A Study on the Construction of Integrated GIS in Local Government (지방자치단체의 통합형 GIS 구축에 관한 연구 - 일본의 사례를 중심으로 -)

  • The purpose of this paper is to investigate the components to be considered when we construct the integrated GIS. Capability has always to be related to application. In this perspective, the range of integrated GIS's capabilities is more extensive than this existing GIS. Using in the case of Japan's local government, when we want to build the integrated GIS, it is necessary to consider the following things. First, the overall manuals are required. Second, the common spatial database should be build to satisfy outsider user as well as inner user. And last, the chief of local government should gain the sympathy of the member of community.

Distributed Rainfall-Runoff Modeling Using GIS (GIS를 이용한 분산형 강우-유형 모형의 개발)

  • This study is conducted to eveluate the potential of a GIS to assist an application problem. GIS has been applied to rainfall-runoff modeling over Soyang area. Various rainfall-runoff models have been developed over the years. A distributed rainfall-runoff model is selected because it considers the topographic characteristics over the basin. GIS can handle the spatial data to enhance the modeling. GRASS-a public domain GIS S/W-is used for GIS tools. Digital database is generated, including soil map, vegetation map, digital elevation model, basin and subbasin map, and water stream. The inpu data for the model has been generated and manupulated using GIS. The database, model and GIS are integrated for on-line operation. The inflow hydrographs are tested for the flood of Sept., 1990. This shows the promising results even without the calibration.

A Study on Integration Strategies for e-Government and GIS in Korea (전자정부 구현을 위한 GIS 연계방안 연구)

  • Geospatial information and technologies are considered as a fundamental element in the foreign advanced e-governments. Integration of e-Government and GIS technology should be an important task for the Korean e-government. Purpose of this study is to propose integration strategies for Korean e-Government and National GIS projects in a GIS perspective. For the successful integration this study analyzes the evolutional stages of e-Government and changes of GIS paradigms in a more comprehensive way. This study hypothesizes that integration of e-Government and GIS can create greater synergic effects fur the improved citizen services and increased efficiency of governmental administration. To verify the hypothesis, cases of advanced e-Governments in the foreign countries and progress of the Korean e-Government projects are compared and integration strategies are suggested. The strategies are as follows: expanded integration of geospatial and text-based information in e-Government for the greater synergic effects, implementation of GIS portal for e-Government, and development of a variety of geospatial information services for easy access and public participation. Most importantly, innovation of the institutional environments can be considered as an essential requirement to enhance and broaden interdepartmental partnerships. To realize the integration strategies suggested, this study presented the future projects under the following 5 topics: 'service', 'integration of information', 'technology', 'organization' and 'infrastructure for integration'. It is expected that results of this study can contribute to the bigger picture of Korean e-Government and the third National GIS master plan in 2006.

Open GIS Component Software Ensuring an Interoperability of Spatial Information (공간정보 상호운용성 지원을 위한 컴포넌트 기반의 개방형 GIS 소프트웨어)

  • The Information Technology has progressed to the open architecture, component, and multimedia services under Internet, ensuring interoperability, reusability, and realtime. The GIS is a system processing geo-spatial information such as natural resources, buildings, roads, and many kinds of facilities in the earth. The spatial information featured by complexity and diversity requires interoperability and reusability of pre-built databases under open architecture. This paper is for the development of component based open GIS Software. The goal of the open GIS component software is a middleware of GIS combining technology of open architecture and component ensuring interoperability of spatial information and reusability of elementary pieces of GIS software. The open GIS component conforms to the distributed open architecture for spatial information proposed by OGC (Open GIS Consortium). The system consists of data provider components, kernel (MapBase) components, clearinghouse components and five kinds of GIS application of local governments. The data provider component places a unique OLE DB interface to connect and access diverse data sources independent of their formats and locations. The MapBase component supports core and common technology of GIS feasible for various applications. The clearinghouse component provides functionality about discovery and access of spatial information under Internet. The system is implemented using ATL/COM and Visual C++ under MicroSoft's Windows environment and consisted of more than 20 components. As we made case study for KSDI (Korea Spatial Data Infrastructure) sharing spatial information between local governments, the advantage of component based open GIS software was proved. Now, we are undertaking another case study for sharing seven kinds of underground facilities using the open GIS component software.

ODYSSEUS/OpenGIS: An OpenGIS System Based on the ODYSSEUS Object-Relational DBMS (오디세우스/OpenGIS: 오디세우스 객체관계형 DBMS를 기반으로 한 OpenGIS 시스템)

  • 지리 정보 시스템의 사용 범위가 확대되면서 다른 지리 정보 시스템에서 사용하는 유용한 공간 데이터에 대한 공유의 필요성이 높아졌다. 그러나. 기존의 지리 정보 시스템들은 서로 다른 형태의 공간 데이터 모델과 인터페이스를 사용하기 때문에 데이터의 공유가 어려운 문제가 있다. 이러한 문제점을 해결하기 위해 표준 공간 데이터 모델과 인터페이스를 정의한 OpenGIS 표준 명세가 제안되어 널리 사용되고 있으며 앞으로도 그 활용이 확대될 것으로 예상된다. 본 논문에서는 오디세우스 객체관계형 DBMS를 기반으로 한 OpenGIS 시스템인 오디세우스/OpenGIS를 설계하고 구현한다. 오디세우스/OpenGIS는 다음과 같은 특징을 갖는다. 첫째, OpenGIS 표준 명세 중 SQL 표준 명세를 지원하여 SQL 환경의 지리 정보 시스템 응용 프로그램들이 오디세우스 객체 관계형 DBMS를 사용할 수 있도록 한다. 둘째, OpenGIS 표준 명세 중 OLE/COM 표준 명세를 지원하여 OLE/CON 환경의 지리 정보 시스템 응용 프로그램들이 오디세우스 객체 관계형 DBMS를 사용할 수 있도록 한다. 셋째, OpenGIS 표준 명세에서 정의한 지리 정보 시스템의 기능과 DBMS를 밀결합하여 시스템의 안정성을 높인다.

GIS Technology for Environmental Gelolgic Mapping (환경 지질도 작성을 위한 GIS 응용연구)

  • Environmental geologic maps were produced on the cheong-Ju area using GIS technique. They are GIS maps on land management and regional land use planning. In the last year, the model of environmental geologic map was established, and the digital database was constructed by environmental and geotechnical data collected form various sources. The special maps for environmental geologic study were also pnoduced ; landslide hazard and risk map, cut & fill map, actual run-off map and engineering geological map. The maps are secondary models (sub-model) in order to create final environmental geologic map. Finally, Environmental Geologic Unit(EGU) was evaluated for regional land use planning and land management by EGIS(Environmental Geologic Inforafion System). This unit is very important in order to assess environmental geologic impact on large construction works and detailed road design etc.
