A Study on the Landscape Impact Simulation for Development Projects in Natural Landscape (자연경관 내 개발사업에 대한 경관영향예측 시뮬레이션)

  • This study saw developed to build a landscape monitoring methodology by simulation of landscape effect prediction. A Visual landscape planning and management system has been introduced and implemented by each ministry so as to solve the problems of visual landscape destruction due to recognition on the value of natural landscape of beautiful territory and various development projects. At present, this system emphasizes the importance of the visual and perceptual aspect of the landscape however, there is a lack of techniques required for comprehensively predicting, evaluating, and managing it. Furthermore, sustainable landscape management after the completion of development projects has been inadequately carried out, as the focus has been only on consultation in the planning process of the development project in institutional performance. The viewpoint for judging the change in the visual landscape of the development plan and development project should be selected as the effective point where the development project is expected to result in a remarkable landscape change. As for the method of selecting effective viewpoints, the main viewpoints are selected by analyzing the visible area of the target viewpoint. When selecting the viewpoint centered on the viewpoint target, it was judged that it is possible to reduce the procedure of selecting and checking the existing preliminary viewpoints and widening the effective visible range. The proposed visual landscape monitoring is expected to be able to solve the existing institutional problems, and to be used when the implementers and authors of the development projects review the effects on the landscape.

Prospects of Cumulative Installed Power Capacity of Domestic Offshore Wind Projects for K-RE100 (K-RE100 이행에 필요한 국내해상풍력단지 누적 설치량 전망 연구)

  • The objective of this study was to contribute to domestic offshore wind farms by reasonably predicting the expected completion time and installed power generation capacity of offshore wind projects in South Korea. Offshore wind power is drastically regarded as a core tool for clean energy transition and industrial decarbonization in the fight against the climate crisis globally. Especially in South Korea offshore wind power is the main tool in partaking in RE100 and K-RE100, and the Korean government aims to install 14.9 GW of offshore wind farms by 2030. However, this seems to have been significantly delayed due to the complex process of obtaining permits for offshore wind power in Korea. Thus, a reasonable prediction of power generation and a timeline for the final construction are imperative. To establish the delay time for permit licenses, classified location factors were included into site analysis. These factors comprised reviews of transmission and military operability, environmental impact assessment, maritime traffic safety examination, wind resource assessment and an analysis of current offshore wind projects. According to the analysis, the majority of offshore wind projects currently being developed in Korea are predicted to be delayed by 3-5 years as they are among the criteria included in key discussion points for obtaining permits. The cumulative installed power capacity and annual power generation after construction are expected to be 37 GW and 97 TWh respectively.

An Analysis of Education Programs for Spatial Information System (공간정보체계 인력양성을 위한 교육과정 분석)

  • NGIS project was carried out to accelerate Korea to an information-oriented land. NGIS Project also is to support training projects for GIS specialists as a sub-project. This program has two categories which are long-term courses and short-courses. The long-term courses are for people who want to get a job in SIS(Spatial Information System) field and also for public services personnel who want to acquire the latest SIS technology. Short-term courses are about the latest GIS component technology and utilization spatial data. In this paper, we analyze education programs and training courses relate to SIS. Also we suggest some directions to train specialists for the effective achievement of SIS project. To efficient education for SIS specialist, education programs have courses without repetition and courses are separated by technology type.

A Study of the Efficient Coordination of Logistic Distribution Centers for the China Project

  • Purpose - This paper discussed and illustrated the most efficient method to calculate the distribution centers for a national project in China. Through demonstration of implementing the GIS, spatial analysis, and location calculation model, this paper mainly dealt with the construction distribution problem and inconvenient supply of materials problems. Research design, data, and methodology - In this paper, the research design structure based on three steps: implementing the Geographic Information System to locate the points coordination data, calculating the distribution centers of the project, and optimizing the most efficient and effective coordination. The data of the calculation is from an actual project. The methodology of this paper is summarizing the spatial analysis capabilities and digital graphic data calculation to locate logistics distribution centers, and since the illustration of the calculation is useful for locating the coordination, the result of this paper has certain reference values for the project construction. Results - This paper illustrates the steel and cement resource of every distribution point to confirm the most efficient distribution center location coordination. Conclusions - The integrated logistical management models are used to ensure the results for the purposes of our calculation. The result of the calculation is also a useful example for future Chinese national projects.

  • In this study, and taking into consideration of previous studies a trend of BIM was noticed, related to BIM software analysis and problems. Also, Geo-spatial information technology presented layered standard direction for BIM built harbor structures. Thoughts of this study, existing of two-dimensions and BIM problems based on architecture needs for applications were identified. Also, harbor structures targeting civil-BIM layer of technology-based GIS projects, and Busan International Ferry Terminal to target existing BIM comparison with harbors in the field based on GIS civil engineering-BIM standardization and direction of application could be presented.

Developing the tidal flat information system using satellite images and GIS

  • The costal area where takes up over 32% in domestic teritory is considered as very importantly because it has not only economic facilities such as harbor and an industrial complex but also recreation facilities. Moreover, the tidal flat area has been used as culture ponds and salt farms because this area is occupied by various oceanic species. Also, the tidal flat area has played an important role to purify ocean pollution and maintain an ecosystem. However, the costal ecosystem has seriously threatened by domestic reclamation projects and a large-scale tide embankment during recent 10 years in Korea. This serious problem results in loosing 34%(810$km^2$) of the entire domestic costal area. In this paper, the micro-landform in the tidal flat area, which is called as Garolim bay in Korea, is classified by using Landsat TM images also verified through a filed report. Through the result of this, the tidal flat area is expected to manage efficiently especially through analyzing sediment environment and characteristic of grain size by using satellite images.

  • Korean Land Spatialization Program (KLSP) is a R&D program of the National GIS Project for developing ubiquitous GIS technologies under control of Ministry of Land, Transport and Maritime Affairs. The first program from 2006 to 2012, initiated with $132 million of national fund and $42 million of private matching fund. Aiming 'Innovation of the GIS technology for the ubiquitous Korean land', KLSP consists of five core research projects and one research coordination project. The coordination project's purpose is to practically utilize and commercialize the results of core research projects. Korean Land Spatialization Group (KLSG) is planning a test-bed for testing, integrating, and exhibit- ing the KLSP's outcomes. Integrations of the outcomes are mandatory for the successful KLSG Test-Bed. The main objective of this paper is to introduce KLSP test-bed and three methodologies for integration of the outcomes in KLSP. As a plan of integrations, especially, this paper proposes SWE SOS (Sensor Observation Service) prototype to achieve interoperability of the geo-sensor networks.

  • NGIS projects have been widely proceeded by the central and municipal governments, and the higher cost for proceeding the NGIS projects emphasizes the importance of the data sharing among related agencies. For supporting data sharing, effective data generation, and management. 'THE GUIDELINE FOR MANAGING AND DOCUMENTING GEOGRAPHIC INFORMATION CATALOGUES' has been established and enforced since the year 2002. Although metadata for distributing geographic information through the NGIS distribution network has already been installed, this needs to be complimented to maximize the data utilization. Based on such requirements, a draft standard of the national metadata which is compliant with the ISO 19115 has been proposed from this study. All components of the metadata for distributing geographic information have been included and related metadata items for the management purpose have been derived from domestic and foreign studies. Based on this, draft national metadata standards comprised of 13 sections have been made. The metadata standards from this study could contribute to building basic standards to access and to utilize geographic information in various application field. This would also be fundamental base for activating GIS in public and private sectors.

  • This paper demonstrates Environmental Impact Assessment (EIA) has to be applied for development projects with regard to the ecological, economical and social aspects before any decisions made in the project. Korea has confronted various environmental problems during the last fifteen years, even though EIA has been enacted since 1981. The role of impact assessment in planning and policy processes should be emphasized to investigate the magnitude and intensity of the adverse influences of economic development. In the Seoul Metropolitan Region, it is necessary to apply EIA all urban projects to reduce the adverse effects of urbanization. Special attention should be given to the climatological effects throughout the urbanization process in Korea to keep the urban area energy-efficient. This study intends not only to establish basic data for national-and regional-based land-use policy in the environmental aspects, but also to provide the basic data for the possible climate model (scenarios) that may provide spatial and temporal variability by analyzing the actual climatic record. There is a noticeable impact of urbanization on the atmospheric environment in the Seoul Metropolitan Region. In this sense, the climatic aspect must be taken into consideration in the process of EIA to mitigate the well-known climatic alterations of urbanization. Moreover, the techniques of assessment should be improved by developing geo-reference data sets to build models of the global climate in response to the man-made environmental change.

  • Due to the Korean government's renewable energy support policy such as the renewable energy utilization building certificate and enlarging the compulsory ratio of investment on the public building, the rooftop photovoltaic projects are expanding rapidly. It is very important for the rooftop photovoltaic projects to analyze the shading effect of the adjacent structures or own facilities. But, the photovoltaic arrangements are planned by the experience of the designers or simple graphic tools. The purpose of this study is to build the process model for optimizing of rooftop photovoltaic arrangement based on three-dimensional geo-spatial information.
