  • Forest fire monitoring prototype system was developed by National Development Agency of Japan (NASDA) and the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF) to verify the usefulness of interoperabile system to study new services of Earth observation satellite data distribution for a practical application. In this system, a standard interface of Web based GIS technology, OpenGIS Consortium (OGC) technology, was adopted. This system is also expected to encourage data sharing activities in Digital Asia Network (DAN) as a demonstration system.

  • The high prices of satellite images prevent researchers from studying remote sensing and most non-professional people doesn't have the simple and easy solutions for the manipulation of satellite images. "Integrated Management of Satellite Imagery Information" project which will be promoted by ETRI (Electronics and Telecommunications Research Institute) will provide the solutions for the above mentioned problems. We will introduce the archiving center in this study. This includes the data construction, storage, management and distribution. We first review the background for this archiving center and introduce the interior and foreign institutes which archive and distribute satellite images. We review our H/W system and S/W system briefly. Finally, the further service of our project will be suggested. Since we will distribute the satellite images (Landsat, SPOT, JERS, Corona, Kompast-1) and will receive Landsat7 ETM+ in 2003 you, this will help the professional work dealing with the satellite image and attract the non-professional people for simple and easy manipulation solutions of satellite image.

  • The goal of this paper is to calculate flood elevation by applying temporal distribution of rainfall through HEC-RAS(Hydrologic Engineering Center's River Analysis System) and to automatically create areas of flooding by a user-defined spatial model based on GIS using calculated values of flood elevation and detailed data of topography. Accuracy of topographic data is the most important factor because of deeply changing analysis results of flooding areas of a river. Therefore, this paper suggests a method of attributive and spatial data construction based on the GIS using UIS(Urban Information System, river-related reports, and hydrologic information. Also, we implement an expression system to provide analysis results extracted from the proposed model.

  • Potential and capabilities of GIS in planning and decision-making is widely known as an experimental tool, but its existence in real-world application is yet to realize. GIS originated in the field of cartography and even at today it is mainly used as a tool for map production. Number of reasons could bring forward for this shortcoming. Limited real-world applications could be a significant one among them. This paper describe an attempt to use GIS technology in Lao PDR where a study team was involved in formulating a Master Plan for national healthcare system. A database was created for the whole country with spatial and descriptive data gathered from various sources. Attempt was made to demonstrate the potential of GIS by using the database for identifying healthcare status, distribution of resources, recognizing deprived areas and locating areas for future investments based on accessibility and social status. The approach justified the investment on a GIS system and introducing the system in the planning sector from grass-root level to central level.

  • With the ready access to the high resolution satellite image data, users of and areas covered by satellite image data are constantly on the rise world-wide. Korea will also be able to take full advantage of the satellite data once the KOMPSAT is successfully launched. Harmonizing satellite data production and application technology and users' needs, along with the guiding policy is essential for promoting satellite data use. Up to now, the Korean government has mainly concentrated on developing production technology for the satellite units. However, the imminent task of independent satellite data production demands a promotion policy for satellite data use. In this context, the policy is defined as an important medium for identifying the role and status of satellite image information at the national level and also Preparing the legal as well as systematic foundation for producing, building, distributing, and packaging satellite data. For example, in the countries with the advanced satellite technology, such as the United States, the United Kingdom, and Australia, digital ortho image and digital elevation model (DEM) are mandatorily included in the National Geographic Framework Data through policy measures. In addition, in order for the efficient provision of the satellite data, separate organization or agency is being in operation for the exclusive production and distribution of the satellite data. The present paper aims to examine the role and status of the satellite data as well as their current status and problems in Korea in reference to the National Spatial Data Infrastructure, and finally to provide the policy directions to promote the satellite data use in public sector on the basis of the preceding analyses.

The Coverage Area for Extended Delivery Service in Eastern Economic Corridor (EEC): A Case of Thailand Post Co., Ltd

  • Purpose: This paper aimed to study the current locations of post offices to analyze service coverage area for parcel delivery in the Eastern Economics Corridor (EEC), which must be considered in the last mile to extend delivery service for e-commerce growth. Thailand Post was the case study in this paper. Research design, data and methodology: To involve solving the delivery service area under the last mile condition, the authors proposed a network analysis to determine service radius by employing a Geographic Information System (GIS). Furthermore, this paper applied Dijkstra's algorithm as a network analysis tool from GIS for analyzing the last mile service coverage area in a new economics zone. At the same time, the authors suggested an approach as a solution to locate last mile delivery center in EEC. Results: The results of the study pointed out that Thailand Post should consider more last mile delivery centers in EEC to support its express service in urban areas as well as improve the efficiency of service coverage for parcel delivery and create more advantages against competitors. Conclusions: This paper proposes a network analysis to extend the last mile service for parcel delivery by following Dijkstra's algorithm from GIS and a solution approach to add more last mile delivery centers. The results of the research will contribute to boosting customer satisfaction for last mile delivery service and enabling easy accessibility to a service center in EEC.

  • Imagery and gridded data can be used as the sources of extracting important information and data layers in utilizing GIS. The existing metadata standard to distribute and to utilize the geographic information are mainly concentrated at the vector data and do not provide metadata components for imagery and gridded data. In this study, metadata components for imagery and gridded data have been investigated. Firstly, existing international metadata standards such as ISO and domestic standards of TTA have been analyzed. Based on th results, the draft metadata for imagery and gridded data have been proposed as the extensions of domestic metadata standard distribution. The draft metadata could contribute to build the basic standards to access and utilize proper imagery and gridded data fit to various application field, and this will be fundamental bases for activating GIS in public and private sectors.

The Present Condition of Nursing Home & Accessibility to Health Center and Hospital from Nursing Home in Rural Area by Web GIS Analysis (노인장기요양시설의 현황 및 Web GIS 분석에 의한 농촌지역 요양시설과 보건소·병원간의 접근성)

  • The purpose of this study is to have detailed data of the distribution, locations, and the amount of people in the waiting line of the nursing home. Also, we studied the accessibility to the facilities by using Web GIS to analyze the transit time it takes from the nursing home to health center and hospitals. We can provide the basic data that could contribute when future plans for the nursing homes' locations, health and medical policy are made. The results are as follows. 1. The nursing homes are stiffly concentrated in regions of Seoul and Gyeongi-do where large number of the elderly covered by long-term care insurance and the waiting line was very long for the elderlies to enter the nursing homes. In these cities of Ulsan and Jeju where number of the elderly covered by long-term care insurance is relatively small, there were less facilities. 2. The nursing homes located in urban areas had higher occupancy rate and higher number of people in the waiting line. 3. The average time taken by driving from the nursing homes and health center was 10 minutes and there was not a noticeable difference between the cities. Driving from the nursing homes to hospitals in rural areas took 22 minutes which is 2.5 times of the time taken for urban areas. Daegu-si and Incheon-si had relatively short distance from the nursing homes and the hospitals while Jeju-do had the furthest. For rural areas, it is needed for health center to be equipped with a wider medical coverage, have closely connected with hospitals to minimize the differences they have from ones in rural areas. It is also needed to have ambulances equipped for tele-medical examination and treatment system.

Relationship Between Manganese Nodule Abundance and Geologici/Topographic Factors of the Southern KODOS Area in the Northeastern Equatorial Pacific Using GIS and Probability Method

  • The aims of this study are to construct database using geostatistics and Geographic Information System (GIS), and to derive the spatial relationships between manganese nodule abundance and each factor affecting nodule abundance, such as metal grade, slope, aspect, water depth, topography, and acoustic characteristics of the subbottom using the GIS and probability methods. The greater is the copper and nickel grade, the higher is the rating. The distribution pattern of nickel grade is similar to that of copper grade. The slopes are generally less than $3^{\circ}$, excluding seamounts and cliff areas. There is no increment in the rating with increasing slope. The rating is highest for slopes between 2.5 and $3.5^{\circ}$ in block B2 and between 3 and $6^{\circ}$ in block C1. The topography is classified into five groups: seamount, hill crest, hill slant, hill base or plain, and seafloor basin or valley. The ratings prove lowest for seamount and hill crest. The results of the study show a decrease in the rating with an increase in water depth in the study area. There was a poor relationship between manganese nodule abundance and the thickness of the upper transparent layer in block C1. Using GIS, it is possible to analyze a large amount of data efficiently, and to maximize the practical application, to increase specialization, and to enhance the accuracy of the analyses.

Seismic Zonation of Site Period at Daejeon within Spatial GIS tool (공간 GIS 기법을 활용한 대전 지역 부지 주기의 지진 구역화)

  • Most of earthquake-induced geotechnical hazards have been caused by the site effects relating to the amplification of ground motion, which are strongly influenced by the local geologic conditions such as soil thickness or bedrock depth and soil stiffness. In this study, an integrated GIS-based information system for geotechnical data, called geotechnical information system (GTIS), was constructed to establish a regional counterplan against earthquake-induced hazards at an urban area, Daejeon, which is represented as a hub of research and development in Korea. To build the GTIS for the area of interesting, pre-existing geotechnical data collections were performed across the extended area including the study area and a walk-over site survey was additionally carried out to acquire surface geo-knowledge data. For practical application of the GTIS used to estimate the site effects at the area of interesting, seismic microzoning map of the characteristic site period was created and presented as regional synthetic strategy for earthquake-induced hazards prediction. In addition, seismic zonation for site classification according to the spatial distribution of the site period was also performed to determine the site amplification coefficients for seismic design and seismic performance evaluation at any site in the study area. Based on the case study on seismic zonations at Daejeon, it was verified that the GIS-based GTIS was very useful for the regional prediction of seismic hazards and also the decision support for seismic hazard mitigation.
