Comparative Study on Advanced NSDIs for the Future NGIS Implementation in Korea

  • The NSDI concept has changed with the development of the NSDI. While the NSDI was initially established as a separate entity, recently more attention has been given to the SDI hierarchy, from a local level to a global level. As an advanced NSDI, the USA, the UK and Canada emphasize more on better citizen services through an e-Government GIS portal such as the USA's Geospatial One-Stop. This study hypothesizes that the characteristics of NSDIs can be different from each nation in terms of vision, structure, evolution stages and a degree of integration with the e-Government. Rather than to describe differences just fur comparison, more characteristics of NSDIs are identified and the comparisons are developed as recommendations for the future NGIS(National Geographic Information System) in Korea.

Survey of Bedrock Quality and Suitable Site for Crushed Stones using GIS in the Wondeung Area (GIS를 이용한 원등일대의 기반암품질과 골재개발적지 분석)

  • Investigation of bedrock quality and the legal restriction for developing the aggregate resources were carried out with GIS in the Wondeung area Gokseong-gun, Jeollanam-do province. Firstly, we surveyed the exposed bedrocks in the field and examined in physical properties in the lab. Secondly we analyzed the legal restriction by using GIS based on bufferzone and viewshed analysis. At the results of this study, the area can be used totally as the crushed stones. However the suitability sites of crushed stone have various regulations. So the legal restriction is the principal standard to develop the crushed stone in the Wondeung area. Suitable site for crushed stones are about 30% in the Wondeung area.

  • A long-term water quality study has been initiated by the Korean Ministry of Environment(MOE) - The G-7 Project--in cooperation with two national research institutes, an University research tn and a consulting firm. This study includes the development of computer software for total water quality management system, so called ISWQM (Integrated System of Water Quality Management). ISWQM includes four major components: a GIS database; two artificial intelligence (AI) based expert systems to estimate pollutant loadings and to provide cost-effective wastewater treatment system for small and medium size urban areas; and computer programs to integrate the database and expert systems. ISWQM is to provide user-friendly Decision Support System (DSS) for water quality planners. A GIS was used to create spatial database which stores all the necessary data to n DSS. GIS was also used to integrate the four components of ISWQM from data creation to decision making through Graphic User Interface (GUI). The results from the first phase of this study showed that GIS would provide an effective tool to build DSS using expert system.

  • A mathodology to manage effectively urban open space using GIS(Geographic Information System) was developed to explore the methology of efficient urban open space management focusing on landscaped trees. Cartographic modeling technique was used for practical use of GIS as a case study of the Childeren's park in Kwangju city. First, spatial and attribute information for efficient landscaped tree management was acqired through the development of a tree management cartographic model. Second the information of location and the attribute of individual trees can be applied as a means of decision making in tree management. Thira optimal path of tree management and priority of management in work process of the selected urban open space could be determined according to the objective of park management.

  • As the number of the municipalities which have finished the phase I of their GIS system development projects increases, it is very natural that GIS system operation and maintenance rather than development itself has been a more important concern for these municipalities. It seems to me that these phenomena will be amplified as time goes by, and this is the right time for a series of proper guidelines regarding the GIS system maintenance to be supplied to the related municipalities. The subject which is called as 'GIS maintenance' is surely a very comprehensive area. It has been also founded that the necessity is widely agreed among the concerned people working for the municipalities which have already finished their first GIS projects. Nevertheless, it has been investigated that the studies done up to now in this area is in a very infant state from the quality and also quantity points of views. This paper, therefore, makes one of the very initial trials for the systematical GIS maintenance. Among the areas of GIS maintenance, the GIS database maintenance has been selected as the first trial area because of its natural characteristics of the basic element composing IS(Information System). For this, the present conditions of a variety of municipalities have been investigated as far as GIS maintenance is concerned, and the results are analyzed to produce a series of useful outcomes in terms of facing problems and accompanied plans. For each problem, a solution is defined and for each solution a detailed action plan (item) is derived. For each of the two kinds of GIS data given which are the fundamental map and the underground facilities map, an effective GIS data maintenance plan is suggested for the concerned municipalities.

  • On BIPV systems, especially roof-top PV systems, the power generation is easier to be reduced due to the shades of facilities nearby, or roof itself. To secure profitability of roof-top PV systems, the optimal design of solar arrays through the precise shading analysis is an important item of design considerations. In this paper, an optimization system for array design of roof-top PVs is to be developed using three-dimensional Geospatial Information System(GIS). The profitability of income and expense is considered through the shading analysis of entire roofs. By applying the system to project for validation, the adequacy and the improvement of NPV of the system were verified compared to expert's design. The system has significance by reason that PV modules are placed through rules established with expert knowledge and geometric rules were applied to reflect the constructability and maintainability.

  • To investigate activities in the evacuated situation of people, the measurement system is newly constructed, that composed of a wearable sensor device of heart beats rates and mobile devices like an Android smartphone with a bluetooth low energy (BLE) connection. Smartphone not only displays the heart beats variation (HBR) and the current location of evacuation person by Global Positioning System (GPS), but also exports the CSV formatted file that would be used for further analyzing the activity of person in detail. As an example of the application of this system, we show the case of evacuation routes for elderly person in Hizen-Hamashuku Area, Saga Prefecture. Using the proposed measuring system, the activities of evacuates can be clearly shown on the map of Geospatial Information System (GIS).

  • The current land characteristics survey to calculate an individual declared land value requires significant manpower, time, and cost. Accordingly, a revised method is required to reduce an economic cost and efficiently extract the information on land characteristics. This study proposed a utilization of spatial information as a means to rapidly and efficiently examine a survey on land characteristics and the method to obtain land characteristics that cannot be obtained in the KLIS (Korea Land Information System) among the land characteristics, which is a basic material in calculating an individual declared land value, via GIS spatial analysis. The proposed methods will not only reduce a significant time and cost as well as a demand necessary in a land characteristics survey but also provide an improvement direction to a current survey method for land characteristics.

  • The cemetery areas which are occupied more than 1.0 percent of whole land of Korea have widened gradually but the reconnaissance is not being conducted for the cemetery investigation due to deficiencies for budget and manpower of the government. The aim of this study is to find a method to establish the lower cost GIS-based cemetery management system by using hand-held DGPS receiver and Mobile GIS software system for easy cemetery management. The results were evaluated and compared to the RTK GPS method. Since the Cemetery Management System shows every tomb's position on the high resolution satellite imagery with a cadastral data, the map helps to find the interesting places easily. Therefore the system data can be used for various purposes such as planning for land development, dealing with real estate as well as cemetery management.

Agroclimatic Maps Augmented by a GIS Technology (디지털 농업기후도 해설)

  • A comprehensive mapping project for agroclimatic zoning in South Korea will end by April 2010, which has required 4 years, a billion won (ca. 0.9 million US dollars) and 22 experts from 7 institutions to complete it. The map database from this project may be categorized into primary, secondary and analytical products. The primary products are called "high definition" digital climate maps (HD-DCMs) and available through the state of the art techniques in geospatial climatology. For example, daily minimum temperature surfaces were prepared by combining the climatic normals (1971-2000 and 1981-2008) of synoptic observations with the simulated thermodynamic nature of cold air by using the raster GIS and microwave temperature profiling which can quantify effects of cold air drainage on local temperature. The spatial resolution of the gridded climate data is 30m for temperature and solar irradiance, and 270m for precipitation. The secondary products are climatic indices produced by statistical analysis of the primary products and includes extremes, sums, and probabilities of climatic events relevant to farming activities at a given grid cell. The analytical products were prepared by driving agronomic models with the HD-DCMs and dates of full bloom, the risk of freezing damage, and the fruit quality are among the examples. Because the spatial resolution of local climate information for agronomic practices exceeds the current weather service scale, HD-DCMs and the value-added products are expected to supplement the insufficient spatial resolution of official climatology. In this lecture, state of the art techniques embedded in the products, how to combine the techniques with the existing geospatial information, and agroclimatic zoning for major crops and fruits in South Korea will be provided.
