Analysis for the Policy Making Process of G7 Project in 1990s (선도기술개발사업(G7)의 정책결정 과정 분석: 범부처간 추진 과정 및 민간 전문가 역할을 중심으로)

  • This work firstly aims to analyse how the policy makers had been able to sort out the two policy issues, 'how did the MOST establish the inter-departmental project' and 'why did the MOST give a legal power to the private experts', in the process of policy making for Highly Advanced National(HAN) project, called G7 Project, which had been implemented for 10 years in 1990s. Then, this will discuss the policy implications available to the similar policy areas in the future. The result shows that the agenda setting of the G7 Project, one of the successful national R&D projects in Korea, had been initiated by a few leaders who had have the perspective of pioneer. In addition, this explains that private experts had more played than civil servant did in the process of policy formation, which had been backed up by the R&D plannin4g system then introduced in R&D management process for the frist time. This case study will provide policy makers with the opportunities to remind 'the necessities of the policy management by the system not actors', 'more effective management of distribution policy' and 'the better role of related experts in the policy making process'. Also, above issues will make both the practitioners and the researchers again consider how to improve the rationality and effectiveness of the policy making process in the field of science and technology.

Extensively collected materials and data on the vibration and noise characteristics of high speed trains are summarized herein to reduce the research direction.

  • This paper introduces the Future Technologies for Universal Radio Environment (FUTURE), which is China's wireless communications research project oriented to beyond 3G systems. The features and basic requirements of the FUTURE project are described, and the system structure, which is based on IPv6 core network, is proposed. The key techniques for FUTURE project are also addressed.

  • A study on Technical Specifications of the current collection system in G7 Korean High Speed Train Project is performed in this paper. First, an appropriate level of contact wire tension for 350km/h commercial operation is proposed based on the foreign high speed train operation experiences and a relevant technical criterion, Second, two optimized design specifications of the pantograph for G7 Korean High Speed Train are proposed based on current collection quality. In order to perform design optimization, a formulation on the follow-up characteristics of a pantograph with 3 levels of masse-spring-damper is derived in this paper. Dynamic design parameters of the pantograph are adjusted to maximize follow-up capability at the dropper and span passing frequencies.

  • This paper shows the results of train system engineering technology and exterior and interior design of a prototype test train(HSR 350X) which was developed in R&D project titled 'Development of High Speed Railway Technology'. The prototype test train, which has two power cars, two motorized trailers and three trailers, is now being tested on high speed line.

  • This paper addresses a methodology for monitoring the first phase('92-'94) progress and its strategic implication of Highly Advanced National R&D Program(HAN or G7 project) in Korea. The conceptual framework and its strategic thrust of the interim evaluation, which is the main focus of this paper, was designed both by reviewing related literature and by analyzing the unique characteristics of the HAN Program. Actual monitoring or interim evaluation was initiated by the G7 Planning and Evaluation Committee, which was established for advising, directing, and monitoring the HAN Program, with the help of large number of experts from various industries, universities, and research institutes. The monitoring results had been reported to the related ministries and project coordinating agencies. According to the suggestion made by the G7 Planning and Evaluation Committee, several projects were suffered structural changes and one was dropped.

  • 본 연구에서는 G7 감성공학 연구에서 발생한 231 개의 지표들을 이용자가 접근 용이하도록 분류하여 그 체계를 갖추는 작업을 수행하여 web 상에 제공함으로써 감성공학에 대해 적은 지식을 가진 이용자라 할지라도 분류체계에 따라 지표를 검색하고 이용할 수 있게 하는 것을 목표로 하고자 한다. 본 연구의 결과를 이용하면 현재 서비스 실시 중인 감성공학 인터넷 사이트(http://www.gamsung.or.kr)에서 감성지표의 검색 및 조회의 사용성을 향상 시킬 것으로 기대한다.
