독일 의약품법상의 의약품 위험책임 (Gef$\ddot{a}$hrdungshaftung F$\ddot{u}r$ Arzneimittelsch$\ddot{a}$den nach dem deutschen Arzneimittelgesetz)

  • i) Das deutsche Arzneimittelgesetz(AMG) vom 24. 8. 1976 hat neben der Einf$\ddot{u}$hrung des Zulassungsverfahren f$\ddot{u}$r Arzneimittel anstelle des bisherigen Registrieungsverfahrens vor allem auf dem Gebiet des Haftungsrechts eine bedeutende Neuerung gebracht: die Gef$\ddot{a}$hrdungshaftung f$\ddot{u}$r den pharmazeutischen Unternehmer. Gem$\ddot{a}{\ss}$ $\S$84 AMG ist der pharmazeutische Unternehmer zum Schadensersatz verpflichtet. wenn infolge der Anwndung eines Arzneimittels ein Mensch get$\ddot{o}$tet oder K$\ddot{o}$rper oder die Gesundheit eines Menschen nicht unerheblich verletzt wird. Pharmazeutischer Unternehmer ist, wer das Arzneimittel unter seinem Namen in Verkehr bringt. ii) Die Ersatzpflicht des pharmazeutisches Unternehmers besteht jedoch nur in zwei F$\ddot{a}$llen: a) Das Arzneimittel hat bei bestimmungsgemm$\ddot{a}{\ss}$em Gebrauch sch$\ddot{a}$dliche Wirkungen, die $\ddot{u}$ber ein nach den Erkenntnissen der medizinischen Wissenschaft vertretbares Ma$\ss$ hinausgehen($\S$84 Abs. 1 Satz 2 Nr. 1 AMG). b) Der Schaden ist infolge einer nicht den Erkenntnissen der medizinischen Wissenschaft entsprechenden Kennzeichnung, Fachinformarion oder Gebrauchsinformation eingetreten($\S$84 Abs. 1 Satz 2 Nr. 2 AMG). iii) Mit dem 2. Schadensersatzrechts$\ddot{a}$nderungsgesetz ist, dem Konzept von $\S$6 Umwelthaftungsgesetz folgend, eine gesetzliche Kausalit$\ddot{a}$tsvermutung eingef$\ddot{u}$hrt worden. Ist das angewendete Arzneimittel nach den Gegebenheiten des Einzelfalls geeignet, den entstandenen Schaden zu verursachen, so soll vermutet werden, da$\ss$ das Arzneimittel auch den konkreten Schaden beim Anwender verursacht hat($\S$84 II AMG). Der pharmazeutische Unternehmer hat dann diese Vermutung zu wiederlegen. iv) Gem$\ddot{a}{\ss}$ $\S$94 AMG hat der pharmazeutische Unternehmer f$\ddot{a}$r seine Haftpflicht Deckungsvorsorge entweder durch eine Hafpflichtversicherung oder eine Freistellungs- oder Gew$\ddot{a}$hrleistungsverpflichtung eines Inl$\ddot{a}$ndischen Kreditinstituts zu treffen. v) Aber koreanisches Arzneimittelgesetz hat keine Gef$\ddot{a}$hrdungshaftung f$\ddot{u}$r Arzneimittelschaden. Es gibt nur Gefahrdungshaftung des Hersteller aufgrund des Produkthaftungsgesetzes, das auf das Arzneimittel Anwendung findet. Ich glaube, in Zukuft soll koreanisches AMG die Gef$\ddot{a}$hrdungshaftung f$\ddot{u}$r den pharmazeutischen Unternehmer regeln.

Perception and Practices on Screening and Vaccination for Carcinoma Cervix among Female Healthcare Professional in Tertiary Care Hospitals in Bangalore, India

  • Background:Cervical cancer is potentially the most preventable and treatable cancer. Despite the known efficacy of cervical screening, a significant number of women do not avail themselves of the procedure due to lack of awareness. Objectives: This study was conducted to elicit information on the knowledge, attitude and practice (KAP) regarding screening (Pap test) and vaccination for carcinoma cervix among female doctors and nurses in a tertiary care hospital in Bangalore and to assess barriers to acceptance of the Pap test. Materials and Methods: A cross-sectional, descriptive study was conducted with semi-structured, self-administered questionnaire among female health professionals. The study subjects were interviewed for KAP regarding risk factors for cancer cervix, Pap test and HPV vaccination for protection against carcinoma cervix. Results: Higher proportion of doctors 45 (78.9%) had very good knowledge as compared to only 13 (13.3%) of the nurses, about risk factors for cancer cervix and Pap test (p=0.001). As many as 138(89.6%) of the study subjects had favorable attitude towards Pap test and vaccination, but 114 (73.6%) of the study subjects never had a Pap test and the most common reason 35 (31%) for not practicing was absence of disease symptoms. Conclusions: In spite of good knowledge and attitudes towards cancer cervix and Pap test being good, practice remained low among the study subjects and most common reasons for not undergoing Pap test was absence of disease symptoms. The independent predictors of ever having a Pap test done was found to be the occupation and duration of married life above 9yrs. Hence there is a strong need to improve uptake of Pap test by health professionals by demystifying the barriers.

Mutational Analysis of the Effector Domain of Brassica Sar1 Protein

  • Sar1p is a ras-related GTP-binding protein that functions in intracellular protein transport between the endoplasmic reticulum (ER) and the Golgi complex. The effector domain of Ras family proteins is highly conserved and this domain is functionally interchangeable in plant, yeast and mammalian Sar1. Using a recombinant Brassica sar1 protein (Bsar1p) harboring point mutations in its effector domain, we here investigated the ability of Sar1p to bind and hydrolyze GTP and to interact with the two sar1-specific regulators, GTPase activating protein (GAP) and guanine exchange factor (GEF). The T51A and T55A mutations impaired Bsar1p intrinsic GTP-binding and GDP-dissociation activity. In contrast, mutations in the switch domain of Bsar1 did not affect its intrinsic GTPase activity. Moreover, the P50A, P54A, and S56A mutations affected the interaction between Bsar1p and GAP. P54A mutant protein did not interact with two regulating proteins, GEF and GAP, even though the mutation didn't affect the intrinsic GTP-binding, nucleotide exchange or GTPase activity of Bsar1p.

초기 낭만주의와 무한한 접근의 철학 (Philosophie der unendlichen Annäherung)

  • 이 논문은 초기 낭만주의 철학의 생성을 당대의 칸트 비판과 연관하여 살펴보고, 초기 낭만주의 철학의 토대를 구축한 야코비의 사상을 그의 "무제약자"와 "감정" 개념을 중심으로 재구성한 다음, "무한한 접근"을 강조하는 초기 낭만주의 철학의 특정을 노발리스를 통해 규명하는 것을 목적으로 한다. 야코비에게 무제약자는 지식의 가능근거이자 지식의 매개를 벗어나는 것이므로 "믿음"으로 간주된다. 무제약자는 지식의 조건이지만 의식의 영역을 초월하는 "존재"이다, 그러므로 야코비의 "무제약자" 내지 "근원-존재"는 칸트의 이원론을 극복하는 형이상학적 일원론의 토대이며 지식의 영역으로 환원되지 않는 실재론적 바탕이다. 노발리스에게 무제약자는 인간에게 주어져 있는 것이 아니며 동경과 노력의 대상이다. 여기서 철학은 무제약자를 향한 영원한 접근이 된다. 철학은 초월자와 접촉하는 감정의 근원적인 활동이며 근거를 인식하려는 끝없는 충동이다.

POD-based representation of the alongwind Equivalent Static Force for long-span bridges

  • This paper develops and discusses a method by which it is possible to evaluate the Equivalent Static Force (ESF) of wind in the case of long-span bridges. Attention is focused on the alongwind direction. The study herein carried out deals with the classical problems of determining the maximum effects due to the alongwind action and the corresponding ESFs. The mean value of the maximum alongwind displacement of the deck is firstly obtained both by the spectral analysis and the Gust Response Factor (GRF) technique. Successively, in order to derive the other wind-induced effects acting on the deck, the Gust Effect Factor (GEF) technique is extended to long-span bridges. By adopting the GRF technique, it is possible to define the ESF that applied on the structure produces the maximum alongwind displacement. Nevertheless the application of the ESF so obtained does not furnish the correct maximum values of other wind-induced effects acting on the deck such as bending moments or shears. Based on this observation, a new technique is proposed which allows to define an ESF able to simultaneously reproduce the maximum alongwind effects of the bridge deck. The proposed technique is based on the GEF and the POD techniques and represents a valid instrument of research for the understanding of the wind excitation mechanism.

배관에 존재하는 원주방향 표면균열에 대한 파괴거동 해석 (I) -J-적분 예측식 - (Fracture Behavior Estimation for Circumferential Surface Cracked Pipes (I) - J-Integral Estimation Solution -)

  • This paper provides the fully plastic J solutions for circumferential cracked pipes with inner, semi- elliptical surface cracks, subject to internal pressure and global bending. Solutions are given in the form of two different approaches, the GEF/EPRl approach and the reference stress approach. For the GE/EPRl approach, the plastic influence functions for fully plastic J are tabulated based on extensive 3-D FE calculations using the Ramberg-Osgood (R-O) materials, covering a wide range of pipe and crack geometries. The developed GEf/EPRl-type fully plastic J estimation equations are then re-formulated using the concept of the reference stress approach for wider applications. Based on the FE results, optimized reference load solutions for the definition of the reference stress are found for internal pressure and for global bending. Advantages of the reference stress based approach over the GE/EPRl-type approach are fully discussed. Validation of the proposed reference stress based J estimation equations will be given in Part II, based on 3-D elastic-plastic or elastic creep FE results using typical tensile properties of stainless steels and generalized creep- deformation behaviours.

  • 최근 들어 지구 온난화 및 고유가로 인한 에너지 위기로 전 세계적으로 이산화탄소 배출규제가 본격화되고 에너지 소비에 따른 지구환경을 보존하기 위한 대표적인 국제적인 GEF(Green Energy Family) 활동은 이산화탄소 배출 금지를 위한 교토의 정서(Kyoto protocol), RoHS(Restriction of Hazardous Substances directive)에서는 무 수은 조명 사용억제, WEEE(Waste Electrical and Electronice Equipment)에서는 조명 통신융합으로 폐기물 최소화를 목적으로 폐기물 회수를 요구하는 등 다각적 노력을 경지하고 있다. 본 논문에서는 기존의 외부 환경 요인(조도, 피사체와의 거리 등)에 의하여 실시간으로 변동되는 환경 데이터를 마이크로프로세서를 활용하여 외부 환경 요인을 확인하고 또한 퍼지 추론 시스템을 접목하여 RGB LED 모듈 조명 제어가 가능한 제어기를 구성하였다.

Ras GTPase 및 Ras GTPase activating protein과 사람의 질병 (Ras GTPases and Ras GTPase Activating Proteins (RasGAPs) in Human Disease)

  • Ras superfamily에 속하는 monomeric small GTPase는 현재까지 170여 종이 알려져 있으며 이들은 세포 신호전달에 있어서 분자 스위치(molecular switch)로 작용하고 있다. Ras GTPase는 guanosine diphosphate (GDP)와 결합하여 불활성화 되거나 혹은 guanosine triphosphate (GTP)와 결합하여 활성화되는 guanosine nucleotide 결합단백질로서 세포내의 수많은 생리작용을 조절하고 있다. 즉, 쉬고 있던 불활성화 상태의 Ras-GDP는 외부 신호에 반응하여 활성화 된 guanine nucleotide exchange factor (GEF)에 의하여 활성형인 Ras-GTP상태로 전환되어 그 하류로 신호를 전달하는 효과기로 작용하게 된다. 신호전달을 마친 Ras-GTP는 다시 불활성형인 Ras-GDP로 전환되어야 하는데 Ras 자체의 GTPase 활성이 미약하여 RasGTPase activating protein (RasGAP)의 도움을 받아야만 한다. 이와 같이 Ras GTPase는 GEF와 GAP의 활성으로 세포 안의 스위치를 켜고 끄게 된다. 현재까지 알려진 인간 암(cancer)의 30% 이상이 돌연변이를 포함하는 Ras switch의 비정상적인 작동에 기인한다는 점이 밝혀져 있으므로 Ras GTPase의 구조와 생리적 기능에 대한 최근의 연구결과들을 요약하였다. 나아가 GTPase activating protein으로서의 기능을 상실한 RasGAP분자의 돌연변이는 세포 안의 Ras 스위치를 계속 켜 두는 상태인 Ras-GTP 상태를 유발함으로서 종국에는 암의 발생을 촉발하게 된다. 이에, 본고에서는 최근에 와서 tumor suppressor로서 알려지면서 암의 치료 표적단백질로 떠오르게 된 RasGAP의 인체생리학적 기능을 고찰하였다. 인간 게놈 안에는 RASA1, NF1, GAP1 family 및 SynGAP family 등에 속하는 14종의 RasGAP 분자들이 존재하는데 이들 GAP분자들의 이상과 인간 질병의 연관성에 대한 최근의 연구결과들에 대해 고찰하였다.

Chlorella Inteoviridis Glukose-Chlorose 대하여 (Uber die Glukose-Chlorose von Chlorella Inteoviridis)

  • Wir wollten beobachten, ob die Chlorophyllbnahme von Chlorella luteoviridis(211/2b) bei Glukose-Zugabe durch Stickstoffmangel hervorgerufen worden ist, wie viele Leute bei mineralsalzmangel(Aach (1952, Fogg 1956 Eyster et al (1958), oder Photooxydationschlorose (Kandler 1958) vermuteten. Chlorella luteoviridis bildete nicht Chlorophyll bei Glukosezugabe wie bei Autotrophkultur, obwohl Stickstoffsynthese bei Autotrophkultur stark gef rdert worden ist. Bei Nitratanzucht mit Glukose (Mixotroph) waren die Zellvermehrung und Kohlenhydratbildung nicht so stark wie bei der Glukoseanzucht mit NH4Cl2 trotzdem nahm Chlorophyll ab. Chlorella luteoviridis bildete Chlorophyll im Dunkeln und St rkeakkumulation erschien nicht bei Glukoseanzucht.
