Recently, the twenty-first century is called "the age of localization and regionalization" in Korea. So, local government should need to keep balance between the existing administrative management and new management strategies based on CEO's mind in order to deal with the situation of such that(the age of localization and regionalization) and improve efficiency of public service. In addition, they build public buildings after that they should operate and maintain them regularly. However, Korea local governments have tried to run many projects to expand insufficient local finance that was only for profit oriented public projects without considering management. Therefore, this paper is a basic study to establish and suggest the reasonable operation plan for local government by examining and reviewing actual operation condition in the public buildings. With the evaluation method which is demanded from public construction management to introduce a civil management technique manages an investment mind standard and management basis of assessment, proposes 8 sides of financial affairs, real estate maintenance and facility management, achievement evaluation, environmental safe crisis management, judiciary and explanation responsibility with base.

In the construction industry, due to the nature of the job, the need for job training to maximize the performance of the job and to improve the organization's qualifications is needed to acquire professional knowledge that is practiced according to the training needs of the members of the organization. In the form of education, the government or the government or the government provides systematic and planned professional job training that is implemented to improve qualifications and instill pride in the profession by helping the employees of the design office acquire new knowledge, skills, and attitudes necessary for professional performance. Although it is recommended at the organizational level, as a result of examining the implementation, it was found that most workers did not receive job training activities. Therefore, follow-up studies that can maximize work efficiency at the individual and organizational level of design office workers should be continuously performed.

This paper aims to analyze Korea's trade and investment performance in Spain and the business environment of Spain, and to find efficient strategies for entering into the Spanish market. This study is organized into five chapters. To begin with, it explains an overview of the Spanish economy and the current status of its major industries. Then, it analyzes Korea's trade and investment performance in Spain, the structure of comparative advantage and the trade trends of major import and export items, since 2011 when the Korea-EU FTA went into effect. Lastly, based on the results of this analysis, Korea's strategies for entering into the Spanish market are derived. The strategies derived from the analysis are as follows: (1) entering startups in the Spanish market through CVC cooperation and participation in large tech forums, (2) linking the Spanish interest in K-Culture to consumer goods exports, (3) promoting cooperation in the IT industry in response to the Spanish government's 'Connected Industry 4.0', (4) building a new Korean-Spanish value chain in response to the mobility revolution, (5) advancing jointly into a third country by combining the strengths of both Korea and Spain, (6) cooperating with the Spanish government to establish a sustainable energy policy, (7) promoting jointly with the Spanish government through smart city strategies and project exchanges, and (8) building a European logistics hub in Spain in preparation for post-Brexit.

For the many years the children's running noise has caused perpetual frictions between neighbors in apartment houses. For this reason the government established a regulation to reduce the floor impact noise, as a result almost all apartment houses have been enforced to use the floor structure with 210mm thickness concrete slab and 120mm thickness of floor heating system since July 2005. If do not want to apply this kind of system, a system which obtain the certification from the institution appointed by government must be applied. In this reason a lot of construction material companies and construction companies have been trying to develop the system with 180mm thickness concrete slab for the purpose of reducing the cost. To develop the optimized floor system, actual size test building were constructed and the materials related with reducing floor impact noise were composited and tested in the test building. Through this procedure the most effective system was found.

With the government's support for new and renewable energy, photovoltaic equipment has rapidly been supplied. However, compared to supply rate, maintenance has not supported enough and relevant research has not much conducted. Therefore, the purpose of this study is to analyze maintenance effectiveness of photovoltaic equipment. What is the most important in maintenance effectiveness is a rise in power generation. It was estimated that if photovoltaic equipment for detached houses is maintained well, power generation increases by 4.0% at least, and by 6.5% on average. As a result, it was analyzed that it is necessary to maximize the effectiveness of the government's budget investment through well maintenance of photovoltaic equipment for detached houses.

Domestic electrical construction inspection system was introduced into building site in 1963 by registered architects' law, meanwhile, inspector appointed by ministry of owners lake charge of Government managing building site. Afterwards several systems has been adopted to heal some problems each of them has revealed. These times Government granted authority for inspection on surveillancer, furthermore, formulate a supervising system which articulate the responsibilities of supervision and put it in effect as of 1st, January, 1994. This supervision system gets rid of factors causing faulty work to a considerable extent. However, as it is still in early stage, the system has various problems to overcome, For example, actual state of handling modifications of design in accordance with supervision system in field shows a difference between process provided by law and field process. Thus this study inquire and analyze actual condition of supervision system, at the same time, problems occuring in modifications of design under supervision, and then propose a way to improve it

Due to various kind of waterproof materials and methods, which is difficult to select the most appropriate to waterworks. The materials used to prevent the deterioration of the service life is short, because of the chemical erosion. So, in the 2010 Office of Waterworks Seoul Metropolitan Government has set new standards. Recently, SMC panel is a trend that is being applied to water treatment facilities. However, SMC panel has not yet implemented a performance evaluation. Therefore, this study to confirm that satisfaction for the Office of Waterworks Seoul Metropolitan Government of the performance requirements, when the applied the SMC panel to water treatment structure.

Although the order of Design-Build is being expanded by increasing construction scale and demanding hybrid function, the suitable regulation of the contracts is not settled. Design-Build is way by government because there are big construction of much government leading in contract relation high position occupy. So, case that prebendary's claim institution develops by litigation is very rare. But, recently Design-Build is magnified. So, these dispute factors is becoming visualization gradually. The contract system is needed to be consistent by international standard to deal with the problem. This study suggests the useful solutions in detail concerned with the main factor of change order claim by each Design-Build phases through practical sorting and analysis of the causes of Change Order-Claim.

The unity of korean peninsula have traditionally been established as major policy in korea government. Present government also set Trust Process on the Korean Peninsula as national high-level strategies for unity, and construction field related directly to living of north korean as major industry which would be implemented in early stage. Deterioration level of architectural facilities in north korea is known as very high, so a huge budget would be required to improve aging architectural facilities for stability of social and living of north korean. Therefore the purpose of this study deduct financing plan for improving aging architectural facilities in north korea and selection of optimal alternative securing effectiveness. The results of this study could be utilized as preliminary data for establishment of master plan and policy for improving deteriorated facilities in situation of united korean peninsula.

Korean government has announced declared prices of apartment reflecting market condition each year. Therefore, on that basis, apartment owners have used as basic data trading apartments and the government has been used to calculate the tax. However, the sales prices and declared prices of apartment has occurred difference depending on the region and the brand. This study has analyzed and compared regional differences in sales price of apartments. The results of this study, we have known that sales price of apartments was a big difference depending on the region and the gross area. Especially, Seoul and Gyeonggi Province are the highest. And sales price of Southeast and urban area are the highest in Seoul. In the future, it is necessary that gap analysis between sales price and declared prices of apartment. And It is needed to develop apartment index considering the region and the gross area.
