A New Implementation Strategy and Conceptual System Architecture for the Seoul Metropolitan Government's GIS (서울시 지리정보시스템(GIS) 구축의 기본방향과 시스템구조)

  • Seoul metropolitan government has produced fundamental digital map products and developed various GIS applications for years according to the GIS implementation plan established in 1995. However, the city's recent organization restructuring and prioritized large scale database construction projects for unemployed workers have changed the original GIS implementation schedule. The information strategy plan for the Seoul metropolitan government that represents development and use of common organization -wide database and seeks for providing high quality information services for citizens also require reestablishing the city's GIS implementation strategy. This paper discusses a new implementation strategy and suggests conceptual system architecture for the Seoul metropolitan government's GIS in order to implement a comprehensive urban information system(UIS) based on contemporary GIS technologies.

  • The purpose of this paper is to analyze the implementation of the GIS infrastructure systems for the u-City, GIS base u-City represents spatial information derived fields, such as geographical distribution of the urban boundaries, physical configuration of the urban locations and cultural characteristics of the urban history. These three aspects relate to urban infrastructure systems implementation, urban monitoring center implementation, and spatial database implementation. In terms of the GIS based u-Ci쇼 urban infrastructure implementation systems, the u-City depends on IT contents and spatial features. IT contents are strongly related to IT839 strategy due to the national agenda is "u-Korea". GIS should contribute to u-City construction through the spatial analyses methods. For these methods various GIS functions will guide to u-City's distribution, location, and characteristics of urbanization. The infrastructure consists of road and road facilities, underground facilities, related agencies facilities, dispatch systems, environmental systems, and urban planning. These six units of the urban infrastructures have spatial databases that consist of spatial configuration, such as dots, lines, and polygons in order to draw the spatial distribution of the u-City GIS based u-City urban infrastructure implementation systems should deal with It convergence to generate fusion affects.

  • The considerable budgets for the 2nd-phase NGIS projects are allocated to the projects for developments of the GIS applications. Especially, the 78 local governments are major users of GIS application systems. In spite of GIS necessity in local government, whether a GIS is 'good' or bad, depends on its implementation and operation. How to implement GIS in effective wav and how to measure GIS effect for justifying GIS funding can be major concerns. Because it takes minimum 3-4 years to equal the costs and benefits of GIS, the long-terms implementation strategies for GIS project in local government are required. In order to establish a proper implementation model for the GIS application projects and to promote activities in the projects, this study considers several problems in accordance with the phases of GIS evolution and solutions of these problems. Based an the GIS auditing and consulting experience in local governments, this study constructs a GIS implementation and maintenance model in long and comprehensive perspective. This model can be a key to affective and realistic implementation for the future GIS projects.

  • By managing not only geographical information but also various kinds of attribute data. GIS presents useful information for decision-makings. Most of decision-making problems using GIS can be formulated into network-optimization problems. In this study we deal with the implementation of network optimization system that extracts data from the database in GIS. solves a network optimization problem and present optimal solutions through GIS' graphical user interface. We design a nitwork optimization system and present some implementation techniques by showing a prototype of the network optimization system. Our network optimization system consists of three components : the interface module for user and GIS the basic network the program module the advanced network optimization program module. To handle large-scale networks the program module including various techniques for large sparse networks is also considered, For the implementation of the network optimization system we consider two approaches : the method using script languages supported by GIS and the method using client tools of GIS. Finally some execution results displayed by the prototype version of network optimization system are given.

  • OGC(Open GIS Consortium) suggests the 'OpenGIS Simple Feature Specification for CORBA' which is the OpenGIS implementation specification for CORBA to specify standard interfaces for reuse and interoperation among distributed heterogeneous GIS resources in the CORBA distributed computing environment. An OpenGIS server that supports this implementation specification moat correctly implement all interfaces defined in the OpenGIS implementation specification to be interoperable with wrapped GISs efficiently. In this paper, we have designed and implemented an OpenGIS server based an object relational GIS, called GEUS that integrates GIS and database technologies to provide spatial data types and spatial operators from the DBMS engine level. In the CORBA distributed computing environment, clients can access geospatial data stored in GIS wrapped by the OpenGIS server through the standard interfaces defined in the OpenGIS implementation specification for CORBA. In addition, clients can use geospatial operation features provided by a back-end GIS and interoperate with other GISs.

  • Despite of a huge amount of GIS data were distributed in the private sectors, they were gradually decayed due to lack of the legal preparation or civilian data distribution channels. In order to solve these problems this study was mainly focused on the civilian GIS data distribution and demonstrated a proposed direction through the requested questionnaire and analysis of the civilian enterprises and public sectors for the favorable civilian GIS distribution flow. The implementation of the civilian GIS data distribution center(provisional name) was proposed fir the civilian GIS distribution flow because of the fact that civilian sectors were seriously requested to build and to operate the civilian GIS distribution organization through the result of the requested questionnaire. The requested questionnaire items were selected as the civilian enterprises distribution, data implementation and management, low and regulations, NGIS distribution network business, and civilian GIS distribution renter build to activate and to participate civilian GIS distribution. Therefore, three implementation models and three implementation operation were proposed to guide a roll of the civilian GIS data distribution center and the distribution boundaries.

A Study on Advanced Model for GIS Connection and Integration in Local Governments (지자체 GIS 통합.연계 고도화 모델 연구)

  • As applications of GIS technology have grown in local governments, the wider and integrated use of spatial information is demanded more than before. Particularly because 70-80% of administrative information in local governments are related spatial, it becomes a key issue to connect and integrate non-spatial information with spatial information for more advanced use of GIS applications in local governments. The purpose of this study is to establish an advanced Implementation model by analyzing obstacles in existing GIS applications and suggesting implementation strategies. The strategy, as an important part of the model, includes efficient information sharing, establishment of commonly usable GIS Database, architectural improvement for Enterprise GIS in terms of database and system implementation, standardization far the model, and establishment of spatial infrastructure in the local governments. The study concludes that administrative collaboration in a horizontal and vertical perspective has a highest priority for the implementation of the model.

  • In this paper, we implement a spatial data management system which is based on GIS technology. GIS technology is tightly related with spatial information and will be important method for future information-oriented society. The implemented system collects and manages spatial data. In the implementation, we use PostgreSQL DBMS. We also implement magnification, reduction, movement and search functions in the system.

  • We describes functions, design, and implementation of Awarematics/WMSServer in this paper. Awarematics/WMSServer is a open-source web map service server developed Kunsan National University and National Information Agency(NIA). Recently in GIS areas, It tends to increase System Construction which developed by using Open-source GIS, but we have not developed yet ourself-made Open-source GIS Engine in Korea. This paper describes function, design, and implementation of Awarematics/WMSServer serviced and developed by NIA and Kunsan Natioanl University.

  • In the process of GIS implementation, various unexpected problems could be uncovered. If neglected, these problems would make GIS implementation much more difficult. In order to improve GIS implementation along with alleviating these problems, the following are recommended. First, in establishing GIS master plans the Korean government has to have a better understanding not only on financial and technological feasibilities, but also on organizational culture, employees' experience and perception on new technology, etc. Second, to avoid overlapping investments and technical problems such as discrepancies between digital maps drawn by different agencies and between traditional parcel maps and digital maps, a unified and/or coordinated GIS map-making system and departmental coordination are required.
