Audit Checking Items for the Efficient GIS Audit (효율적인 GIS 감리를 위한 감리 점검항목)

  • The construction of the Geographical Information System(GIS) is continuously in progress, and with the diversification and complication of the system, the importance of its audit is further deepened. At this point in time, the information system audit has been obligatory as it has been stipulated in law, and the GIS audit has come to follow the criterion of the information system audit since it belongs to the information system audit category. However, it was found that there was a difference between the current information system audit standard and the former GIS audit standard, and the audit checking items for the efficient GIS audit is necessary. For this reason, this paper surveyed the characteristics of GIS in accordance with this necessity, analyzed the GIS audit checking items found in the audit performance guideline of the GIS audit standard, and studied the GIS development methodology through the related literature. In addition, this paper also elicited and proposed the audit checking items for the efficient GIS audit based on the findings of this paper. Finally, this paper confirmed the efficiency of the GIS audit checking items proposed here through the comparison of the actual cases of GIS audits.

  • The purpose of this study is to set up the GIS Audit methodology through the definition of standard procedure ailed GIS Audit criteria and the result of preliminary study about the GIS Audit. the frame of GIS Audit criteria and the result of preliminary study about the GIS Project and check the GIS Audit methodology is to define a standard process of GIS Project and check the GIS Project according to the standard process. We named the method as CASP(GIS Audit Standard Procedure). GASP method means doing Pilot Project for setting the sample standard procedure(named Prototype) of total GIS Project process, and checking the activity to fulfill the prototype. GASP method is advanced method for GIS Audit to analyze the full range of GIS Project and characteristics of GIS contents.

A Study on a Basic Model for GIS Audit, Based on Various Types of GIS Projects (GIS 사업유형을 고려한 GIS 감리의 기반 모델 연구)

  • Since 1995, national and local governments have competitively initiated many and large GIS projects and audit for the projects becomes an important issue. So far, the audit in the Information Technology(IT) area has tried to deal with the issue but ineffectiveness has been found for the successful GIS project management. Effective auditing is a critical element for the project management. In order to establish a proper audit model for the GIS projects and to promote auditing activities in the projects, this study constructs two hypotheses and tries to prove them. The hypotheses are as follows : 1) For a good audits model for GIS, unique characteristics of a GIS project audit items and the scope of the audit need to be identified. 2) The scope of audit needs to be classified according to the requests from tasks in the projects. To prove the hypotheses, this study analyzes positive aspects of audit in IT and construction projects, clarifies the audit items in GIS projects by comparing with them, and classifies the scope of the GIS audit based on various types of GIS projects. As a results, 5 types of the GIS audit are identified : (1) audit for project management, (2) audit focused on IT, (3) audit characterized by GIS technologies, (4) GIS database audit and (5) consulting services for critical problems in the projects. In addition, 4 criteria in classifying the GIS projects are suggested for the GIS audit. The 4 criteria are domain, scope, duration, and GIS applications technologies. Especially, GIS technology considered in this study includes GIS software, methodologies for GIS development, GIS database and quality control of GIS data, which are not usually reflected in the existing studies about in GIS audit. Because the GIS audit depends on a type of GIS projects, scopes of the audit can be flexibly reconstructed in accordance with the types of GIS projects. This is a key to effective and realistic audit for the future GIS projects. Strategies for effective GIS audit are also proposed in terms of the following: GIS project management, goal establishment in each audit stage, documentation from GIS audit, timing strategies for intensive GIS audit, and designing team structure.

  • The purpose of this study is to present a methodology of GIS audit system which fully reflects standardization regarding GIS. With the recognition of the problems stemming from data exchange, building costs, and budget waste, this study utilized the standardization for evaluation factors of GIS audit. After analyzing the advantages and disadvantages of current audit methodology, this study pointed out the importance of audit, then presenting main audit factors followed by analyzing national standardization and extracting contents of audit to be added into the existing auditing items. Through the analysis of different types and characteristics, and both advantages and disadvantages of GASP, this study identifies and introduces a highly improved and practical methodology called Modified-GASP (M-GASP) that is basically set to be complementary and supplementary to GASP. Ultimately, the result of this study will support the higher degree of efficiency, stability, and extendability of GIS system, not to mention of strengthening the competitiveness of organizations involved.

  • 지리정보시스템(GIS)의 구축은 활용범위를 점차 확대하여 지속적으로 추진되고 있으며, 이러한 시점에 효율적인 정보시스템 구축을 위하여 정보시스템 감리 의무화가 법제화 되었다. 그러나 일반 정보시스템 구축과는 그 특성을 달리하는 GIS 구축에 있어 동일한 감리기준으로 시행하게 됨에 따라 GIS 감리 효율성을 확보 하는데 어려움이 있었다. 본 논문에서는 효율적인 GIS 감리를 위하여 기본적으로 GIS 특성연구와 감리 의무화 법제화 이전 GIS 감리기준과 개발방법론 등의 연구를 통하여 GIS 감리 점검항목을 연구 도출 하여 제안하였다. 또한 제안한 점검항목에 대하여 실제 GIS 감리 사례와 비교를 통해 실효성 검증을 시도하였다.

  • 본 논문의 목적은 GIS특성이 반영되고 표준화를 적극 활용한 GIS 감리중점사항을 제시하는데 있다. 이를 위해 GIS를 정보시스템의 한 분야로 간주하여 정보시스템의 개발과정의 단계를 살펴본 후에 GIS의 데이터제작단계를 추가하여 GIS 감리중점사항을 제안하였다. 감리중점사항의 제시를 위해 GIS 감리에 관련된 기존연구와 감리사례별 연구를 통해 감리중점분야를 도출하여 각 분야의 중점감리사항을 제시하였다. 특히 현재 국내에 제정된 표준화목록을 대상으로 각각의 표준화를 분석, 정리하여 표준화 부분의 감리중점사항으로 제시하였다. 따라서 본 연구결과를 GIS 감리업무 종사자가 작업지침의 일부로 활용함으로써 감리수행 활동이 적절히 진행되고 있는지를 확인할 수 있고 궁극적으로 GIS 활용시스템의 효율성, 안전성, 확장성 등의 확보에 기여하리라 사료된다.

New Environmental Impact Assessment Technology (신환경영향평가기술(新環境影響評價技術)의 개발방향(開發方向))

  • The purpose of this study is to identify the problems of environmental impact assessment(EIA) and to suggest new EIA technology. The problems of EIA in Korea can be summarized as follows. First, the EIA does not reflect the impact of policy, plan and program on environment. Second, the project EIA does not consider the cumulative impacts such as additive impacts, synergistic impacts, threshold/saturation impacts, induced and indirect impacts, time-crowded impacts, and space-crowded impacts. Third, the EIA techniques in Korea are not standardized. Finally, the present EIA suggests only alternatives to reduce adverse impacts. To solve above-mentioned problems, the development of new EIA technology is essential. First, the new EIA technology should be developed toward pollution prevention technology and comprehensive and integrated environmental management technology. Second, new fields of EIA for pollution prevention contain strategic environmental assessment, cumulative impacts assessment, socio-economic impact assessment, cyber EIA and EIA technology necessary after the reunification of Korean Peninsula. Third, EIA technology for integrated environmental management contains the development of integated environment assessment system and the development of packaged EIA technology. The EIA technology for integrated environmental assessment system contains (1) development of integrated impact assessment technology combining air/water quality model, GIS and remote sensing, (2) integrated impact assessment of EIA, traffic impact assessment, population impact assessment and disaster impact assessment. (3) development of integrated technology combining risk assessment and EIA (4) development of integrated technology of life cycle assessment and EIA, (5) development of integrated technology of spatial planning and EIA, (6) EIA technology for biodiversity towards sustainable development, (7) mathematical model and GIS based location decision techniques, and (8) environmental monitoring and audit. Furthermore, there are some fields which need packaged EIA technology. In case of dam development, urban or industrial complex development, tourist development, landfill or combustion facilities construction, electric power plant development, development of port, road/rail/air port, is necessary the standardized and packaged EIA technology which considers the common characteristics of the same kind of development project.
