnam to find these factors. The obtained data was analyzed by using SPSS 20.0. Cronbach's α test and factor analysis have been carried out to test the reliability of data and validate the hypothesis. The results showed that these enterprises' performances had a significant positive relationship with the business management competencies of the directors of the business, quality of human resources, financial access, socio-cultural factors, and government policy. Also, the study showed no relationship between the enterprise's business network and business performance. The results suggest that female business owners should improve their business management capacity, focusing on training activities to improve the quality of human resources of enterprises. The Government needs policies to support small and medium enterprises in accessing financial and other resources and propagate to reduce gender stereotypes.

  • This paper aims to present a prospective trend to establish a proper CALS conception and an efficient CALS environment in Korea.. It is crucial at this point for Korea to develop a comprehensive CALS conception which considers our present economic and social situation, national security, and our national emotion. Korean CALS has been developed and led mainly by the government and private industry. It is now necessary to improve CALS conception in Korea by making CALS standard more interchangeable among international as well as domestic business fields through EDI and the automation of the industries along with the government. In this regard, this paper proposes three potential methods to accomplish this goal and discuss each of them in detail. First, we suggest to establish a proper CALS introduction policy on the government level. We propose an introduction policy with three phases such as introduction, spreading and target which will cover through the year 1996 to 2007. Second. we suggest to establish a proper CALS standardization policy by improving the acquisition of digital data and process, and modernizing infrastructure. Third, we suggest that the government should amend and enforce the necessary laws and acts for more efficient CALS implementation in Korea. Government should arrange for these acts to be applied not optionally but obligatorily to Korean enterprises so that they survive the harsh and competitive world market in the upcoming 21th century.
