A Study on a Basic Model for GIS Audit, Based on Various Types of GIS Projects (GIS 사업유형을 고려한 GIS 감리의 기반 모델 연구)

  • Since 1995, national and local governments have competitively initiated many and large GIS projects and audit for the projects becomes an important issue. So far, the audit in the Information Technology(IT) area has tried to deal with the issue but ineffectiveness has been found for the successful GIS project management. Effective auditing is a critical element for the project management. In order to establish a proper audit model for the GIS projects and to promote auditing activities in the projects, this study constructs two hypotheses and tries to prove them. The hypotheses are as follows : 1) For a good audits model for GIS, unique characteristics of a GIS project audit items and the scope of the audit need to be identified. 2) The scope of audit needs to be classified according to the requests from tasks in the projects. To prove the hypotheses, this study analyzes positive aspects of audit in IT and construction projects, clarifies the audit items in GIS projects by comparing with them, and classifies the scope of the GIS audit based on various types of GIS projects. As a results, 5 types of the GIS audit are identified : (1) audit for project management, (2) audit focused on IT, (3) audit characterized by GIS technologies, (4) GIS database audit and (5) consulting services for critical problems in the projects. In addition, 4 criteria in classifying the GIS projects are suggested for the GIS audit. The 4 criteria are domain, scope, duration, and GIS applications technologies. Especially, GIS technology considered in this study includes GIS software, methodologies for GIS development, GIS database and quality control of GIS data, which are not usually reflected in the existing studies about in GIS audit. Because the GIS audit depends on a type of GIS projects, scopes of the audit can be flexibly reconstructed in accordance with the types of GIS projects. This is a key to effective and realistic audit for the future GIS projects. Strategies for effective GIS audit are also proposed in terms of the following: GIS project management, goal establishment in each audit stage, documentation from GIS audit, timing strategies for intensive GIS audit, and designing team structure.

  • The considerable budgets for the 2nd-phase NGIS projects are allocated to the projects for developments of the GIS applications. Especially, the 78 local governments are major users of GIS application systems. In spite of GIS necessity in local government, whether a GIS is 'good' or bad, depends on its implementation and operation. How to implement GIS in effective wav and how to measure GIS effect for justifying GIS funding can be major concerns. Because it takes minimum 3-4 years to equal the costs and benefits of GIS, the long-terms implementation strategies for GIS project in local government are required. In order to establish a proper implementation model for the GIS application projects and to promote activities in the projects, this study considers several problems in accordance with the phases of GIS evolution and solutions of these problems. Based an the GIS auditing and consulting experience in local governments, this study constructs a GIS implementation and maintenance model in long and comprehensive perspective. This model can be a key to affective and realistic implementation for the future GIS projects.

  • One of the biggest problems found from the results of the various GIS-related projects which have been fulfilled by many local self-governing bodies is as follows. Many GIS projects have been undertaken without the proper review on National Standards on GIS, the information master plans for the development of the municipalities, and the GIS master plans which should be followed by the former ones with the relatively detailed implementation planning. Because these projects were to be done at most with little considerations of the formerly mentioned materials such as vision, goals, strategies, and the implementation planning, it is quite doubtful that a GIS project could play a proper role as an element in the integrated information system. As an effort to solve this problem, this paper first analyzes the types of the GIS projects done by many municipalities, proposes a recommended procedure for a life cycle of a GIS project and for a GIS master plan based on the information master plan for a municipality.

  • The GIS(Geographic Information System) projects require big initial investment and cost of maintenance. Decision makers would not launch GIS projects unless they are convinced of the benefits of the projects. Therefore the purpose of this paper is to develop an appropriate model for GIS project evaluation. We proposed a GIS project evaluation model and summarize the steps involved in Cost-Benefit Analysis(CBA). The costs of a GIS implementation include hardware and software cost, costs of database development, training expenses, annual maintenance expenses, and other annual expenses. The benefit by using GIS has been assessed into Type I(direct benefits), Type II(indirect benefits), Type III(benefits that result from the sale of information services), Type IV(intangible benefits).

  • Recently, local governments have started projects of implementing Geographic Information Systems (GIS) as an infrastructure for the collection, storage, and analysis of the spatial information. So far, these projects have been approached from the areas such as the civil engineering and the computer science perspectives. Nonetheless, in order for a GIS project to be successful, it should be approached from the management perspectives as well. In this paper, the authors discusses about the management issues such as the determination of priority of the sub-projects, the organizational structure that takes charge of the project and the evaluation of the performance of the project.

An Approach of Cost-Benefit Analysis for GIS Project Evaluations (지리정보 사업의 비용편익 분석의 고찰)

  • This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.

  • One of the biggest problems found from the results of the various GIS-related projects is this. In spite of the fact that there is a national standards on GIS data structures, in building and managing the information on a variety of facilities in an area, each of the concerned organizations has been building the information using their own standards on the selection and organizations of the target facilities, naming convention, and coding regulations of the selected facilities. This distinctively exposes the limits and problems of the national GIS data standards in adopting to the regional GIS projects, resulting in considerable problems in sharing the information already built. The national GIS data standards, therefore, should be expanded and revised. As an effort to solve the above-mentioned problems, this paper suggests an idea on the revision and expansion of the national GIS data standards in the field of road and related facilities. It is believed that same efforts should be made for the other areas of the national GIS data standards to increase the applicability to various GIS projects.

  • The history of GIS in Japan have been started from the Mesh-data at 1969 and the UIS (Urban Information System) at the early 1970's, and recently we can find the tenn of GIS in many fields and places in Japan. Specially after the Earthquake disaster of Kobe, the importance of the Emergency Management System and the Spatial Data Framework have been growing quickly and the studies and projects of GIS have been increased more and more. I hope that the study about the history and the recent situation of GIS in Japan can show the right way for many GIS projects in our country and so we can be escaped from the amusement of time and money, because the land Regulation System and the Concept of Land Ownership of Japan are very similar to those of Korea. For that purpose, first, I try to trace the history and the present situation of GIS, UIS, FM/AM and Spatial Database Framework in Japan, second, to identify the advantages and disadvantages and problems of Japanese system and finally to suggest more propper way for the GIS projects in Korea.

A Study on Integration Strategies for e-Government and GIS in Korea (전자정부 구현을 위한 GIS 연계방안 연구)

  • Geospatial information and technologies are considered as a fundamental element in the foreign advanced e-governments. Integration of e-Government and GIS technology should be an important task for the Korean e-government. Purpose of this study is to propose integration strategies for Korean e-Government and National GIS projects in a GIS perspective. For the successful integration this study analyzes the evolutional stages of e-Government and changes of GIS paradigms in a more comprehensive way. This study hypothesizes that integration of e-Government and GIS can create greater synergic effects fur the improved citizen services and increased efficiency of governmental administration. To verify the hypothesis, cases of advanced e-Governments in the foreign countries and progress of the Korean e-Government projects are compared and integration strategies are suggested. The strategies are as follows: expanded integration of geospatial and text-based information in e-Government for the greater synergic effects, implementation of GIS portal for e-Government, and development of a variety of geospatial information services for easy access and public participation. Most importantly, innovation of the institutional environments can be considered as an essential requirement to enhance and broaden interdepartmental partnerships. To realize the integration strategies suggested, this study presented the future projects under the following 5 topics: 'service', 'integration of information', 'technology', 'organization' and 'infrastructure for integration'. It is expected that results of this study can contribute to the bigger picture of Korean e-Government and the third National GIS master plan in 2006.

A Study on Cost-Benefit analysis for Geographic Information Systems in Local Governments (지자체 GIS사업을 위한 비용효과분석 연구)

  • Because efficiency of the 1st-phase NGIS investment(1995-2000) has not been clearly measured, the action taken in the 2nd-phase NGIS project requires NGIS budgets to be evaluated in terms of effectiveness. Especially, the effective investments in local governments are critical for the NGIS projects, because they execute the much larger amount of budgets in total than other GIS projects. As indicated, for the successful NGIS implementation, it is important to obtain continuous political and financial supports from decision makers. As a persuasion measure for the budget appropriation, CBA(Cost-Benefit Analysis) and CEA(Cost-Efficiency Analysis) can play an important role for the decision makers. The major concern of this paper is how to measure the costs and benefits of the GIS implementation by considering important characteristics of the GIS projects in local governments, and existing theories are reviewed for this concern. The GISs in local governments can have different stages in terms of its evolution and the effectiveness of the applications can be represented variously. To identify categories for measuring costs and benefits of the various GISs, case studies and success stories are reviewed from both the foreign and domestic research. The categories of costs and benefits are determined from the tangible and intangible aspects. The categories for the quantitative and qualitative measure are proposed to evaluate the GISs in local governments. After measuring costs and benefits, three key evaluation methods in cost-benefit analysis are suggested as follows: 1) the benefit: cost ratio (B/C), 2) Internal Rate of Return (IRR), and 3) the net present values (NPV) of the costs and benefits. The sensitivity and uncertainty analysis are also helpful to make a decision for the GIS budget appropriation in local governments. In conclusion, although cost-benefit analysis is not an easy undertaking, it is certain that it can play an important role in the future for the GIS funding decisions in local governments.
