In this paper, We report on the performance issues faced by TCP based applications on satellite link having long propagation delay and high probability of bit erros and propose ENA(Error Notification Ack) algorithm for TCP Performance Enhancement. TCP Protocol cannot distinguish errored segments(in noisy medium) from losses of genuine network congestion and react as if there is network congestion. Therefore, Slow Start and Congestion avoidance mechanism are initiated. It happen this case in satellite link. Therefore it reduce the transmission rate and drop the performance. So, in this paper We propose ENA algorithm which is distinguished errored segments from losses of network congestion. And We propose the method of algorithm's implementation. And We evaluate the Performance of Tahoe, Reno, Sack TCP with ENA. As results, TCP Performance is better.

The different growth steps of human show the different energetic phenomenon such as the strength of triple energizer, the sale of extra meridian, and the stability of 12 meridians. So we have to understand the physiological and pathological phenomena on this point of view. Especially atopic dermatitis means the loss of adaptability under the lack of genuine energy. If you approach to this disease not with any perception of excess or deficiency of the human genuine energy but with simple symptom enumeration or partial diagnosis, it will be dangerous. So we must approach to this disease with more concrete and objective body-centered standard. Thus when we cure and diagnose infants with this disease, we should focus on stablizing the "Energy of Earth(土)" digestive ability, under the consideration of inducement to the enough "Byun-Jeung-Hu(變蒸候)" and the function of Triple Energizer. Through this process we can lead infants to the beginning equipment state(始全). Until 7 years old, we should stabilize the Link Vessel(維脈) by clarifying interior and exterior classification of Nutritive Element and Defensive Energy to control the child's energy of metal(金), water(水), wood(木) and fire(火) in the basis of the energy of earth(土). And also we should stabilize the Heel Vessel(？脈) through the Water and Fire complement each other to control the movements and to control sleep and awakening. Through this process, we can lead children to the basal equipment state(本全). After then, until adolescent phase, we should control 12 meridian and 8 extra meridian by leading vital function to be harmonized and prosperous on the basis of the meridian to reach the mature equipment state(旣全). Adult atopic dermatitis should be controlled through conciliation between meridian and internal organs by differentiating male from female.

Over the past fifty years, the share of the World's shipping fleet operating under open registry has grown from 4 % to almost half of the total tonnage. While there has been strong opposition based on the costs of maritime disasters and opposition both from the traditional maritime nations, which have suffered erosion of their fleets, and from labour unions, which point to worker exploitation, the shipping companies have found the greater operational and financial flexibility which accompanies open registry to be a considerable attraction The paper consists of seven sections. Section 1 explains the background and of the study. Section 2 reviews the characteristics and definition of FOC. Section 3 is to identify ship register categories and their competitive conditions. Section 4 tackles the emerging forces of globalisation-the advent of FOC. Section 5 deals with legal maritime framework. Section 6 tackles the current structure and characteristics of FOC vessels. Some concluding comments follow in the last section.

This paper describes the role of ethnoecology in supporting tourism. We conducted a case study on the island of Bali (Indonesia), the famous tourism destination. We review the culture, nature and ecotourism prospects of Bali and then extend our discussion to examine the role of indigenous philosophies in building the destination’s image. Bali has a rich culture and natural resources that have been utilized and managed through an indigenous philosophy called Tri Hita Karana. Ethnoecology is widely applied and appreciated in the society and has produced Balinese cultural landscapes that have become significant tourism attractions. There has been a recent increase in tourist desire to explore genuine Balinese culture, so ethnoecology has a significant role in the quest to preserve and conserve such indigenous cultural landscapes. Ethnoecology is a key to ensuring and sustaining the images and authenticity of Bali Island. In this paper, we considered the landscape of rice paddies as a cultural landscape and resource for tourism. The structure and function of paddy terrace landscapes is based on the ethnoecology of Tri Hita Karana; therefore, in order to understand nature and ecotourism in Bali Island, knowledge of indigenous philosophy is indispensable. Cultural landscapes that link human and natural systems are not only places of natural beauty but also provide background information about the history of human adaptations to nature.

In relation to the determination of the appropriate choice of law in most of the maritime law issues, 'the law of the flag' or 'the law of the ship's nationality' is commonly used to apply to several provisions which is imposed in Korean Private International Law. But the theory of the law of the flag or ship's nationality suffers from serious problems in case of flag of convenience which is a flag flown by a vessel registered in one state, with which the vessel has few or no connections, while in reality the vessel is owned in or operated from another state. In this case, the article 8 of Korean Private International Law which stipulates the Exception of Choice of Law Clause can be applied to this matter, and thus it is essential to consider many factors which can be used in determining the applicable law through the most significant relationship or genuine link theory.

The fishing vessels operation is a kind of maritime profit-making activities, which are complicatedly integrated by the basic and supplemental fishing activities with navigation. The Fishing Vessels Act of Korea defines the character of fishing vessels and gives a legal status to them, and this Act itself is linked with the allied public laws including the Ships Act of Korea. For this reason, the legal status of fishing vessels as Korean flagged ships by the public law is analogous to the general commercial vessels. And the specific character of ownership of the fishing vessels by the Korean Maritime-Commercial Act as a privated law is analogous to the general commercial vessels, nevertheless the Chapter 4(Carriage of goods) and the Chapter 5(General average) of this Act do not apply to the fishing vessels except the fish carriers. A fishing vessel possesses the legal status as a Korean flagged ship by having it registered and putting it on record under the provision of national law, however the principle of genuine link is an important factor for acquisition of nationality. Especially, the basic rules by the Law of the Sea those are attended with the distant-water fishing vessels operation at the overseas fishing ground are summarized as follows ; Firstly, the rights of navigation and fishing activities on the high seas are fundamentally recognized to all states, but the freedom is restricted according to the international legal order aiming at protection of reasonable interests of other states and conservation of the living resources and marine environment. Secondly, in the EEZ or EFZ the freedom of navigation is recognized, but fishing activities are exclusively ruled by the national law of the coastal state. Thirdly, foreign fishing activities are prohibited but the right of innocent passage is recognized in the territorial sea, while both activities are prohibited in the internal waters of the coastal state.

A recent report cited environmental issues, including climate change, as the most likely threat to Earth in the 2020s. Therefore, it is necessary to recognize that environmental problems today are not just problems of any particular region or country, but also problems of the future, and problems of the present day in which we live. Various interests and research on environmental issues have been conducted within Christianity based on the Christian worldview based on creation, degradation, and restraint. This interest began mainly in the Catholic camp in the early days, but gradually efforts have been made to link global care to Christian responsibility in evangelical Christian camps, including the World Council of Churches (WCC). At a time when interest in earth care is growing, the study suggested as follows for the Christian community: First, it is necessary to change from environmental protection and ecological preservation to life theology. Second, there is a need for a change of understanding of ecology that looks at nature. Third, at the Christian level, there should be a genuine recovery movement that is differentiated from secular environmentalism. Fourth, the church should be able to realize a society that can realize a true community with the world of creation while looking forward to the kingdom of God.

Almost all research on emotional labor has focused on how services workers use emotional labor. However, this study examined that leaders' emotional labor influence follower's outcomes. Especially, this study tested how the leader emotional labor influence followers' work engagement and mediating role of PsyCap between leader emotional labor and followers' work engagement. In addition, this study investigated the quality of LMX as moderator the relationship between leader emotional labor and followers' work engagement. The SPSS 24.0 and AMOS 24.0 was used in this study. The results collected from 469 employees in domestic large Telecom and their related companies revealed that leader emotional labor positively influence followers' work engagement and PsyCap. Especially, leader deep acting and surface acting positively influence followers' work engagement, but not display of genuine emotion, and leader deep acting only positively influence followers' PsyCap. Furthermore, followers' PsyCap partially mediated the relationship between leader emotional labor and followers' work engagement. Finally, the quality of LMX as moderator in link between leader emotional labor and followers' work engagement showed when followers in high-quality LMX. Implication and suggestion for future study are discussed.

In spite of adoption of various IMO Conventions over the past, the reason why large vessel accidents related to human life and marine environment occur is that the IMO Conventions are not effectively implemented due to contravention of the conventions by flag states. In particular, the implementation of the conventions are not well being performed because some flag states having weak genuine link between them and vessels haven't set up proper personal and structural organizations in charge of maritime safety and marine environment protection. From this background, IMO Resolution A.946(23) on the voluntary IMO Member-state Audit Scheme was adopted at the 23rd Assembly in Nov. 2003 and the Scheme is expected to be executed compulsorily in 2015 through the adoption of the IMO Resolution A.1018(26) in Nov. 2009. Accordingly, this study examined outline of the IMO Member-state Audit Scheme and the Code for the Implementation of Mandatory IMO Instruments used for the audit standards of this scheme. In addition, this study reviewed the member-states' obligations and responsibilities according to the compulsory implementation of the member-state audit scheme in 2015. Based on this, this study suggested the enhancement measures for maritime education and training of maritime education institutions of the Republic of Korea to cope positively with compulsory implementation of the IMO Member-state Audit Scheme.
