The healthcare business is growing as a global core business because of the phenomenon of global aging, as well as in South Korea, skyrocketing health care costs accordingly, and changing the paradigm from treatment to the prevention-centered medical service. Especially, as the digital healthcare service stands out as a solution, major countries actively promote and support policies at the government level. Thus, this study will present attributes of a market-oriented service that would vitalize the digital healthcare service industry by investigating major attributes of the digital healthcare service. To analyze the relationships of the influences of attributes, this study used Interpretive Structural Modeling. As a result of literature research and ISM, this study can understand the eight basic attributes of the digital healthcare service (network scalability, context awareness, connection among information platforms, cost, trust, security, ease of use, usefulness) and analyze the relationships of the influences among the attributes. In addition, as this study finds some significant differences in Order Winner and Order Qualifier between the experts' group (security) and the users' group (trust, ease of use, usefulness), It provides meaningful implications for revitalization and promotion of digital healthcare service industry.

This study is a second paper of the re-structuring strategies of healthcare facilities in Kwang-ju and Jeon-nam province for it's competition power in the emerging global health care market. Kwang-Ju city and Jeon-nam province have had difficulties in building a balanced healthcare system because of rapidly declining population, weakened healthcare infra-structure and geographical problems of healthcare supply by numerous islands. This paper presents the new approaching process for re-building healthcare network in the regional healthcare facilities planning. In addition, it analyzes health planning index, healthcare system, the concept of health care networking, etc. Finally, this presents the case study of regional healthcare facilities planning in Kwang-ju city and Jeon-nam Province.

This study purports to investigate the status quo of the environmentally-friendly green healthcare in teaching hospitals through the questionnaire survey. Data were collected from a total of 46 hospitals. The survey results revealed that most teaching hospitals did not meet the global standard of environmentally-friendly green hospitals. Especially, such items as alternative energy system, water recycling, CO2 emission reduction, green building construction, installation of pond or spring were found to be significantly below global standard. Based upon the study results, various strategies for establishing green hospitals were discussed. For example, energy saving design, such as solar heating, natural wind cooling, automatic temperature controller, green material use, wall surrounded by ivy, were recommended. In conclusion, the strategy and evaluation tool developed in the study will provide a good guide for establishing environmentally-friendly green hospitals.

In 1994 Korea government began to develop the healthcare industry, since then the government has tried to create opportunities to promote the industry through various political efforts and policies. The biggest achievement was attracting foreign patients from 2009 to 2016 with a cumulative 1.56 million and total revenue of 3 trillion won. But Korea still loses the opportunity to become a global leader in the health care industry due to regulations and various ideological disputes. Accordingly, it is necessary to facilitate policy understanding and present a practical road map so that Korea's healthcare industry become a new growth engine that will lead the trend of global market in the future. It also suggests a national economic development paradigm, the health economy as health and economic value are rotated through a shift in view of health care. At this point, 20 years after the beginning of the healthcare industry development, it is necessary to evaluate the related policies and discuss effective future directions. In this sense, the purpose of this study is to examine the policies and limitations of the healthcare industry by each government division, and based on it, to propose political tasks for the future.

본 연구에서는 X-ray 영상에서 비산란 그리드 장치의 영향으로 인한 아티팩트를 제거하기 위하여 이산코사인변환(DCT: discrete cosine transform) 기반의 주파수 분석 기법과 딥러닝 네트워크의 학습 기법을 상호 보완적으로 결합하는 방법론을 제안한다. 피사체의 특성에 따라 다양하게 나타나는 그리드 라인의 억제 기능을 학습하기 위하여 서로 다른 특성을 반영하는 3 종류의 학습데이터를 생성한다. 학습에 사용되는 그리드 라인 영상의 타겟 데이터를 산출하기 위하여 DCT 기반의 밴드스톱 필터링 기법을 사용하였으며 학습데이터의 양적인 부족을 해결하기 위하여 패치 기반의 학습 방법을 적용하였다. 제안된 방법에 대해 기존의 방법과 비교하여 피사체 경계선 영역에서 발생하는 성능저하 현상, 분할의 가장자리에서 발생하는 블로킹 현상, 배경 영상에서의 성능저하 현상 등을 상대적으로 개선할 수 있음을 실험적으로 평가하였다.

Objectives: Korea has a unique history of being both a recipient and a donor of Official Development Assistance (ODA), and the international community expects Korea to contribute to the development of developing countries by utilizing this experience. Traditional Korean medicine (TKM) seeks to contribute to global health, however the concept of ODA has been unclear and there has been no clear strategy and sustainable initiatives. Methods: This study examines the concept of ODA and its application in global health, including business objectives, scale, evaluation principles, and development strategies. Additionally, we reviewed the current status of Traditional Korean medicine globalization projects and conducted a SWOT analysis of the internal and external environment of the TKM sector. Based on these findings, we redefined the concept of ODA for TKM and proposed suggestions for its development. Results: The current study identified key ideas for TKM ODA. It should prioritize the improvement of primary healthcare in recipient countries, aligning with the international evaluation criteria of the SDGs. Secondly, TKM's 70 years of experience can be leveraged to enhance both the competence and economic benefits of recipient countries' medical systems. Based on these concepts, a TKM ODA development model was proposed, comprising two core visions, three development strategies and goals, and six core values. Conclusion: This study systematically examined the TKM in global health and suggested sustainable development strategies for TKM ODA. Through its expansion, TKM could contribute to the advancement of global traditional medicine and its overall engagement in healthcare.

As the industrial paradigm shift, often condensed as the "4th Industrial Revolution," gains momentum, there is a growing need to actively introduce digital healthcare into the medical field. The new administration announced its commitment to become a global leader in the biohealth and digital healthcare sector. To fulfill this pledge, preemptive policy leadership and attention from the government are required. The recent issue of legislating non-face-to-face medical care suggests that introducing digital healthcare goes beyond simply adopting new technologies. Incorporating digital healthcare involves changing the existing healthcare delivery process and coordinating the roles of stakeholders. To successfully change the structure of the medical industry, a mid- to long-term roadmap should be meticulously organized and promoted. Policy efforts are needed to resolve conflicts and lead to compromises through continuous communication with interest groups.

This paper explores the potential of Blockchain technology in enabling a panacea for health equity. Since Satoshi Nakamoto first described Blockchain technology in 2008 pseudonymous paper, that distributed ledger system is empowered and ranging from finance to law to another sector and beyond. Also impacting healthcare sector and life science. In other words, there are many usage cases being researched in healthcare and Blockchain has shown its considerable special side in recent years. But this paper aims to the distributed ledger that is the special side of Blockchain technology is potentially can panacea for some global health equity issues such as patient data, counterfeit drug and hospital payment management.

In the era of the fourth industrial revolution technology, the inclusion of personalized nutrition for healthcare (PNH), when establishing a healthcare platform to prevent chronic diseases such as obesity, diabetes, cerebrovascular and cardiovascular disease, pulmonary disease, and inflammatory diseases, enhances the national competitiveness of global healthcare markets. Furthermore, since the government experienced COVID-19 and the population dead cross in 2020, as well as numerous health problems due to an increasing super-aged Korean society, there is an urgent need to secure, develop, and utilize PNH-related technologies. Three conditions are essential for the development of PNH technologies. These include the establishment of causality between obesity genome (genotype) and prevalence (phenotype) in Koreans, validation of clinical intervention research, and securing PNH-utilization technology (i.e., algorithm development, artificial intelligence-based platform, direct-to-customer [DTC]-based PNH, etc.). Therefore, a national control tower is required to establish appropriate PNH infrastructure (basic and clinical research, cultivation of PNH-related experts, etc.). The post-corona era will be aggressive in sharing data knowledge and developing related technologies, and Korea needs to actively participate in the large-scale global healthcare markets. This review provides the importance of scientific evidence based on a huge dataset, which is the primary prerequisite for the DTC obesity gene-based PNH technologies to be competitive in the healthcare market. Furthermore, based on comparing domestic and internationally approved DTC obese genes and the current status of Korean obesity genome-based PNH research, we intend to provide a direction to PNH planners (individuals and industries) for establishing scientific PNH guidelines for the prevention of obesity.

This study aims to develop strategic plan for enactment of national license of hospital administrators. To effectively control healthcare cost and mange healthcare organizations, the enactment is an inevitable process. Based on literature reviews, cases of similar licences in advanced foreign countries, and a survey of 200 experts in healthcare fields, this study provide a strategic map how to proceed the enactment.
