Even on the point that the 3rd National GIS project is being executed following the completion of the 1st and 2nd, the National GIS utilization is still very low. It is well reasonable to anticipate that the utilization will grow much higher, as the national spatial data infrastructure had been almost equipped through the 1st and 2nd project periods. Facing the ubiquitous era, in particular, as the national-level GIS demand is to increase to a great extent, pre-established GIS application scope will become much wider, too. In preparation for these, the current study focused on the National GIS utilization system by reviewing on the execution procedures to evaluate the outcomes. For the actual administration procedures, to note, the National GIS utilization statuses by local municipalities were investigated in depth. And the barriers for the National GIS utilization enhancement were analyzed to look for feasible solutions. The results suggested were aimed to contribute to the amendment of the 3rd Master Plan, and to be used as part of the basic data for the establishment of the 4th Master Plan for the National GIS.

It is possible to design a strategy for expanding the applications of GIS by identifying why social science researchers use GIS. This study analyses motivating factors for the researchers to utilize GIS and their satisfying factors towards the result. It is based on survey results which was answered by social science researchers at national research institutes and local governmental research institutes in South Korea in the perspective of merits of applying GIS, level of GIS usability and experienced effectiveness of applying GIS. Analysis result reveals that motivating factors to researchers applying GIS are correlated with efficiency in their research and satisfying factors are correlated to the usability. Then, we induced a fact that motivative factors for applying GIS is not related to the satisfaction of that. It may be a reason which researchers use GIS less applying in social science fields. As a result, it is necessary to connect the motivating and satisfying factors to further expand GIS applications.

The purpose of this study is to provide a legal and institutional perspective for distributing and reusing GIS data in Korea. Along with the rapid growth of GIS market and demands on GIS service, legal and institutional issues for distributing, reusing and securing GIS data are arising. Each country has its own the law, policy and institution of GIS data that are directly related to intellectual property. After exploring laws and institutions regarding GIS in United States, Canada, Australia, New Zealand and Korea(Act No.6201), this paper presents a guide for distributing and reusing GIS data in Korea.

Standards are essential to facilitate the efficient use of GIS data. International Standards such as ISO TC211's 19100 series and various technical specifications from OpenGIS Consortium are some of the examples of efforts to maintain the interoperability among GIS applications. This paper aims to provide the effective policy directions that can increase the use of GIS standards by providing the comprehensive list of priorities in developing GIS standards. This paper reviews the current status of the use of GIS standards in the field and analyses the use pattern. Also this paper examines the need for revision of the existing standards and new standardization efforts based on the current status of International Standards. Based on the analysis of the use pattern of the current GIS standard, this paper suggests a policy directions which emphasizes the need for more efforts in standardization of geographic information services standards and more coordination among all standard-related stakeholders in government and industry.

본 논문의 목적은 GIS특성이 반영되고 표준화를 적극 활용한 GIS 감리중점사항을 제시하는데 있다. 이를 위해 GIS를 정보시스템의 한 분야로 간주하여 정보시스템의 개발과정의 단계를 살펴본 후에 GIS의 데이터제작단계를 추가하여 GIS 감리중점사항을 제안하였다. 감리중점사항의 제시를 위해 GIS 감리에 관련된 기존연구와 감리사례별 연구를 통해 감리중점분야를 도출하여 각 분야의 중점감리사항을 제시하였다. 특히 현재 국내에 제정된 표준화목록을 대상으로 각각의 표준화를 분석, 정리하여 표준화 부분의 감리중점사항으로 제시하였다. 따라서 본 연구결과를 GIS 감리업무 종사자가 작업지침의 일부로 활용함으로써 감리수행 활동이 적절히 진행되고 있는지를 확인할 수 있고 궁극적으로 GIS 활용시스템의 효율성, 안전성, 확장성 등의 확보에 기여하리라 사료된다.

기존의 연안해역과 관련된 업무를 담당하는 사용자는 물론 일반사용자들에게도 연안해역에 대한 정보를 공급하기 위해서는 사용자들이 쉽게 접근할 수 있는 인터넷환경을 이용하는 것이 가장 효율적이다. 본 연구에서는 인천연안해역에 대해서 구축된 GIS 데이터베이스와 시스템을 다양한 사용자 계층에게 서비스하기 위하여 Web 상에서 연안해역 GIS 데이터를 조회, 공유, 분석할 수 있는 Web GIS를 구축하였다. 연안해역 관련 GIS 구축의 근본적인 목적은 많은 사용자들이 연안해역과 관련된 데이터를 공유, 분석하고 연안해역 환경에 대한 정책결정의 참고자료로서 활용하는 것이다. 따라서 다양한 사용자들이 이용할 수 있는 연안해역 데이터베이스와 시스템에 대한 연구가 필요하였다 Web GIS는 GIS S/W의 구매 비용을 절감할 수 있고 복잡한 사용법이 없어도 GIS의 기본적인 기능인 데이터의 검색, 분석, 출력이 가능하다는 장점을 가진다. 본 연구에서는 단기적인 GIS 데이터의 공유와 인터넷서비스가 아닌 지속적인 연안해역에 대한 GIS 데이터의 갱신과 활용, 환경 및 수질관련 모델링의 이용과 통합시스템의 구현, 구축데이터의 유통을 목적으로 서해연안 Web GIS를 설계하였고 그 활용도를 검토하였다.

Urban residential area, one of the main subjects of urban and architectural studies, can be analyzed accurately and rapidly with CIS. (Geographic Information System) And the applications of GIS in urban studies are too macro to be explained in architectural terms and the ones in architectural studies are not so much active rather be used as a secondary means. So the studies in urban-architectural scale are very useful in many ways. This study explores urban-architectural possibilities of analytic capabilities of GIS through the analysis of spatial characteristics of residential area in terms of land price according to parcel attributes. It is found, firstly, that the parcel attributes have relations with land price and its distribution patterns. Secondly, it is verified that the visualization capability of GIS can be a very useful method of analysis through user-interface effects in urban-architectural scaled analysis.

1995년부터 시작된 국가GIS 구축사업은 초기에는 공간정보기반을 확충하기 위하여 주로 중앙부처와 공공기관을 중심으로 추진되어 왔으나, 앞으로는 행정업무와 대민서비스를 수행하는 기초자치단체를 중심으로 추진될 것으로 전망된다. 그 이유는 지자체의 행정 업무시스템을 통해서 생산 관리 갱신된 지리정보 데이터가 중앙부처로 연계되어 활용될 것이기 때문이다. 이 연구에서는 향후 중요도가 높아질 것으로 예상되는 지자체 GIS정책 수립을 위해 지자체의 GIS 활용 및 운용실태를 조사하였다. 그 결과 지자체별로 GIS활용의 정도와 수준 차이가 매우 크게 나타났으며, 환경도 아직은 열악한 것으로 분석되었다. 특히 재정자립도가 낮은 지자체의 GIS구축 및 활용수준을 높일 수 있는 대책과 함께 지자체간 정보격차를 줄여갈 방안이 시급한 실정이다.

This study is to suggests the vision and policy issues on National Geographic Information System in Korea. Firstly, this study is to describe the current situation and problems of national geographic information. ${\ulcorner}$The Second national geographic information plan${\lrcorner}$ consist of 47 projects include national level. For the purpose of third NGIS plan, diverse problems suggested on spatial information computierization, application, distribution. Secondly, we conducts an analysis of national geographic information demand. According to the analysis results 'cyber geospace' is the key issues in near future. In order to construct the ${\ulcorner}$Integrated Digital Territory${\lrcorner}$ in the 21st Century, the current promoted project for the national geographic information constuction needs to be more developed. In this regard, it is necessary to implement ${\ulcorner}$Integrated Digital Territory${\lrcorner}$, enhancing the usability of NGIS, creating the 'cyber geospace' and intelligent territory.

In this paper, we propose the application models and strategies of geospatial services registries for SOA in GIS web services. Recently. a number of SOA/web services are being developed for various commercial or public applications. However, geospatial SOA services are less used than general purpose SOA services, because GeoSpatial service registries has been neglected in many GIS applications even though GeoSpatial registries are essential component for open geospatial services. These problems are due to lack of researches for GIS registry usages. In this paper, we define the role player ill GIS SOAs, and develop the various GIS web service models among the players. Besides, we suggest the applications strategies of GeoSpatial services registries in the service models.
