A study on Perpendicularity multipoint mode GPS electron floater system of measuring flow velocity (연직 다 지점 GPS 전자플로터 시스템 유속 측정 장치 개발 및 연구)

  • 본 연구에서는 전자 플로터 시스템의 관한 것으로, 특히 수표면 위에서 작용하는 바람, 파도 등의 영향을 거의 받지 않으면서 물의 흐름방향에 순응하여 이동할 수 있도록 함으로써 정확한 유속 측정이 가능하도록 한 연직 다 지점 GPS 전자 플로터 시스템 및 이를 이용한 유속 측정방법을 제시하였다. 일반적으로 대기나 해양, 하천 등에서 유동 유체의 유동상태를 파악하기 위하여 다양한 연구가 진행되고 있다. 이 같은 연구에서 유체의 유동 특성을 파악하기 위해 시뮬레이션을 통한 모델링을 하는 것이 한 방법이나, 이는 실제 유체가 유동하는 환경에서 발생되는 요인들을 나타내기 위해서는 한계가 있기 때문에 실제 측정을 통한 검증만큼 실제적이진 못하였다. 본 연구의 유속 측정 장치는 GPS 수신기를 탑재한 GPS 전자플로터가 수표면에 부유하고 라인으로 연결된 수중 추진부인 가이드볼, 중량보강부재로 구성되어져 있다. 기존 연구의 GPS 전자플로터는 1구형으로 표면유속만 측정 할 수 있었고 바람, 파도와 같은 외부영향에 대한 단점이 있었다. 이를 보완하기 위해 연직 다 지점 GPS 전자 플로터를 개발하였으며 이는 수표면 위에서 가해지는 바람, 파도 등의 영향을 거의 받지 않고, 하측에서 지지해주는 가이드볼이 물의 흐름에 의해 자연스럽게 자전할 수 있도록 구성되어져 보다 원활하게 물의 흐름에 순응하여 이동하고 수심에 따라 가이드볼 개수를 조절할 수 있기 때문에 대하천에서 운용이 가능하다. 이러한 유속 측정 장치 개발은 접근의 위험성과 안정성이라는 장점을 가지고 있으며 대하천 및 중소하천에서도 다양하게 운용이 가능하다. 또한 화학유출사고와 같은 문제가 많이 발생하는 요즘 화학사고와 관련된 연구들에 많은 도움이 될 것으로 사료된다.

소형선박용 전자해도 서비스 개발

  • 소형선에서는 항해지원 장비로 GPS 플로터를 사용하고 있다. GPS 플로터는 전자해도의 업데이트 자율적으로 실행하지 않는 경우, 항해에 필요한 정보를 현재와는 다른 오래된 정보를 사용하는 문제점이 지속적으로 발생하고 있다. 이를 지원하기 위하여 해양수산부에서는 한국형 e-Navigation 서비스를 위한 핵심기술 연구개발 사업을 진행하고 있다. 지속적인 전자해도 업데이트를 제공하기 위한 방법으로 전자해도 제작 및 공급을 관리하는 국립해양조사원으로부터 전자해도를 공급받고, 소형선 선박 단말에 제공하기까지 모든 과정을 계획하고 개발하고 있다. 본 논문에서는 현재까지 개발된 소형선박용 전자해도 서비스 방법과 내용을 소개 하였다.

A Study on a Method to Reduce Marine Pollution Accidents through Tugboat Grounding - Focusing on an Experiment of Indicating the Location of Stranded Accidents on GPS Plotters - (예인선 좌초에 의한 해양오염사고 감소방안에 관한 연구 - GPS 플로터에 좌초사고 위치표시 실험을 중점으로 -)

  • In the event of a marine pollution accident, Korea, which is bordered by the sea on three sides, would suffer tremendous damage. According to an analysis of marine pollution accidents in Korea, most pollutants were small fishing boats and tugboats. In particular, urgent safety measures are required due to the high incidence of marine pollution accidents caused by stranded tugboats. This study aims to decrease secondary marine pollution accidents by preparing measures to prevent accidents by stranded tugboats, the main source of pollution accidents. To this end an experiment was conducted to mark 63 locations where stranded accidents have occurred on the GPS plotters of 61 tugboats operating in Boryeong sea area. Its effectiveness was then investigated. The result showed that there was no stranded accident by the subject ship during the 20-month experiment period. As a result of survey of the captains, 36 out of 40 respondents (90%) stated that the experiment was significantly helpful in ensuring safe navigation, thus confirming its effectiveness. Various measures were proposed to prevent stranded accidents, including providing information to manufacturers and users by marking the location of grounded accidents on GPS plotters and posting the location information of unknown reefs on the official website of institution Korea Hydrographic and Oceanographic Agency.

Speed Limit Violation Warning Function in Trade Ports and Fairways - GPS Plotter and ECDIS Enhancements (항만과 진입수로에서 속력제한 위반 경고기능에 관한 연구 - GPS 플로터 및 ECDIS 기능개선을 중점으로 -)

  • The Korean government has designated speed-limit zones and speed limits in 19 ports and 3 routes to ensure safe navigation and transportation. However, the speed limit differs from port to port, no practical means of management exist. This often leads to violation of the speed limit. Additionally, ship collisions due to human error continue to occur. First, the study analyzed marine accidents that occurred at trade ports and fairways. The result of the analysis revealed the occurrence of 1344 accidents (average 269 cases per year) from 2014 to 2018. Five hundred sixty three accidents involved fishing boats, whereas, merchant vessels were involved in 508 cases. Second, the efficacy of the application of voice and message warnings to GPS plotters and electronic chart display and information system (ECDIS) was reviewed, and these were proposed as measures to inform vessel operators of the hazards of speed limit violation. Third, experts' opinions from relevant agencies and navigation system manufacturers were consulted and it was found that the proposed warning function was technically implementable. The findings are expected to help reduce human error among ship operators and establish a Korean e-navigation system.

  • IMO의 e-Navigation에서 CMDS로 S-100을 결정하였다. 그와 함께 S-100의 개발과 S-100을 기반으로 하는 많은 제품표준이 개발되고 있다. 현재 전자해도, 해저지형, 해수유동의 S-100 기반 제품표준이 개발이 완성단계이다. 본 연구에서는 이를 활용하여 S-100 기반으로 항해계획을 작성하였고, 시뮬레이션을 통해 항해계획에 따라 항해를 시험하였다.

  • Currently, ECDIS and GPS plotters are much used as equipment providing operators with route information, but they do not have any function of automatic route creation and route explanation, so available for only experienced operators. Especially, the present situation is that no study is made of the automatic route creation and route explanation using ENC for ECDIS, substitution system of paper chart. ENC is the electronic navigation chart that is produced using S-52, 5-57 standard format required by IHO. In this paper, an Navigation Guiding System(NGS) is proposed to generate an optimal route where ENC and GPS data is fusioned including the wind direction and speed of an anemometer. The proposed system was testified by a simulation, and its effectiveness was verified.

  • 현재 선박에서 항해사에게 항로정보를 제공하는 장비는 ECDIS와 GPS 플로터가 많이 사용되고 있으나 자동항로생성 및 항로설명기능이 없어 숙련된. 항해사만 사용할 구 있는 문제가 있으며, 특히 종이해도의 대체 시스템인 ECDIS에 사용되는 ENC를 이용한 자동항로생성 및 항로 설명에 관한 연구는 없는 실정이다. ENC는 IHO에서 정의한 S-52, S-57 표준포멧을 기반으로 제작된다. 본 논문에서는 ENC의 해도데이터와 GPS의 위치데이터, Anemometer의 풍향$\cdot$풍속데이터, 조류데이터를 이용하여 현 위치에서 목적지까지의 최적항로를 설계하여 안내해주는 통합형 항해가이딩시스템(INGS)을 구축하여 그 유효성을 확인하였다.

  • Marine accidents of 70.9% have been caused by small ships less than 100 tons in the past 5 years(1998${\sim}$2002). This is ascribable to the graying and lack in expertise on shipping of small ship operators, and merchant ships are hindered from coastal navigation due to the increase of coastal fishing boats and liners. Currently, ECDIS and GPS Plotters are widely used as navigation equipment providing route information to operators, but it can not give any function of automatic route creation and route explanation, so they are available only experienced operators. Especially, the present situation is that no study is made of the automatic route creation and route explanation using ENC for ECDIS, substitution system of paper chart.   • The problem of maritime accidents due to the carelessness of fishing vessels, which is affected by the aging of fishing vessel operators. And there is navigation, communication and fish finder that is installed inside the narrow bridge of a fishing vessel. Therefore these system are monitors as many as of each terminal, which is bad influence on obscuring view of front sea from a fishing vessel bridge. In addition a large problem, it is occurs to reduce of the information recognition ability due to the confusion, which is can not check the display information each of screen equipments. Therefore, there has been demand to simply integrated the equipment, and it has wanted the integrated support system of these equipment. The display must be provided on a fishing vessels such as electronic charts, communications equipments and fish detection into one case. In this paper, the integrated system will be installed the GPS plotter, AIS, VHF-DSC, V-pass, fish finder and power supply in the narrow wheelhouse on a fishing vessel, which is configured in one case and operated by multi function display (MFD). The MFD is integrated to simplify for several multi terminals and provided necessary information on a single screen. This integration fishery support system will has improved in sea safety operation and fishery environment of fishing vessels by this implementation.
