Rethinking Global Convergence in Bank Regulation (은행규제의 세계적 수렴에 대한 고찰)

  • This paper attempts to assess the Basel Committee's bank supervisory standards and capital adequacy rules, and thereby rethink whether global convergence in banking regulation is desirable. To that end, it seeks to address the impetus for the creation of the Basel Committee, and explore driving forces behind the internationalization of bank regulatory and supervisory standards. Following the historical and theoretical analysis of the internationalization of bank regulatory standards, the movement toward global standards in banking is reviewed. More importantly, this paper seeks to explore the origins of the Basel Accord on bank capital adequacy. To do so, it largely relies on current theories on the process of negotiating the capital adequacy standards in the areas of political science and international political economy. At this point, this study takes a position as a break against the force of international market failure logic that has enjoyed an exceptionally positive reception among economists, political scientists, and legal experts. Nonetheless, it does not intend to freeze the international coordination and cooperation of banking regulation. Given the understanding of the politics behind the creation of the Basel Accord, this paper evaluates the Basel Accord of 1988 and the new capital adequacy framework(Basel II), and then moves beyond the assessment of the capital adequacy standards In doing so, this study draws lessons from Basel in search of a just world order in the global finance.

  • The purpose of this article is to explore recent developments in piracy attacks at the global level. This article provides an overview of global trend of recent piracy attacks and presents global counter-piracy efforts at the international and governmental as well as industry level. The issue of piracy has been a grave concern of the globe, becoming the biggest threat to the safety and security navigation and seaborne trade. Overall, piracy attacks in recent years have greatly diminished owing to multi-faceted counter-piracy efforts. However, Southeast Asia and West Africa have reemerged as an hotspot of piracy. A worrisome trend in these regions is that many of piracy attacks are committed by militant groups for financing their activities. As a result, the level of violence and the sophistication of attacks have escalated. The problem of contemporary piracy is beyond a particular region or coastal state, but a common concern of the international community. In order to address the global piracy problem, international cooperation should be further strengthened at the global level as well as the regional level. As a way of counter-piracy measures in Southeast Asian waters, the creation of a joint regional coast guard to patrol the highly piracy concentration areas needs to be considered.

Design and Implementation of Continuous Control for Household Electric Fan Speed for Virtual Reality Applications

  • Virtual Reality (VR) has been widely used in various applications to generate realistic virtual environments. A sense of immersion can be increased by providing additional stimuli such as tactile sensation to VR contents. However, it is still challenging to provide a realistic feel for the wind blowing over the whole body by smoothly controlling the airflow. To address this issue, we employ a household electric fan as a wind generating device to provide users with wind experience in VR environments. The wind generating device targets the whole body to mimic the wind we feel outside in our daily life. To do so, we present a low-cost method to smoothly control household fan speed using an Arduino microcontroller. Here, we use the Sinusoidal Pulse Width Modulation (SPWM) technique to generate the sinusoidal voltage required to drive the fan motor. Our experimental results show how Variable Voltage Variable Frequency (VVVF) is implemented at a low cost using our method for household fan speed control. The results can be applied to various VR applications to enhance the sense of immersion by providing users with realistic wind.

Site-Specific Error-Cross Correlation-Informed Quadruple Collocation Approach for Improved Global Precipitation Estimates

  • To improve global risk management, understanding the characteristics and distribution of precipitation is crucial. However, obtaining spatially and temporally resolved climatic data remains challenging due to sparse gauge observations and limited data availability, despite the use of satellite and reanalysis products. To address this challenge, merging available precipitation products has been introduced to generate spatially and temporally reliable data by taking advantage of the strength of the individual products. However, most of the existing studies utilize all the available products without considering the varying performances of each dataset in different regions. Comprehensively considering the relative contributions of each parent dataset is necessary since their contributions may vary significantly and utilizing all the available datasets for data merging may lead to significant data redundancy issues. Hence, for this study, we introduce a site-specific precipitation merging method that utilizes the Quadruple Collocation (QC) approach, which acknowledges the existence of error-cross correlation between the parent datasets, to create a high-resolution global daily precipitation data from 2001-2020. The performance of multiple gridded precipitation products are first evaluated per region to determine the best combination of quadruplets to be utilized in estimating the error variances through the QC approach and computation of merging weights. The merged precipitation is then computed by adding the precipitation from each dataset in the quadruplet multiplied by each respective merging weight. Our results show that our approach holds promise for generating reliable global precipitation data for data-scarce regions lacking spatially and temporally resolved precipitation data.

  • The development of renewable energy is currently strongly required to address environmental problems such as global warming. In particular, biomass is highlighted due to its advantages. When using biomass as an energy source, the conversion process is essential. Fast pyrolysis, which is a thermochemical conversion method, is a known method of producing bio-oil. Therefore, various studies were conducted with fast pyrolysis. Most studies were conducted under a lab-scale process. Hence, scaling up is required for commercialization. However, it is difficult to find studies that address the process analysis, even though this is essential for developing a scaled-up plant. Hence, the present study carries out the process analysis of biomass pyrolysis. The fast pyrolysis system includes a biomass feeder, fast pyrolyzer, cyclone, condenser, and electrostatic precipitator (ESP). A two-stage, semi-global reaction mechanism was applied to simulate the fast pyrolysis reaction and a circulating fluidized bed reactor was selected as the fast pyrolyzer. All the equipment in the process was modeled based on heat and mass balance equations. In this study, process analysis was conducted with various reaction temperatures and residence times. The two-stage, semi-global reaction mechanism for circulating fluidized-bed reactor can be applied to simulate a scaled-up plant.

Overseas Address Data Quality Verification Technique using Artificial Intelligence Reflecting the Characteristics of Administrative System (국가별 행정체계 특성을 반영한 인공지능 활용 해외 주소데이터 품질검증 기법)

  • In the global era, the importance of imported food safety management is increasing. Address information of overseas food companies is key information for imported food safety management, and must be verified for prompt response and follow-up management in the event of a food risk. However, because each country's address system is different, one verification system cannot verify the addresses of all countries. Also, the purpose of address verification may be different depending on the field used. In this paper, we deal with the problem of classifying a given overseas food business address into the administrative district level of the country. This is because, in the event of harm to imported food, it is necessary to find the administrative district level from the address of the relevant company, and based on this trace the food distribution route or take measures to ban imports. However, in some countries the administrative district level name is omitted from the address, and the same place name is used repeatedly in several administrative district levels, so it is not easy to accurately classify the administrative district level from the address. In this study we propose a deep learning-based administrative district level classification model suitable for this case, and verify the actual address data of overseas food companies. Specifically, a method of training using a label powerset in a multi-label classification model is used. To verify the proposed method, the accuracy was verified for the addresses of overseas manufacturing companies in Ecuador and Vietnam registered with the Ministry of Food and Drug Safety, and the accuracy was improved by 28.1% and 13%, respectively, compared to the existing classification model.

  • Since the problem of IP address shortage is caused by the explosive increases of demand for internet service, the IETF has defined the NAT and NAPT that users are able to designate and utilize a private IP address area for their own purposes. In this paper, we have designed and implemented a network module for integration of ADSL-IP Sharer using ATMOS, which uses a global IP address to work through ADSL and NAPT for simultaneous PC accesses to a broadband line. we have tested and analyzed the performance of the proposed network module for integration of ADSL-IP Sharer using ATMOS

IPv6 Autoconfiguration for Hierarchical MANETs with Efficient Leader Election Algorithm

  • To connect a mobile ad hoc network (MANET) with an IP network and to carryout communication, ad hoc network node needs to be configured with unique IP adress. Dynamic host configuration protocol (DHCP) server autoconfigure nodes in wired networks. However, this cannot be applied to ad hoc network without introducing some changes in auto configuration mechanism, due to intrinsic properties (i.e., multi-hop, dynamic, and distributed nature) of the network. In this paper, we propose a scalable autoconfiguration scheme for MANETs with hierarchical topology consisting of leader and member nodes, by considering the global Internet connectivity with minimum overhead. In our proposed scheme, a joining node selects one of the pre-configured nodes for its duplicate address detection (DAD) operation. We reduce overhead and make our scheme scalable by eliminating the broadcast of DAD messages in the network. We also propose the group leader election algorithm, which takes into account the resources, density, and position information of a node to select a new leader. Our simulation results show that our proposed scheme is effective to reduce the overhead and is scalable. Also, it is shown that the proposed scheme provides an efficient method to heal the network after partitioning and merging by enhancing the role of bordering nodes in the group.

  • In livestock industry, there is growing interest in methods to increase the production efficiency of livestock to address food shortages, given the increasing global population. With the advancements in gene engineering technology, it is a valuable tool and has been intensively utilized in research specifically focused on human disease. In historically, this technology has been used with livestock to create human disease models or to produce recombinant proteins from their byproducts. However, in recent years, utilizing gene editing technology, cattle with identified genes related to productivity can be edited, thereby enhancing productivity in response to climate change or specific disease instead of producing recombinant proteins. Furthermore, with the advancement in the efficiency of gene editing, it has become possible to edit multiple genes simultaneously. This cattle breed improvement has been achieved by discovering the genes through the comprehensive analysis of the entire genome of cattle. The cattle industry has been able to address gene bottlenecks that were previously impossible through conventional breeding systems. This review concludes that gene editing is necessary to expand the cattle industry, improving productivity in the future. Additionally, the enhancement of cattle through gene editing is expected to contribute to addressing environmental challenges associated with the cattle industry. Further research and development in gene editing, coupled with genomic analysis technologies, will significantly contribute to solving issues that conventional breeding systems have not been able to address.

  • A home network system was implemented using IPv6 and SIP. We integrated different kinds of home devices into IPv6 address system, and built control system independent of controller's address and location, using SIP. Also, controllers can download each device centrol messages without any global definition of handling it. We implemented this system by home device emulator, and PDA controller to control home devices.
