Dementia Response Technology Development Strategy through PEST-SWOT Analysis

  • The number of dementia patients in Korea is expected to increase to 3.30 million in 2050, and the cost of dementia management will increase sharply to KRW 106.5 trillion of GDP. In August 2017, the Moon Jae-in government announced the 'Dementia National Responsibility System' through a five-year plan for government operation and expanded the Dementia Peace Center nationwide. However, for this, strategic dementia-related technology development strategies should be established and given the role of government and the role of the private sector. Therefore, in order to derive the corresponding strategy, this study developed the government's 'dementia' response technology development strategy through the situation analysis from the political, economic, social, and technological perspective and the environmental (PEST) analysis of the strengths, weaknesses, opportunities, and threats (SWOT). As a result, the direction of technology development in the dementia-related medical device market is expected to become a trend of developing dementia self-measurement by developing low-cost and high-efficiency diagnostic technology products. It has been shown that the development of various products for consumers should begin. As a result, the dementia market approach strategy should be premised, the related technical support and legal restrictions should be minimized, and the education of related experts should be strengthened to solve the government's development of dementia technology and the social problems of dementia. In addition, by developing joint projects with major companies around the world and actively participating in the technology platform, it is important to naturally build up skills accumulation for the development of dementia technology and competence skills of dementia technology experts in the long term.

한국 내 인터넷 거버넌스 형성과 인터넷주소에 관한 법률 (Suggestion on Korean Internet governance system by multi stakeholder approach and Introduction of Korean Internet address law)

  • This article consists of 3 parts. Part I is multi stakeholder approach on Internet governance system. Part II is analysis of the Korean Internet governance system. In this part, I explain relevant laws in Korea, including Korean Internet Address Resources Act. Part III is my suggestion on Korean Internet governance system using a multi stakeholder approach. First of all, the keyword of the Internet governance system is decision making process: that is, consensus based versus top-down approach. Then who are major players in Internet governance in national level? Government, or Private sectors such as business and civil society. Korean legal system for Internet governance shows a top-down decision making process. Major players are the government (that is, Ministry of Science, ICT and Future Planning) and KISA affiliated with the government. Other players include Internet Address Policy Committee, Korea Internet Governance Alliance, and NGOs. The key statute for Internet governance in Korea is Internet Address Resources Act of 2004. Articles 3 and 5 require the Ministry of Science, ICT and Future Planning to take a proactive role in Internet governance. The government shall consult with the Internet Address Policy Deliberation Committee for Internet governance. Yet this Committee is established under the control of the Ministry of Science, ICT and Future Planning. All members of this Committee are also commissioned or nominated by the Chairman of the Ministry. Meanwhile, there are also non-official organizations, including Sub-committee on Address & Infrastructure of Korea Internet Governance Alliance. I suggest to reform decision making process of Korean Internet governance system based on BOTTOM-UP process for CONSENSUS BASED DECISION. My suggested system includes the following: (1) The government hands over a major role in Internet governance to INDEPENDENT Internet policy organization. And the government participates in such organization as ONE of the players. (2) Nomination of this committee member must be bottom-up process for a genuine multi-stakeholder model including civil society, commercial organization, end-users and experts. (3) The government should establish plan for supporting the private sector's international activity on the long-term basis.

The Role of Public Developer in Urban Regeneration Projects

  • With the passing of Special Act on Promotion and Support for Urban Regeneration (will be hereafter referred to as the Urban Regeneration Special Act) in December 2013, urban regeneration projects have begun in full scale. 13 regions including Jongno District, Seoul were selected as the urban regeneration leading area in 2014 and 33 regions as urban regeneration general regions in 2015 to push ahead a nationwide urban regeneration front supported by government funds. However, it is not clear if these urban regeneration projects will be revitalized by the sole means of government's financial support. Above all, cooperation among all interested parties including the central government that is propelling urban regeneration, local governments, state corporations, private entities, and citizens is urgent. In an urban regeneration project, delegation between state and private entities is absolutely crucial. The central government and the pertinent local government must provide their support by forming new policies and repairing old institutions that are right for urban regeneration, securing the necessary subsidy, and outsourcing government-owned land development. A state corporation must play its part in every aspect that requires public character such as an overall project management of an urban regeneration project, cooperation with the local government, and infrastructure installation. The private stakeholder must share his private capital and know-hows as a construction investor and a development businessman to make possible a successful urban regeneration project. In order for these public and private entities to cooperate with one another, it is necessary to reestablish the role of a public developer and contemplate running an urban regeneration project that permeates public character through a public developer.

  • 본 연구는 "도시재생 활성화 및 지원에 관한 특별법(이하 도시재생특별법)"에 의한 도시재생사업에서 공공시행자의 역할을 모색하기 위하여 일본의 도시재생사업을 분석하여 국내에의 시사점을 도출하고자 하는 연구이다. '도시재생법'에서는 공공의 역할이 강조되고 있으나 도시재생활성화계획 수립 이후 사업시행단계에서의 공공의 역할에 대한 언급되지 않고 있어 향후 도시재생사업을 수행함에 있어서 일본 사례를 구체적으로 고찰해보는 것은 중요한 의의가 있는 것으로 판단된다. 구체적으로 일본 도시재생사업에서 공공시행자의 역할을 수행하고 있는 도시재생기구(UR)가 수행한 도쿄의 오오테마치 1-1지구, 시노노메 지구, 시부야역 가구, 오시아게 나리히라바시 4개 지구에 대한 심층 사례분석을 실시하였다. 사업수행체계에서 각 주체가 어떠한 역할을 담당하는지를 고찰해봄으로써 도시재생사업의 성공적인 수행을 위한 공공시행자의 역할을 제시하고자 하였다.

역대 정권별 보건복지부 장관의 취임사를 통한 보건행정 및 정책 비교분석 (Comparative Analysis of Health Administration and Policy through Inaugural Address of Minister of Health and Welfare)

  • Objectives: The purpose of this study is to comprehensively compare the trends of health administration and health policy in the field of health care using the semantic network analysis in the inaugural address of the Ministry of Health and Welfare of each regime in Korea. Methods: This study used a language network analysis method that uses Korean Key Words In Context (KrKwic) program and NetMiner program in sequence. The analysis was conducted by Minister Hwa-joong Kim during the Moo-hyun Roh government, Minister Jae-hee Jeon during the Myung-bak Lee government, Minister Young Jin of Geun-hye Park government and Government Jae-in Moon's inaugural address of Neung-Hoo Park Minister, respectively. Results: The key words differentiated by each regime are that the Moo-hyun Roh Government's Minister Hwa-joong Kim had high connection centrality values in the words 'balanced development', 'comprehensive' and 'reform'. Minister Jae-Hee Jeon of Myung-bak Lee Government had high connection centrality values in the words 'poverty' and 'return'. In the case of Minister Young Jin of Geun-hye Park Government had high connection centrality values in the words 'demand', 'Customized' and 'Life cycle'. In the case of Minister Neung-Hoo Park of Jae In Moon Government had high connection centrality values in the words 'Welfare state', 'Embracing' and 'Soundness'. Conclusions: If the role of health administration in the health care field and the health care policies are constantly changed according to the policies of each regime, it is inconsistent and it is difficult to approach from the long term perspective for public health promotion. In the future, health policy should be developed and implemented with a long-term perspective and consistency based on the consensus and participation of the people with less influence on the change and direction of each government's policies.

Does Natural Disasters Have an Impact on Poverty in East Java, Indonesia?

  • There is a strong association between poverty levels and the probability of natural disasters. East Java, however, exhibits a distinct pattern. While the rate of poverty is declining, natural disasters are becoming more severe. Considering that East Java is an area with a high risk of natural disasters and a high poverty rate, this study aims to estimate the effect of environmental preservation and the magnitude of the impact of disasters as measured by the Disaster Risk Index (IRBI) on poverty. The 3SLS model is used on secondary data from 38 districts/cities from 2015 to 2021 as an analytical database. Based on the estimation results, there are 3 findings in this study: (i) the role of government, population development, and economic activity have a strong influence on nature conservation; (ii) nature conservation has a strong influence on disaster risk; and (iii) the disaster risk index has a strong effect on poverty. As a result, areas with a high level of disaster risk have a slower rate of poverty reduction. The role of this research is to show the need for the government's role in improving the quality of natural disaster mitigation anticipation, economic activity, and the role of the population in a sustainable manner.

Healthy Korea 2010 : Role of the Health Educator

  • The Korean Government has produced the Health Plan 2010 aimed at setting up healthy Korea objectives, policies on preventing chronic diseases, reshaping the country's health and medical infrastructure. The policy goal targets the people's healthy life expectancy at 75 by 2010, and includes healthy life practice measures including health education, health improvement services, and disease management measures, in achieving the objectives. Also, the plan provides life cycle-based health improvement and disease prevention services, as well as pushes ahead with projects with greater ripple effects in each area. To this end, the government is simultaneously pushing to operate an experts-centered health promotion committee and establishing the infrastructure including the augmentation of national health improvement funds. Through its Health Plan 2010, the Korean Government will exert efforts to achieve its policy objectives as addressed in the measures by enhancing the national potential health and providing systematic disease prevention services.

재난 발생 시 SNS를 통해 확산된 재난 이슈 네트워크 분석: 유튜브의 정보 종류 및 이슈의 집중도·확산성을 중심으로 (The Network Analysis of the Diffusion on the Disaster Issue Via SNS based on Types of Information, Issue Contractiveness and Diffusion)

  • 이 연구는 재난과 같은 위기가 발생했을 때 소셜 미디어가 위기 정보의 확산과정에서 어떤 역할을 하는지 알아보고자 했다. 이를 위해 유튜브를 통해 포항 지진 관련해서 어떤 이슈가 확산되는지 네트워크 분석을 실시했다. 재난 정보의 종류를 공식적인 정보와 비공식적인 정보, 의견으로 구분하고 이슈의 집중도와 확산성을 기준으로 재난 관련 행위자의 역할을 알아봤다. SNS에서 재난 이슈의 이슈 집중도와 확산성이 클 경우 핵심적인 역할을 할 것으로 보았고 비공식적인 정보의 이슈 집중도와 확산성이 클 것으로 보았다. 네트워크 분석 결과, 유튜브는 언론사의 뉴스가 확산되는 공식적인 채널의 역할과 지진 상황을 보여주는 동영상, 지진 관련 루머, 잘못된 정보 등이 공유되면서 확산되는 비공식적 채널의 역할을 하는 것으로 나타났다. 정부 관련 동영상은 집중도는 높지만 확산성이 낮아 '한정적 역할'을 한다고 보았고, 언론사는 이슈의 집중도, 확산성이 높아 '주도적 핵심 역할'을 했다. 개인은 집중도는 낮지만 확산성이 높아 '핵심 역할'을 한다고 보았다. 재난이 발생했을 때 유튜브는 언론사의 뉴스가 재확산 되는 공식 채널과 비공식 채널의 역할을 모두 하는 것으로 나타난 점을 고려할 때 정부는 SNS를 통해서 정부의 메시지가 적극적으로 확산되도록 노력할 필요가 있다.

  • Modern architecture is very Important part of korean architecture history. Because It's a role in terms of connecting traditional and current architecture and introduction of western architecture. Accordingly, At this meaninglessly going out and leaving of modern architecture, the purpose of this study is systematic researching of the modern Government Office interior. This study to research into the period context at construction of the modern Government Office and tendency of architecture and interior at that time. And understand interior space organization of it. The modern Government Office adopted Neo-Baroque style from tendency of that time. Also, showed composite order which is mixed In the Creek temple, the Renaissance and the classic style representing the power. But, after late 1920 It adopted Modern Style. This characteristic is different from current composit order, which is comprehended by our. In order to understand aesthetic value of current straight interior space, It have to be Interacted the present and past. But It's averted because it was made In the period of Japanese imperialism. Therefore, We should explore history of interior design that is endowed with sociality and historicity between modern and future interior space as well as current.

동적인 ICT 생태계에 따른 전자정부 보안대책 연구 (Study on Security Measures of e-Gov with Dynamic ICT Ecosystem)

  • ICT 환경 변화에 따라 개인 및 기업에 대한 보안의 위협은 날로 증가하고 있다. 최근에 해킹기법의 고도화가 진행되고 있고, 해킹의 상업적 서비스로 발전하고 있는 ICT 환경에서 지속적으로 해킹이 증가 추세에 있다. 이에 따라 사이버 침해 사례의 특징 분석이 필요하다. 또한 우리는 전자정부 1위 국가의 위상에 맞는 안전한 전자정부서비스 구현이 실현되기 위해서 정부의 역할로서 정책적으로 전자정부 보안 대책이 필요하다. 따라서 본 논문에서는 사이버 침해 사례를 통해 그 특징을 분석하고, 전자정부 보안 대책을 고찰하여 정책적인 제안사항을 제시하였다.
