독일 해군의 차세대 212급 잠수함

  • 독일 HDW조선소의 Bonn 지사장으로 근무중인 Udo Ude씨는 209급 잠수함 해외수출 성공사례를 다음과 같이 분석하였다. -1970년 독일해군용 206급 계약시 잠수함을 해군에 인도하기 전까지의 모든 과정을 조선소가 직접 책임지고 수행토록 하는 General Contractor Principle(총괄계약자 원칙)에 의해 확보된 기술인력, 자재/장비 공급원 발굴, 축적된 장비간 연동과 체계통합 기술 및 경험 –대부분의 탑재 장비를 국내 방산업체로부터 조달할 수 있는 탄탄한 국내 기술력 –매 신규사업마다 성능향상을 위한 과제선정 및 계속적인 연구 –정부 소유 시험시설 및 장비 활용과 제반 기술관리에 있어서 민.관.군의 적극적이고 긴밀한 지원체제 구축 이러한 성공사례 분석에 독일 현지에서 느낀 필자의 경험소감을 추가하면 다음과 같다. –규정을 잘 지킬 뿐만 아니라 타인의 잘못을 즉시 일깨워 주는 준법정신 및 고발정신 -2-3년 후의 휴가계획까지 수립하여 준비할 정도의 처절한 사전계획 및 준비정신 –불결한 것과 게으름을 참지 못하는 청결성 및 근면성 –누구든지 원하면 경제적인 부담없이 평생동안 공부할 수 있는 교육제도 –게르만족이 우월하다는 내면적 자부심 –작은 일이라도 모여서 토의하고 결론을 도출하기 좋아하는 공동체 의식 –약속을 철저히 지키는 정직성 –과거의 사실이나 유물을 철저히 보존하는 역사의식 –모든 분야에서 철저하게 운용되는 Meister(장인)제도 등

  • Preconstruction process in a lean project delivery system was studied in one large healthcare project working for a general contractor. Researchers joined a new lean delivery project for approximately six weeks and participated in preconstruction process including design coordination, management coordination, and target costing while concurrently interviewing other project participants and employees, recording activity in meetings, and otherwise observing the process. The preconstruction process in lean project delivery system, called integrated project design, showed many benefits such as brining expertise of downstream players (i.e., mechanical and electrical contractors) into the design phase. However, lack of leadership and lack of design-integrator blocked the successful application of a new concept of design process.

  • Nowadays the Design-Build Delivery Method in public sector has been remarkably grown up in applying owing to its merits such as shortening construction duration. The Fast-Track is the wide-using method for accelerating schedule at Design-Build projects. But the public agency is in trouble to execute Fast-Track because of the lack of guideline for its process. As a result, in some cases applying Fast-Track methods, cost and construction duration are increased more than cases of non-Fast-Track projects. In this study, through the questionnaire surveys to professionals having actual implementation experiences as a construction manager, owner or general contractor, key success vehicles of Fast-Track are induced.

  • Intense competition existing in construction market creates an industry that is dominated by the client groups. Numerous studies dealing with private clients' needs and expectations from contractor firms exist in the literature. However in the unique construction industry, in addition to clients, consultants as representatives of clients will almost always have very important roles to play as well. By presenting survey findings of 50 consultant firms, this study provides insights into consultants' general needs and expectations from contracting organizations on behalf of their clients by using the data from Northern Cyprus private building construction market.

  • The construction market condition is getting worse because of global constructions slow down, low profit, market contraction and so on. For these reason, most construction companies depend on public construction projects which possible to protect construction fee, known as progress payment, by laws. Despite this law, problems of progress payment are constantly occurring and it has been main factors that hinder the construction cost's cash-flow in construction project. To solve this problem, many researchers suggested various solutions but most of solutions were focused on specific target as owner, general contractor, and subcontractor. So, most of solutions were insufficient consider about interaction between contractors. Because of these reasons, it was hard to reflected policy. This research aimed to use system dynamics to develop the model for the application and payment based on the regulations and papers. Also, performed a developed model's verification based on progress payment regulation's basic objectives.

  • Business boundaries of firms in the construction industry are strictly regulated in Korea. Under the current law, firms involved in construction processes are classified into five categories; general contractors, specialty contractors, architects' offices, engineering firms, and specialized in inspection. Among these types of firms, general contractors are prohibited to enter into specialty contractor's market and vice versa by the basic law in the construction industry. Also general contractors are not allowed to provide architectural services. The purpose of the law is to prohibit unlicensed companies from entering the construction market and to protect customers. However, the law causes critical problems e.g. low efficiency of production and rent creation. Therefore, we identify problems concerning business boundaries of firms in the construction industry and predict structural changes in the them when they are liberalized. So we surveyed general contractors and specialty contractors in Korea to estimate the effects of the liberalization on the construction industry. Most of contractors point to the enhancement of production efficiency as the motivation to integrate other construction process. If current regulations, which limit firms' decisions on business boundaries, are eliminated, firms will choose optimal business scopes taking into account types of contracts adopted by the Government for public works. Based on the cost/benifit analyses, they will decide whether to intergrate other production processes or not.

  • The purpose of this study is to propose a model of the contract type and contract category in the process of programs in each stage which is the procurement by defence improvement program of a large long term programs. When requiring the contract, contractor confirms the contract type and contract category of the review the contract in bulk, separate contract by repeatedly. For the study of improvement method we used previous research paper, reports of DAP A and KIDA, laws of contract and other several materials. and we also applied the rational contract type and contract category for the general mass production program weapon system based on the analysis of contract states concluded with DAPA and old-DAPA, and collect the public opinions of the defense industry.

  • The reinforcement of competitiveness and prevention of false construction has become the management goal of construction companies since construction market was opened. In this study, we introduced the concept, 'Partnering' to effectively manage subcontractors, and shed light on again the relationship between contractor and subcontractor, and tried to find its mutual progressive relationship. This study looked at the theories through existing literature to build mutual cooperation system by 'Partnering', and then sampled 'Quality Management System' of general construction companies and looked into their present state in managing subcontractors, and then compared and analyzed the problems in managing subcontractors by questionnaire survey with specialized construction companies. And, in order to establish a reasonable plan in managing subcontractors based on these problems, we progressed the study on how to build mutual cooperation system using 'Partnering'.

  • The construction industry has complicated production processes with diverse disciplines and subcontractors, which is the major cause of lowered productivity. To solve this problem, multi-trade subcontract system is recently suggested. Some general construction companies have applied this method to some sections of work process. However, this is in the early stage of application. The purpose of this study is to define an integrated contract package for improving both contractor and subcontractor efficiency. First, this study recognizes construction company to need of multi-trade subcontract system. Finally, it suggests feasible activities which can be useful for a construction company to apply to this subcontract system.

  • Recently, the importance of Pre-construction is gradually increasing in construction business. In addition to increasing greatness, Pre-construction affect to success or failure of projects. However, current domestic construction business doesn't constitute exact concepts and systems, and there are a lot of problems such as disorganize management of construction because most of Pre-construction depends on supervisors' experiences. Therefore, according as doing this study, We are going to analyze the tendency of Pre-construction step and bring up designed operation systems between departments in construction company. So we can expect to develop efficiency by excluding unnecessary operation and formulating more improved operation process.
