A Case Study on Japanese Corporations' Business Transaction and Conflicts with China (일본기업의 대중거래와 분쟁에 대한 사례 연구)

  • Ever since the open and reform policy in 1987, China has adopted the socialistic market economy system and has been moving forward in economic reform. This gradually expanded their market economy. The open and reform policy achieved the highest average annual GDP growth rate of 9% and helped the country maintain high growth. China's economic growth in recent years has a lot to do with the international trading and direct investment by foreign corporations. China's entry into the WTO dramatically increased their amount of capital and investments due to their aggressive investments with foreign corporations. It is quite amazing that investments in China has been constantly increasing while the direct investments worldwide is decreasing. Moreover, increase in such investments is contributing to China's job creation, as well as, the expansion of international trading. When international economic exchange started between Japan and China in the 1970s, it was in the form of aid for developing countries, hence the collection of the investment was out of the question. It was in the 1990s that Japan started the full-scale investments with China and it was mostly centered in transfer of the production base. Japanese corporations aim was to mass produce goods less expensively using abundant and cheap labor and to sell them to Japan and other countries. The amount of Japan's exports and imports compared with China is increasing every year but the trade deficit has gone into the red. The dollar amount has been decreased from $ 27 billion in 2001 to $ 18 billion in 2003. The problems and damages in the system of justice and administrative confrontation that Japanese corporations are facing are continuously at a stand-still even after China's entry into the WTO. It has been 20 years since Japan's advance in China and during that period, the Japanese corporations brought many changes ranging from exports/imports to direct investment. Although Japan's new corporations tend to be located in the mid-western part of China, rather than the coastal areas, the region itself is not the cause for the confrontation. The problem stems from the Japanese treating the Chinese as if they were Japanese because they look similar due to their Asian ancestry. In reality the Chinese have completely different ways of doing business. Here we will take a look at the international trading and direct investment of Japanese corporations in China and study the conflicts that occurred in business transactions with China through real examples.

  • China is marking 9.4% annual growth rate in average since 1978. GDP reached $1090 in 2003 as the first time and China ranked at 4th with their economy size in 2006. One of the remarkable change in China is the extension of foreign open-door policy. China joined WTO in the end of 2001 and it strengthen the foundation of Chinese market economy structure and encouraged the inflow of foreign capital. While 400 of the 500 global corporations advanced into China, the economy trade has been rapidly increasing between Korea and China. The economy trade in both countries has been regularized since 1992 and the annual trade is tending upwards in last 15 years. Korean trade toward China reached 134,400 million which is increased 27 times compared with the total of 1982. In this period, Korean trade toward China marked 24.5% in Export increasing rate and 16.7% in import increasing rate. China became the 2nd biggest export country of Korea in 2001 and became the top in 2003. As the China foreign direct investment has been increasing rapidly, the number of Korean companies advanced into China has been remarkably increasing. By focusing on a thorough review of the nationally published documents of Korean-Chinese business management research during more than two decades (1981-2004), the present paper has been systematically classified and analyzed the current status of Korean-Chinese business management research. The paper raised some important issues regarding Korean-Chinese business management research and predominantly, its future prospects are outlined. In the paper, the documents which are registered in the Korean Academic Processing Foundation registration of journals and candidate registration of journals have been classified by: research purpose, main subject, research method and the results. Careful analysis among the research clarified the active and inactive business management research fields. This clarification enables us to get a better understanding of the current research of Korean-Chinese business management, and more importantly, it pointed out to the direction of future development of research. In addition, the systematic classification made by this paper may contribute to the decision making of subject index of Korean-Chinese business management research since there has been no classification standard of it until now.

Poverty Alleviation Effect for the Old Aged of Public Pension in Advanced Capitalist Countries : a Difference in Difference Approach (선진자본주의국가 공적연금의 노인 빈곤완화효과 : 이중차분접근)

  • There have been many studies on the relationship between welfare states and the poverty. Yet, only a few studies have been addressed the poverty alleviation effect of public pension using difference in difference(DID). This study aims to analyze poverty alleviation effect for the old aged of public pension in 10 OECD countries using DID considering welfare states regimes. The empirical analyses are based on panel data of individuals aged 50 and over from two sources: SHARE in Europe(wave I~II) and HRS in USA(2004~2006). As a result of simple DID, this study provides evidence that the poverty rate of the old aged who has not been received the pension is increased, while the poverty rate of pensioner is sharply decreased. The anti-poverty effect of public pension using DID is 45.6% which is bigger than that of pre/post approach. The policy impact used by pre/post approach in conservative welfare regime is underestimated while those in liberal and socialist regime are overestimated. In last, GDP growth rate has not significant while public pension contributes to poverty alleviation effects of the old aged. Poverty alleviation effects of public pension are also varied with welfare state regimes. The poverty alleviation effects of public pension in conservative welfare and social democratic welfare state regime are significantly bigger than that in liberal welfare state regime.

Analysis of Regional Specialization and Value-added Contribution of Local Logistics Industry (지역 물류산업의 특화도와 지역경제 부가가치에 미치는 영향 분석)

  • The Korean logistics industry has grown with the development of domestic industries. The industry plays an important role in national and regional economic growth, and the government has continued policy efforts to foster the industry. This study analyzes the competitiveness of the regional logistics industry and its contribution to the regional economy. Location coefficients are used to analyze local specialization in each logistics industry. The value-added rate, GDP contribution, value-added induction coefficient, and net value-added income of regional logistics industries are analyzed using a regional input-output table. As a result, the logistics industry is found to have net value-added income and competitiveness in some regions, and there is no relationship between the location coefficient and the value-added contribution of the regional logistics industry. Seoul, Incheon, Gyeonggi, Busan, and Jeju have the competitiveness of each logistics industry. In addition, we identified the regions where the logistics infrastructure is well developed and those in which it needs to be supported. The regions where the logistics industry has developed require policies for making high value-added by logistics activity, and regions with insufficient growth need to support the development of the logistics industry by investing human resources and capital that can meet the local demand.

An Analysis on the Effect of Japanese Monetary Policy in 21C (21c 일본 통화정책 효과에 대한 분석)

  • The expansionary monetary policy was practiced after 2001 in Japan to treat the deflation spiral, and reduced only the nominal interest rates and domestic household demand. One of the most serious factors for this failure was the change of private sector's expectancy. This paper has studied the effect of Japanese monetary policy in 21c., with empirical research based on a renewed macroeconomic model and the VAR. The empirical analysis shows that the effect of monetary policy on the national income during 2001.01-2015.03 is weaker than that of 1985.01-1994.04. Money volume has a diminutive effect on the growth of GDP within a short term after 2001. The change in the expectations of the private sectors might have been the cause of ineffectiveness of the expansive monetary policy. Economic agents learned from the past Japanese financial crisis that an expansive monetary policy increased the inflation rate and caused the 'bubbles to burst' afterwards. The VAR analysis says that the effectiveness of monetary policy on the economic depression declined over the past 20 years and the expansion of money volume has no influence on exchange rate and net export. This means that the expansive monetary policy lost its effect on net export and national income steadily. Monetary policy makers have to recognize this fact, and to consider another anti-cycle political instrument, i.e. the fiscal policy with government debt.

Economic evaluation of a weekly administration of a sustained-release injection of recombinant human growth hormone for the treatment of children with growth hormone deficiency (소아 성장호르몬결핍증 치료에 사용되는 성장호르몬 서방형 주사제의 경제성 평가)

  • Purpose:From a societal perspective, we evaluated the cost-effectiveness of a novel sustained-release injection of recombinant human growth hormone (GH) administered on a weekly basis compared with that of the present daily GH injection for the treatment of children with GH deficiency. Methods:Health-related utility for GH therapy was measured based on the visual analogue scale. During July 2008, caregivers of 149 children receiving GH therapy form 2 study sites participated in a web-based questionnaire survey. The survey required the caregivers to rate their current subjective utility with daily GH injections or expected utility of weekly GH injections. Because there was no difference in the costs of the daily and weekly therapies, for the purposes of this study, only drug acquisition costs were considered. Results:Switching from daily to weekly injection of GH increased the utility from 0.584 to 0.784 and incurred an extra cost of 4,060,811 Korean won (KW) per year. The incremental cost-utility ratio (ICUR) for a base case was 20,305,055 KW per quality-adjusted life year (QALY) gained. Scenario analyses showed that the ICUR ranged from 15,751,198 to 25,489,929 KW per QALY. Conclusion:The ICUR for a base case and worst case scenario analyses ranged from 0.85 to 1.37-times per capita gross domestic product of Korea, which is considered to be within the generally accepted willingness-to-pay threshold. Thus, it is concluded that switching from daily to weekly injection of GH would be cost-effective.

  • The purpose of this study is to clarify macro causes influencing on the diversity of single-mother households poverty among OECD Countries including Korea. This study carried out pooled time series cross-section analysis applying unbalanced panel design on the period from 1981 to 2012. There is marked diversity on single-mother households poverty. GDP per capita does not contributes to reduce poverty, and female employment rate and % population 0-14 exacerbate poverty. Several factors contribute on poverty reduction including social spending, child cash spending, union density, employment protection on regular workers, proportional representation system, cumulative left cabinet, cumulative women seat. In Korea, it needs to overcome the limit of anti-poverty strategy mainly based on economic growth and labor market flexibility. And it needs to enlarge universal welfare institutions, child benefits, work-family reconciliation policy, and to design adjusted labor market institutions including union density and employment protection, to introduce consensus political model including proportional representation system to enhance left power and women's representation.

Changes in Agricultural Extension Services in Korea (한국농촌지도사업(韓國農村指導事業)의 변동(變動))

  • When the marcher visited Korea in fall 1994, he was shocked to see high rise apartment buildings around the capitol region including Seoul and Suwon, resulting from rising demand of housing because of urban migration followed by second and third industrial development. After 6 years in March 2000, the researcher witnessed more apartment buildings and vinyl house complexes, one of the evidences of continued economic progress in Korea. Korea had to receive the rescue finance from International Monetary Fund (IMF) because of financial crisis in 1997. However, the sign of recovery was seen in a year, and the growth rate of Gross Domestic Products (GDP) in 1999 recorded as high as 10.7 percent. During this period, the Korean government has been working on restructuring of banks, enterprises, labour and public sectors. The major directions of government were; localization, reducing administrative manpower, limiting agricultural budgets, privatization of public enterprises, integration of agricultural organization, and easing of various regulations. Thus, the power of central government shifted to local government resulting in a power increase for city mayors and county chiefs. Agricultural extension services was one of targets of government restructuring, transferred to local governments from central government. At the same time, the number of extension offices was reduced by 64 percent, extension personnel reduced by 24 percent, and extension budgets reduced. During the process of restructuring, the basic direction of extension services was set by central Rural Development Administration Personnel management, technology development and supports were transferred to provincial Rural Development Administrations, and operational responsibilities transferred to city/county governments. Agricultural extension services at the local levels changed the name to Agricultural Technology Extension Center, established under jurisdiction of city mayor or county chief. The function of technology development works were added, at the same time reducing the number of educators for agriculture and rural life. As a result of observations of rural areas and agricultural extension services at various levels, functional responsibilities of extension were not well recognized throughout the central, provincial, and local levels. Central agricultural extension services should be more concerned about effective rural development by monitoring provincial and local level extension activities more throughly. At county level extension services, it may be desirable to add a research function to reflect local agricultural technological needs. Sometimes, adding administrative tasks for extension educators may be helpful far farmers. However, tasks such as inspection and investigation should be avoided, since it may hinder the effectiveness of extension educational activities. It appeared that major contents of the agricultural extension service in Korea were focused on saving agricultural materials, developing new agricultural technology, enhancing agricultural export, increasing production and establishing market oriented farming. However these kinds of efforts may lead to non-sustainable agriculture. It would be better to put more emphasis on sustainable agriculture in the future. Agricultural extension methods in Korea may be better classified into two approaches or functions; consultation function for advanced farmers and technology transfer or educational function for small farmers. Advanced farmers were more interested in technology and management information, while small farmers were more concerned about information for farm management directions and timely diffusion of agricultural technology information. Agricultural extension service should put more emphasis on small farmer groups and active participation of farmers in these groups. Providing information and moderate advice in selecting alternatives should be the major activities for consultation for advanced farmers, while problem solving processes may be the major educational function for small farmers. Systems such as internet and e-mail should be utilized for functions of information exchange. These activities may not be an easy task for decreased numbers of extension educators along with increased administrative tasks. It may be difficult to practice a one-to-one approach However group guidance may improve the task to a certain degree.
