The field of geospatial information is rapidly changing due to the development of sensor and data processing technology that can acquire location information. And demand is increasing in various related industries and social activities. The construction and utilization of three dimensional geospatial information that is easy to understand and easy to understand can be an essential element to improve the quality and reliability of related services. In recent years, 3D laser scanners are widely used as 3D geospatial information construction technology. However, 3D laser scanners may cause shadow areas where data acquisition is not possible when objects are large in size or complex in shape. In this study, 3D model of an object has been created by acquiring oblique images using an unmanned aerial vehicle and processing the data. The study area was selected, oblique images were acquired using an unmanned aerial vehicle, and point cloud type 3D model with 0.02 m spacing was created through data processing. The accuracy of the 3D model was 0.19m and the average was 0.11m. In the future, if accuracy is evaluated according to shooting and data processing methods, and 3D model construction and accuracy evaluation and analysis according to camera types are performed, the accuracy of the 3D model will be improved. In the point cloud type 3D model, Cross section generation, drawing of objects, and so on, it is possible to improve work efficiency of spatial information service and related work.
Due to the coronavirus pandemic and diplomatic disputes, governments are actively developing a policy to revitalize·reshore manufacturing and to diversify international cooperations. In order to develop such a policy, it is very important to compare and analyze domestic·international geospatial information. Over the decade, the US·EC governments have conducted a series of national researches to build data-based tools that can monitor·analyze regional geospatial information driven by government R&D investments. In the case of the EC system, it can compare geospatial information in domestic and international(including Korea) regions. Compared to US·EC cases, Korean examples of national researches with available data analplatform need future improvements. Current study is investigating an automated analysis methodologies using "National Institute of Science and Technology Information (NTIS)" DB, which was national security data until recently. Research on data-mining regional geospatial information can contribute to support policy fields that need to discover new issues in response to unexpected social problems such as recently faced corona and trade disputes.
The main objective of this paper is to provide an adequate and comprehensive review of what has been done in South Korea in the field of geospatial analysis and modeling. This review focuses on spatial data analysis and spatial statistics, spatial optimization, and geosimulation among various aspects of the field. It is recognized that geospatial analysis and modeling in South Korea got through the initial stage during the 1990s when computer and analytical cartography and GIS were introduced, moved to the growth stage during the first decade of the $21^{st}$ century when there was a surge of relevant researches, and now is heading for its maturity stage. In spatial data analysis and spatial statistics, various topics have been addressed for spatial point pattern data, areal data, geostatistical data, and spatial interaction data. In spatial optimization, modeling and applications related to facility location problems, districting problems, and routing problems have been mostly researched. Finally, in geosimulation, while most of research has focused on cellular automata, studies on agent-based model and simulation are in beginning stage. Among all these works, some have fostered methodological advances beyond simple applications of the standard techniques.

The roughness of the road is an important factor directly connected to the ride comfort, and is an evaluation item for functional evaluation and pavement quality management of the road. In this study, data on the road surface were acquired using the latest 3D geospatial information construction technology of ground LiDAR, drone photogrammetry, and drone LiDAR, and the accuracy and roughness of each method were analyzed. As a result of the accuracy evaluation, the average accuracy of terrestrial LiDAR were 0.039m, 0.042m, 0.039m RMSE in X, Y, Z direction, and drone photogrammetry and drone LiDAR represent 0.072~0.076m, 0.060~0.068m RMSE, respectively. In addition, for the roughness analysis, the longitudinal and lateral slopes of the target section were extracted from the 3D geospatial information constructed by each method, and the design values were compared. As a result of roughness analysis, the ground LiDAR showed the same slope as the design value, and the drone photogrammetry and drone LiDAR showed a slight difference from the design value. Research is needed to improve the accuracy of drone photogrammetry and drone LiDAR in measurement fields such as road roughness analysis. If the usability through improved accuracy can be presented in the future, the time required for acquisition can be greatly reduced by utilizing drone photogrammetry and drone LiDAR, so it will be possible to improve related work efficiency.

This paper aims to analyze academic and technological progresses of GIS as reviewing research trends of GIS journals for which four major GIS journals, KAGIS(The Korean Association of Geographic Information Studies), KSISS(Korea Spatial Information System Society), KOGSIS(The Korean Society for Geospatial Information System), GISAK(Geographic Information System Association of Korea) have been selected. As the authors suppose that subjects of academic articles reflect academic and social demands, total 1,222 articles that have been published by the four journals from 1993 to 2006 were reviewed and analyzed by content analysis method. Because of large volumes and variety of research scopes, all topics in the papers were classified into several categories with title and keywords referenced in each paper and the categories were analyzed into 5 years period. Thus, from the analysis results, this paper asserts that research trends and academic progresses are well-structured to review recent GIS areas in Korea and the outcomes of the analysis can be an adequate guidelines to establish NGIS policies and strategies.

Several countries have built National Spatial Data Infrastructure (NSDI) for information sharing among various fields. One of the important factors of NSDI is framework data, which is the most commonly used geospatial data across various fields. Previous studies on the framework data suggest components based on frequency survey and case study. However, such research methods do not have objectivity in setting the components of the framework data. This research uses factor analysis with 104 medium-level layers from the most widely used National Base Map and 5 layers from the other sources including cadastre and aerial image. Each layer is scaled with usage level as four different patterns of 1) background data, 2) reference data, 3) base data, and 4) other data, respectively. The analysis results show that the layers are grouped into 5 to 7 factors according to the patterns. ANOVA reveals that the mean differences between the factors with high values and the other factors with low values under each pattern are statistically significant. Such high value factors under each pattern consist of similar layers, close to identical, with those under the other categories. This research proposes framework data system, including transportation, building, hydrography, elevation, administrative district, digital orthoimagery, geodetic control, and cadastral based on the analysis results. Proposed framework in this research will be a basis of establishing spatial data sharing system. For sharing proposed framework data in various fields, these data must be established and distributed as actual standard and also related future researches should be performed.
The Korea Planning Support Systems (KOPSS) represent Korean style national policy and planning support systems using the GIS-based spatial analysis methods. The KOPSS refers to a kind of the spatial decision support systems (SDSS) or the planning support systems (PSS) for stakeholders' spatial decision-making. The KOPSS uses the existing individual databases obtained from the Architecture Information Systems (AIS) and Land Management Information Systems (LMIS) that have been constructed by information projects since the mid 1990s. The purpose of this paper is to suggest the development strategies and establish the theoretical frameworks of the KOPSS by considering the comprehensive basic composites of the GIS-based SDSS or PSS. For this, it deals with the basic concepts, the development strategies, the base environment strategies, and the promotion strategies of the KOPSS.

Situation awareness services which increasingly expand their influence in everyday life can be classified into location-based service and social network service. Their quality of service (QoS) can be differed based on the location accuracy of smart phones and accuracy of directional recognition technology. This study was conducted to analyze GPS, digital compass, radio communication, and geospatial web information which can provide a clue in using the situation aware services based on lab experiments and surveys. According to the result of lab experiment on accuracy of determining location / direction with smart phones, owing to inherent lack of indoor accuracy in determining position and direction, as well as errors in spatial data used as platform, it was found that devices were not provided with sufficiently accurate data when using the situation aware services indoors compared to outdoors. To enhance accuracy of determining indoor positions, there are several methods including location metering based on Wi-Fi, which had several problems compared with GPS used in outdoor environment. Thus, it was determined that more study would be necessary to solve these issues.
In recent years, the importance of geospatial data have been emphasized not only for the national GIS programs and but also in the value added commercial and industry markets. There is no doubt that GIS, GPS, aerial and satellite imagery data were provided powerful tools to support national information infrastructure for geospatial database. While great emphasis has been laid on the geospatial data, there has been little analysis or evaluation of how to maximize the benefits of using these information sources. Also, with the proliferation of geographic data and information sources such as satellite imagery, digital aerial photograph, digital topographic and vector data, there is a great need to inform professionals from all disciplines as to the benefits of these information sources and how to best put them to use within any given application. From the first publication of KSGPC(Korean Society of Geodesy, Photogrammetry and Cartography) papers in 1981, our objective was, and is, to help develop the wider spectrum of GIS in the academy and industry by exposing new users to the benefits of GIS, remote sensing, mapping, GPS and photogrammetry. In this presentation, we will introduce KSGPC works and will evaluate GIS-related governmental policies and programs in Korea for the past and the future to present different status between Korea and Russia. It is now important to investigate lessons learnt from two countries' experiences and developed an empirical framework to combine outcome from GIS-related researches in Korea and Russia. This may enable GIS professionals to gain a wider range of experiences in the international context, and consequently, help them to develop new markets for GIS. Therefore, we arranged the possible action items and interesting points to corporate and to promote the academic growth in the practice of GIS.
Seasonal changes in river water vary seasonally as well as locationally, and the assessment is essential. In this study, we used the recent technique of post-classification by using the Google earth engine (GEE) to map the seasonal changes in Mahanadi river of Odisha. However,some fixed problems results during the rainy season that affects the livelihood system of Cuttack such as flooding, drowning of children and waste material deposit. Therefore, this study conducted 1) to map and analyse the water density changes and 2) to analyse the seasonal variation of river water to resolve and prevent problem shortcomings. Our results showed that nine types of variation can be found in the Mahanadi River each year. The increase and decrease of intensity of surface water analysed, and it varies in between -130 to 70 ㎥/nf. The highest frequency change is 2900 Hz near Cuttack city. The pi diagram provides the percentage of seasonal variation that can be observed as permanent water (30%), new seasonal (28%), ephemeral (12%), permanent to seasonal (7%) and seasonal (10%). The analysis is helpful and effective to assess the seasonal variation that can provide a platform for the development of Cuttack city that lies in Mahanadi delta.
