Analysis of CO2 Reduction effected by GHG·Energy Target Management System (TMS) and Korea Emissions Trading Scheme (ETS) (온실가스·에너지 목표관리제 및 배출권거래제 대상 기업의 명세서를 이용한 온실가스 감축 실적 분석)

  • There are two main policies to meet the national goal of reducing Greenhouse Gases (GHGs) emissions in Korea towards Paris Agreement. From 2012 to 2014, Target Management System (TMS) was operated and the Emissions Trading Scheme (ETS) has been established since 2015. To compare the impact of TMS and ETS on reducing GHGs, we collected annual GHGs emission reports submitted by individual business entities, and normalized them using a z-variant normalized function. In order to evaluate the impact of those policies, we calculated the amount of GHGs emissions of 73 business entities from 15 business sectors. Those entities emitted $508million\;CO_2eq$, which is 74% of total national GHGs emissions in 2014. The main results of analysis indicate that accumulated GHGs emissions during the period 2012 to 2014 affected by TMS was higher than the national goal of GHGs emission reduction, and only the GHGs emissions in 2014 were in the range of allowed GHGs emissions, set by the Government. In 2015, when ETS initiated, total GHGs emission trading was $4.84million\;tCO_2eq$, which is only 0.9% of total allowance in 2015. However, more than 50% of business entities, who got the allowance of GHGs emission given by the Government, met the goal of GHGs emissions. Particularly, 27 of 73 business entities reduced GHGs more under the ETS rather than the TMS. Even though we analyzed only 4 years' data to demonstrate the impact of TMS and ETS, it is expected to commit the national goal of GHGs reduction target by TMS and ETS.

Evaluation of Green House Gases (GHGs) Reduction Plan in Combination with Air Pollutants Reduction in Busan Metropolitan City in Korea

  • Since most Green House Gases (GHGs) and air pollutants are generated from the same sources, it will be cost-effective to develop a GHGs reduction plan in combination with simultaneous removal of air pollutants. However, effects on air pollutants reduction according to implementing any GHG abatement plans have been rarely studied. Reflecting simultaneous removal of air pollutants along with the GHGs emission reduction, this study investigated relative cost effectiveness among GHGs reduction action plans in Busan Metropolitan City. We employed the Data Envelopment Analysis (DEA), a methodology that evaluates relative efficiency of decision-making units (DMUs) producing multiple outputs with multiple inputs, for the investigation. Assigning each GHGs reduction action plan to a DMU, implementation cost of each GHGs reduction action plan to an input, and reduction potential of GHGs and air pollutants by each GHGs reduction action plan to an output, we calculated efficiency scores for each GHGs reduction action plan. When the simultaneous removal of air pollutants with the GHGs reduction were considered, green house supply-insulation improvement and intelligent transportation system (ITS) projects had high efficiency scores for cost-positive action plans. For cost-negative action plans, green start network formation and running, and daily car use control program had high efficiency scores. When only the GHGs reduction was considered, project priority orders based on efficiency scores were somewhat different from those when both the removal of air pollutants and GHGs reduction were considered at the same time. The expected action plan priority difference is attributed to great difference of air pollutants reduction potential according to types of energy sources to be reduced.

A Study on the Analysis Method of Emission Intensity of GHGs utilizing Real World Vehicle Driving Information (실차 운행정보를 활용한 온실가스 배출지표 분석 방법에 대한 연구)

  • In this study, the emission intensity calculation method of GHGs was developed by considering the characteristics of the models and time series. The telematics device was installed on the car (OBD-II) to collect information on the operation conditions from each sample vehicle of public authorities. Based on emission intensity of GHGs, it presented a methodology of quantitative comparison of GHGs emission by vehicles. Collected driving information of vehicle was used for operating characteristics analysis of the target vehicle, and it was confirmed different operating characteristics through comparison of the results and previous study. GHGs emission intensity were analyzed considering characteristics of vehicle type by passenger car, van, cargo, and considering characteristics of the time series by summer, winter, and intermediate. From the analysis result, it was calculated GHGs emission intensity based on mileage ($g\;CO_2\;eq./km$) and operating time ($g\;CO_2\;eq./sec$).

Implications of Guideline Improvements for Regional GHGs Changes on Livestock (지역특성과 산정식 변화를 고려한 시군단위 축산부문 온실가스 배출량 분석)

  • The equations and emission factors for estimating national GHGs are developed based on IPCC guidelines. The GHGs on livestock sector has been calculated using methodologies following 1996 IPCC guideline in South Korea although 2006 IPCC guideline was announced in 2006. The purpose of this study is to understand the implications of guideline updates for national GHGs changes in the livestock sector and analyze the effect of regional major livestock characteristics using KOSTAT time series data (1990 ~ 2014). The results show a new guideline makes GHGs reduce in the livestock sector up to 11 % with subdivided emission factors and the livestock characteristics affect regional GHGs. Gyeonggi-do, the top emitter among 16 states, records 784 thousand tons $CO_2eq.$ and Daejeon has the highest potential (82 %) of GHGs reduction. Swine is the most contributor for regional GHGs except Seoul and Gwangju, but the share of GHGs for chickens is less than 12 % in spite of the largest livestock population (87 %).

A Study on the Estimation of GHGs Emission by Military Sector (군사부문 온실가스 배출량 산정에 관한 연구)

  • In this research, we have developed standardized procedures for preparing of emission inventories on military sector. The procedures are as follows; 1) Identify all relevant emission sources list of military sector in Republic of Korea. 2) Select methods to estimate GHGs emissions by source categories such as heating boilers, tactical vehicles, military vessels and military aviation from US EPA, IPCC, EEA/EMEP, and ROK Ministry of Environment. 3) Identify and select data sources for activities and parameters from Korea annual oil statistics and Korea Procurement system. 4) Compare with each GHGs emission used by each activities. The conclusive results utilized by emission source categories and associated factors are described as follows; In 2013, GHGs was estimated 2,656 kilotons $CO_2-eq$ emitted by military sector. The diesel combustion contributed from a minimum of 43.8% to a maximum of 50.2% and JP-8 contributed from a minimum of 43.7% to a maximum of 52.8% to the 2001~2015 GHGs emission trend. In the result of comparing GHGs emissions with Korea Annual Oil Statistics (Tier 1) and supplied fuel through the Korea Procurement System (Tier 2) in 2015, the total GHGs emission was 2,867 kilotons $CO_2-eq$ estimated by Tier 2 is similar to the emission estimated by Tier 1. However, this reveals that the GHGs emission separated by local areas were a lot of different from Tier 1 and 2. The cause of difference between Tier 1 and Tier 2 was that Korea annual oil statistics utilized data from a fuel supplier. The data does not reflect the reality of the location of end user.

The Analysis of Regional Economic Feasibility of GHGs Reduction Technology in the Paddy Rice (논 물관리 방식에 따른 온실가스 감축기술의 지역별 경제성 분석)

  • This study analyzed the regional economic feasibility of greenhouse gases (GHGs) reduction technology in paddy rice. Firstly, the impact of GHGs reduction technology on productivity, emission reduction, and costs is different from region to region. Secondly, the water irrigation system contributes to productivity, GHGs reduction, and water reduction, but the profit of paddy rice will decrease because of increase in fixed costs and variable costs. Thirdly, the economic feasibility shows that water-savings plot has a 1.41 in a benefit-cost ratio.

Life Cycle Assessment of the Carbon Emissions of MLE process and Denitrification Process Using Granular Sulfur (MLE공법과 황이용 탈질 프로세스의 전과정 탄소 배출량 평가)

  • In order to determine reduction of greenhouse gas emissions (GHGs) when the submerged membrane bioreactor with granular sulfur (MBR-GS) is used in wastewater treatment plant (WTP), the amount of GHGs was compared and analyzed in the advanced treatment process of P wastewater treatment plant (WTP). The amount of GHGs was estimated by classifying as construction and operation phase in WTP. The amount of GHGs in construction phase was evaluated from multiplying raw materials by using carbon emission factors. Also the amount of GHGs in operating phase was calculated by using total electricity consumption and carbon emission factor. The construction of anoxic tank and secondary settling tank is unnecessary, because the MBR-GS conducts simultaneously the nitrification and denitrification in aeration tank and filtration by hollow fiber membrane. The amount of $CO_2$, $CH_4$, and $N_2O$ emitted by constructing the MBR-GS was 6.44E+06 kg, 8.16E+03 kg and 1.38E+01 kg, respectively. The result shows that the GHGs was reduced about 47 % as compared with the construction in the MLE process. In operating the MBR-GS, the electricity is not required in the biological reactor and secondary setting tank. Thus, the amount of $CO_2$, $CH_4$, and $N_2O$ emitted by operating in the MBR-GS was 7.39E+05 kg/yr, 5.80E+02 kg/yr and 2.44E+00 kg/yr, respectively. The result shows that the GHGs were reduced about 37 % as compared with the operation in the MLE process. Also, $LCCO_2$(Life Cycle $CO_2$) was compared and analyzed between MLE process and MBR-GS. The amount of $LCCO_2 $emitted from the MLE process and MBR-GS was 3.56E+04 ton $CO_2$ and 2.12E+04 ton $CO_2$, respectively. The result shows that the GHGs in MBR-GS were reduced to about 40 % as compared in the MLE process during life cycle. As a result, sulfur-utilizing autotrophic denitrification process (SADP) is expected to be utilized as the cost-effective advanced treatment process, owing to not only high nitrogen removal efficiency but also the GHGs reduction in construction and operation stage.

Assessment of Greenhouse Gas Emissions from Landfills Based on Energy Recovery and Surface Emissions of Landfill Gas (매립가스의 에너지 회수 및 표면발산을 고려한 매립장 온실가스 배출 평가)

  • This study involved a total budget analysis on the greenhouse gas (GHGs) emissions of landfills, focusing on surface emissions and the effect on emissions reductions of generating landfill gas (LFG) electricity from March 7, 2007 to December 31, 2018. The GHGs reduction effect from the electricity generation using 536.6 × 103 tCO2 of CH4 was only 5.8% of the GHGs from surface emissions of 9,191 × 103 tCO2. In the total budget, the collection ratio should be over 95% if the reduction effect is greater than the surface emissions. The correlation coefficient for the relationship between the LFG collection ratio and GHGs reduction was -0.89. An additional effect of lowering CH4 content may occur if the surface emitting flux of LFG decreased with an increase in the collection ratio. The unit reduction effect of GHGs by suppressing surface emissions was 4174 tCO2/TJ. This was far greater than that of LFG power generated (54.3 tCO2/TJ), demonstrating that surface emission control is the most important measure by which to mitigate GHGs emission.

  • Studies on the regulation and measurement of greenhouse gases(GHGs) emissions have been carrying out for global wanning. In order to reduce greenhouse gas emissions, many countries have been promoting the Emissions Trading System and projects of the Joint Implementation(JI) and Clean Development Mechanism(CDM). These country's GHG emissions have been measured calculation criteria based on the Intergovernmental Panel on Climate Change(IPCC) Guidelines. In order to respond to GHGs regulation, in each country, it is planing to build a Low-Carbon City. The system has been developed for calculating GHGs emissions from companies and institutions in their respective countries. However, the system can monitor the GHGs per city, has not been developed. In this paper, it is studied to design the User Interface and to develop integrated monitoring program for Low-carbon city. This program will make possible monitoring and management, statistics, and reports written by using each data in units of cities.

A Study on the Calculation Method about Emissions of Greenhouse Gases of Nonferrous-metal Industry Part in Domestic Nonferrous-metal Industry (국내 비철금속 산업부문 온실가스 발생량 산정 방법에 관연 연구)

  • The aim of this study is to calculate process emission of GHGs(greenhouse gases) in nonferrous-metal industry, such as Zn, Pb, Cu and Ni. In addition, variation and emission of GHGs generated from these company were defined. And then, GHGs algorithm and calculation formular which were considered as production process in each part of nonferrous-metal industry were developed to develop calculation program of GHGs emission. These algorithm and calculation formular would present fundamental direction about other nonferrous-metal industry in the future.
