Future of International Space Law in the 21st Century: De Lege Ferenda (21세기 국제우주법의 과제)

  • 이 논문은 21세기 우주개발로 인하여 제기되는 국제우주법의 장래 과제를 분석한 것이며 따라서 1967년 우주조약을 비롯한 기존의 5개 국제우주조약들과 '연성법'(soft law)으로서의 우주법인 5개의 UN결의들은 간략하게 소개하고 lex ferenda로서 제기되는 문제들을 중심으로 연구하였다. 21세기 국제우주법의 lex ferenda로 제기되는 문제는 다음과 같다. 첫째. 우주의 정의 및 경계획정문제와 지구정지궤도(GSO)의 성격과 활용의 문제가' 외기권 우주의 평화적 이용에 관한 위원회'(COPUOS)의 법률소위원회를 중심으로 어떻게 진행되고 있는가 하는 문제를 검토하였고, 둘째. 대기권 상공과 외기권 우주를 비행할 수 있는 새로운 우주운송수단으로 등장하고 있는 우주항공기(Aerospace Vehicle)가 기존의 항공법과 우주법의 관계에서 어떠한 법의 적용을 받아야 하는가의 문제를 검토하였다. 셋째. 그리고 통신위성을 이용하면서 발생하는 저작권법(copy right law) 및 지적재산권(intellectual property) 등의 문제 그리고 우주보험을 포함한 우주의 상업적 이용에서 발생하는 법규범의 문제를 검토하였고, 넷째. 우주활동으로 인해 발생하는 우주잔해(space debris)와 우주환경문제를 다루었다. 마지막으로 그리고 기타 국제우주법관련문제 특히 우주활동을 원활하게 수행하기 위한 '우주물체'(space objects)와 그와 관련된 용어들의 정확한 개념 정의를 명확하게 할 필요성과 우주의 상업적 이용과 우주의 오로지 평화적인 목적을 위하여 중요한 역할을 할 국제민간항공기구(ICAO)나 국제해사기구(IMO)와 같은 장래의 국제민간우주기구(International Civil Space Organization) 등의 설립문제를 검토하였다.

Consideration on Various Conditions of Two-Dimensional Crystal Arrays for the Next Generation PET Detector

  • As a part of the next generation PET project, we have developed a depth of interaction detector which is consist of three-dimensional arrays of GSO crystal elements sized 2.9mm ${\times}$ 2.9mm ${\times}$ 7.5mm. The basic structure of a detector block is 4-stages in depth, one stage is composed of 2 by 2 array of the crystal elements. The blocks are optically coupled to a position sensitive photomultiplier tube. Each crystal element can be in different conditions; rough or chemical etching for the crystal surface. The effect of the difference of crystal surface condition on the detector performance was analyzed in one-dimensional crystal array as a basic study for the three-dimensional detector by a simple model which is considered only probabilities of transmission, reflect and absorption of photons are in a crystal. As the next step, we investigated the effect of different crystal surface condition in a "U shaped detector" which is an array of stacked crystals bending at the center.

The Geolocation Based on Total Least Squares Algorithm Using Satellites (위성을 이용한 Total Least Squares 기반 신호원 측위 알고리즘)

  • The problem of geolocation using multiple satellites is to determine the position of a transmitter located on the Earth by processing received signals. The specific problem addressed in this paper is that of estimating the position of a stationary transmitter located on or above the Earth's surface from measured time difference of arrivals (TDOA) by a geostationary orbiting (GSO) satellite and a low earth orbiting (LEO) satellite. The proposed geolocation method is based on the total least squares (TLS) algorithm. Under erroneous positions of the satellites together with noisy TDOA measurements, the TLS algorithm provides a better solution. By running Monte-Carlo simulations, the proposed method is compared with the ordinary least squares (LS) approach.

  • The interests of HEO is growing due to the congestion of GSO. ITU-R is studying about the pfd for HEO FSS in the 4GHz and 11GHz bands that will adequately protect the FS and, at the same time, will better reflect HEO FSS satellite requirements. We simulated and analysed the interference effects from the USAKU-H2 type of HEO FSS system into the FS receive station in these bands. Based on our analysis, we evaluated if the pfd masks proposed in ITU-R provided the appropriate protection to the FS located at near latitude 40$^{\circ}$N.

  • Co-existence of various wireless systems may cause frequency interference problem. For this reason, frequency sharing studies play a very important role in order to use limited spectrum resources efficiently. Especially, because a satellite system covers a global area in nature, the frequency sharing between the satellite system and terrestrial systems is essential. For satellite systems using Ka bands, we can increase spectrum efficiency by considering off-axis angles of earth station antenna. In this paper, we demonstrate the analysis result of separation distance between the satellite earth station and a terrestrial repeater, and the presented results can be used to design and implement Ka band wireless systems.

A Practical Exciter Model Reduction Approach For Power System Transient Stability Simulation

  • Explicit numerical integration methods for power system transient stability simulation require very small time steps to avoid numerical instability. The EXST1 exciter model is a primary source of fast dynamics in power system transients. In case of the EXST1, the required small integration time step for entire system simulation increases the computational demands in terms of running time and storage. This paper presents a practical exciter model reduction approach which allows the increase of the required step size and thus the method can decrease the computational demands. The fast dynamics in the original EXST1 are eliminated in the reduced exciter model. The use of a larger time step improves the computational efficiency. This paper describes the way to eliminate the fast dynamics from the original exciter model based on linear system theory. In order to validate the performance of the proposed method, case studies with the GSO-37 bus system are provided. Comparisons between the original and reduced models are made in simulation accuracy and critical clearing time.

The Contribution of Small and Medium-Sized Enterprises in the Economic Growth of the Southeast Region of Vietnam

  • This research was conducted to check the impact of factors related to the small and medium-sized enterprises (SME) on the economic growth in the Southeast region of Vietnam, over the years from 1996-2019. This paper applies a combination of FEM, DKSE, GMM, and RIDGE-FEM regression methods to estimate the influence of independent variables on the economic growth of the whole Southeast region with the panel data collected from GSO; and applying the OLS regression model for each province. The study finds that all variables have a statistically significant positive impact on the economic growth of the study area. Accordingly, the importance of the variables is in the following order: (1) the proportion of workers by professional and technical qualification (SMEH), (2) the number of vocational training schools (LnTSCH), and educational level of workers (LnSchool), (3) the number of SME enterprises (LnSME); (4) The average number of years in the schooling of employees in the enterprise (LnSchool); (5) Enterprise capital (LnCAP); and (6) the average number of employees of SME (LnSMER). The research results also show that factors related to the quality of labor resources have a more positive influence on growth than both the labor size and financial capital of SMEs.

Intrinsic Mode Function and its Orthogonality of the Ensemble Empirical Mode Decomposition Using Orthogonalization Method (직교화 기법을 이용한 앙상블 경험적 모드 분해법의 고유 모드 함수와 모드 직교성)

  • In this paper, the characteristic of intrinsic mode function(IMF) and its orthogonalization of ensemble empirical mode decomposition(EEMD), which is often used in the analysis of the non-linear or non-stationary signal, has been studied. In the decomposition process, the orthogonal IMF of EEMD was obtained by applying the Gram-Schmidt(G-S) orthogonalization method, and was compared with the IMF of orthogonal EMD(OEMD). Two signals for comparison analysis are adopted as the analytical test function and El Centro seismic wave. These target signals were compared by calculating the index of orthogonality(IO) and the spectral energy of the IMF. As a result of the analysis, an IMF with a high IO was obtained by GSO method, and the orthogonal EEMD using white noise was decomposed into orthogonal IMF with energy closer to the original signal than conventional OEMD.

Managerial Ability, Managerial Incentives and Firm Performance: Empirical Evidence from Vietnam

  • This study investigates the impact of managerial ability and managerial incentives on firm performance. In particular, it studies how managerial ability factor can exert significant influence on the profitability and the risk of firms. By doing this, the study can provide several policy implications about how managerial ability can influence firm decisions and its corresponding business policies. Data of the study was collected from the Annual Enterprises Survey (AES), which is conducted by the General Statistics Office of Vietnam (GSO) during the 2009-2013 period. After removing firms with insufficient financial information, our final dataset includes over 50,000 firms in Vietnam. The main result of the study shows that there is a significant and positive relationship between managerial ability and firm leverage. This finding indicates that managerial ability significantly plays an important role in making financial decisions. In addition, our study provides empirical evidence about the causal relationship between managerial compensation and firm risk-taking behavior. Specifically, we find that firm risks are significantly associated with compensation schemes including lower delta and higher vega. In other words, our study implies that the sensitivity of CEO wealth to stock volatility can positively affect both delta and vega or managerial incentives schemes.

Optical Monitoring Strategy for Avoiding Collisions of GEO Satellites with Close Approaching IGSO Objects

  • Several optical monitoring strategies by a ground-based telescope to protect a Geostationary Earth Orbit (GEO) satellite from collisions with close approaching objects were investigated. Geostationary Transfer Orbit (GTO) objects, Inclined GeoSynchronous Orbit (IGSO) objects, and drifted GEO objects forced by natural perturbations are hazardous to operational GEO satellites regarding issues related to close approaches. The status of these objects was analyzed on the basis of their orbital characteristics in Two-Line Element (TLE) data from the Joint Space Operation Center (JSpOC). We confirmed the conjunction probability with all catalogued objects for the domestic operational GEO satellite, Communication, Ocean and Meteorological Satellite (COMS) using the Conjunction Analysis Tools by Analytical Graphics, Inc (AGI). The longitudinal drift rates of GeoSynchronous Orbit (GSO) objects were calculated, with an analytic method and they were confirmed using the Systems Tool Kit by AGI. The required monitoring area was determined from the expected drift duration and inclination of the simulated target. The optical monitoring strategy for the target area was analyzed through the orbit determination accuracy. For this purpose, the close approach of Russian satellite Raduga 1-7 to Korean COMS in 2011 was selected.
